Keep time-critical inference, safety decisions, and essential control on the onboard system; treat satellite connectivity as an intermittent path for data exchange, not as a prerequisite for safe operation. Define what continues offline, queue non-urgent data durably, and make communications loss a separate condition from degraded or untrustworthy satellite-derived position, navigation, and timing (PNT).
Which satellite failure are you handling?
A satellite communications outage and a PNT failure are different events. The communications link carries messages; GNSS or another PNT source may supply position and time. One can fail while the other remains available. Design and diagnose them independently rather than treating “satellite unavailable” as one system state.

| Condition | What it means | Operational response |
|---|---|---|
| Communications unavailable | The onboard system cannot exchange data over the expected satellite path. This alone does not show that GNSS position or time has been lost. | Continue approved local functions, record the outage, and queue eligible outbound data. |
| Communications degraded or intermittent | A path exists, but delay, throughput, or continuity is insufficient for some services. | Prioritize small, important messages and avoid repeatedly switching operating modes in response to brief fluctuations. |
| PNT degraded or suspect | Position or timing inputs may be inaccurate, unavailable, or otherwise untrustworthy, even if communications still work. | Apply the separately defined PNT contingency, verify against independent sources where available, and do not treat a successful link as proof of valid navigation data. |
The Maritime and Coastguard Agency’s MGN 719 (2026) addresses maritime GNSS/PNT degradation. Its advice is specifically relevant to mariners; it is not a general rule for every satellite communications outage or a certification standard for other vehicle types.

Set the offline operating mode before deployment. The Canadian Centre for Cyber Security’s 2026 guidance, Securely deploying AI at the network edge, describes edge AI in terms of local inference and decision-making, while noting that edge deployments are often hybrid rather than wholly independent of cloud services. It identifies resilience during connectivity loss as a benefit, and also warns that offline operation can delay patching and oversight.

For each AI-enabled function, specify the offline behavior explicitly:
- Continue: identify time-critical inference and safety behavior that must run locally, including the sensor inputs and locally available models or policies they require.
- Degrade: state which functions remain available with reduced information, delayed external data, or a restricted operating envelope.
- Stop or enter a safe state: define the conditions under which an action is no longer safe without a cloud service, fresh data, or human authorization.
- Retain: decide which telemetry, decisions, and event records must survive the outage and what low-priority data may be aggregated or dropped when storage is constrained.
- Escalate: define when local alarms, operator intervention, an independent fallback, or an override/shutdown mechanism is required.
Map physical interactions and worst-case failures, not just software calls. A model that continues to return results is not necessarily safe to use if its inputs are stale or its command path has lost an independent safeguard. Keep cloud orchestration, updates, and analytics from becoming undeclared single points of failure, and constrain any AI-to-operational-technology commands through local policy and independent fail-safe paths.
How should the system classify link conditions?
A binary connected/disconnected flag hides important differences. Define observable link states and specify the transition behavior for each. The state names below are an implementation framework, not a prescribed standard or set of performance thresholds.

| Link state | System behavior to define |
|---|---|
| Available | Permit authorized exchanges; continue local operation rather than transferring essential decisions to the cloud by default. |
| Degraded | Adapt to reduced throughput or elevated delay. Preserve urgent traffic and defer bulk transfers. |
| Unavailable | Enter the pre-defined offline mode, retain eligible outbound records, and keep local monitoring and security controls active. |
| Suspect | Restrict or withhold actions that rely on untrusted communications until the path or message can be validated under local policy. |
Use thresholds and transition rules appropriate to the platform. Avoid rapid oscillation between modes during brief link fluctuations; record state changes so an operator can distinguish a true outage from repeated handovers or transient degradation.
How should onboard AI queue data until the link returns?
Persist outbound records locally so a process restart or power cycle does not silently erase them when the system is expected to retain them. The Canadian Centre for Cyber Security recommends secure transmission, including store-and-forward mechanisms for intermittent connectivity. NASA’s Delay/Disruption Tolerant Networking Overview describes a networking approach for delayed or disrupted paths; it also makes clear that DTN does not make an individual radio link faster, and that links still need to be pre-established. DTN features can support custody, ordering, duplicate handling, and prioritization across suitable paths, but they do not remove the need to engineer the radio link and its availability.
- Classify messages. Separate safety or urgent events, operational records, and bulk telemetry. Give urgent messages priority so a large upload cannot starve a small high-priority item.
- Make records identifiable and verifiable. As appropriate to the application, retain timestamps, source identity, sequence or version information, integrity protection, priority, and expiry. Treat these as engineering design choices, not as a verbatim NASA specification.
- Set queue limits. Specify storage capacity, retention, queue-growth alarms, and what happens under storage pressure. Preserve safety-relevant records; define aggregation or drop rules for lower-priority data in advance.
- Make delivery behavior explicit. For each class, decide whether delivery confirmation is required, how retries work, and how the receiver handles duplicates. Design consumers to tolerate retransmission rather than assuming every record arrives exactly once.
- Resume in bounded batches. When a next hop is available, transmit according to priority and resource limits. Do not let recovery traffic overwhelm local compute, the communications path, or more urgent messages.
A queue is not a complete reliability design by itself. Specify its behavior across restarts, loss of power, corrupt records, full storage, and prolonged outages, and test those cases on the intended platform.

What must keep working locally during an outage?
Communications loss should not disable the onboard team’s ability to understand what the system is doing. Keep local monitoring and security available without a cloud service. Record, as relevant to the application:
Recommended Free Tools
- link state changes and connectivity anomalies;
- resource use, including storage and compute pressure;
- model confidence and inference latency;
- inference counts, decisions, and autonomous actions; and
- events that triggered a restricted mode, fallback, or human intervention.
Retain logs under a defined local policy and protect them against unauthorized access or modification. When connectivity returns, send them securely under the same priority and resource controls as other queued data. Offline operation also means patches and oversight may be delayed, so define how the device maintains authentication, local policy enforcement, monitoring, and containment while disconnected—and how authorized maintenance is handled when a trusted path becomes available.

Its defense-in-depth themes include redundant paths, anti-jam antennas, monitoring, anomaly detection, and endpoint security. Apply the relevant controls to the actual service and platform rather than treating any one control as a guarantee of availability.

- Identify which components and dependencies belong to each segment, including onboard endpoints and the systems that manage them.
- Assess whether alternate paths fail independently; two paths that share a vulnerable component may not provide meaningful redundancy.
- Monitor for abnormal link or endpoint behavior and define a local response that remains usable if external security services are unreachable.
- Constrain privileges and commands at the endpoint so a communications path cannot bypass local safety policy.
- Account for antenna, power, environmental, compute, security, and safety requirements when selecting hardware. “Industrial edge AI computer” is a category, not a validated model or procurement recommendation.
How should you handle GNSS and timing separately?
For maritime systems, assess whether an AI function depends on GNSS-derived position or time independently of whether it depends on satellite broadband. Establish how to verify navigation information and exercise alternatives appropriate to the vessel and its equipment. The MCA’s MGN 719 (2026) recommends that mariners exercise the ability to navigate safely using alternative sources of navigational information; it does not prescribe one alternative for every vessel.
The scale of the risk is distinct from a broadband outage. MGN 719 quotes a 2023 Department for Science, Innovation and Technology estimate for a seven-day UK GNSS outage: £183 million in shipping losses, £1,309 million in port operations losses, and £8 million in fishing industry losses, totaling £1.5 billion across those categories. These are UK estimates of GNSS-outage losses, not estimates of satellite broadband disruption or AI failure.

What should be tested before deployment?
Exercise the behaviors that the offline and recovery designs depend on. Test in a controlled environment appropriate to the equipment and its safety case, including the relevant abnormal and adversarial conditions.
- Complete loss of connectivity, long delay, intermittent flapping, and bandwidth contention.
- Corrupted or replayed messages, retries, duplicate delivery, and priority conflicts.
- Restart or reboot with a nonempty queue, storage pressure, and queue-growth alarms.
- Loss or degradation of PNT while communications remain available, and communications loss while PNT remains available.
- Return to service: confirm freshness and validity of time and data, reconcile queued events, check model and configuration versions, and prevent stale control commands from being replayed.
- Local observability and operator response while cloud services are unreachable, including the required safe state or override.
Document expected behavior and pass criteria for each scenario. A successful reconnection is not, by itself, evidence that queued commands are still valid or that restored satellite-derived time and position are trustworthy.
