When harassment occurs in an online community, preserve the relevant message and context, report it through the platform’s appropriate channel, and use proportionate measures to limit further exposure. Moderators should explain decisions privately where possible and provide a clear appeal route that does not force anyone into a public confrontation. Criticism and disagreement are not automatically harassment; apply the community’s written rules to conduct and context.
What counts as harassment?
There is no single definition that applies to every platform or community. Many policies focus on targeted abuse, including severe or repeated conduct, rather than treating every insult, disagreement, or harsh criticism as harassment. Reddit’s harassment policy, for example, distinguishes targeted personal abuse from criticism of ideas, beliefs, organizations, or public figures. That is Reddit’s policy, not a universal test.

For community moderators, the practical starting point is the written rule: identify the conduct it covers and assess the surrounding context. A clear policy makes it easier for members to understand what they can report and for moderators to explain why they acted.
What to do if you are being harassed
Preserve the relevant evidence
Keep the message or post, the account involved, the date, and enough surrounding conversation to show context or a pattern. Use the platform’s reporting feature and choose the closest accurate category. Avoid reposting the material widely or asking others to confront the person; that can expose people to more abuse and obscure the original issue.
Report the specific content
When possible, report the exact item rather than describing it only in general terms. Twitch recommends reporting from the chat message or Whisper itself so reviewers can identify the content at issue. Do not submit repeated reports or knowingly inaccurate ones.
Reduce contact and exposure
Use the service’s available controls to limit further interaction, such as blocking or muting an account, where those options exist. If the behavior is happening in a moderated space, contact its moderators through the designated route and include the evidence and context. Do not assume that a community moderator can decide a platform-level account appeal.

How moderators should respond
Match the intervention to the conduct
Act to stop ongoing harm, but choose a response based on severity, repetition, context, and the community’s rules. Twitch identifies message deletion, a timeout, and a channel ban as examples of moderation actions. Discord describes a range that includes content removal, warnings, temporary restrictions, and suspensions; its warning guidance says severity, content type, and history matter when assessing action. These are platform examples, not a universal penalty ladder.

Explain the decision
Tell the affected person what rule was applied and what action was taken when the process permits. Discord’s Warning System is designed to give users notice of the violation and its effects on account standing. In a volunteer community, a concise explanation can support consistent enforcement without disclosing sensitive evidence or identifying people unnecessarily.

Protect privacy while being transparent
Members need enough explanation to understand how rules are enforced, but a public account of a case can embarrass or expose the people involved. Discord’s moderation guidance recommends weighing transparency against the risk of creating further harassment and generally favors private appeals between the moderators and the punished user. Keep sensitive details in the narrowest appropriate channel.
How to run a fair appeal
Give the person a clear route to request review
State where an appeal goes, what information would help, and how the person will receive a result. For a community-level decision, a private message or designated form can let the person explain why the decision may be mistaken without turning the dispute into a public confrontation. Do not require the person who reported harassment to debate the sanctioned user.
Review the decision, not just the original report
Check the evidence against the rule that was cited, consider context and proportionality, and assess whether the original action followed the community’s process. Where practical, have someone other than the original decision-maker review the appeal. The reviewed platform guidance supports appeals and notices, but it does not establish a universal recordkeeping standard for community moderators; keeping concise internal notes is a practical way to make decisions more consistent.

Communicate the outcome and correct errors
Tell the person whether the decision stands or changes and give a brief reason. If the action is reversed, restore access or content where feasible and correct internal notes so the same mistake is less likely to recur. Keep the explanation limited to what the person needs to understand the outcome.

Platform procedures are service-specific and can change. The examples below describe what the cited official guidance establishes, not a shared workflow for every service.
| Service | What its guidance says | Important limit |
|---|---|---|
| Its harassment policy distinguishes criticism and strong opinions from targeted, severe, or patterned personal abuse. | This is Reddit’s policy definition, not a general standard for all communities. | |
| Twitch | Its help guidance recommends reporting from the specific chat message or Whisper when possible. Its harassment guidance gives deletion, timeout, and channel ban as examples of moderation actions. | These examples do not mean every report leads to the same action. |
| Discord | Its Safety Library describes an in-app account-appeal route, and its Warning System describes user notices and factors such as severity, content type, and history. | Available appeal options and enforcement depend on the decision and the service’s current process. |
When legal or external dispute options may apply
A platform’s internal appeal process is not the same as a legal right, and the relevant options depend on the user’s location and the type of decision. Discord’s EU Digital Services Act guidance describes covered decisions and says certain users have six months to use its internal appeal process where the DSA applies. That time limit is not a general deadline for appeals in other places or communities. Check the current service guidance and applicable local rules for a particular case.
How to assess whether a process is working
For a community with multiple reporting or moderation routes, assess each against these questions:
- Rule clarity: Can members tell what conduct crosses the line, and does the policy distinguish targeted abuse from criticism?
- Evidence: Can a report identify the specific message, account, date, or pattern?
- Proportionality: Does the decision take severity, context, and prior conduct into account?
- Notice: Does the person affected by an enforcement action learn which rule and action are involved?
- Appeal access: Is there an identifiable route to request review and learn the result?
- Privacy: Can moderators review sensitive evidence without inviting public pile-ons?
- Jurisdiction: Could statutory or alternative dispute options apply to this user and decision?
What response times can you expect?
Do not treat one service’s stated target as a guarantee across platforms. Discord’s Safety Library says it aims to review lower-harm reports, including harassment, hate speech, and misinformation, within a week. That is Discord’s stated target for those report categories, not a guaranteed deadline for every case or service.
Reporting screens, policies, and appeal routes can change. For a particular case, follow the current instructions on the relevant service rather than relying on another platform’s process.
