A project can be profitable on paper and still run out of money before the next customer payment arrives. The reliable way to detect that danger is to forecast cash receipts and payments in the periods they are expected to reach or leave the bank, roll each period’s closing balance into the next period, and compare every balance with a defined minimum cash floor. The lowest projected balance identifies when the project is most vulnerable and how much additional cash would be needed to preserve the floor.
What a project cash-flow forecast actually measures
A cash-flow forecast answers a timing question: will enough money be available when payroll, suppliers, taxes, debt service and other obligations fall due? It is not the same as a profit forecast. Profit may be recognized when work is performed or an invoice is issued, while cash may arrive weeks or months later. Business.gov.uk advises forecasting when customers are expected to pay their bills, not merely when invoices are sent.

For a project, the forecast should show:
- Cash already available to the project or responsible business unit.
- Customer receipts, grants, owner contributions, lender or credit receipts and other expected income.
- Labor, materials, subcontractors, services, equipment, taxes, interest, debt installments, rent and other applicable cash charges.
- The opening cash, receipts, payments, closing cash and headroom for every period.
DFARS section 232.072-3(a) expresses the underlying requirement plainly: “A contractor must be able to sustain a sufficient cash flow to perform the contract.” Although DFARS applies to U.S. federal contracting, the operating principle applies to any project that must pay costs before it collects all of its revenue.
Define the forecast horizon and time buckets
Cover the whole exposure period
Start before the first material project payment and continue through completion, final customer collection and any repayment or cash-recovery period that could still create a squeeze. DFARS says a contractor forecast should cover the contract duration or continue until the risk of a cash crisis has ended. Stopping at the construction or delivery date can hide a shortfall caused by late retention payments, warranty work or a final loan installment.

Use monthly buckets for the long view
Monthly periods are usually practical for a multi-month or multi-year project. They reveal the broad shape of funding needs without creating an unmanageable maintenance burden. Profile receipts and costs against milestones, procurement plans and contractual payment terms rather than spreading every amount evenly.
Switch to weekly or daily detail near a breach
When payroll, supplier runs or a funding drawdown is close, a monthly total can conceal a short-lived but fatal gap. Use weekly or daily buckets for the near-term window where payment timing is tight, while retaining a monthly view for the remainder of the project. A forecast can therefore have a detailed short-term section and a less granular long-term section.
Set the opening cash and the minimum cash floor
Use cash that is actually available
The first opening balance should be money the project or responsible business unit can use, not a facility that has been approved but not drawn. Keep undrawn commitments, conditional grants and unconfirmed customer receipts in separate lines so that expected funding is not mistaken for usable cash.

The cash floor is the lowest balance management is willing to accept while still protecting required obligations and a reasonable liquidity margin. Consider payroll, critical suppliers, taxes, debt service, bank conditions, essential operating costs and the time needed to arrange additional funding. The correct amount is organization-specific; there is no universal percentage that works for every project.
Department for Education estates guidance recommends a conservative minimum cash balance for its further-education college context and says a project should not proceed if the forecast breaches that level without changing costs or funding. That is sector guidance rather than a general legal rule, but the comparison is useful: a projected breach is a decision signal, not a number to ignore.
Record ownership of the floor
Name the person or committee that approves the floor and document when it should be revisited. A project may need a higher floor during a period of concentrated payroll, a refinancing process or uncertain customer collections. Changing the floor without recording why can make a forecast appear safer without changing the underlying risk.
Build the receipts schedule using expected bank dates
List every material source
Create a receipt line for each material source rather than one optimistic revenue total. Typical lines include:

Use the date cash should clear
Place each receipt in the period when the money is expected to reach the bank. Start with the contract term, then adjust for observed payment behavior, approval steps, invoice disputes, retention, holidays and any conditions attached to a drawdown. If a customer normally pays 30 days after approval rather than 30 days after invoicing, the forecast must reflect the approval date and that lag.
Separate committed, probable and conditional receipts
Label the confidence of each material inflow. A signed payment certificate with a known clearing date is different from a grant application, a loan that still requires a covenant test or a change order that has not been approved. Keep conditional receipts visible in a separate scenario or confidence column instead of allowing them to support the base case automatically.
Model collection delays explicitly
Do not hide a late-payment risk inside a vague contingency. Move a receipt to a later period in a downside case and show the effect on the trough. This makes the funding need visible and gives the team a concrete question to resolve with the customer or lender.
Schedule outflows by the date money leaves
Match costs to the delivery and procurement plan
Include project labor, materials, subcontractors, professional services, equipment or tooling, taxes, interest, debt installments and applicable fixed or indirect charges. DFARS identifies material and service purchases, labor, fixed charges and capital assets as important forecast assumptions. The categories should be tailored to the project; a contract-specific list is not a universal chart of accounts.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitchesUse purchase orders, subcontract terms, payroll calendars, tax payment dates and the delivery schedule to place each outflow. A large equipment deposit belongs in the period it is paid, while the remaining balance belongs in the period specified by the supplier agreement. Milestone-based work should not be flattened into equal monthly costs if the actual cash pattern is lumpy.
Include costs outside the project ledger when they consume cash
Shared payroll, rent, insurance, central overhead allocations, bank fees and debt service can still reduce the cash available to perform the project. Include them when the project is responsible for funding them or when management is testing the liquidity of the wider business unit. State the allocation method so that a later reviewer can distinguish project costs from business-level cash charges.
Account for taxes and statutory payments
Taxes are often paid on a different schedule from the expense that created them. Put the actual remittance dates into the cash model, including payroll-related taxes, sales or value-added taxes and withholding obligations where relevant. Ask the finance lead to validate treatment for the project’s jurisdiction and structure.

Calculate closing cash, headroom and the trough
For every period, use the same roll-forward:
Closing cash = opening cash + receipts − payments
The Tool Desk
Outbyte Driver Updater FREEFix the driver behind crashes, sound loss and screen glitchesFind Drivers →Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →The next period’s opening cash must equal the prior period’s closing cash. Then calculate headroom:
Cash headroom = closing cash − minimum cash floor
A positive headroom shows room above the floor. A negative value is a projected breach. The most important output is not simply total funding over the project; it is the first breach date, the lowest balance, and the amount needed to restore the floor at that point.
Report the trough clearly
Every forecast update should identify:
- The period in which the lowest closing balance occurs.
- The projected closing balance at that trough.
- The minimum floor and the resulting headroom or deficit.
- Whether the gap is temporary, recurring or likely to continue until completion.
- Which receipts or payments drive the low point.
A project can have enough total funding across its life and still fail because a supplier or payroll run arrives before the next drawdown. Date-specific reporting prevents that distinction from being lost.
Stress-test the assumptions that can move the shortfall
Build a base case and at least one plausible downside
The base case should use the best current evidence, not an optimistic promise. Add a downside case that reflects risks the project team considers credible, such as a customer payment delay, a supplier price increase, a slower funding drawdown, reduced project revenue or an accelerated procurement payment.
For each scenario, show how the lowest balance and breach date change. The most useful scenario is not necessarily the most dramatic; it is the one that tests a risk the team can recognize and manage.

Use risk-based contingency
HM Treasury guidance calls for optimistic, median and pessimistic risk-spend estimates and says contingency should be revised as risks materialize, project definition improves and risk understanding changes. Contingency is therefore a living risk allowance, not a permanent percentage added once at project approval.
Homes England’s 2024 cash-flow spreadsheet guidance recommends at least 10% of infrastructure, construction and abnormal costs as ordinary contingency in its England housing-development funding context. That figure is not a universal rule. Use it only within that stated context; other projects should derive contingency from their own quantified risks, timing and funding arrangements.
Identify the assumption with the greatest leverage
After running scenarios, rank the changes by how much they move the trough. A five-day receipt delay may matter more than a modest cost increase if the project has little headroom. Conversely, a major materials purchase may dominate the risk even when customer collections are reliable. Assign an owner and a response to each high-impact assumption.
Recognize early-warning signals and act before the breach
The projected balance falls below the floor
Quantify the first breach date and the amount required to restore the minimum balance. Escalate while there is still time to confirm funding, change procurement timing, renegotiate payment milestones or revise scope. Waiting until the bank balance is already below the floor removes options.
The trough moves earlier or becomes deeper
Check for delayed customer receipts, accelerated supplier invoices, payroll changes, an earlier tax payment or a funding drawdown condition that has not been met. Compare the new forecast with the previous version line by line instead of accepting a lower balance as an unexplained total.
Forecast-to-actual differences persist
Recurring variance usually means the schedule, payment assumptions, cost estimates or source data are systematically wrong. DFARS says forecast reliability is established by comparing a series of actual cash flows with their corresponding forecasts and examining the differences. Classify each variance as an amount error, timing error, scope change or missing item, then correct the assumption that caused it.

Best Value
Contingency is being consumed
Track commitments against the remaining contingency and explain every draw. When a risk materializes, update the risk estimate and preserve visibility into what is still available. Repurposing contingency silently can make the base case look unchanged while reducing protection against the next event.

Set a refresh cadence
Update at least each reporting period and whenever a material estimate, contract, project schedule, funding date or actual payment changes. Increase the cadence when headroom is narrow or the project is approaching its trough. Homes England instructs applicants to keep cash-flow information up to date; the same discipline improves operational forecasts generally.
Preserve the prior version
Do not overwrite the previous forecast. Save the version date, the assumptions changed, the person who approved them and the resulting movement in the trough. A version history lets management distinguish a genuine improvement from a change in presentation.
Reconcile actuals to the prior forecast
At each close, compare actual receipts and payments with the amounts and dates previously forecast. Investigate both favorable and unfavorable differences. A forecast that is always revised to match reality but never measured against its earlier predictions cannot demonstrate whether it is becoming more reliable.
Keep assumptions auditable
For every material line, record the data source, amount, expected payment or receipt date, confidence level and assumption owner. Link the line to a contract, purchase order, payroll schedule, tax calendar, funding notice or other evidence in the organization’s records. In the DFARS contractor context, an audit trail is explicitly required; any project with significant funding exposure benefits from the same control.
Choose a tool that fits the project
When a spreadsheet is adequate
A spreadsheet can be sufficient for a small project with a manageable number of transactions, a single finance owner and disciplined version control. It should still separate inputs, calculations and outputs; show expected cash dates; carry balances forward automatically; and make scenarios easy to compare. Templates and forecast sheets can accelerate setup, but a template does not validate the assumptions entered into it.
When integrated project accounting helps
Higher-volume or multi-project environments may benefit from a system that brings project forecasts together with sales, purchases, receivables, payables and other financial transactions. Dynamics 365 documentation, for example, describes configurable project-forecast types and integration choices. The value comes from correctly configured data and controls, not from software alone.

Evaluate the tool on four practical axes
- Scale and transaction volume: Can the process handle the number of projects, suppliers, invoices and updates without manual errors?
- Timing detail: Can users capture expected bank dates, milestones, payment terms and short-term daily or weekly detail?
- Auditability and governance: Can reviewers see source data, assumption changes, scenarios, approvals and prior versions?
- Fit with existing finance systems: Are project forecasts, receivables, payables and actual transactions configured consistently?
No tool removes the need to validate dates, funding conditions, tax treatment or the minimum cash floor. A sophisticated system with weak assumptions can be less useful than a simple, well-controlled model.

A practical implementation checklist
- Define the project boundary, responsible business unit, forecast horizon and reporting currency.
- Select monthly buckets for the long view and weekly or daily buckets around any tight payment window.
- Confirm opening cash that is actually available and list undrawn or conditional funding separately.
- Approve and document the minimum cash floor.
- List every material receipt and place it on the expected bank-clearance date.
- List labor, materials, suppliers, services, equipment, taxes, debt service and other applicable payments on their expected payment dates.
- Calculate closing cash and headroom for every period, carrying each closing balance into the next opening balance.
- Identify the lowest projected balance, first breach date and amount needed to restore the floor.
- Run a base case and plausible downside cases for timing, cost, income and funding risks.
- Assign an owner and response to every assumption that materially moves the trough.
- Compare actual cash with the prior forecast and classify each variance as amount, timing, scope or missing item.
- Save each approved version and refresh it whenever a material fact changes.
When to involve a finance specialist
Have the responsible finance lead validate the model when the project is large, highly leveraged, tax-sensitive or close to a liquidity breach. Specialist review is particularly important when funding is conditional, debt covenants apply, customer retention is material, or the forecast could affect solvency decisions. The reviewer should confirm the cash dates, funding conditions, tax treatment, accounting boundaries and minimum liquidity requirement rather than merely checking spreadsheet formulas.
Final decision rule
Use the forecast to make decisions before the trough arrives. If any credible scenario takes closing cash below the approved floor, quantify the date and gap, then change one or more controllable variables: secure or accelerate funding, improve collection timing, defer or stage purchases, renegotiate milestones, reduce or rescope work, or increase the approved liquidity buffer. A forecast earns trust when its dates are realistic, its assumptions have owners, its actual results are reconciled and its warnings lead to action while options remain.
