Saving a PDF on your computer does not create a public URL. Before sending the link, decide whether named recipients, anyone with the link, or a wider audience should have access, and whether they should only view the file or be allowed to edit it.
What a PDF link actually is
A PDF URL points to a file held on a server. A cloud service creates that URL when you share an uploaded file; a locally saved PDF has no internet address by itself. The link you copy may open a preview page rather than start a download. That is normal and is different from a guaranteed direct-download URL.
Permissions travel with the link. A restricted link can require the recipient to sign in or request access. An “anyone with the link” setting makes the file available to whoever obtains the URL, subject to your organization’s policies. Use the narrowest audience that meets your purpose.
Before you copy the link
- Audience: choose named people, members of your organization, or anyone who has the URL.
- Role: choose Viewer or view-only when readers should not change the source file. Provider defaults and labels differ.
- Download behavior: determine whether the recipient needs a preview page or an actual file download.
- Duration: check expiry, password, and download controls if your service and plan offer them.
- Privacy: Google says an owner’s name and email can be visible when a file is shared. Do not publish a broadly accessible link to sensitive material.
Google Drive: create a PDF URL
- Open Google Drive and select the PDF.
- Click Share.
- Under General access, choose the audience. Select Anyone with the link when a link recipient should open it without signing in, provided your account or organization allows that setting.
- Set the role to Viewer for a read-only sharing link.
- Click Copy link, then paste it into your email, website, form, or message.
Google’s wording for the broad setting is: “Anyone who has the link can use your file, without signing in to their Google Account.” Work and school administrators can disable external sharing or remove the option entirely, so an unavailable setting is usually a policy issue rather than a broken URL.

Check a Drive link as a recipient
Open the copied URL in a private/incognito window where you are not signed in. If it asks for an account or displays an access-request screen, return to Share and review General access, or deliberately keep the restriction and add the recipient by name.
Dropbox: create a view link
- Find the PDF in Dropbox and click Share.
- Click Copy link. If you need to change access, open Manage.
- Choose Link for viewing when recipients should read the PDF without editing the original.
- Copy the link again if Dropbox prompts you, then paste it where it is needed.
Dropbox documents that people without Dropbox accounts can open and preview a file through a shared link. Team settings, account policies, and link restrictions can still change that behavior. Passwords, expiry dates, and download disabling are available only for eligible plans or accounts. Disabling downloads is not copy protection: a viewer may still save content by other means.
OneDrive: create a PDF URL
- Locate the PDF in OneDrive and choose Share, or generate a sharing link from the OneDrive desktop folder.
- Inspect the link settings before copying. Set the intended audience and choose view rather than edit when appropriate.
- Select Copy and distribute the resulting URL.
Microsoft notes that links generated through its desktop app are set to Edit by default. Always check the permission control before sending a link intended only for reading. An organization may also block external sharing or impose expiration rules.
Share link versus direct-download URL
A normal share URL commonly opens a provider preview page with controls such as download, print, or sign-in. A direct-download URL starts the file transfer immediately. Google Drive, Dropbox, and OneDrive’s standard instructions explain how to create sharing links; they do not establish one stable direct-download format that works across all accounts and services.

If a website, app, or API specifically requires a PDF file response, test the copied URL against that requirement. A preview page may be rejected even though a human can open it. Do not alter a provider URL with an unverified parameter and assume it is permanent: provider formats, permissions, and redirects can change.
Test the link before publishing
- Copy the exact URL from the provider’s Share dialog.
- Open it in a private window, a different browser profile, or a device that is not signed in to the owner account.
- Confirm the PDF opens and that the role is view-only if that is your intention.
- Test the recipient’s likely network or organization if external access matters.
- Check the URL again after changing the file, moving it, or changing permissions.
Moving a file within the same service often preserves its sharing URL, but deleting it, replacing permissions, adding an expiry date, or changing an organization’s policy can stop the link from working. Treat long-lived links as something to maintain, not as permanent identifiers.
Security and access decisions
Use restricted sharing for private documents
Add specific email addresses or limit access to your organization when the PDF contains personal, financial, legal, or internal information. This may require recipients to sign in, which is an intentional trade-off for control.
Use anyone-with-link only when broad access is acceptable
Anyone who receives or discovers the URL may be able to open the document. Avoid placing confidential PDFs in public pages, issue trackers, or large mailing lists. Revoke the link or change General access when the sharing period ends.

Do not confuse view-only with no copying
Viewer permissions prevent ordinary edits to the stored source. They do not guarantee that a reader cannot download, print, copy text, take screenshots, or photograph the screen. Use policy, watermarking, or a rights-management system when those controls are required.

Troubleshooting PDF links
“Request access” appears
The file is restricted, the recipient is signed into the wrong account, or an administrator blocks external users. Add the recipient explicitly, select an allowed broad audience, or ask the administrator to change policy.
The link opens an edit screen
The sharing role is Editor, or OneDrive’s desktop workflow applied its Edit default. Reopen Share settings and select Viewer or view-only, then copy a fresh link.
The PDF works for you but not for someone else
Your browser may be authenticated or the file may be limited to your organization. Test in a private window and review the audience setting.

The link expired or stopped working
Check expiry, deletion, permission changes, moved accounts, and team policies. Renew the link or create a new one after confirming the intended audience.
An app says the URL is not a PDF
The URL probably serves a preview page or redirect rather than the PDF bytes. Use the provider’s documented download option or a hosting setup that explicitly returns the file; do not assume a share URL is a direct-download endpoint.

FAQ
Can I create a PDF URL without uploading it?
No. A URL needs a server or hosting service. Upload the file to cloud storage or a web host first.
Will renaming the PDF change its link?
Usually the provider keeps the file’s sharing identifier, but do not rely on that across services. Copy and retest the current link after structural changes.
Can I make a link that stops working automatically?
Some paid or organizational plans provide expiry controls. Check the service’s current Share or Manage settings; ordinary links do not necessarily expire.
