If the duty appears wrong, compare the entry’s value, tariff classification, origin, quantity, and trade-treatment data with the actual shipment. International-mail and private-courier disputes follow different procedures, so use the deadline and instructions on the specific notice.
Start by finding who actually has the shipment
A seller’s message that “customs has it” does not prove that U.S. Customs and Border Protection (CBP) is holding the parcel. A package may still be with the carrier’s clearance department, a customs broker, the U.S. Postal Service (USPS), or another government inspection point. CBP says it cannot track ordinary consumer packages and directs recipients to contact the carrier first.

Collect the shipment identifiers
- Ask the seller which carrier was used and request the tracking number, bill of lading or air waybill, commercial invoice, and any entry or clearance reference.
- Use the carrier’s official tracking and clearance contact channel, quoting the tracking number exactly.
- Ask whether the shipment is awaiting documents, payment, inspection, an entry decision, or release from a government agency.
- Record the name or department of each person contacted, the date, and the response.
Do not treat a generic status such as “customs hold,” “clearance delay,” or “in transit” as a legal detention notice. The carrier must determine whether it still has control or whether a government agency has issued a specific notice.

An actual detention notice should explain why the package is being held and how to seek release. A carrier may instead send a clearance request. Keep the complete message, attachments, tracking history, and any deadline.

Reasons commonly given for a hold
- Missing or inconsistent paperwork: The invoice, bill of sale, product description, value, quantity, or consignee details may be absent or contradictory.
- Formal-entry requirement: The shipment may require a more detailed customs entry than the carrier can process as a routine consumer package.
- Inspection or compliance review: Authorities may need to examine the goods, verify origin, or check a regulatory requirement.
- Possible trademark or other intellectual-property concern: A notice may ask for information before the goods can be released.
- Unpaid duty, tax, or carrier charge: The shipment may be ready for release only after the assessed amount is paid or otherwise resolved.
- Admissibility problem: A permit, license, safety condition, or import restriction may prevent admission even when the paperwork is complete.
Supplying an invoice can solve a documentation gap, but it cannot by itself cure a prohibited or restricted import. Ask the carrier or CBP what specific action is required and whether the requested records must be submitted through a portal, by email, to a post office, or to a broker.
Respond with a complete, truthful record
Use the facts in the transaction, not an estimate designed to reduce duty. FedEx states that it cannot process clearance until authorities receive complete information unless the importer uses its own customs broker. Other carriers have their own submission workflows.
Documents to prepare
- Commercial invoice or seller invoice showing the parties, date, currency, item price, shipping charges, and terms of sale.
- Proof of payment, order confirmation, auction record, or bill of sale establishing what was actually paid or owed.
- A precise description of each item, including what it is made of, its function, quantity, model or part number, and whether it is new, used, a gift, a return, or a replacement.
- Shipping records, tracking details, air waybill or bill of lading, and any entry summary or mail-entry copy supplied by the carrier or USPS.
- Permits, licenses, certificates, or agency approvals requested in the notice.
- Evidence supporting country of origin and any claimed trade-agreement treatment.
Do not guess the customs value, origin, product description, or tariff classification. If the seller supplied an incorrect invoice, ask the seller for a corrected commercial document and tell the carrier that the original was wrong. Keep both versions so the correction is explainable.

Check whether the duty calculation is actually wrong
A payment demand alone does not reveal which input produced the amount. Ask the carrier or broker for the entry and calculation details, then compare them with the goods and transaction records.
| Assessment element | What to compare | Evidence that helps |
|---|---|---|
| Customs value | Declared value versus the price actually paid or otherwise documented, including the currency and relevant charges. | Invoice, payment receipt, order record, bill of sale, and explanation of discounts or refunds. |
| Tariff classification | The tariff code used for the item versus the item’s material, function, construction, and principal use. | Technical specifications, photographs, manuals, composition information, and a clear product description. |
| Country of origin | The country where the goods were made or otherwise acquired their origin, not merely the country from which they were shipped. | Manufacturer statement, origin marking, production information, and supplier records. |
| Quantity and units | Number of pieces, sets, weight, measurements, or other units used in the assessment. | Packing list, invoice line items, and the carrier’s entry data. |
| Trade-agreement treatment | Whether a claimed preference was supported and whether the goods meet the applicable origin rules. | Required certification or origin statement and supporting production records. |
DHL identifies value, classification, origin, quantity, and applicable destination-country rules as factors in duty and tax calculations. A disagreement is strongest when you can identify the exact field that is wrong and attach evidence for the corrected value.
International mail: the four CBP options
The detailed choices below apply to U.S. international mail handled through the CBP International Mail Branch. They are not a universal protest procedure for private-courier entries.

Option 1: Pay, receive the parcel, and protest afterward
CBP describes this route as paying the duty, taxes, and charges, receiving the package from USPS, and then questioning the assessment. Its International Mail Branch states: “You may pay the duty, taxes and charges, receive the package from the United States Postal Service (USPS) and then question the assessment.” A formal protest under that guidance must be filed within 90 days from the date the duty was paid. Send the signed mail-entry copy, a written explanation of the error, and supporting evidence to the CBP office that issued the assessment.
Option 2: Conditionally refuse delivery
If you do not want to pay before the dispute is considered, you can conditionally refuse the parcel and give the postmaster a written protest. CBP’s international-mail guidance says the conditional-refusal statement must be filed within 10 days. Follow the notice’s wording and delivery instructions precisely; an unconditional refusal is a different choice.
Option 3: File an administrative protest
CBP describes administrative protest timing separately by entry type: for an informal entry, the period is 90 days after payment, identified on the page as the date of liquidation; for a formal entry, it is within 90 days of liquidation. Confirm which entry type applies and use the date shown on the entry or notice rather than assuming the parcel’s delivery date controls.

- Please Note: To reach 10Gbps speed, keep the cable under 3.3 ft. For USB A Male to USB C adapters, try flipping the USB C connector. USB C Male to USB A adapters support bidirectional 10Gbps transfer within 3.3 ft
Option 4: Refuse delivery outright
An outright refusal sends the parcel back instead of preserving it for a conditional dispute. Before choosing it, read the notice for consequences, return charges, and whether the seller will refund you. Once delivery is refused, recovering the goods or contesting the assessment may be more difficult.
Private-courier shipments require a different route
Courier shipments commonly move through a carrier-appointed customs broker or agent. The carrier may ask for a power of attorney, a corrected invoice, a classification explanation, or payment before release. The mail-specific 10-day and 90-day rules do not automatically apply.
Ask the courier or broker for the entry record
- Request the entry number, entry type, tariff classification, customs value, origin, quantity, duty calculation, and any tax or fee breakdown.
- Ask who submitted the entry and whether the carrier, its broker, or your own broker can amend it.
- Request the written procedure and deadline for correcting or disputing the entry.
- Provide a concise correction package that identifies each wrong field and attaches the corresponding evidence.
The sources available for courier clearance explain the information needed to process an entry but do not establish one universal private-courier protest deadline. Use the deadline printed on the entry or notice. For a classification, valuation, admissibility, or formal-entry dispute that the carrier cannot resolve, a licensed customs broker can review the records and explain the applicable CBP remedy.

Track the special timing rules
Unclaimed international mail
CBP’s lost or missing international-mail guidance says a package not claimed at the post office or CBP mail branch within 30 days may be returned to the sender unless duty is being protested. Treat this as a handling rule for the specific parcel, not as a guaranteed storage period. Contact the office named on the notice before the period expires.
No detention or seizure notice after a long hold
CBP’s international-mail guidance says that when CBP has held a package for at least 45 business days and the recipient has received no detention or seizure notice, the recipient may contact CBP with the recipient’s name and address, sender information, contents, carrier, and tracking number. This is an escalation threshold for that situation, not a promise that release will occur after 45 business days.
Use the notice date, not a guessed delivery date
Deadlines can run from payment, liquidation, conditional refusal, or another event identified in the entry documents. Calendar the stated date immediately, allow time for mailing or portal submission, and retain proof of delivery or electronic confirmation.

Choose the next action by shipment status and problem type
| Situation | First contact | Primary evidence | Likely next step |
|---|---|---|---|
| Carrier asks for an invoice or description | Carrier clearance team | Correct invoice, payment proof, detailed description | Submit the requested records and ask for confirmation that the file is complete. |
| CBP or USPS issued an international-mail duty assessment | Postmaster or CBP office named on the assessment | Signed mail-entry copy, invoice, bill of sale, value proof | Select payment-and-protest, conditional refusal, administrative protest, or outright refusal under the notice. |
| Courier entry shows the wrong value or classification | Courier broker or your customs broker | Entry data plus technical and transaction records | Request an amendment or the formal dispute route and deadline. |
| Possible permit or admissibility issue | Carrier, broker, and agency named in the notice | Permit, license, certificate, and product specifications | Resolve the regulatory requirement; a duty protest alone may not admit the goods. |
| No notice and an unusually long international-mail hold | CBP using the contact method in its guidance | Recipient, sender, contents, carrier, tracking details | Escalate after the stated 45-business-day threshold if no detention or seizure notice arrived. |
Workflow: a practical response from day one
- Save the record. Download tracking events, invoices, payment confirmations, seller messages, and every carrier or CBP notice.
- Identify the custodian. Confirm whether the parcel is with the carrier, broker, USPS, or CBP, and obtain the relevant reference number.
- Read the request literally. Separate a request for documents from a detention notice, duty assessment, refusal instruction, or admissibility decision.
- Build one correction package. Put the invoice, value proof, product description, origin evidence, quantity records, permits, and a short explanation in a logical order.
- Send through the specified channel. Use the portal, email address, postmaster, broker, or CBP office identified in the notice. Ask for written confirmation that the submission was received.
- Verify the revised entry or amount. Request the updated calculation, not merely a statement that the file is under review.
- Calendar the remedy deadline. If the amount remains wrong, select the route available for the entry type and submit before the stated deadline.
Common mistakes that make a hold harder to resolve
- Calling CBP before the carrier: CBP generally cannot track an ordinary consumer order that it has not formally detained or seized.
- Using a vague description: “Parts,” “gift,” or “electronics” does not identify material, function, model, or quantity well enough for reliable clearance.
- Changing the value without evidence: An unsupported lower value can create a new discrepancy or compliance concern.
- Assuming the ship-from country is the origin: Origin and shipping location can differ.
- Paying without retaining the entry: A receipt alone may not show which classification or value was used in the assessment.
- Missing a refusal or protest deadline: A conditional refusal, outright refusal, payment protest, and administrative protest are not interchangeable.
- Treating a duty dispute as an admissibility solution: Even a correct duty payment cannot legalize goods that require an unresolved permit or are barred from entry.
- Sending inconsistent explanations: Keep the description, value, origin, and quantity consistent across the seller invoice, carrier submission, and protest.
When professional customs help is worthwhile
A licensed customs broker is especially useful when the shipment involves a formal entry, a disputed tariff classification, uncertain valuation, complex origin rules, multiple regulatory agencies, or a courier that will not amend its entry. Give the broker the complete record, including the original invoice and every notice. Ask what authority they represent, what action they will take, which deadline applies, and what documents they need from you.
Broker assistance does not guarantee release. The importer remains responsible for truthful information and for meeting any permit, safety, intellectual-property, or other admissibility requirement identified by the government agency.
Final document checklist
- Tracking number and carrier contact history
- Air waybill, bill of lading, or USPS mail-entry copy
- Commercial invoice and corrected invoice, if applicable
- Proof of payment, bill of sale, or other value evidence
- Detailed product description, specifications, and photographs where useful
- Quantity, weight, and packing information
- Country-of-origin evidence and any preference certificate
- Permits, licenses, or agency correspondence
- Duty, tax, and fee receipt
- Detention, seizure, clearance, or assessment notice
- Written submissions, delivery confirmations, and calendar reminders for every deadline
What to remember before you pay or refuse
First establish who controls the shipment and obtain the written reason. Then correct the actual data problem with credible records. For U.S. international mail, CBP provides distinct choices for paying and protesting, conditionally refusing, filing an administrative protest, or refusing delivery; the stated deadlines depend on the choice and entry status. For a private courier, obtain the entry documents and follow the carrier, broker, and CBP instructions for that entry rather than importing the mail rules by analogy.
