A GSTR-2B mismatch is a reconciliation signal, not an automatic disallowance or reversal. Match the invoice to your purchase register and source documents, identify whether the problem is supplier reporting, receipt, eligibility, payment, tax payment, or a credit note, and then record the correct action for the relevant tax period. Reclaim input tax credit (ITC) only after the event that restores eligibility has actually occurred.

Start by separating a mismatch from a reversal

GST-registered businesses commonly use GSTR-2B to compare supplier-reported invoices with their purchase records. It is valuable evidence of what a supplier communicated through the GST system, but its presence does not prove every statutory condition for ITC. Before treating a difference as a reversal, verify the transaction, the documents, receipt of the supply, tax treatment and payment facts required under Section 16 of the Central Goods and Services Tax Act, 2017 and Rule 36 of the CGST Rules, 2017.

Use three initial questions:

  • Is the record merely missing or different in GSTR-2B? A supplier filing delay, amendment or wrong invoice detail may require correction and later reconciliation rather than an immediate reversal.
  • Was ITC actually ineligible? Non-receipt, an invalid document, wrong tax head, incorrect place-of-supply treatment or another statutory restriction can make the credit ineligible.
  • Was the credit temporarily reversible? Certain reversals, such as the payment-related reversal under Section 16, can be reclaimed after the specified restoring event. A permanently ineligible credit cannot.

Record the answer at invoice level. A single “GSTR-2B difference” label is too broad for return preparation, interest assessment or annual-return reporting.

What Section 16 and Rule 36 require you to check

Section 16 and Rule 36 require more than a matching portal entry. For each invoice or debit note, establish that the supply is for business, the prescribed tax document exists, the goods or services were received, the supplier-side details and tax conditions are satisfied, and the credit is reported in the return within the applicable statutory limits. The exact legal text and amendments applicable to the tax period should be checked before filing.

GSTR-2B is evidence, not a complete eligibility test

An invoice appearing in GSTR-2B supports the supplier-reporting part of your reconciliation. It does not by itself establish receipt, business use, valid documentation, correct tax classification, absence of blocked credit, or payment of the supplier. Conversely, an invoice absent from GSTR-2B does not identify the reason automatically: the supplier may not have filed, may have amended the record, or may have reported it in another period.

The 180-day supplier-payment rule

Section 16 addresses a specific commercial-payment failure. If the recipient does not pay the supplier the value of the supply plus tax within 180 days from the invoice date, the corresponding ITC already availed must be paid back with applicable interest in the prescribed manner. This is not a 180-day rule for every GSTR-2B mismatch. After the recipient pays the supplier, the credit may be taken again, subject to the other eligibility conditions and the procedure applicable to the relevant period.

Calculate the 180-day date from the invoice date for each affected invoice. Keep the payment ledger, bank proof, debit or credit adjustments and the calculation supporting the reversal. Do not treat an unpaid invoice as permanently disallowed when the statutory condition allows later re-availment.

Supplier non-payment of tax is a different case

Section 41 separately deals with tax on a supply that the supplier has not paid. It provides for reversal with applicable interest in the prescribed manner and permits re-availment when the supplier pays the tax. This is factually different from the recipient’s failure to pay the supplier within 180 days. An invoice or payment voucher alone may not tell you whether the supplier has discharged its tax; obtain reliable portal or supplier evidence and apply the rule in force for the tax period.

Rule 36(4) and uncommunicated invoices

The current statutory text surfaced for Rule 36(4) contains a 5 per cent cap, relative to eligible credit for invoice and debit-note details furnished by suppliers, on credit relating to details not furnished. Because Rule 36(4) has been amended over time, confirm that the version and percentage apply to the tax period being reviewed before using the figure in a calculation. Do not carry a historical percentage into a later return without checking the notified rule.

Rule 37A requires current-rule verification

GSTN’s FY 2024-25 annual-return guidance refers to Rule 37A and its separate reporting treatment. The operative deadline, triggering event and complete procedure are not established by the material used for this guide. Before giving a client a Rule 37A due date or making a reversal entry under it, read the consolidated Rule 37A text and the notifications applicable to the relevant financial year.

Invoice-level mismatch workflow

  1. Freeze the population for one tax period. Export or save the purchase register, GSTR-2B details and the filed return working for the month or quarter under review. Keep the financial year with the period label, such as October 2025 or FY 2025-26.
  2. Match the identifying fields. Compare supplier GSTIN, invoice or debit-note number, invoice date, taxable value, IGST, CGST and SGST amounts, place of supply, reverse-charge indicator and document type. Normalize invoice-number punctuation and leading zeroes before calling a record unmatched.
  3. Verify the underlying transaction. Attach the tax invoice or debit note to goods-receipt notes, delivery records, service-completion evidence, contracts or purchase orders. Confirm that the goods or services were actually received and used for business.
  4. Check the credit actually claimed. Record the ITC amount originally availed by tax head. A credit-note decision must be based on the amount actually claimed, not merely the tax shown on the note or the gross invoice value.
  5. Classify the exception. Select one cause: missing supplier filing, supplier amendment, credit note, debit note, non-receipt, unpaid supplier consideration, supplier tax non-payment, blocked or otherwise ineligible credit, wrong tax head, wrong place of supply, duplicate claim or another documented cause.
  6. Resolve supplier-side errors. Ask the supplier to inspect its outward-supply return and amendment data, then recheck the recipient’s portal data in the period in which the correction should appear. There is no single universal supplier-contact process; preserve emails, tickets, revised documents and filing acknowledgements.
  7. Post the current-period action. Reverse the amount only when the identified rule or eligibility failure requires it. Calculate interest where the applicable provision requires interest, and link the entry to the invoice and return period.
  8. Track the restoring event. For a temporary reversal, record the event that permits re-availment, such as payment to the supplier or supplier payment of tax. Do not reclaim on an expected future event.
  9. Reconcile the annual return separately. At year end, map the reversal and later reclaim using the instructions for that financial year, not a prior-year template.

Diagnose the common mismatch patterns

What you see Likely issue to investigate Usual treatment
Invoice in books but absent from GSTR-2B Supplier has not filed, filed late, used the wrong GSTIN, or reported a different document number or period Obtain supplier correction or filing evidence; assess Rule 36(4), eligibility and the period-specific rules before claiming or retaining credit
Taxable value or tax differs Supplier amendment, data-entry error, tax-head error or partial supply Match the amended document and books; adjust only the affected amount and preserve the audit trail
Credit note appears in IMS or GSTR-2B Supplier reduced the original transaction Compare the credit-note tax with ITC actually availed and use the applicable IMS action; do not reverse more than the credit connected with the claim
Goods or services were not received Invoice was booked before receipt, or the transaction failed Do not retain unsupported ITC; document the reversal and assess whether any later, fact-specific reclaim is legally available
Invoice remains unpaid after 180 days Section 16 supplier-payment condition has failed Reverse the ITC with applicable interest in the prescribed manner; reclaim after payment to the supplier
Supplier has not paid tax Section 41 condition, distinct from commercial non-payment Apply the prescribed reversal and interest treatment; reclaim only when the supplier pays tax and other conditions remain satisfied
Credit relates to a blocked or otherwise ineligible expense Substantive eligibility failure Reverse or do not claim as required; there is no automatic reclaim merely because the invoice later appears in GSTR-2B

Credit notes and the GSTN IMS workflow from October 2025

From the October 2025 tax period, GSTN’s Invoice Management System (IMS) FAQ describes an action for covered credit-note records that lets the recipient specify whether ITC needs to be reduced. The interface question is: “Whether ITC need to be reduced for the selected record(s)?” This is a portal workflow, not a blanket legal conclusion that every credit note requires a full reversal.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Determine the amount before selecting an action

Link the credit note to the original invoice and calculate the tax credit actually availed on that invoice. If the related ITC was never availed, GSTN states that no reduction is needed. If only part was availed or part has already been reversed, enter the amount that remains relevant rather than treating the credit note’s full tax as the amount to reverse.

  • Select Yes when a reduction is required and enter the applicable amount, including a partial amount where supported.
  • Select No when no reduction is required for that record, including where the linked ITC was never availed.
  • Check the result before filing. GSTN’s FAQ states that accepting without entering an amount when “Yes” is selected triggers full reduction.

Watch the pending window

The IMS FAQ describes a pending period of one tax period: one month for monthly recipients and one quarter for quarterly recipients, using the FAQ’s due-date method. If no action is taken after the described period, the record is deemed accepted. Confirm the record type, recipient filing frequency and current portal calendar before relying on that outcome; a deemed acceptance does not replace the underlying eligibility analysis.

Reversal and reclaim: keep the causes distinct

Cause Why reversal occurs When reclaim can be considered Key evidence
Failure to pay supplier within 180 days Value plus tax was not paid within 180 days from invoice date After payment to the supplier, subject to the remaining Section 16 conditions Invoice-date calculation, supplier ledger, payment proof and interest working
Supplier has not paid tax Tax on the supply has not been paid under the Section 41 fact pattern After the supplier pays tax in the prescribed manner Reliable evidence of supplier tax payment and the recipient’s reversal/reclaim entries
Non-receipt or temporary operational issue Receipt or another eligibility condition was not established when claimed Only if the applicable law and facts restore eligibility; do not infer a general right from an annual-return example Goods receipt, service acceptance and evidence of the restoring event
Credit note Supplier reduced the original taxable supply and related ITC Only to the extent the underlying transaction and corrected amount support credit Original invoice, linked credit note and ITC actually availed
Blocked or permanently ineligible credit Substantive statutory restriction Normally no reclaim merely because data is later matched Expense classification, business-use analysis and the provision relied on

Never promise a reclaim date before the restoring event occurs. A reversal register should show the original claim, the reason, the date and amount reversed by tax head, the return period, interest assessment, and the evidence that later permits or rejects re-availment.

Annual-return reporting: use the instructions for the correct financial year

GSTN’s FY 2024-25 FAQ gives examples that distinguish reversal and reclaim causes. In the situations described there, Rule 37 reversals are reported in Table 7A, Rule 37A reversals in Table 7A1, and related reclaims in Table 6H. Those examples are not a universal map for every reversal or for every financial year.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Before preparing an annual return:

  • List each reversal by the rule or factual cause, not by a generic “2B mismatch” code.
  • Separate reversals made during the year from reclaims made during the year.
  • Identify whether the reclaim relates to a Rule 37, Rule 37A, non-receipt or another case described in the current year’s instructions.
  • Reconcile the annual-return tables to the monthly or quarterly returns, the reversal register and the supporting payment or supplier-compliance evidence.
  • Use the notified form and FAQ for the relevant financial year. Do not copy FY 2024-25 table mappings into a later year without checking for changes.

Rule 37A deserves particular caution: verify its complete current deadline and procedure in the consolidated rules before filing or advising on a deadline.

Records to retain for each disputed invoice

  • Tax invoice, debit note and any linked credit note.
  • Goods-receipt note, delivery evidence, service-completion certificate or other receipt proof.
  • Purchase-register line and the saved GSTR-2B record or download for the relevant tax period.
  • Supplier correspondence, amendment details, revised documents and filing acknowledgements.
  • Payment proof, supplier ledger and the 180-day calculation where applicable.
  • Reversal calculation by IGST, CGST and SGST, including interest working where required.
  • Return-period reference, filed return evidence and journal or accounting entry.
  • Later reclaim evidence, such as supplier payment, supplier tax-payment confirmation or the documented event restoring eligibility.
  • For IMS credit notes, the action selected, amount entered, linked invoice and proof of ITC actually availed.

This file should let an independent reviewer answer four questions without reconstructing the history: what was claimed, why it was challenged, what was reversed, and why any later reclaim was permitted.

Controls that prevent recurring mismatches

Use a reason-coded exception register

Maintain separate codes for supplier filing, amendment, credit note, non-receipt, 180-day non-payment, supplier tax non-payment, blocked credit, wrong tax treatment and duplicate claim. Include invoice number, GSTIN, tax period, financial year, tax head, amount, owner, next action and ageing.

Set period-end review gates

  • Before filing: reconcile new GSTR-2B records to the purchase register and investigate material differences.
  • At payment review: identify invoices approaching 180 days from invoice date.
  • At supplier follow-up: track missing filings and amendments by supplier GSTIN.
  • At annual close: reconcile the reversal register to return tables and reclaim evidence.

Do not let automation make the legal decision

Matching software can flag a missing invoice, duplicate number or tax difference. It cannot decide from GSTR-2B alone whether the supply was received, whether credit is blocked, whether a supplier paid tax, or whether a reclaim event has occurred. Keep a human review step for those conclusions.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Worked examples

Example 1: Missing supplier filing

An invoice is recorded in March 2026, but it is absent from the March 2026 GSTR-2B. The accounts team confirms receipt, a valid invoice and business use, then asks the supplier to check its outward-supply filing. The team does not automatically label the amount permanently ineligible. It records the missing-reporting exception, checks the Rule 36(4) version applicable to March 2026, and updates the reconciliation when the supplier’s corrected data appears.

Example 2: Payment made after 180 days

An invoice dated 1 April 2025 remains unpaid through 28 September 2025, the 180th day, and ITC was availed earlier. The recipient identifies the Section 16 payment failure, computes the required reversal and applicable interest in the prescribed manner, and records the reversal in the relevant return. When the supplier is paid later, the recipient documents the payment and evaluates re-availment under the current rules rather than treating the original reversal as permanent.

Example 3: Credit note where only part of the ITC was claimed

A supplier issues a credit note for tax of ₹10,000, but the recipient had claimed only ₹6,000 of the linked ITC and had already reversed ₹2,000. The recipient first determines the remaining amount connected with the claim, then uses the IMS action for the covered October 2025-or-later period. Entering the full ₹10,000 without checking the claim history would overstate the reduction.

Frequent errors and their fixes

  • Calling every GSTR-2B difference a reversal: classify the cause first.
  • Assuming GSTR-2B proves eligibility: retain receipt, document, business-use and tax-payment evidence.
  • Using the 180-day rule for supplier tax non-payment: apply Section 16 and Section 41 to their separate fact patterns.
  • Reversing the full credit-note tax automatically: compare it with ITC actually availed and any prior reversal.
  • Reclaiming on an intention to pay: wait for the payment or other legally required restoring event.
  • Copying FY 2024-25 annual-return tables into another year: verify the notified form and current GSTN instructions.
  • Giving a Rule 37A deadline without checking the consolidated rule: verify the operative text for the relevant period first.
