But “read-only” depends on the scope and every permission source: organization defaults, team and custom-role grants, enterprise-wide internal-repository visibility, and deploy keys can change what is accessible or what can be done.
What repository Read access allows
GitHub lists organization repository roles in increasing order of access: Read, Triage, Write, Maintain, and Admin. Read is the lowest repository role and is intended for people who need to view or discuss a project rather than contribute code directly. A person with Read can pull and fork the repository, view releases and workflow runs, open issues, comment, and submit reviews or pull requests from forks. They cannot push changes, merge pull requests, or manage repository access. See GitHub’s repository role documentation.
Read is not the same as “can do nothing.” It permits collaboration actions such as opening issues and commenting. If a person needs to manage issues, discussions, or pull requests without code write access, compare the Triage role rather than assuming Read covers that workflow.
Choose the narrowest scope that fits
GitHub permissions operate at different levels. Enterprise roles govern enterprise settings; organization roles govern an organization and its repositories; repository roles govern actions in a particular repository. An enterprise administrator is not required simply to grant someone access to one repository. Start with the resource the person actually needs, then assign the least broad role that supports the work.

These distinctions are documented for GitHub Enterprise Cloud. GitHub’s cited pages are marked enterprise-cloud@latest; they do not establish identical feature availability for every GitHub Enterprise Server release. Check the documentation for the organization’s edition and version before implementing a policy. The enterprise security manager role is identified by GitHub as public preview. Grant repository Read access
- Identify the repository and purpose. Confirm that the person needs only one repository and does not need to administer the organization or enterprise.
- Assign Read at the repository level. Grant the person, an outside collaborator, or an appropriately scoped team the Read role for that repository. Team access is practical when multiple people need the same scope.
- Check other grants. Review organization base permissions, team memberships, and any custom-role additions before calling the result read-only. Permissions can accumulate across grants.
- Review internal repository visibility. Establish whether the person’s enterprise or organization membership gives them access beyond the repository you intended to share.
- Inspect deploy keys. Check the configured access for keys connected to the repository, including keys added by people who have since left the organization.
GitHub’s pages describe the roles and permission sources, but the exact UI labels and navigation can vary with product edition and release. Use the current documentation for the applicable deployment rather than relying on a universal click path.

Check whether access is actually read-only
A repository’s displayed role is only one part of effective access. Organization defaults, team membership, custom-role permissions, and enterprise visibility can combine. GitHub explains that permissions from custom organization roles and other grants are additive; a person can therefore have more access than a repository-level assignment suggests. Review the full set of grants and resolve any mixed-role warning when the combined permissions exceed the intended level. The relevant references are permissions of custom organization roles and repository roles for an organization.
- Base permissions: Check whether organization-wide defaults grant repository access independently of an explicit repository assignment.
- Teams: Check every team the person belongs to, not only the team used for the intended grant.
- Custom organization roles: Confirm which base role and additional permissions apply.
- Enterprise internal repositories: Confirm whether enterprise membership exposes repositories across organizations.
- Deploy keys: Verify each key’s configured read or write access. A deploy key may retain repository access even after the person who added it leaves the organization.
Account for enterprise internal repositories
In GitHub Enterprise, organization members can access internal repositories across organizations. Enterprise Managed Users guest collaborators have a narrower scope: they cannot access enterprise internal repositories unless they are members of the organization that contains the repository. This is why granting Read on one repository does not, by itself, answer what else a person can see. Confirm the account type and membership scope against GitHub’s enterprise role and visibility guidance.

When a custom role is worth considering
If a predefined organization role grants more than the task requires, a custom role may let an administrator select a narrower set of permissions. GitHub recommends custom roles for least privilege when they support the needed permissions, while cautioning that not every capability of a predefined role can be replicated. Check the currently supported permissions and product eligibility in Roles in an enterprise before designing one. Customization does not remove the need to review additive grants: other roles and team memberships can still increase effective access.

- Scope: Is access needed for one repository, an entire organization, or enterprise settings?
- Write capability: Does the work require pushing or merging, or only viewing and discussion?
- Administrative capability: Is repository or organization management actually part of the task?
- Visibility: Could organization or enterprise membership expose internal repositories beyond the intended resource?
Choose the narrowest role that meets the need, then assess effective access across all grants and keys. GitHub’s conceptual overview of access permissions on GitHub explains how accounts, roles, and permissions fit together.
