To get an Iraqi IP address while outside Iraq, connect to a VPN server located in Iraq. Choose a provider that currently offers an Iraq endpoint on your plan, install its official app, select Iraq, and connect. The destination website will then generally see the VPN server’s public IP address rather than your usual one, but this does not guarantee that a site will accept the connection or that you will be anonymous.
What you need for an Iraqi IP address
Your VPN must route traffic through an exit server in Iraq. Having a VPN subscription by itself is not enough: if the provider does not offer an Iraq location, it cannot give you an Iraqi exit IP. Server locations and plan access vary by provider, so verify both before subscribing.

Proton VPN’s Iraq server page says it offers servers in Iraq. Proton also says its Free plan does not include access to an Iraqi server and that users need to upgrade to use that location. This is a provider-specific restriction, not evidence that every free VPN excludes Iraq. These are Proton’s product claims; server location, speed, privacy, and access to particular services have not been independently tested here.

- Check for an Iraq location. Look at the provider’s current server list and confirm that Iraq is included in the plan you intend to use.
- Install the official VPN app. Proton documents apps for Windows, macOS, Linux, Chromebook, Android, iPhone, and Android TV. Other providers may support different devices. Download from a recognized app store or the provider’s official website, rather than an unfamiliar download site.
- Sign in and choose Iraq. In Proton’s app, the provider says to select Iraq on the map or choose an Iraq server from the server list. The controls and labels may differ in other VPN apps.
- Connect and check the result. Once connected, check your public IP using a reputable IP-checking service and confirm that its reported country is Iraq. IP geolocation databases can differ, so a location result is an indication, not proof that every website will identify you as being in Iraq.
- Try the intended website or service. A site can block VPN traffic, use other location signals, or restrict access for reasons unrelated to your apparent IP. An Iraqi VPN endpoint does not guarantee access to a specific service.
Choose and download a VPN carefully
A VPN changes the route your traffic takes and can hide your usual public IP address from destination sites. It does not make you fully anonymous, guarantee a safe connection to every endpoint, or establish that a provider handles data in a particular way. Assess the provider’s privacy practices and the protections available in the specific plan rather than relying on the VPN label alone.

A United Nations Iraq digital-security guide published in October 2022 warns that free and paid VPN services can contain malicious software, sell user information, or cooperate with governments to provide information. Its general advice is to install software only from recognized app stores and official websites. The guide is not a current ranking or assessment of individual VPN providers.
What an Iraqi IP address can—and cannot—do
- It can change the apparent IP location. Websites generally see the VPN server’s public IP instead of your ordinary connection’s public IP.
- It cannot guarantee acceptance. A website may detect or block VPN connections, check other location signals, or deny service for its own reasons.
- It does not guarantee anonymity. A VPN changes network routing; it does not erase account activity or every other way a service may identify or locate you.
- It cannot restore a shut-down network. Freedom House’s 2025 Iraq report describes internet restrictions and disruptions during its coverage period, but does not show that a VPN can overcome a complete network shutdown.
Legal status and access in Iraq
The sources available do not establish the general legal status of VPN use in Iraq as of October 2026. OpenVPN’s support page lists Iraq among regions with known legal or technical restrictions affecting OpenVPN products; that listing is specific to OpenVPN and is not a legal opinion covering every VPN provider or use. Check current local rules before using a VPN, particularly if you are physically in Iraq.

Freedom House’s 2024 report said a draft Communications and Media Commission digital-content regulation that might affect VPN use had not been adopted as of June 2024. Its 2025 Iraq report covers June 1, 2024 through May 31, 2025 and documents continuing internet restrictions and disruptions, but it does not settle the law today. The report gives Iraq an Internet Freedom score of 41/100 and labels the country Partly Free; that is an index score, not a measure of any individual VPN connection.

For historical context, Freedom House’s 2024 report says Iraqi officials implemented 66 internet outages in 2023, more than any other country that year. That figure is specific to 2023, not a current-year total.
