For every mechanical and electrical (M&E) contract, schedule when claims can be submitted, when they are likely to be approved and collected, and when equipment, materials, subcontractors, payroll, tax, debt and overhead must be paid. The result is a rolling view of the cash balance and its lowest point—not a profit forecast or a work-in-progress report.
A profitable project can still create a funding crisis when suppliers and workers are paid before progress claims are approved and collected. A useful forecast shows the size and date of that possible trough early enough for management to change procurement, billing, staffing or financing decisions.

What an M&E cash-flow forecast must answer
The forecast should answer four operational questions:
- How much cash is available at the start of each period?
- Which customer receipts are expected, from which job, and on what date?
- Which payments are due, for what work or obligation, and on what date?
- What will the lowest cash balance be, and when will it occur?
Cash receipts are not the same as sales, earned revenue or work completed. Construction work may be recognised as work in progress (WIP) for accounting or tax purposes while the customer has not yet paid. HMRC discusses WIP treatment for unfinished goods, service contracts and construction contracts in its Business Income Manual BIM33020, updated 4 August 2026. Use the accounting records for reporting and the contract’s expected payment dates for the cash schedule.

Keep two views connected but distinct:
- Project forecasts: the costs, claims and receipts of each live job.
- Company forecast: all project totals plus payroll, indirect labour, premises, vehicles, insurance, tax, debt service and other receipts or payments.
The Royal Institution of Chartered Surveyors (RICS) describes this project/company distinction in its Cash-flow forecasting, 2nd edition practice information. A project can look cash-positive while the company as a whole is short of funds because several jobs require procurement at the same time.
Choose the forecast horizon and time buckets
Use a time grid that matches management decisions. Weekly buckets provide control over near-term payroll, supplier and subcontractor payments; monthly buckets make the wider contract and overhead plan easier to read. Many contractors use weekly detail for the next several weeks and monthly periods thereafter. This is an operating choice, not a universal rule.
Extend the forecast through the contract, including completion, testing, commissioning, handover and final-account activity where those events affect cost or cash. If the contract ends before the business’s exposure does, continue the schedule until the expected cash-risk period has passed. The applicable U.S. Department of Defense rule, DFARS 232.072-3, similarly calls for a forecast covering the contract duration or continuing until the risk of a cash crisis ends. RICS construction guidance generally measures cash flow in monthly periods; its second edition was published 26 July 2024 and became effective 1 July 2024.

Build the forecast step by step
1. Reconcile the opening cash balance
Start each forecast with bank-reconciled cash, not an old spreadsheet closing figure. Identify restricted balances, client-account money, uncleared receipts, overdraft availability and any minimum cash policy. Record only funds that the business can actually use for the obligations being modelled.
2. Create a separate schedule for every live job
Use the latest programme, procurement register, cost-to-complete estimate and commercial status. For each job, list:
- equipment and material orders, deposits, delivery dates and supplier due dates;
- subcontractor commitments, certification dates and payment terms;
- direct labour, planned work sequence, testing and commissioning effort;
- expected valuation or milestone dates and claim-submission dates;
- approval, certification and dispute lags;
- completion, handover and final-account dates; and
- retention withheld and the contractual conditions for release.
DFARS identifies purchases, services, labour, production schedules and financing receipts and payments as forecast assumptions. Applying those categories to M&E work means linking every major cost to the activity that causes it and to the date the supplier, worker or subcontractor will expect payment.

3. Translate the payment clause into cash dates
Read the contract rather than assuming a standard “30 days.” Record the valuation period, measurement cut-off, claim-preparation date, submission deadline, certification or approval lag, contractual payment date, permitted set-offs, disputed amounts and retention terms. Keep unapproved or disputed values in a separate line until there is a reasonable basis for collection.
An invoice is not cash on the day it is issued. A claim may need site evidence, test certificates, approved variations or a signed milestone before the payment clock starts. The U.S. federal construction provisions in FAR Part 32, including §32.103, illustrate how estimated work value, approval and retainage can affect progress payments; those rules apply in their federal procurement context and are not a universal M&E rule. The contract and current local law control other work.
4. Add company-wide receipts and payments
After each job schedule is built, add cash flows that do not belong to one contract:
- weekly or monthly payroll and payroll taxes;
- indirect project staff and management salaries;
- rent, utilities, software, communications and professional fees;
- vehicles, fuel, plant, maintenance and equipment finance;
- insurance premiums and renewals;
- VAT, sales tax, corporation tax and other statutory payments;
- loan principal, interest, lease payments and bank charges; and
- owner drawings, asset purchases, refunds and other exceptional items.
The Mechanical Contractors Association of America (MCAA) recommends viewing cash both project by project and across the company, including costs and overhead. Its trade bulletin, dated 1996, remains useful for that management distinction, while newer RICS guidance should be used for current general construction practice.
5. Calculate each period’s movement and closing cash
For every week or month, calculate:
Net cash movement = total receipts − total payments
The Tool Desk
Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →Outbyte Driver Updater FREEFix the driver behind crashes, sound loss and screen glitchesFind Drivers →Closing cash = opening cash + net cash movement
Carry each closing balance into the next period. Highlight the lowest balance and its date. Show committed financing separately from unapproved borrowing: an undrawn, confirmed facility may be an available source of liquidity, while a facility still awaiting approval is an assumption, not cash.

6. Run at least a base and a downside case
The base case should use the current programme and the most supportable collection dates. The downside case should apply plausible changes such as:
- customer receipts arriving later than the contractual date;
- long-lead equipment requiring an earlier deposit or delivery payment;
- overtime, rework or additional labour;
- subcontractor certification or payment timing moving with the programme;
- completion or handover slipping; and
- retention being released later than expected.
Compare the cases by the amount and date of the lowest cash balance, not only by total annual cash. A small delay on a large claim can create a sharper trough than a modest increase in total project cost.
7. Reconcile actuals and refresh the remaining forecast
At each reporting cycle, replace forecast receipts and payments with actual bank movements, then explain material variances. Classify each difference as timing, quantity, price, scope, approval, collection or coding. Update only the remaining periods after the explanation is documented; otherwise a delayed receipt can disappear from the report without being visible as a control failure.
DFARS 232.072-3 notes that a one-time forecast has limited value and that reliability is established by comparing a series of actual cash flows with corresponding forecasts. RICS likewise describes using forecasts to assess progress and actual expenditure. Maintain a version date and an owner for every material assumption.
Model the M&E cash drivers in detail
Equipment and materials
For each major item, confirm the quotation validity, deposit percentage, manufacturing lead time, shipping, storage, delivery, inspection and final-payment terms. An item may need to be ordered months before the valuation that recovers its cost. Put the supplier’s payment date in the cash forecast even when the equipment will not be installed until a later period. If a delivery date is uncertain, show the earliest plausible payment and the base date rather than hiding the risk in a single average.
Labour and subcontractors
Map payroll to the work sequence and the company’s actual pay cycle. Include travel, allowances, overtime, agency labour and payroll taxes where applicable. For subcontractors, record the commitment, invoice or application date, certification lag, any notice or withholding process and the contractual payment date. A job can have a healthy gross margin while consuming cash if labour and subcontractors are paid weekly but the customer pays only after monthly certification.

Billing evidence, milestones and variations
Link each forecast claim to measurable installed work, an approved milestone or another contractual entitlement. Identify the documents needed for payment—timesheets, delivery tickets, test results, commissioning records, signed variations or statutory declarations—and assign someone to obtain them. Do not forecast disputed variations as ordinary receipts. Show the expected resolution date and a separate probability or downside treatment if management chooses to model them.
Retention and the final account
Keep retention separate from ordinary progress receipts. Forecast its release only when the contract’s practical-completion, defects, certification or final-account conditions are expected to be met. Retention is not a universal percentage or a guaranteed date; the amount, assessment and release mechanism depend on the contract and jurisdiction. The federal example in FAR Part 32 demonstrates that retainage is tied to contractual and administrative conditions rather than a general industry timetable.
Seasonality and concurrent jobs
Review historical cash patterns alongside the current workload. MCAA describes periods in which cash can be surplus after busy activity and deficient as the business gears up for the next cycle. For an M&E contractor, simultaneous equipment deposits on several jobs can create a trough even when each individual project is expected to pay its way. Add the start-up, shutdown and holiday effects that change labour, procurement or customer-certification timing.

The following management layout keeps receipts, payments and assumptions visible. It is a suggested operating format, not a mandated form.
| Period | Opening cash | Customer receipts by job | Other receipts or finance | Materials and equipment | Subcontractors | Direct and indirect labour | Overhead, tax, debt and other | Net movement | Closing cash | Key assumption and owner |
|---|---|---|---|---|---|---|---|---|---|---|
| Week or month | Bank-reconciled balance | Expected collection dates, not only invoice values | Confirmed facilities and other cash | Supplier due dates and deposits | Certified or contracted payments | Payroll and payment dates | Actual due dates | Receipts less payments | Opening cash plus net movement | Source, confidence and responsible person |
Keep an audit trail from each material number to a contract clause, purchase order, payroll schedule, tax calendar, bank record or approved management assumption. DFARS 232.072-3 specifically addresses support for forecast assumptions; the same discipline makes a commercial forecast explainable to directors, lenders and project teams.

Illustrative four-period example
The figures below are fictional and demonstrate the mechanics only. They are not an industry benchmark.
Best Value
| Period | Opening cash | Receipts | Payments | Net movement | Closing cash | Reason for movement |
|---|---|---|---|---|---|---|
| Week 1 | £180,000 | £90,000 | £125,000 | −£35,000 | £145,000 | Switchgear deposit and payroll |
| Week 2 | £145,000 | £40,000 | £110,000 | −£70,000 | £75,000 | Subcontractor certificates and tax payment |
| Week 3 | £75,000 | £160,000 | £95,000 | £65,000 | £140,000 | Progress claim collected |
| Week 4 | £140,000 | £25,000 | £80,000 | −£55,000 | £85,000 | Payroll, rent and equipment delivery |
The Week 2 closing balance is the funding point to manage. If the £160,000 receipt in Week 3 is delayed, the downside case must show whether the business can meet Week 2 obligations using existing cash and confirmed financing.
How to manage forecast uncertainty
Every line should carry a confidence level or an explicit assumption. A certified claim with a contractual due date is different from an unapproved variation; a signed purchase order is different from a supplier quotation; and a confirmed overdraft is different from a financing request. Keep those distinctions visible instead of applying an unexplained blanket percentage to all receipts.
For management meetings, present the base and downside cases side by side with:
Recommended Free Tools
- receipt delay in days and affected jobs;
- procurement or equipment timing changes;
- labour and subcontractor timing or cost changes;
- project completion slippage;
- retention amount and expected release condition; and
- lowest cash balance and date.
When a downside case breaches the company’s minimum cash threshold, assign a response and deadline. Options may include accelerating a substantiated claim, agreeing a supplier payment plan, resequencing procurement, deferring discretionary expenditure, arranging confirmed short-term finance or escalating a contract dispute. Do not count a proposed action as cash until its timing and approval are realistic.
Common forecasting failures and fixes
- Using revenue as a receipt: replace earned-value dates with claim, approval and collection dates.
- Forecasting only the largest jobs: include every live contract and the company overhead that supports them.
- Ignoring deposits and long-lead items: enter supplier due dates when orders are placed, not when equipment is installed.
- Assuming the invoice date is the payment date: model certification, approval, notice and contractual payment lags.
- Blending retention into normal collections: create a separate line with its release conditions.
- Leaving disputes in the base case: show disputed or unapproved amounts separately and assign a resolution assumption.
- Mixing WIP and cash reports: reconcile accounting reports to the cash schedule without treating one as a substitute for the other.
- Keeping a static annual spreadsheet: update the near-term forecast frequently and retain the previous version for variance analysis.
- Hiding restricted or unapproved finance: identify what is available now, what is committed and what still requires approval.
A practical operating checklist
- Reconcile bank balances and restrictions to the opening cash figure.
- Set weekly and monthly buckets and a horizon through contract completion or the end of the cash-risk period.
- Load every live job’s programme, procurement plan, labour, subcontractor commitments and cost-to-complete.
- Translate each contract’s valuation, certification, payment, dispute and retention clauses into dates and separate lines.
- Add payroll, indirect labour, premises, vehicles, insurance, tax, debt and exceptional company payments.
- Calculate net movement, closing cash and the lowest balance for every period.
- Run base and downside cases for collection delay, procurement, labour, schedule and retention.
- Assign an owner and source to each material assumption.
- At the next cycle, replace actual bank movements, explain variances and refresh the remaining periods.
- Escalate any forecast breach of the minimum cash level before the payment date arrives.
Source and jurisdiction notes
RICS construction practice information is available in the Cash flow forecasting 2nd edition (UK) and its linked PDF. The MCAA trade bulletin is available at Cash Flow, Bulletin No. AF 3. DFARS and FAR provisions apply to their U.S. federal procurement contexts; they illustrate forecasting and progress-payment mechanics but do not replace the governing M&E contract or local law. Payment, tax, retention and accounting treatment must be checked against the jurisdiction, edition and contract terms that apply to the job.
