How to Generate and Validate an E-Way Bill Before Moving Goods in India

Generate the e-way bill before dispatch, then verify that its document data, GSTINs, goods, route and first transport detail match the consignment. For most covered movements of goods valued above ₹50,000, the bill is required under India’s GST system, subject to exemptions and special cases. Use the current government portal guidance, because validations and notices can change.

The practical sequence is: establish that the movement is covered; collect the invoice or delivery challan; enter Part A and the applicable transport data; submit and record the e-way bill number; add the first Part B transport detail before the vehicle, rail consignment, aircraft shipment or vessel movement starts; calculate the current validity; and cancel and regenerate if anything is wrong.

What an e-way bill is and when you need one

An e-way bill is the electronic record used to document the movement of goods under India’s GST regime. The current portal overview describes the general threshold as goods movement exceeding ₹50,000 in specified circumstances. That is not a universal rule for every consignment: exemptions, government notifications and special movement categories can change whether a bill is needed.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The obligation is tied to the movement and the applicable GST rules, not to the device or software used to create the record. A registered person or an enrolled transporter can generate it. Before entering anything, check the current rules and exemptions for the goods, the type of transaction and the movement involved. The official Goods and Services Tax e-Way Bill System FAQ is the best starting point for the live interpretation.

#1 Best Overall
XKDOUS 2 Pack Invoice Books, 2-Part Carbonless Receipt Books
  • Two-Part Carbonless Invoice Book: Each invoice book has 50 sets of invoices, each with a white/light yellow section, with the yellow section retained in the invoice book to maintain detailed records.
  • Consecutively Numbered: Enlarged red 6-digit numbers in the upper right corner of each invoice receipt book help you quickly navigate through your orders.
  • Wraparound Divider Flap: A thick folded cardboard divider is integrated into the back of each invoice book for use between each two-part sales order to prevent the written content from rubbing off on subsequent copies of the invoice, resulting in wasted invoices.
  • 2 Packs/50 Sets (100 Sets Total): Each invoice book provides 50 sequentially numbered carbonless sets of 2 invoice books for long-term use.
  • Customizable Space: Each invoice book for small business has space at the top to add a company seal or sticker.

Situations that need an explicit check

  • The consignment falls under an exemption or a special movement provision.
  • The value is close to the ₹50,000 threshold and the applicable valuation rules could alter the result.
  • The movement involves an unregistered supplier or recipient.
  • The route or mode changes after the bill is generated.
  • The transaction uses a delivery challan rather than a tax invoice or bill of sale.

Do not treat an old search-result page as current merely because it is hosted on a government domain. The portal has changed validity and validation rules over time, and older FAQ pages still show superseded figures.

Prepare the records before opening the portal

Generation is faster and safer when the source documents are in front of the person entering the data. Assemble the following information and have another person compare it with the physical or electronic consignment record.

  • Source document: tax invoice, bill of sale or delivery challan, including its number and date.
  • Parties: supplier and recipient legal names, addresses, state and PIN code, plus GSTIN where registered.
  • Unregistered party handling: enter URP in the corresponding GSTIN field when the supplier or recipient does not have a GSTIN, as specified in the official FAQ.
  • Goods: description, HSN or other required classification, quantity, unit of quantity and taxable or invoice value.
  • Movement: origin, destination, approximate distance for the actual journey and the applicable supply or sub-supply type.
  • Transport: road vehicle number, or the transport document number for rail, air or ship; include transporter ID when a transporter is generating the bill.

Use the spelling, punctuation, dates and identifiers on the source document. A mismatch that looks minor on screen can prevent validation at a checkpoint or force cancellation and re-generation.

Choose a generation method

The legal document is the same whether it is entered through the common web portal or sent through a supported integration. The choice is operational: manual entry suits occasional movements, while an API workflow is useful when a business creates many bills from an accounting or logistics system.

Adams Sales Order Book, 2-Part, Carbonless, White/Canary, 4-3/16 x 7-3/16 Inches, 50 Sets per Book (DC4705)
  • QUALITY INVOICES: Adams Order books provide a professional invoice or customer receipt; a great way to create and maintain a professional image for small businesses and service providers
  • 50 TWO-PART CARBONLESS FORMS: Customers get the perforated white top copy; retain the canary and pink copies for your records
  • WRAP-AROUND COVER: Fold the back cover between sets to keep invoices neat and legible
  • ROOM FOR CUSTOMIZATION: A blank space at top leaves room for your company stamp; a big savings over custom-printed forms
  • CONSECUTIVELY NUMBERED: Large 6-digit numbers in the upper right hand corner help you thumb through orders quickly
Method Best fit What you must still verify
Web portal Occasional or moderate volume; a user can review each transaction. Every document field, GSTIN, code, distance and transport detail before submission.
API integration Repeated or high-volume generation from an approved business system. API credentials, requester identity, master codes, schema validations and the transaction response; software automation does not remove the legal checks.
Mobile workflow Situations supported by the official mobile facility. The same source documents and Part B requirements as the web process; a phone is optional, not mandatory.

If transport details are not known at the moment of generation, a bill can be created with the transaction information and the transport details added later in Part B. Under the API documentation, a response without Part B returns a unique number but no validity period. The validity clock starts only when the first transport detail is entered.

Generate the e-way bill through the portal

Portal labels can change, so follow the live screen while applying this sequence. Sign in with the GST or transporter credentials authorized to generate the bill and keep the source document open for a line-by-line check.

  1. Open the e-way bill generation function. Select the option for a new e-way bill and identify whether you are acting as the supplier, recipient or transporter.
  2. Choose the transaction type. Select the supply type, sub-supply type and document type from the portal’s available master values. Do not type a value that is not one of the permitted selections.
  3. Enter document particulars. Provide the invoice, bill of sale or delivery challan number and date exactly as issued. The document date must pass the system’s date checks and must not be outside the permitted age.
  4. Enter supplier and recipient details. Select or type the GSTINs and verify that the returned legal names and addresses are the intended parties. Use URP for an unregistered party where the portal requires it.
  5. Enter the goods lines. Add the applicable HSN, description, quantity, unit code and value. Reconcile the total with the source document before moving on.
  6. Enter the movement details. Confirm the dispatch and delivery states and PIN codes, then provide the distance for the actual route. Check that the selected states and PINs belong together.
  7. Enter transport information. For road movement, enter the valid vehicle number and, where required, transporter details. For rail, air or ship, enter the transport document number and its date. Use the mode that will actually carry the goods first.
  8. Review the complete preview. Compare every identifier, date, value, quantity, state, PIN, HSN and transport field against the invoice and dispatch instruction. Correct errors before submission.
  9. Submit and save the result. Record the generated e-way bill number and retain the response with the source document. A successful number alone does not mean the validity period has started if Part B is still empty.
  10. Complete the first Part B entry. Enter the first vehicle number or transport document number before movement. This first entry starts the validity period; later Part B changes do not recalculate the original start.

Validate every field before dispatch

Validation has two layers: the portal’s immediate checks and your own comparison with the real consignment. The GSTN API v1.03 documentation describes the technical rules in detail; the exact web-screen layout may differ, but the underlying data must remain consistent.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Identity and authorization checks

  • A supplier generating the bill must match the supplier GSTIN in the transaction.
  • A recipient generating it must match the recipient GSTIN.
  • A transporter must use the transporter ID assigned to that account.
  • For an unregistered party, use URP in the correct GSTIN field rather than inventing a registration number.

Document and code checks

  • Supply type, sub-supply type, document type, transport mode and unit-of-quantity values must be allowed master values.
  • The document date and any transport-document date must satisfy the system’s date rules.
  • The API documentation specifies a 180-day document-age limit. A document older than that can fail the technical validation even if the underlying transaction is genuine.
  • HSN, quantity and value should agree with the invoice or delivery challan. Recent notices have changed some invoice-value validations, so confirm the live portal behavior for the relevant HSN.

GSTIN, state and PIN consistency

Check that each GSTIN belongs to the party selected, and that the state encoded by the GSTIN agrees with the state entered in the address. Verify dispatch and delivery PIN codes against the actual locations. A valid-looking PIN from the wrong state can produce an error or create a record that does not describe the movement.

  • STOCK UP: Each book includes 50 white/canary sets; order several to keep your favorite forms on hand

Distance validation

Enter the distance for the journey the goods will actually take, not a convenient round number. The API documentation allows the system to use its PIN-to-PIN database distance when distance is passed as zero and a database value is available. If the supplied distance differs from the stored PIN-to-PIN distance beyond the documented tolerance, the request can fail. When no database distance exists, the system may issue an alert and leave responsibility for the correct distance with the person generating the bill.

The API schema caps the distance at 4,000 km. If a route exceeds that limit or the route is unusual, resolve the movement plan and the current system requirement before attempting to submit.

Mode-specific transport checks

  • Road: provide a valid vehicle-number format and make sure it is the vehicle that will be used for the first movement.
  • Rail, air or ship: provide the transport document number and its date instead of a road vehicle number.
  • Mode changes: update Part B when the consignment transfers to another vehicle or transport document, while preserving the original validity start.

Calculate the validity period correctly

The current FAQ gives one day for every 200 km or part thereof for regular transport. For an over-dimensional consignment (ODC), it gives one day for every 20 km or part thereof. The regular rate was changed from 100 km per day to 200 km per day effective 1 January 2021; older official pages that still show 100 km are stale for current operational use.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Movement category Current rate How to apply it
Regular transport 1 day per 200 km or part thereof Round any fraction of a 200-km block up to the next whole day.
Over-dimensional consignment (ODC) 1 day per 20 km or part thereof Round any fraction of a 20-km block up to the next whole day.

Examples: a regular route of 200 km receives one day, while 201 km requires two days. A 400-km regular route receives two days. An ODC route of 21 km requires two days. These examples apply the current rates; the portal’s displayed dates and any applicable special rule control the individual bill.

  • In value packs with three 50-invoice books for your small business; buy ahead to keep on site or take on the road for pop-up shop sales

Validity begins when the first Part B transport entry is made: the first vehicle entry for road transport or the first transport-document entry for rail, air or ship, whichever is entered first. Adding a later vehicle or document does not restart or recalculate the period. Do not generate Part B early merely to reserve time if the goods will not move; the clock will begin at that first entry.

Use a pre-dispatch validation checklist

Have the person responsible for loading perform this final check after the bill number is generated and before the goods leave the premises.

  • The movement is covered, and no applicable exemption has been overlooked.
  • The invoice, bill of sale or delivery challan number and date match the physical or electronic document.
  • Supplier, recipient and transporter identities are correct; URP is used where required.
  • Goods descriptions, HSN, quantities, units and values reconcile to the source document.
  • Origin, destination, state and PIN details describe the actual route.
  • The distance is a reasonable figure for that route and does not exceed the API’s 4,000-km limit where API rules apply.
  • The first Part B entry identifies the vehicle or transport document that will start the movement.
  • The validity window covers the expected journey, including the current regular or ODC rate.
  • The e-way bill number and source documents are available to the driver, transporter or person in charge as required by the GST process.

What to do when something is wrong

A wrong entry before movement

An e-way bill cannot be edited after submission. The official FAQ states: "If there is a mistake, incorrect or wrong entry in the e-way bill, then it cannot be edited or corrected." Cancel the incorrect bill and generate a new one with the corrected data. Do not overwrite the document, alter a downloaded copy or send the vehicle with a known mismatch.

Compare the cancellation and re-generation timing with the live portal rules, and ensure that the new bill’s Part B details identify the transport that will actually move the goods.

A vehicle or transport document changes

When the consignment is transferred to another vehicle or transport document, use the Part B update workflow permitted for that movement. The update records the new transport detail but does not restart the original validity clock.

An exceptional delay

If the journey cannot be completed within the displayed validity because of an exceptional delay, the transporter carrying the consignment can use the extension workflow, provide the reason and update the Part B information as required. Eligibility, timing and required fields can change, so consult the current portal instructions before relying on an extension. An extension is not a substitute for correcting an incorrect bill: a data error requires cancellation and a new bill.

API-specific controls for businesses generating at scale

Organizations using the GSTN API should treat the API response as a validation result, not merely an acknowledgement. Build a review or exception queue for failed and alerted transactions.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
API control Practical action
Requester identity Map the logged-in supplier GSTIN, recipient GSTIN or transporter ID to the corresponding transaction role.
Master values Maintain the allowed codes for supply type, sub-supply type, document type, transport mode and unit quantity; reject unmapped values before sending.
Document age Block documents older than the API’s 180-day limit unless the current specification changes.
Distance Send the actual route distance, handle zero-distance database lookup behavior, and surface alerts requiring human confirmation.
Transport mode Require a valid vehicle number for road or a transport document number and date for rail, air or ship.
Response handling Store the e-way bill number, validation messages and whether Part B was present; do not mark the shipment ready solely because a unique number was returned.

API automation should also preserve an audit trail linking the e-way bill to the source invoice or challan, the user or service that generated it, the first Part B entry and every subsequent transport update. That record makes it easier to prove which data was used when the movement began.

Keep up with current portal notices

Portal behavior is not frozen. A 30 July 2026 portal update said changes involving e-way bill closure and mandatory Ship-to GSTIN were on hold. The portal also listed an HSN-specific invoice-value validation relaxation effective 1 February 2026 and other validations effective 2 December 2025. These notices may affect what the screen accepts without changing the need to describe the real transaction accurately.

Before deploying a new integration or relying on a recently announced field, read the latest announcement and release notes on the official system and test the transaction in the current environment. The FAQ at docs.ewaybillgst.gov.in/html/faq1.html currently gives the 200-km regular rate and 20-km ODC rate; use it instead of legacy pages that still display the former 100-km figure.

A reliable operating routine

  1. Classify the movement and check the threshold, exemption and special-rule conditions.
  2. Collect and reconcile the invoice, challan, parties, goods, value, destination, distance and transport data.
  3. Generate through the web portal or a supported API using the authorized party identity.
  4. Review all returned values, alerts and errors, correcting the source data rather than bypassing a warning.
  5. Save the e-way bill number and supporting record.
  6. Enter the first Part B transport detail immediately before the actual movement and note the resulting validity dates.
  7. Give the transporter the matching documents and monitor any route, vehicle or delay change against the current update and extension rules.
  8. If a submitted field is wrong, cancel and regenerate; never edit a copy and treat it as corrected.
