How to Handle Rate Limits and Retries in a Search Results API

A 429 Too Many Requests response is a diagnosis problem before it is a retry problem. Read the provider’s error body, rate-limit headers and account state; retry only when the response indicates temporary throttling. If a valid Retry-After or provider reset value exists, wait at least that long, add random jitter, and keep a strict cap on attempts and total elapsed time. Treat quota, billing, authorization and invalid-request errors as conditions to fix rather than failures to replay.

What a 429 response actually means

HTTP 429 tells you that the server is refusing the request because a limit has been reached. It does not, by itself, tell you whether another identical request will succeed later. Search providers commonly enforce several limits at once: a short burst window, a per-minute or per-second allowance, a daily or monthly quota, and account-level usage or billing restrictions.

Classify the response from the provider’s body and documentation instead of assuming every 429 is temporary. For example, the Brave Web Search API documents distinct error-code values including RATE_LIMITED and QUOTA_LIMITED. OpenAI’s rate-limit guidance likewise distinguishes temporary request or token limits from exhausted prepaid credits and organization usage limits. The correct action differs for each class.

Response condition Meaning Retry? Next action
Temporary rate limit A short enforcement window has been exceeded. Usually, after the documented delay. Honor the server timing hint, add jitter, and use bounded retries.
Hard quota or usage exhaustion An account, plan or billing allowance is exhausted. No immediate retry. Check quota, plan, billing and organization limits; wait for the documented reset or change the account.
Authentication or authorization failure The credential is missing, invalid or not permitted. No. Correct credentials, permissions or project configuration.
Invalid input The query or parameters violate the API contract. No, unless the request is changed. Validate and correct the request.
Transient server failure (for example, 503) The provider is temporarily unable to serve a valid request. Often, subject to the provider’s guidance. Apply the same bounded, jittered policy while respecting any server delay.

A response body can therefore be more useful than the status code. Preserve the provider error code and message in structured logs, but do not log API keys, authorization headers or query data that contains personal information.

Capture the evidence needed to make a safe decision

Record enough context to classify the failure and explain it later. At the moment of failure, capture:

  • HTTP status and provider-specific error code.
  • The response body, subject to redaction of sensitive data.
  • All documented rate-limit headers, including remaining and reset values.
  • A provider request or correlation ID when one is supplied.
  • The UTC time of the failure, request duration and the retry attempt number.
  • The application operation or idempotency context, so a retry cannot accidentally duplicate a non-idempotent side effect.

Keep credentials out of logs and traces. Store numeric limits and reset times as structured fields so dashboards can distinguish throttling from quota exhaustion. If the provider returns no documented timing header, mark the delay as unknown rather than inventing a reset time from a local clock.

A step-by-step retry decision workflow

  1. Classify the response. Check the status, body code and account context. Decide whether it is temporary throttling, a hard quota or billing condition, authentication, invalid input or a server failure.
  2. Check the documented timing hint. Parse a valid Retry-After value when the API documents it. Some providers use a different header; use the one named in that provider’s documentation rather than assuming a universal header.
  3. Wait for at least the indicated interval. Add a small random delay so a fleet of workers does not wake and send a synchronized burst. OpenAI’s API rate-limit guidance states: “Treat this value as a minimum: wait at least that long and add a small random delay so multiple clients don’t retry at the same time.”
  4. Retry only eligible operations. Ensure that repeating the search request is safe and that the request has not become invalid or unauthorized.
  5. Apply caps. Stop after a configured maximum number of attempts and an overall deadline. Choose those values from the user-visible latency budget and provider policy; there is no universal schedule for every search API.
  6. Reclassify every response. A second response can reveal a hard quota or billing error even when the first response looked like temporary throttling. Exit the retry loop immediately when the category changes.
  7. Escalate recurring failures. Reduce concurrency or request rate, inspect account limits and investigate the provider when the same operation repeatedly reaches the cap.

Honor server timing hints, then use bounded backoff

When a valid delay is supplied

Use the documented value as a minimum wait. A Retry-After header may be expressed as seconds or as an HTTP date, depending on the API; reject malformed, negative or unreasonably large values according to your client’s safety policy. Add jitter after parsing the value. The goal is to spread clients across time, not to disregard the provider’s reset instruction.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Providers may expose reset information under another name. Brave’s limits guide tells clients receiving a 429 to consult its X-RateLimit-Reset header. Do not substitute a locally calculated “one second later” delay when the response supplies a provider reset value.

When no usable hint exists

Use exponential backoff with jitter: increase the base delay after each eligible failure, randomize the actual sleep, and cap both the delay and the total retry window. The exact base, multiplier and caps belong to your latency and traffic model; the reviewed provider guidance does not establish one schedule that is safe for all search APIs.

    wait = min(wait, remaining_time(elapsed_deadline))
    sleep(wait)
    attempt += 1

return fail_retry_exhausted()

Recompute the remaining deadline before sleeping. A long server-provided delay can consume the entire user-facing budget; in that case, return a controlled failure or queue the work instead of sleeping past the deadline.

Prevent bursts before they become 429s

Retries are a recovery mechanism, not a traffic-shaping strategy. Pace ordinary requests and make the limiter aware of every window the provider enforces.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Use a shared limiter. Coordinate workers through a token bucket, leaky bucket or equivalent scheduler. A limiter local to each process can still overload the provider when many processes run at once.
  • Track remaining and reset values. Where documented, update the scheduler from response headers rather than relying solely on a configured estimate.
  • Control concurrency. Set a maximum number of in-flight searches and lower it when 429s recur. Concurrency and request rate are different controls: a fast queue can exceed a one-second window even when its average per-minute rate looks acceptable.
  • Spread scheduled work. Avoid releasing a whole batch at the beginning of a minute or immediately after a reset. Add a small distribution interval to scheduled jobs.
  • Separate limit windows. A provider can enforce a short burst window and a larger monthly allowance simultaneously. Satisfying the monthly number does not guarantee that a burst is acceptable.
  • Cache repeat searches where freshness permits. Reusing a recent result reduces both normal traffic and the number of requests exposed to a transient limit.

Brave Search API: headers and windows are plan-specific

Brave documents a one-second sliding request window per plan. Its guide names these response headers:

Header Use
X-RateLimit-Limit The limit associated with the response’s window.
X-RateLimit-Policy The provider’s policy description.
X-RateLimit-Remaining Requests left in the relevant window.
X-RateLimit-Reset Reset timing to consult after a 429.

The guide’s header examples, such as one request per second and 15,000 requests per month, are illustrative values, not a universal or current allowance for every plan. Read the actual headers at runtime and verify the account’s plan. Brave’s Web Search API reference documents HTTP 429 and the RATE_LIMITED and QUOTA_LIMITED error codes; use the response body to distinguish those cases before retrying.

Because the window is sliding, “wait until the next calendar second” is not a reliable algorithm. A shared limiter should account for the reset value and the requests already counted in the current window. If several workers receive the same reset time, jitter their wake-up times.

Do not create nested retry loops

HTTP clients and SDKs may already retry eligible statuses. An application loop layered on top can multiply attempts: a single logical search might become several SDK attempts, each wrapped by several application attempts. That increases load precisely when the provider is limiting you.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Inspect the installed library’s documentation and configuration for:

  • Which statuses and exceptions it retries.
  • Whether it honors Retry-After or provider-specific reset headers.
  • Its maximum attempts, backoff formula and total timeout.
  • Whether streaming, pagination or connection failures use a separate policy.
  • How to disable or expose internal retries to your application metrics.

Choose one owner for the retry decision, or explicitly include the SDK’s attempts in the application’s total budget. Official OpenAI SDKs automatically retry eligible 429 and 503 responses, but handling of long Retry-After delays varies by SDK version and configuration. That behavior must not be assumed for a search API’s SDK.

A separate AWS example

AWS SDK documentation illustrates why defaults must be checked rather than generalized. For the configuration described there, the 2026 behavior requires opting in with AWS_NEW_RETRIES_2026=true until it becomes the default. Its standard mode uses exponential backoff with jitter and a retry quota, and the documented configuration has a default maximum of three attempts. Those settings apply to that AWS SDK configuration, not to search clients generally; they are not a recommended universal attempt count.

Compare retry strategies by the controls that matter

Strategy Server-delay handling Jitter Stopping rules Error classification Limit awareness SDK interaction
Immediate retry Usually ignores hints. None. Often absent. Frequently retries hard failures. No. Likely to amplify built-in retries.
Fixed delay Can honor a hint if overridden by it. Optional. Requires explicit attempt and deadline caps. Must be added separately. Usually tracks only one window. Safe only after checking library behavior.
Exponential backoff with jitter Uses the hint when valid, otherwise computes a delay. Yes. Maximum attempts, maximum delay and overall deadline. Can stop on quota, billing, auth and input errors. Can incorporate remaining/reset headers and concurrency. Must be coordinated with SDK retries.
Adaptive shared scheduler Updates pacing from provider headers. Yes, across workers. Per-operation deadline plus queue policy. Classifies each response before rescheduling. Tracks multiple simultaneous windows. Requires SDK attempts to be visible or disabled.

For a production search service, the last two approaches are generally the useful designs: bounded backoff handles an isolated failure, while a shared scheduler prevents a fleet from repeatedly generating the same failure.

Observability: prove that the policy is working

Measure retries as a separate traffic class. At minimum, expose:

  • 429 rate by provider, endpoint, account and error code.
  • Retries per logical request and total HTTP attempts.
  • Delay selected from a server hint versus locally computed backoff.
  • Time spent waiting, queue depth and end-to-end latency.
  • Remaining quota and reset time when headers provide them.
  • Counts of quota, billing, authentication and invalid-input failures that were correctly not retried.
  • Requests abandoned because the attempt cap or deadline was reached.

Alert on sustained 429s, a falling remaining allowance, rising retry amplification or a sudden increase in hard-quota errors. Include the provider request ID in support logs when available, but redact secrets and personal query content.

Test failure paths deliberately

A retry policy is incomplete until its failure branches are exercised. In a test environment or with a mocked transport, verify that:

  • A valid Retry-After causes a wait no shorter than the supplied value plus jitter.
  • A documented provider reset header is parsed correctly and malformed values do not produce an infinite sleep.
  • Exponential delays stop at the configured cap and the overall deadline is enforced.
  • A response classified as quota, billing, authentication or invalid input exits without another request.
  • Concurrent workers do not all resume at the same instant.
  • SDK-level retries are counted in the logical request’s total attempt budget.
  • A retry-safe search operation is not confused with a non-idempotent operation that could duplicate a side effect.

Also test clock differences when a provider returns an absolute reset time. Use a monotonic local timer for deadlines and treat provider dates as external input; a wall-clock adjustment should not turn a bounded loop into an unbounded one.

Common mistakes and their fixes

Retrying every 429 forever

Why it fails: quota and billing errors never become successful through repetition, and an unbounded loop can overload both systems. Fix: classify the body, then enforce attempt and elapsed-time caps.

Ignoring the provider’s reset header

Why it fails: a locally chosen delay may wake before the provider’s window has reset. Fix: parse the documented header and treat it as the minimum wait, with jitter.

Using one global quota number

Why it fails: short burst windows and monthly quotas can be enforced independently. Fix: track each documented window and pace requests against the most restrictive one.

Adding an application loop around hidden SDK retries

Why it fails: attempts multiply and the resulting latency is difficult to predict. Fix: inspect SDK defaults, select one retry owner or include every layer in one budget.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Logging credentials while debugging throttling

Why it fails: a useful diagnostic record becomes a security incident. Fix: log status, sanitized codes, headers, timing and request IDs while redacting keys and sensitive query data.

A practical policy to put into production

Start with a classifier that understands the provider’s documented error codes. For temporary throttling, use the provider delay or reset value, add jitter and reschedule through a shared limiter. When no valid hint exists, use capped exponential backoff. Stop on hard quota, billing, authentication and invalid-input conditions. Count attempts made by the SDK as well as those made by your code, and enforce an overall deadline. Finally, feed status, delay, remaining quota and retry counts into metrics so a rising 429 rate triggers traffic reduction or account investigation rather than a larger retry storm.
