Start by identifying a specific customer and the problem you solve, choose a few channels that fit that audience, schedule the work, and measure a defined outcome before spending more.
Start with a customer and a useful outcome
“Small budget” should describe what you can sustain, not a promise of free growth. Define one audience narrowly enough to recognize in your messages and one outcome you want from your online activity.
- Local service business: specify the service area, the type of customer, and the urgent problem you solve.
- Online shop: focus on a product category, the buyer’s need, and the alternatives competing for attention.
- Professional service: identify the role or organization you help, the decision it needs to make, and the result your service supports.
Basic market research helps you find customers; competitive analysis helps you identify what makes your business distinct. Look at the questions customers ask, the alternatives they already use, and the evidence they expect before contacting or buying from you. These are planning principles described by the U.S. Small Business Administration (SBA).
Turn the idea into a small marketing plan
A short written plan prevents a long list of abandoned tactics. The SBA describes marketing planning in terms of a target market, competitive advantage, marketing goals, and the actions used to persuade potential customers. It also says a plan helps keep activity on schedule and within budget.

- Set one near-term objective. Choose an outcome such as qualified inquiries, email signups, appointments, or sales.
- Name the audience. Record the location, need, buying context, and likely objections.
- State your advantage. Explain why this customer should choose you instead of a realistic alternative.
- Select a manageable set of actions. Begin with activities you can maintain with your available time and cash.
- Schedule the work. Assign an owner, a deadline, and the asset or message required.
- Choose a review date. Check results after a consistent period and decide what to continue, change, or stop.
There is no evidence-based universal percentage of revenue to allocate or number of posts to publish each week. Use an amount of time and money you can sustain, then adjust from your own measured response.
Choose low-cost channels that fit your audience
The SBA’s low-cost list is a menu, not a checklist. Select the few options that match how your intended customers discover information and make decisions.
Helpful website and blog content
Publish answers, tips, tools, resources, or reviews that address questions your prospective customers actually have. Each piece should lead naturally to the next step you want—an inquiry, signup, appointment, or purchase—without disguising a sales pitch as impartial advice.

Relevant online directories
Seek listings in directories your customers use and keep the business name, contact details, service description, hours, and links accurate. Prioritize relevance over collecting every possible listing.

Demonstrations, explanations, and short answers can show how a product or service works. Use distribution platforms where your audience is active and make the next action clear. Production quality should be high enough to communicate accurately; expensive equipment is not a prerequisite.
Online communities and industry groups
Participate where customers or professional peers already exchange advice. Answer questions directly, follow each community’s rules, and contribute before promoting your own offer. Repeatedly dropping links can damage trust and lead to removal.

Guest contributions
Offer genuinely useful material to relevant sites, associations, or publications whose audience overlaps with yours. Choose topics that demonstrate expertise rather than submitting thin promotional copy.
Affiliate partnerships
An affiliate program can work when you have a reliable way to reward partners for qualified sales or leads and can track those actions. Define what counts, how attribution works, and how returns or cancellations are handled before inviting partners.
Social media
Use the networks where your target customers are active. Share useful material, answer questions, show credible proof of your work, and direct interested people to a page or contact method you control. A smaller, consistent presence is more manageable than trying to maintain every platform.

Email newsletters
Invite customers and prospects to opt in, then send timely information, tips, updates, or promotions they would reasonably expect. Keep the list permission-based and make unsubscribing straightforward.
The SBA’s article containing these suggestions was published in 2016, so platform features, directory names, and pricing should be checked before you rely on any specific service.
Compare tactics by effort and learning value
Before starting an activity, write down what you will learn from it and how it supports your objective. Compare options on the following axes:

A channel with no media fee may still consume substantial writing, production, support, and follow-up time. As Marco Carbajo, an SBA Blog Contributor, wrote in the SBA article published May 10, 2016: “You can be cheap when it comes to your budget, but you cannot be when it comes to putting in the time and hard work required.”

Define the event you are counting before launching a tactic. Depending on the business, that might be a qualified inquiry, an email signup, a booked consultation, a completed checkout, or a repeat purchase. Record the source when practical and review the quality of responses, not only their volume.
- Keep a simple activity log: note the date, channel, offer, audience, and result.
- Use consistent definitions: distinguish a page visit from a qualified lead and a lead from a sale.
- Review the full path: check whether inquiries are relevant and whether customers complete the next step.
- Change one major variable at a time: otherwise you may not know what affected the response.
- Stop weak fits: if a channel repeatedly fails to reach the intended customer or consumes more time than you can sustain, pause it.
Google’s Small Business Online Marketing Guide frames online growth around marketing and measuring results, but it does not establish a universal conversion rate, return on investment, or revenue gain for every small business. Treat your own records as decision evidence, not as a promise to the next business.
Build trust and stay within advertising rules
Keep descriptions, comparisons, testimonials, discounts, and performance claims truthful and supported. Federal Trade Commission guidance says advertising claims must not be deceptive or unfair and must be evidence-based. Do not invent reviews, imply results you cannot substantiate, or present an exceptional outcome as typical.

Legal obligations can vary by activity and jurisdiction, so obtain advice appropriate to your business when the risk is significant.
Get help when planning is the bottleneck
The SBA describes free business counseling and local mentoring, including Small Business Development Centers (SBDCs) that provide one-on-one and low-cost training and support. Check with a local provider for current services, eligibility, scheduling, and availability. An adviser can help turn a broad audience, unclear offer, or overloaded channel list into a workable plan.
