To generate a shareable PDF link, upload the file to a service such as Google Drive, Adobe Acrobat, or Dropbox, set the audience and permissions, then copy the service’s link. A local file path is not a shareable link. Before sending it, decide whether the PDF should be restricted to named people or available to anyone who gets the link, and test the copied URL in a private or signed-out browser window.
What a shareable PDF link does
A shareable link points to a PDF stored online. The storage or PDF service controls who can open it and whether they can view, comment, edit, download, print, or copy the document. Forwarding the URL may give access to anyone covered by the link’s audience setting, so permissions matter as much as the URL itself.
Interface labels can vary by device, account type, organization policy, and service updates. The paths below describe the documented desktop workflows and the equivalent controls to look for on mobile.
Google Drive: the quickest general-purpose method
- Upload or locate the PDF. Open Google Drive and select the PDF.
- Open sharing controls. Choose Share from the file’s context menu or toolbar.
- Choose the audience before copying. Under General access, select Restricted for named recipients, or Anyone with the link when a broad link is intentional.
- Choose a role. Drive provides Viewer, Commenter, and Editor. Give the least access that meets the need.
- Copy and send the URL. Select Copy link, then paste it into your email, message, document, or website.
With Anyone with the link, a person can generally open the PDF without signing in to a Google Account if the organization’s policies allow it. Google notes that the owner’s name and email address are visible when a file is shared. A shared file inside a folder is not protected from a link audience merely because the folder itself is restricted.

Control downloads, printing, and copying
Drive’s Viewer role allows downloading by default. The owner can adjust download, print, and copy controls in the sharing settings, but those controls cannot prevent every possible way a recipient might reproduce information (for example, photographing a screen). Use restricted access for confidential material rather than relying only on a viewer restriction.
Adobe Acrobat: create a browser-based PDF link
- Open the PDF in Adobe Acrobat and choose Share.
- Open Link Setting.
- Select the audience: anyone on the internet with the link, people in your organization, or invited people only.
- For a view-only review, turn off the setting that allows people to comment.
- Apply the settings and choose Create a link to share.
- Copy the generated URL and send it.
Recipients can open shared documents in a browser. Whether they must sign in, and which collaboration controls appear, depends on the current Acrobat workflow and the account context. Do not promise identical sign-in behavior for every recipient until you have tested the actual link.

Dropbox: generate a link with plan-dependent controls
- Save or upload the PDF to Dropbox.
- Open the file’s sharing menu and choose the option to create or copy a shared link.
- Open the shared-link settings and choose who can view the contents and what they can do.
- Copy the link and test it before distributing it.
Dropbox documents shared-link permission controls, but some controls depend on the subscription. Users on Professional, Essentials, Standard, Advanced, Business, Business Plus, and Enterprise plans can create, change, or remove a link expiration date on Dropbox web or mobile. Treat expiration as plan-dependent rather than a universal Dropbox feature. The current control descriptions are in Dropbox’s shared-link permissions guide.

Choose the right audience and permission

Before enabling an unrestricted link
Use Anyone with the link only after checking the document for personal data, confidential business information, internal comments, hidden pages, and metadata you do not want to disclose. Remember that a forwarded URL can reach people you did not intend to authorize. For a sensitive PDF, invite specific people instead and remove access when the work is complete.
Set the least permissive role first. If readers need only to read, choose Viewer and review the service’s download, print, and copy controls. If a temporary audience is involved, use an expiration feature where your account supports it; Dropbox documents expiration for the plan tiers listed above.
Test the link as a recipient
- Copy the final URL from the service, not from an address bar that may contain an editing session.
- Open a private/incognito window, or use a browser profile that is signed out of the owner’s account.
- Confirm that the PDF opens, the intended pages render, and the recipient sees only the expected controls.
- If access is restricted, test with a real invited account or ask a recipient to confirm.
- Close the private window after testing so an authenticated session is not left on a shared computer.
This test catches accidental reliance on your own login, organization-only restrictions, broken invitations, and links copied before the final permission change.
Common problems and fixes
The recipient sees “Request access”
The file is still restricted, the invitation went to a different address, or the recipient is signed in to the wrong account. Reopen the sharing panel, verify the exact address and role, and have the recipient switch accounts. If broad access is acceptable, change the audience to Anyone with the link and retest while signed out.

The link works for you but not for anyone else
Your browser may be using the owner’s authenticated session. Test in a private window. Also check organization policies: a workplace or school administrator can disable public links even when the control appears in the interface.
The PDF can still be downloaded
Drive says Viewer access permits downloads by default, subject to owner controls. Adjust download, print, and copy settings where available, but treat those controls as deterrents rather than a guarantee against reproducing visible information.
Comments or editing are available unexpectedly
The link was created with Commenter or Editor access, or an inherited permission is broader than intended. Change the role to Viewer, disable commenting in Acrobat’s link settings for a view-only review, and inspect direct and group permissions.
The link expires or stops working
Check whether an expiration date was configured and whether the account supports changing it. Dropbox documents expiration controls for specified paid tiers; availability is not universal. In other services, the owner may have deleted, moved, or unshared the file. Create a new link only after confirming the intended audience.

The wrong PDF opens
Verify that you copied the link for the correct file rather than a folder, shortcut, preview, or older revision. Open the URL in a signed-out window and compare the filename, page count, and last-updated version before sending it again.

Practical checklist
- Store the PDF in a hosted service.
- Choose restricted, organization, invited, or link-wide access deliberately.
- Give recipients Viewer, Commenter, or Editor access only as needed.
- Review download, print, copy, comment, and expiration controls.
- Copy the service-generated link.
- Test it signed out before distribution.
- Recheck permissions or revoke access when the sharing purpose ends.
Frequently Asked Questions
Does a shareable link send the PDF as an email attachment?
No. It points recipients to the hosted copy in Drive, Acrobat, Dropbox, or another storage service; they open the document through that service’s link.
Can I use one link for both private reviewers and the public?
Use separate permission scopes or separate copies instead. Mixing named access with a broad link makes it harder to know who can open the document.
Why should I test in a private browser window?
A signed-in owner session can hide an incorrect audience or role. A private window shows the experience a person without your login is likely to receive.
