Build a baseline, test slower hiring and higher compensation-cost scenarios, then update the forecast as actual costs arrive.
What to include in a payroll cost forecast
For each month or quarter, estimate total employer cost as wages and salaries, plus employer-paid benefits, plus employer payroll taxes and contributions. Keep those components visible as separate lines so a change in wages is not mistaken for the same change in total compensation.

Forecast at the employee or role level where practical. For each, record expected paid hours, budgeted pay, employment dates and applicable cost assumptions. For a salaried role, use the planned salary and the share of the period the employee is expected to work. For an hourly role, multiply expected paid hours by the budgeted rate. Include overtime, shift premiums, commissions, bonuses, merit increases or promotions only where they apply, and make each assumption explicit.

Build the baseline from headcount and timing
- Choose the period and units. Set the forecast horizon and whether the model is monthly, quarterly or annual.
- Map the workforce. List current employees, approved open roles, expected departures and expected start or end dates.
- Cost each role by period. Apply expected paid hours and budgeted compensation only to the periods when the person is expected to be employed. A hire starting midyear should contribute only partial-year cost, not a full annual salary.
- Keep pay changes distinct. Add planned raises, promotions, overtime, premiums, commissions and bonuses as separate assumptions rather than blending them into headcount.
- Estimate employer benefits. Apply your current plan rates and likely eligibility or enrollment for health coverage, retirement contributions, paid leave and other benefits in your compensation budget.
- Add employer payroll charges. Use current inputs for your location, tax status, employees’ wage bases and applicable limits. These charges are not represented by one reliable universal percentage.
Use labor-cost data as context, not as your forecast
The U.S. Bureau of Labor Statistics (BLS) separates trend measures from average cost measures. Its Employment Cost Index (ECI) tracks changes in labor prices over time using compensation per employee hour and a fixed basket of jobs. It includes wages and benefits, helping limit distortions from workers shifting between occupations and industries. Use it to understand broad labor-cost trends, not to predict your company’s specific increase.

The Employer Costs for Employee Compensation (ECEC) reports average employer costs per employee hour, including wages, benefits and their shares. It provides a broad cost-level benchmark; your workforce, hours and benefit mix may differ substantially.
For the 12 months ending in June 2026, civilian total compensation rose 3.4%, wages and salaries rose 3.2%, and benefit costs rose 3.8%. In private industry, compensation rose 3.3%, wages and salaries 3.1%, and benefit costs 3.8%, according to the BLS June 2026 ECI release. The gap between wage and benefit growth shows why cooler wage growth does not necessarily mean employer compensation costs will rise at the same rate.

In June 2026, private-industry employer compensation averaged $46.89 per hour worked: $32.82 in wages and salaries and $14.07 in benefits. Wages represented 70.0% of that average, according to the BLS June 2026 ECEC release. These national averages offer scale, not a rate to multiply by your headcount: they do not describe your employees’ jobs, hours or benefits.
Compare scenarios without hiding the assumptions

Show total cost by month or quarter and the difference from the baseline. This makes the effects of hiring timing and compensation assumptions easier to distinguish than a single annual total.

When actuals are available, compare them with the forecast and explain the variance by cause: headcount, start-date timing, pay rates, paid hours, benefits or employer payroll charges. Refresh the model when hiring approvals change, benefit plans renew or employer-specific payroll inputs are updated. Use official labor-cost releases to revisit trend assumptions, while keeping company-specific rates grounded in your own current records.
