First identify where the failure occurs: a Copilot chat upload, a file selected from OneDrive, Copilot inside Word, Excel or PowerPoint, or the Office application itself. The correct fix depends on that context. Check the file extension, the limit for that particular Copilot experience, its cloud location and your permissions before converting or repairing anything.
Start by locating the failing layer
“Won’t open in Copilot” describes several different failures. A file can be rejected during attachment, remain unavailable when you ask Copilot to reference it, show an Excel Unsupported file state message, or fail to open in Office even without Copilot. Treating all of these as the same problem often leads to an unnecessary conversion or a permission change that cannot help.

- Copilot chat upload: You attach a local or cloud file to a conversation and Copilot rejects it.
- OneDrive or SharePoint selection: Copilot can see the service but cannot use a particular file.
- Copilot inside an Office app: Word, Excel or PowerPoint is open, but Copilot cannot reference the current document.
- Office application failure: The file itself will not open in Word, Excel or PowerPoint, whether Copilot is enabled or not.
Write down the exact error, the app or website in which it appears, whether you are signed in with a personal or work/school account, and where the file is stored. Microsoft maintains separate format and size guidance for these experiences.
Before changing the file, reproduce the problem once and note what you did immediately beforehand. For example, record whether you selected the file from a cloud picker or dragged it into a chat, and whether the message appeared before or after upload. A rejection at attachment points toward a different fix than a file that uploads successfully but cannot be referenced inside an Office app. Keep the original untouched while testing copies.

Check the extension before changing anything
Turn on file-name extensions in File Explorer or Finder and inspect the actual suffix. A file that appears to be a Word document may be an older .doc, a macro-enabled Excel workbook may be .xlsm, or a presentation may be an OpenDocument .odp. Renaming the suffix does not convert the file; use Save As or Export in the originating application.
Microsoft’s Copilot file-format guidance gives these practical conversion examples:
- Save an older Word
.docdocument as.docx. - Export a complex Excel
.xlsmworkbook as.xlsxwhen Copilot cannot process the macro-enabled version. - Save an OpenDocument Presentation
.odpas.pptx.
Make a backup first. Converting an .xlsm workbook to .xlsx removes VBA macros, and any conversion can alter unsupported fonts, charts, links, fields or advanced formatting. Keep the original until you have opened and checked the converted copy.

General Copilot upload, work or school Copilot, Copilot in Microsoft 365 personal apps, Excel Copilot and Copilot in OneDrive have distinct support guidance. Check the format list for the exact experience you are using rather than treating a successful upload in another product as proof that the file should work here.
Use the limit for the Copilot experience you are actually using
There is no single Copilot file limit. The following figures apply to different products and should not be combined.
| Experience or service | Documented limit | What it means |
|---|---|---|
| General Copilot file upload | Up to 50 MB per file and up to 20 files in one conversation | A Copilot chat attachment limit, not a OneDrive storage limit. |
| Copilot in OneDrive | Files under 150 MB | A OneDrive Copilot processing limit described in Microsoft’s FAQ. |
| OneDrive or SharePoint individual file transfer | Up to 250 GB | A cloud upload/download capacity guideline, not permission to process a 250 GB file in Copilot. |
A file can fit within the cloud service’s storage capacity and still exceed Copilot’s much smaller processing limit. Large PDFs, lengthy documents and formula-heavy spreadsheets may also fail because of practical complexity even when their byte size is below the stated maximum.
These numbers answer different questions: how large a file a particular Copilot experience can work with, versus how large a file OneDrive or SharePoint can transfer. If a file is accepted by the cloud service but rejected by Copilot, its successful storage is not a compatibility test. Likewise, a 50 MB general-upload limit should not be applied to Copilot in OneDrive, whose FAQ describes a separate limit.
Reduce size or complexity safely
- For a long document, make a copy containing only the sections Copilot needs, or split the material into logically complete files.
- For a large PDF, remove pages that are outside the question and save a separate working copy.
- For a spreadsheet, remove unused sheets, excessive formatting and unnecessary external links from a copy. Preserve the original workbook for normal business use.
- In a chat with many attachments, stay within the 20-file general-upload allowance and combine related material only when doing so does not make the files harder to interpret.
Prefer splitting content at a natural boundary—such as chapters, reporting periods or workbook subject areas—so a smaller file still contains the context needed to answer a question. For a workbook, test a simplified copy rather than deleting formulas or connections from the only business version. If reducing complexity changes the result, compare the working copy against the original before relying on it.

If the error appears before the file is uploaded, size, count and format are more likely than file corruption. If it uploads but cannot be referenced, inspect permissions, location and the specific Office integration.
Move the file from a local path to an accepted location
For the Copilot upload workflow, Microsoft Support states: Local paths aren’t supported. You can only use uploaded or cloud-hosted files.
A path such as C:UsersNameDocumentsReport.docx is not a usable reference by itself.
- In Copilot chat, use the attachment control and upload the file, rather than pasting a local path.
- For OneDrive or SharePoint use, upload or move a copy into the cloud location that the signed-in account can access.
- Wait for synchronization to complete, then select the cloud copy from the file picker or retry the Copilot request.
Do not delete the local original until the cloud copy opens normally and you have confirmed that recent edits are present. If the organization blocks uploads or requires a particular SharePoint library, ask the site owner for the approved location instead of bypassing its controls.

A local file and a cloud-hosted file are not interchangeable just because they have the same name. Verify that the version selected in Copilot contains the latest edits; if the sync client is still processing changes, wait for it to finish before retesting. Microsoft’s local-path guidance applies to the described upload workflow, so for another Copilot feature use that feature’s documented file-selection method.
Verify permissions, sharing and account context
Copilot can use only files that the current account is allowed to open. A link that works for the owner may fail for another person, and a personal Copilot session cannot automatically use a work tenant’s private SharePoint content.
- Open the file directly while signed in to the same account and browser profile used by Copilot.
- Check whether the item is shared with you, whether the link has expired and whether the library imposes a sensitivity or download restriction.
- For work or school files, confirm that you are not accidentally signed in with a personal account or a different organizational account.
- Ask the owner or administrator to verify your permission on the file and its containing folder. Access to a file can depend on inherited library permissions.
If you cannot open the file directly, fix that access problem first. If you can open it in Office but Copilot cannot reference it, the remaining suspects are the Copilot experience, its supported format, a checkout state or a tenant feature restriction.
Test with the same account at each stage: opening the file, selecting it for Copilot and using the relevant Office app. If those steps use different browser profiles or accounts, a successful direct open may not confirm that Copilot has access. For organization files, the file owner or administrator is the right person to verify sharing. Do not broaden access or move confidential material to a personal account as a shortcut.
Fix Excel’s “Unsupported file state” message
Excel has a specific failure mode in which Copilot reports Unsupported file state. Microsoft identifies two important causes: the workbook is checked out in SharePoint, or it uses Strict Open XML Spreadsheet format.

Check SharePoint checkout
- Open the workbook’s SharePoint library and inspect its checkout status.
- If it is checked out to you and your organization permits it, check the file back in.
- Close Excel and the Copilot pane, reopen the workbook, and try Copilot again.
Some organizations require checkout for editing. In that configuration, Microsoft says Excel Copilot on Windows or Mac will not work with files from that site. Excel for the web can still be used. This is a site policy limitation, not evidence that the workbook is damaged; ask the SharePoint administrator whether the library’s checkout requirement can be changed through normal governance.
If you cannot check the file in, or the library requires checkout for every edit, do not change the policy yourself. Ask the administrator or site owner whether the file can be used in Excel for the web or whether an approved copy in another location is appropriate. Checking the status matters because repeatedly converting a workbook will not resolve a site checkout requirement.
Check for Strict Open XML
Save a copy in the modern .xlsx format and retry. Use Excel’s Save As command, select an Excel Workbook format rather than Strict Open XML Spreadsheet, and inspect formulas, tables, charts, external links and data connections in the copy. Do not overwrite a regulated or macro-enabled original merely to make Copilot available.

Word
Open the document in Word, choose File > Save As, select Word Document (*.docx), and save a new copy. Reopen the copy, confirm headings and tracked changes look correct, then upload that copy or place it in the supported cloud location.
Excel
For an older .xls, choose File > Save As and select Excel Workbook (*.xlsx). For an .xlsm that Copilot cannot process, export a non-macro copy as .xlsx. Test key formulas and the resulting values. Macros, custom functions and some connections will not carry over; retain the macro-enabled original for workflows that depend on them.
PowerPoint
Open the presentation and use File > Save As or Export to create a .pptx copy from .odp or another older format. Check slide masters, speaker notes, embedded media, fonts and transitions before using the converted file as the Copilot source.
When conversion succeeds but Copilot still fails, return to the size, location and permission checks. Format conversion solves only a format compatibility problem. When the file contains macros, data connections, tracked changes or embedded media, keep a working original and verify the new file in the relevant Office app before attaching it. A changed extension alone does not make an unsupported file usable.

Determine whether the Office file itself is damaged
Separate Copilot from the file by downloading a copy and opening it locally in the corresponding desktop application. If Word, Excel or PowerPoint also fails, the problem may be corruption or application-format incompatibility rather than Copilot.

- Download the file without replacing the cloud original.
- Try opening the downloaded copy in the current desktop Office application.
- If the app offers an Open and Repair or equivalent repair option, use Microsoft’s Office repair procedure for that application.
- Save the repaired result under a new name and verify content, formulas, links, comments, media and formatting before considering it a replacement.
If the downloaded copy opens normally, the Office file is probably usable and the failure is more likely tied to Copilot’s format, size, permissions or cloud state. If it fails locally as well, stop retrying Copilot and work on the file or Office installation first.
Use a downloaded copy for this test so a repair attempt does not replace the authoritative cloud version. A file that opens in Office but not Copilot still needs Copilot-specific checks; a file that fails in Office too calls for the repair instructions for that app. After repair, compare the new copy with the original and confirm critical content is intact before deciding which one to keep.
Open a OneDrive or SharePoint file in the desktop app
When browser-based Copilot or an online Office view behaves differently from the desktop application, Microsoft documents this route: select the file and choose Open > Open in app.
This option depends on the OneDrive sync client and Files On-Demand. Install or sign in to the sync client with the account that owns the file, then retry the command. A cloud icon may mean the file is online-only; opening it should download it as needed. If the workbook or presentation depends on other files, formulas, linked media or templates, sync the containing folder rather than just the single item so those dependencies are available.
Opening in the desktop app is a diagnostic step as well as a workaround. It tells you whether the desktop Office parser can read the file, but it does not remove a SharePoint permission or checkout restriction.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Use the error and context to choose the next action
| What you observe | Most relevant checks | Likely next action |

| Upload rejected immediately | Extension, 50 MB general-upload limit, 20-file conversation limit, local path | Convert to a supported format, reduce the copy, and upload it rather than supplying a path. |
| OneDrive Copilot cannot use a file | Under-150-MB OneDrive Copilot limit, permission, cloud sync and account | Open it directly with the same account, correct sharing, and retry the cloud copy. |
| Excel says “Unsupported file state” | SharePoint checkout and Strict Open XML format | Check the file in where allowed or save a modern .xlsx copy; use Excel for the web if checkout is mandatory. |
| File opens in Office but not Copilot | Copilot-specific format, size, experience and tenant entitlement | Use the supported copy and ask the administrator to verify the organization’s Copilot feature and access. |
| File fails in Office too | Corruption and application compatibility | Download a copy and follow Office repair guidance; verify the repaired copy before replacing anything. |
| Desktop option is unavailable or incomplete | OneDrive sync client, Files On-Demand and dependent files | Sign in to sync, make the required folder available, and use Open > Open in app. |
Use the table as a routing aid, not as proof of a particular cause. One file may have more than one issue—for example, an unsupported extension and a sharing problem—so retest after each change. Changing one variable at a time makes it easier to tell whether conversion, access, sync or repair actually addressed the failure.
When to involve an administrator
Escalate after you have recorded the exact error, extension, approximate size, storage location and whether the file opens outside Copilot. Give the administrator or file owner:

- Whether a converted copy opens in Office and whether the failure occurs in web, desktop and Copilot chat experiences.
- The organization’s Copilot entitlement and whether the relevant feature is enabled for your account.
Tenant policies differ, so an administrator may need to inspect sharing, sensitivity rules, checkout settings or service availability. Do not weaken security controls, remove protection labels or copy confidential files to an unapproved account simply to test Copilot.
Best Value
For an account or tenant issue, the administrator can verify the relevant feature and access settings; the available checks do not establish one universal policy for every organization. Include the exact wording of the message rather than summarizing it as “Copilot is broken.” If the file owner can open it but you cannot, ask them to confirm sharing and the location’s access rules before anyone changes the file itself.
Prevent the problem on the next upload
- Keep a clean, modern-format working copy such as
.docx,.xlsxor.pptx, while retaining the original for features that require it. - Store Copilot source files in an approved OneDrive or SharePoint location and verify that intended users can open them directly.
- For large projects, split material into focused files before a conversation rather than waiting for a size or complexity error.
- Record whether a workbook is macro-enabled, checked out or dependent on linked files; those properties affect which workaround is safe.
- When a file is repaired or converted, compare it with the original and give the new copy a clear name so users do not confuse it with the authoritative record.
Frequently Asked Questions
Why can’t Copilot open my Word, Excel or PowerPoint file?
First identify which Copilot experience you are using and whether the file opens in Office. Copilot experiences have separate supported-format and size guidance. A failure may come from an unsupported extension, a product-specific size or complexity limit, an inaccessible cloud file, or an Office file problem. Record the exact error and account context, then test the relevant cause rather than converting or repairing the file immediately.
Why won’t Copilot upload my Excel file?
For general Copilot chat upload, Microsoft’s current guidance allows files up to 50 MB and up to 20 files in a conversation. Check that the workbook uses a supported extension and that you are uploading the file rather than pasting a local path. For a complex or macro-enabled workbook, try a backed-up, simpler or converted copy only after checking that formulas and other important features remain usable.
Recommended Free Tools
What does Excel’s “Unsupported file state” mean?
Microsoft identifies SharePoint checkout and Strict Open XML Spreadsheet format as possible causes. Check whether the workbook is checked out and check it back in only if your organization permits it. If the format is the issue, save a separate modern .xlsx copy and inspect it. When the site requires checkout, Excel Copilot on Windows or Mac will not work with files from that site; Excel for the web can still be used.
Is the 250 GB OneDrive or SharePoint limit the Copilot file limit?
No. The 250 GB figure is a general OneDrive or SharePoint individual-file upload/download limit, not a Copilot processing limit. Microsoft’s general Copilot upload guidance says up to 50 MB per file and 20 files per conversation, while the Copilot in OneDrive FAQ describes a separate limit under 150 MB. Use the limit for the exact experience you are using.
Can I make Copilot open a file by renaming its extension?
No. Renaming a suffix such as .doc to .docx does not convert the file. Open it in the originating Office app and use Save As or Export to create a new copy in a supported format. Keep the original, then reopen and check the converted copy before using it with Copilot.
What should I do if the file will not open in Office either?
Download a copy without replacing the cloud original and try opening it in the desktop Word, Excel or PowerPoint app. If it fails there too, corruption or application-format incompatibility may be involved. Follow Microsoft’s repair guidance for the relevant Office application, save the repaired file under a new name, and verify the content before treating it as a replacement.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsThe Bottom Line
Start with the exact Copilot experience and error, then check format, the correct product-specific limit, cloud location and permissions. For Excel’s “Unsupported file state,” inspect SharePoint checkout and Strict Open XML format. If the file also fails in Office, test and repair a separate copy before replacing the original.
