To get a Luxembourgish IP address, connect to a VPN server located in Luxembourg and then confirm with an IP-check page that your public address and reported country have changed. For most readers this is the practical route. It changes only the network location that websites see. It does not give you a Luxembourg identity, residency, or the right to use services that are restricted to Luxembourg residents.
Pick the right route before you start
The phrase “Luxembourgish IP address” can mean three different needs. Choose the one that matches your situation:

- A consumer VPN with a Luxembourg server. This is the route for anyone who wants websites or apps that use IP-based geolocation to treat them as connecting from Luxembourg. Commercial providers such as Proton VPN and Windscribe describe Luxembourg server locations in their own materials.
- RESTENA eduVPN. This is an institutional service for people who qualify through RESTENA or a participating eduID Luxembourg institution. It connects you to RESTENA and education network resources, not to a general-purpose exit point for browsing.
- Official Luxembourg government services. These depend on identity and authentication, not on where your connection appears to come from. A Luxembourg IP address does not replace them.
Connect through a Luxembourg VPN server
- Record your normal IP address first. With no VPN running, open an IP-check page in your browser and note the address and the country it reports. You will compare against this in step 6.
- Choose a provider that lists Luxembourg as a current server location. Proton’s Luxembourg page describes a three-step flow: sign up for a plan, download the app, and connect to a Luxembourg server. Windscribe’s Luxembourg page states that its Luxembourg servers provide a Luxembourg IP address. Confirm the location in the provider’s own app before you pay, because server lists and plan inclusions change.
- Sign up and download the app from the provider’s official website or official app store listing. Avoid installers linked from third-party sites.
- Sign in and open the country or location list in the app. Menu labels differ between apps, platforms and versions, so look for “Luxembourg” in the list of countries or servers rather than following a fixed click path.
- Select Luxembourg and connect. Wait until the app shows a connected state before testing anything.
- Verify the new address. Reload an IP-check page. The address should differ from your baseline, and the reported country should be Luxembourg. If either is wrong, see the troubleshooting section below.
Confirm the IP really changed
A single check is not enough, because different sites use different geolocation databases and some pages cache results. Use these checks:

- Compare the address with your baseline from step 1. If it matches, the VPN is not carrying your traffic.
- Run the check on a second IP-check site. If the two disagree on country, treat the result as uncertain.
- Note that city-level results are less reliable than country-level results. A Luxembourg country result is the more meaningful outcome to rely on.
- Reconnect or switch servers, then check again. A successful result on one server does not guarantee the same result after reconnecting.

When you compare providers, focus on five things: whether Luxembourg is selectable in the current app on your plan, whether the app supports your operating system, what the current privacy policy says about connection metadata, whether the target service accepts VPN connections at all, and the renewal price after any introductory period. Be wary of “no logs” marketing that comes without an independent audit or a clearly stated policy you can read.
RESTENA eduVPN for eligible users
RESTENA’s eduVPN documentation states that access is restricted to RESTENA users and users of participating eduID Luxembourg institutions. It is an institutional network-access service, so it is not a consumer subscription.

Eligibility and setup
RESTENA says eduVPN gives eligible users remote access to internal RESTENA and national education resources, including intranet services such as SCOLARIA. Clients are available for Windows, macOS, iOS, Android and Linux. Setup requires installing the client and signing in with credentials from the institution that provides your access. Each configuration is valid for 10 days. After that, the client asks for authentication again and downloads a new configuration.

What RESTENA records
According to RESTENA’s published privacy statement, it keeps a pseudonymous user ID, connect and disconnect times, the client’s source IP address, and the IPv4 and IPv6 addresses assigned to the session, for 30 days. This describes RESTENA’s stated policy. It is not an independent audit of how the logs are handled.
Why a Luxembourg IP does not open government services
The MyGuichet.lu registration guidance lists what you need to create an account: a computer connected to the internet, an email address, and an authentication device. The accepted devices are LuxTrust, a Luxembourg eID, or an eIDAS-compliant device issued in another European country. Applicants must be at least 16 and have a Luxembourg national identification number, called a matricule. If you hold an eIDAS device but no matricule, you must apply for one first. None of these requirements can be met by changing your network location, so a VPN cannot substitute for them.

Troubleshooting when the result is wrong
- The IP has not changed. The app may not be connected. Reopen it, confirm the connected status, and disable any browser extension or system setting that bypasses the VPN.
- The IP changed but the country is not Luxembourg. Some geolocation databases lag behind a provider’s server moves. Try another Luxembourg server if the app offers one, and check again on a second IP-check site.
- Luxembourg does not appear in the server list. Your plan may not include it, or the app version may be out of date. Check your plan details and update the app.
- A website refuses the connection. Many services block known VPN address ranges, regardless of the country. No VPN can guarantee access to a particular site. Contact the site’s support if you believe it has blocked you in error.
- A login asks for identity verification. This is normal for government and financial services. Use the service’s own authentication method rather than trying to change your network location.
- Speeds drop noticeably. Try a different Luxembourg server or a nearby server in another country, then compare results. Performance depends on your connection and the server load at the time.
Choosing the right route and checking the result takes a few minutes. Start with a consumer VPN if your goal is a Luxembourg IP address, use RESTENA only if you qualify through an institution, and handle any government access through the official authentication process.
