How to Fix Windows Update Error 0x80070422 When Installing .NET Framework

If a .NET Framework installation reports “0xC80070422,” first check the characters carefully. Microsoft’s documented code is 0x80070422 (without the extra C), classified as ERROR_SERVICE_DISABLED. It normally means the Windows Update service is stopped or disabled, so Windows cannot download or install the required component files.

The safest repair is to enable and start Windows Update in services.msc, restart the computer, and retry Windows Update or the .NET Framework installation. If that fails, reset the Windows Update cache, run Microsoft’s Windows Update and .NET Framework troubleshooters, and check whether a proxy, firewall, WSUS server, or Group Policy is blocking optional-component downloads.

Confirm which error you actually have

Read the code again in the installer, Windows Update history, or the dialog that stopped the operation. The code documented by Microsoft is 0x80070422. The title “0XC80070422” contains an additional C, which is most likely a transcription or reading error. If your screen shows a different HRESULT, do not assume the steps below apply; record the complete code and message first.

For 0x80070422, the important part is the service status, not the .NET Framework files themselves. Windows uses the Windows Update service to obtain many optional components, including .NET Framework 3.5 files. When that service is disabled or not running, the installer can fail before it can retrieve those files.

What 0x80070422 means for a .NET Framework installation

Microsoft classifies 0x80070422 as ERROR_SERVICE_DISABLED. In practical terms, Windows Update is unavailable to the operation. The service may have a disabled startup type, or it may be configured but currently stopped. A failed .NET Framework 3.5 installation can therefore be a Windows Update service problem rather than evidence that the framework package is damaged.

The same code can appear when checking for ordinary Windows updates. That is useful diagnostically: if Windows Update itself will not run, repair that service before repeating the framework installation. If Windows Update works but the optional feature still fails, continue with the cache, troubleshooter, and managed-device checks below.

Fix 0x80070422 in the recommended order

1. Open the Windows services console

  1. Press Win + R to open the Run dialog.
  2. Type services.msc.
  3. Press Enter. Windows opens the Services console.

Services are listed alphabetically. Scroll to Windows Update. Do not change unrelated services while troubleshooting this code; the documented repair targets Windows Update first.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

2. Set Windows Update to start automatically

  1. Double-click Windows Update to open its Properties window.
  2. Find Startup type and choose Automatic.
  3. If the service status shows that it is stopped, select Start.
  4. Select Apply, then OK.

Setting the startup type to Automatic allows Windows to start the service normally instead of leaving it disabled. Starting it immediately lets you test the repair without waiting for another restart.

3. Restart Windows and retry the operation

  1. Restart the PC after changing the service.
  2. Open Windows Settings and check for updates.
  3. If your original task was enabling .NET Framework, retry that installation or optional-feature installation after the update check.

A restart makes the service-state change effective across the update components that were already running. If the same code returns, the service setting was not the only problem; move to the cache and diagnostic steps instead of repeatedly launching the installer.

Reset the Windows Update cache if the first repair fails

Microsoft identifies corrupt update-cache files as another cause of update failures. The cache is stored in C:WindowsSoftwareDistribution. Resetting it removes the contents Windows has already downloaded or staged so the service can create a fresh cache.

  1. Return to services.msc.
  2. Open Windows Update and select Stop if it is running. The cache should not be modified while the service is actively using it.
  3. Open File Explorer and go to C:WindowsSoftwareDistribution.
  4. Delete the contents of the SoftwareDistribution folder. Delete the files and subfolders inside it, not the parent folder itself.
  5. Return to the Services console, open Windows Update, and select Start.
  6. Restart the PC, check for updates, and retry the .NET Framework installation.

The first update check after a reset can take longer because Windows must rebuild its local cache. The reset does not change the Windows Update service’s startup setting, so keep it set to Automatic from the earlier step.

Run the built-in troubleshooters

Windows Update troubleshooter

Windows includes a Windows Update troubleshooter in Settings. Open Windows Settings, go to the troubleshooting area, choose the Windows Update troubleshooter, and let it inspect the update components. Apply any repair it offers, restart if requested, and then check for updates again.

Use the troubleshooter after confirming the service is enabled. It is designed to diagnose the update path; it cannot compensate for a device that is intentionally restricted by an organization’s policy.

.NET Framework repair troubleshooter

Microsoft also provides a troubleshooter for .NET Framework components. Run it when Windows Update is available but the framework installation still fails. Afterward, review the result in Windows’ Troubleshooting history. That history can show whether the tool identified a framework component problem or whether the failure remained in the update or network path.

Run the Windows Update troubleshooter and the .NET Framework troubleshooter separately so you can associate each reported result with the component it examined. Retry the installation only after applying a suggested repair and restarting when instructed.

Check whether Windows can reach Microsoft Update

.NET Framework 3.5 is an optional Windows component. Its installation can fail even when the Windows Update service is running if the computer cannot obtain the required files. Microsoft specifically identifies these possible blockers:

  • A proxy that routes or restricts update traffic.
  • A firewall that prevents Windows from contacting Microsoft Update.
  • A network path that is unavailable or restricted.
  • A WSUS configuration that does not provide the optional-component files.
  • Group Policy settings that prevent direct contact with Microsoft Update or control where optional components are obtained.

For a home PC, connect to the network you normally use for Windows Update, then run the update check again after the service and cache repairs. If the device is on a managed network, do not bypass company controls by changing random settings. Ask the administrator whether the proxy, firewall, WSUS server, or policy permits optional-feature downloads.

When a managed PC needs an administrator

Organizations often control Windows Update through WSUS or Group Policy. In that situation, a local user may be unable to repair 0x80070422 completely, even with a correctly configured Windows Update service. The policy can block Microsoft Update access or direct Windows to an alternate source that does not contain the .NET Framework files.

Microsoft’s supported options for an administrator are:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Restore access to Microsoft Update when direct downloads are permitted.
  • Enable the policy that allows installation and repair of optional components.
  • Configure the policy to contact Windows Update directly for optional-component content.
  • Provide and configure an alternate source path containing the required files.

Give the administrator the exact HRESULT, the Windows edition and version, and the name of the optional feature you were installing. That information helps distinguish a disabled local service from a policy-controlled source problem. If your organization requires WSUS, the administrator may need to change the server-side configuration rather than your local Services setting.

The PC is managed by an organization or uses WSUS Contact an administrator to review Microsoft Update access, optional-component policy, WSUS, and alternate source settings Policy or an internal update source can block the required files.
The dialog shows a code other than 0x80070422 Record the complete HRESULT and follow guidance for that code The service repair is tied to 0x80070422; a different code may have a different cause.

Windows 10 and Windows 11 considerations

The Services procedure applies to Windows 10 and Windows 11 because both provide the services.msc console and the Windows Update service. The Settings layout for troubleshooters can differ between releases, so use the Settings search box for “troubleshoot” or “Windows Update” if the menu names are not identical on your build.

Do not assume that a successful update check proves that every optional component source is available. A device can receive ordinary updates while a proxy, WSUS rule, or Group Policy setting still prevents optional-feature content from being downloaded. That is why the managed-device checks remain relevant after the service starts.

Common mistakes that prolong the error

  • Keeping the extra “C” in the code. Search and troubleshooting steps for 0xC80070422 may lead you away from Microsoft’s documented 0x80070422 service error. Verify the dialog before changing anything.
  • Starting the service but not restarting Windows. The documented sequence includes a restart before checking for updates or retrying the framework installation.
  • Deleting the cache while Windows Update is running. Stop the service first, clear the contents of SoftwareDistribution, then start it again.
  • Repeatedly retrying .NET Framework without checking the update path. If the service cannot reach its source, another installation attempt will encounter the same missing files.
  • Changing policy on a managed PC without authorization. WSUS and Group Policy settings may be intentional. Have an administrator restore Microsoft Update access or configure an approved alternate source.
  • Treating the error as proof that Windows is infected. The documented meaning is a disabled service; the code alone does not establish malware or any other security condition.

What a successful repair looks like

After the repair, Windows Update should open normally and complete a check without immediately returning 0x80070422. The .NET Framework installation should then proceed far enough to obtain its optional-component files. On a managed device, success may depend on an administrator changing the source or policy; a local service restart cannot override a server-side restriction.

If the code returns after the cache reset and both troubleshooters, preserve the exact message, the Troubleshooting history result, and whether the PC is using WSUS or a proxy. Those details identify whether the next action belongs in Windows’ local services, the network configuration, or organizational policy.
