Guides most often describe getting it as an enemy drop, but they disagree about the best source. A third-party drop-rate table lists Ghoul Members on Isolation Island at 0.335%, while another community guide calls Fast Ninja on Punch Island its best listed route at 0.2925%. Treat these as reported figures, not official rates, and check current drops in game.
How to get Upper Seal
Farm enemies that guides identify as Upper Seal sources, then collect the item when it drops. The available guides do not agree on a single definitive source: some point to Ninja Island or Lawless Island, while newer lists include several Sea 2 enemies. No official drop table was found in the cited sources.

The Fandom wiki describes Upper Seal as a rare item added in the Moon Update and recommends enemies on Ninja Island and Lawless Island. It gives their levels as 11,500 and 12,000, respectively, but does not provide a drop-rate comparison. See the Upper Seal entry on Sailor Piece Wiki (Fandom).

| Enemy | Location | Reported Upper Seal rate |
|---|---|---|
| Ghoul Members | Isolation Island | 0.335% |
| Strong Slayer | Slayer Island | 0.32% |
| Spirit Fighter | Blue Planet | 0.3% |
| Fast Ninja | Punch Island | 0.2925% |
| Strong Bandit | Bizarre Island | 0.2825% |
| Delinquent | Starter Island, Sea 2 | 0.255% |
| Strong Fighter | Starter Island, Sea 2 | 0.255% |
On that table alone, Ghoul Members have the highest listed rate. That is not enough to establish the fastest farm: the sources do not compare enemy density, time to defeat, travel time, or drop rates under controlled conditions. Another community wiki lists Fast Ninja’s 0.2925% rate as its best published line, illustrating that guides may cover different sources or disagree. Check the Sailor Piece Fan Wiki entry.
Choosing a farming route
- Use the published rate as one factor: Ghoul Members lead the cited table, but their reported rate is not an official guarantee.
- Consider access and enemy levels: the Fandom wiki’s Ninja Island and Lawless Island recommendations refer to level 11,500 and 12,000 enemies. Choose a route your character can clear reliably.
- Account for other goals: if you are already farming a particular island for another progression item, its Upper Seal drops may be worthwhile even if its listed percentage is lower.
- Check the current game: guides conflict, and game updates can change NPCs or drops. Confirm the item source in game before committing to a long grind.
Do not interpret a low percentage as a timer or guaranteed number of kills. Each reported rate is a chance claim from a third-party guide; the cited sources do not establish a guaranteed drop after any set number of attempts.

What Upper Seal is used for
Upper Seal is tied to Moon Slayer progression. The rate-table guide reports that obtaining the base Moon Slayer style requires 25 Upper Seals and that the F move mastery route requires 85, alongside other requirements. These are guide-reported requirements rather than official values, so check the current in-game NPC before farming or spending materials.

Other guides describe an Upper Seal cost to summon the Moon Slayer boss on Normal difficulty, but their details are not consistent with one another. Do not assume that cost or combine it with the style requirements without confirming the current prompt in game. See AllThingsHow’s guide and TechWiser’s guide for examples of the differing use descriptions.

Why guides give different answers
Some guides list enemy drops on particular islands; another item database says Upper Seal drops from the Moon Slayer Boss at roughly 1%. These claims describe different acquisition routes and are not reconciled by an official source in the cited material. Game.Guide’s item entry is the source of the boss-drop claim. Treat NPC and boss sources as reported possibilities, not a settled universal rule, and verify the drop behavior in your current game version.
