Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsIf an Xbox Game Pass download is slow on a Windows PC, first check whether Windows has marked the active Wi-Fi or Ethernet connection as metered. A metered connection can restrict app data and may pause Microsoft Store downloads. If your data plan allows unrestricted use, turn metering off, then test the download again. If the slowdown affects other devices or services too, investigate Wi-Fi conditions, household congestion, or the remote service rather than changing an Xbox setting.
On an Xbox console, do not use Windows network-menu instructions. Console menu paths vary, so use the current Xbox installation troubleshooting guidance.

Start by identifying what is actually slow
“Slow download” can describe several different symptoms, and each points to a different fix. Before changing settings, note the device and behavior:
- Windows PC: The download is running in the Xbox app or Microsoft Store.
- Xbox console: The game is downloading directly on an Xbox One or Xbox Series console.
- Consistently slow: The transfer remains slow throughout the download.
- Intermittently slow: The rate rises and falls, or pauses at particular times.
- App-only problem: Web browsing and other downloads are normal, but the Xbox app or Store fails, pauses, or reports an installation error.
- Network-wide problem: Other devices, websites, streaming services, or downloads are slow at the same time.
Run the checks for the matching device. Windows Settings instructions do not apply to an Xbox console, and repairing an app cannot correct a congested wireless network.

Fix a slow Xbox app download on Windows
Check the active connection’s metered status
Windows can mark a Wi-Fi or Ethernet connection as metered. Microsoft says metered connections limit how apps use data, and apps downloading from Microsoft Store may be paused. This is the first Windows setting to inspect when a Game Pass installation is unexpectedly slow or stopped.
- Open Settings.
- Select Network & internet.
- Choose Wi-Fi or Ethernet, depending on how the PC is connected.
- Open the connected network.
- Find Metered connection.
- If the connection is not subject to a data cap, switch metering off and retry the download.
Windows 10 uses somewhat different labels and layouts, but the setting is still on the details page for the active network. Microsoft’s explanation of the feature is available in Metered connections in Windows.
Do not disable metering merely to chase a higher download rate if your internet plan has a monthly allowance, charges for excess data, or uses a mobile hotspot. Removing the limit can allow the Game Pass download to consume many gigabytes and create additional charges. In that situation, leave metering enabled and download when you have an unmetered connection.
Quick wins for a faster PC:
Clear out junk files and repair common Windows errorsFree Scan →Scan for outdated or missing drivers - takes under a minuteDriver Scan →Repair Windows errors before they cause bigger problemsFix Now →Retry after changing only one setting
After changing metering, pause and resume the download or close and reopen the Xbox app. Test one change at a time so you can tell whether the setting affected the problem. A faster result after unmetering indicates that Windows’ data-saving policy was involved; it does not prove that the Xbox service or your internet provider is inherently slow.

Do not use Delivery Optimization limits as a Game Pass speed fix
Windows has Delivery Optimization controls for bandwidth used by automatic update downloads. They can look relevant because they include download limits, but Microsoft explicitly says those limits do not apply when a person manually starts a Microsoft Store app download. A Game Pass installation that you started yourself therefore is not governed by those Delivery Optimization caps.
Changing Delivery Optimization settings is unlikely to speed up that manual download and can alter how Windows handles other update traffic. Keep this setting out of the first-line troubleshooting path. The official explanation is in Delivery Optimization in Windows.
Separate a Wi-Fi problem from an Xbox or Store problem
Improve the wireless test conditions
Microsoft identifies distance from the wireless access point, physical obstructions, and nearby devices as factors that can reduce connection performance. For a useful test:
- Move the PC closer to the router or access point.
- Reduce walls, cabinets, large appliances, and other obstructions between the PC and access point where practical.
- Temporarily reduce heavy wireless activity from nearby devices, such as another large download or high-resolution stream.
- Pause and resume the Game Pass download and compare its behavior.
These steps do not guarantee a particular speed. They tell you whether the wireless path is contributing to the slowdown.

Use Ethernet as an isolation test
If the PC and router have Ethernet ports, connect them with a standard Ethernet cable and repeat the download. Treat this as a comparison, not a guaranteed cure. If the wired result is substantially more stable, the wireless link, signal strength, interference, or obstructions deserve attention. If the wired result is equally slow, the cause is more likely to be outside the Wi-Fi link, such as congestion, the internet connection, or the remote service.
You do not need to purchase networking equipment to perform this diagnostic if a suitable cable is already available. A cable can isolate wireless conditions; it cannot establish that an internet provider or Xbox service will deliver a specific rate.
Microsoft’s general guidance on distance, obstructions, and slow connections appears in Why is my Internet connection so slow?.

When several devices are slow
Try another device on the same network while the Game Pass download runs. If websites, video services, cloud applications, or downloads on multiple devices are also slow, the Xbox app is probably not the only cause. Microsoft lists local network congestion and capacity problems at the remote service as possible explanations for a slow connection.

Great for router-to-PC connections, modem-to-TV setups, gaming consoles, workstations, printers and other home network equipment that needs a longer Ethernet cable.
Check again at a different time of day. A busy household network can compete for the same connection, while an overloaded remote service can affect one or more services without any change to your PC. This comparison is more informative than immediately changing DNS, ports, firewall rules, or buying a new router; the available guidance does not establish those changes as a remedy for this symptom.
When only Game Pass is slow
If ordinary browsing and other downloads work normally but the Xbox app or Store transfer is paused, fails, or repeatedly reports an installation problem, move to the app-repair path below. An app installation error and a slow internet connection can look similar, but they require different checks.
Repair the Windows Xbox app or Microsoft Store path
Microsoft’s app troubleshooting sequence starts with restarting the app, checking Windows and Store updates, and then using the applicable repair, reset, or reinstall options. These actions address installation and app-state problems; they do not demonstrate that the network itself is slow.
Close and reopen the app
- Pause the Game Pass download.
- Close the Xbox app. If it remains open in the background, exit it from the Windows notification area when that option is available.
- Wait briefly, reopen the app, and resume the installation.
If the download resumes normally after a restart, the earlier state may have been a temporary app or Store issue. If it immediately becomes slow again, continue with updates and repair.

Install pending Windows and Store updates
- Open Settings and check Windows Update for available updates.
- Open Microsoft Store.
- Open the Store’s library or updates area and check for updates to Store apps, including the Xbox app when it appears in the list.
- Restart Windows if an update requests it, then retry the Game Pass installation.
Exact labels can differ between Windows releases. Use the update controls shown by your edition rather than applying a menu path intended for another version.
Repair or reset the Xbox app
On current Windows 11 builds, the usual route is Settings > Apps > Installed apps > Xbox > Advanced options. Choose Repair first when it is available. Repair attempts to correct the app without removing its stored data.
If repair does not help, the same page may offer Reset. Reset can remove the app’s local data and require you to sign in again or re-establish app preferences, so use it only after noting any settings you need. Windows 10 may show Apps & features instead of Installed apps, and labels vary by release.

Reinstall only when the app path remains broken
If updating, restarting, and repairing do not resolve an app-specific installation failure, follow Microsoft’s reinstall guidance for Store apps. Reinstallation is a recovery step for a damaged app installation, not a method for increasing the capacity of your internet connection. Microsoft’s current process is documented in Fix problems with apps from Microsoft Store.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Xbox console downloads require a separate path
An Xbox console does not expose the Windows metered-connection and app-repair controls described above. For Xbox One or Xbox Series installation failures, use the current instructions in Xbox Support’s game or app installation troubleshooting page. The page is the appropriate source for console-specific menus, sign-in checks, and reinstall options because Microsoft can change those steps by console generation, software version, and region.
Do not infer a console fix from a Windows setting. You can still apply the network-isolation logic: compare another device, move the console closer to the access point if it uses Wi-Fi, reduce obstructions, and use Ethernet as a comparison when the console and router support it. Those tests indicate whether the connection path is involved; they do not guarantee a faster Xbox service.
Choose the next test by what it can prove
| Test | Where it applies | What it isolates | Data-charge risk | What the result establishes |
|---|---|---|---|---|
| Inspect and, when appropriate, disable Metered connection | Windows 10/11 PC | Windows data-saving behavior that can pause or restrict Store downloads | Turning metering off on a capped plan can increase usage or charges | Whether the Windows metering policy was affecting the download; not the health of Xbox services |
| Move closer to the access point and remove obstructions | Wi-Fi PC or console | Distance and physical wireless conditions | Normally none beyond the download’s existing data use | Whether the wireless path changes when conditions improve |
| Compare with Ethernet | PC or console with compatible ports and cable | Wi-Fi versus the rest of the network path | None from the cable itself; normal download data still applies | Whether wired connectivity is more stable or faster than Wi-Fi; not an ISP or Xbox-service guarantee |
| Test other devices and services | Any device on the same internet connection | Local congestion or a broader connection problem | Depends on the separate test activity | Whether the slowdown extends beyond Game Pass |
| Restart, update, repair, reset, or reinstall the app | Windows Xbox app and Microsoft Store | App installation and local app state | Reinstalling may require downloading app data again | Whether an app-state problem was blocking installation; not whether the network is intrinsically slow |
| Use current Xbox Support instructions | Xbox console | Console-specific installation and software issues | Depends on the recommended recovery step | Up-to-date console procedures without guessing menu labels |
Settings and “fixes” to avoid without evidence
- Do not promise a speed number. The available guidance contains no verified download-rate benchmark for Game Pass.
- Do not assume a service outage. A slow transfer alone does not establish that Xbox servers are down.
- Do not change DNS, ports, firewall rules, or router configuration as a first step. The supplied Microsoft guidance does not tie those changes to this symptom.
- Do not buy a router on the basis of one slow download. First determine whether Wi-Fi conditions or congestion are actually involved.
- Do not disable metering on a capped connection casually. The setting can protect you from unexpected data use.
- Do not treat Delivery Optimization caps as controls for a manually started Store download. Microsoft says those limits apply to automatic updates, not manually initiated Store app downloads.
A practical order of operations
- Identify whether the download is on Windows or an Xbox console, and whether the symptom is slow, paused, or an installation error.
- On Windows, inspect the active network’s Metered connection setting. Disable it only when your plan permits unrestricted data use.
- Retry the download after closing and reopening the Xbox app.
- Move closer to the access point and reduce obstructions if the device uses Wi-Fi.
- Use Ethernet temporarily, when practical, to compare wired and wireless behavior.
- Test another device or service. If everything is slow, investigate congestion, the internet connection, or the remote service rather than the Xbox app alone.
- If only the Windows app is affected, install pending Windows and Store updates, then use the Xbox app’s Repair, Reset, or reinstall options as appropriate.
- For an Xbox console, follow the current Xbox Support installation page instead of applying Windows menu instructions.
Windows version note
The Microsoft procedures cited here cover Windows 10 and Windows 11 in their stated contexts, but interface labels can vary by release. Microsoft ended Windows 10 support on October 14, 2025, so this article does not imply that Windows 10 continues to receive free support updates. If you remain on Windows 10, use the labels shown on your installed build and consult Microsoft’s current support status before relying on an outdated menu path.
