Before you travel, turn on the emergency-alert settings available on your phone, confirm that your device and carrier can use the destination’s warning system, and connect to a participating local mobile network. Some cell-broadcast alerts can arrive without mobile data or Wi-Fi, but reception depends on local rules, your phone and network. Do not rely on phone alerts alone: learn how local authorities publish safety instructions and keep another way to receive important information.
How phone emergency alerts reach you abroad
Many public warning systems use cell broadcast: authorities send a message through mobile network cells covering an area. A compatible phone connected to a participating network in that area may receive the alert. This is different from an ordinary text message and, in some systems, does not require mobile data or Wi-Fi.

The details are set locally. The UK government says its alerts are broadcast by nearby masts over UK 4G and 5G networks and do not need mobile data or Wi-Fi. That describes the UK system; it is not a guarantee about warning systems in other countries. Other destinations may use location-based SMS, government apps, or multiple channels alongside cell broadcast. The European Commission says most EU member states use cell broadcast or location-based SMS systems capable of warning roaming end users, and some also use apps. Google’s Crisis alerts are a separate platform feature, not the same as a government or carrier emergency alert. Google says it may draw on public information, official sources and published feeds, and its delivery can depend on internet connectivity. If the menu is missing, search Settings for “emergency alerts” or “wireless emergency alerts.” The exact names and categories can depend on your phone maker, software version, SIM configuration and country. Check the device maker’s guidance and the destination’s official alert authority rather than assuming a setting exists on every model.

Will roaming visitors get alerts?
There is no worldwide guarantee. The European Commission says most EU member states’ cell-broadcast or location-based SMS systems can warn roaming end users. Slovenia says its SI-ALERT cell-broadcast system also applies to visitors from abroad using local mobile networks. Hong Kong’s communications authority says overseas visitors roaming on local networks can receive alerts if their device supports cell broadcast and is connected to the local network. Those examples establish that visitors can be included in some systems—not that every country, carrier, phone or alert category will reach every traveler.

Reception also depends on whether your phone is on, compatible and connected to the right network. For the UK system, a switched-off phone, a Wi-Fi-only device, an incompatible phone, a phone on 2G or 3G, or a phone in airplane mode will not receive alerts. Slovenia also notes that switched-off phones miss messages and that the broadcast area may not match a person’s perception of the danger boundary. Prepare before you leave
- Check your carrier and destination. Ask whether your phone and plan work there, whether roaming is enabled, and whether the visited network supports local public warnings. Many U.S. plans do not include international service by default. U.S. Department of State: Communicating While Abroad
- Choose connectivity with realistic expectations. A roaming plan, local SIM or international eSIM may help you connect, but purchasing one does not guarantee delivery of government alerts. The destination’s warning authority and the local network set the delivery rules.
- Review alert settings and install updates. Enable available alert types before departure and keep your phone software current; settings and compatibility can vary by device and change over time.
- Save essential information. Learn the local emergency number and save important contacts. U.S. travelers can enroll in the State Department’s Smart Traveler Enrollment Program (STEP) to receive important embassy or consulate email updates and provide a way for the embassy to contact them or an emergency contact in an emergency. U.S. Department of State: Communicating While Abroad
- Keep a backup. Charge your phone and consider a backup device or printed contact list. A power bank can help keep a phone charged, but cannot provide network coverage or make an unsupported alert system compatible.
- Check local instructions on arrival. Read official guidance and any welcome message from the roaming network. The European Commission says an EU roaming welcome SMS may point travelers to local emergency communications information.
How to compare local warning channels
If a destination offers more than one alert channel, check the official guidance for these details:
Rank #4
- Whether the channel uses cell broadcast, location-based SMS, an app or a platform alert.
- Whether roaming visitors and foreign SIMs are included.
- Which phones, network generations and settings are required.
- Whether mobile data or Wi-Fi is needed.
- Which languages and types of emergency the channel covers.
- Where authorities publish follow-up instructions.
For example, a cell-broadcast alert that does not require mobile data has different connectivity requirements from an app-based notice. The destination’s official guidance is the best place to confirm which channels apply to visitors.
