The code usually appears when the Windows Update service is disabled, stopped, or unable to run. Start with the built-in troubleshooter and the service setting, then move to cache cleanup, network and policy checks, component repair, or matching installation media only when the simpler step does not resolve it. If you are trying to install .NET Framework 3.5, Windows may need to download the feature files through Windows Update, so a service, proxy, firewall, or WSUS problem can produce the same failure.
What error 0x80070422 means
Microsoft Learn describes the condition this way: “This issue occurs when the Windows Update service stops working or isn’t running.” In practical terms, Windows cannot complete an update operation because the service responsible for retrieving and installing update content is not available to the operating system.

The code is not a diagnosis of one particular damaged file. It can result from a service that was manually disabled, a service that stopped after a failed operation, a damaged update cache, a network or organizational policy that blocks downloads, corruption in the Windows component store, or missing installation-source files. The order below moves from the least invasive repair to escalation steps that need more control over the system.
Before you change Windows Update
Do these checks first. They prevent a straightforward service problem from being confused with a connectivity, permissions, clock, or storage problem.

- Confirm the code. If the message contains 0x800704022, record the full text and treat 0x80070422 as the documented code.
- Back up important personal files. Copy documents, photographs, project folders, and other irreplaceable data to a separate drive or trusted cloud location before servicing Windows.
- Use an administrator account. Changing a service, clearing the update cache, and running DISM or SFC require elevation. If this is a work or school computer, an administrator or IT policy may control the setting.
- Check the connection. Use a reliable internet connection and temporarily avoid captive portals, metered links, or a connection that drops during downloads.
- Enable automatic date and time. An incorrect clock can prevent secure update connections and make a valid service appear to fail.
- Check free space. Microsoft states that an upgrade needs 16 GB free for a 32-bit installation and 20 GB free for a 64-bit installation. These figures are minimum free-space guidance for the applicable upgrade scenario, not a guarantee that every update will fit.
Run the Windows Update troubleshooter
- Open Start > Settings.
- Go to System > Troubleshoot > Other troubleshooters.
- Find Windows Update and select Run.
- Apply any recommended correction, then restart if Windows requests it.
- Return to Settings > Windows Update and select Check for updates.
The troubleshooter is the right first action because it can identify common service and update-configuration problems without deleting update data. If it reports that the service is disabled or cannot start, continue directly to the service procedure.
Enable and start the Windows Update service
- Press Windows key + R to open the Run dialog.
- Enter
services.mscand press Enter. - In the Services list, locate Windows Update.
- Double-click it. Set Startup type to Automatic.
- If Service status shows Stopped, select Start.
- Select Apply, then OK.
- Restart the computer and try Settings > Windows Update > Check for updates again.
If the Startup type control is unavailable, the Start button immediately returns an error, or the setting changes back after a restart, the computer may be managed by an organization, a security product, or a local policy. Do not repeatedly force the setting; ask the administrator to check the policy and update infrastructure. On a personal PC, continue with the cache and component checks below.
Clear the Windows Update cache
A damaged or incomplete download in the update cache can keep the service from processing new content. Clearing the cache removes temporary update files; it does not remove your personal documents.
- Open
services.mscagain. - Open Windows Update and choose Stop. Leave the Services window open until the service has fully stopped.
- In File Explorer, open
C:WindowsSoftwareDistribution. - Delete the contents inside that folder, not the
SoftwareDistributionfolder itself. If Windows says a file is in use, confirm that Windows Update has stopped and retry. - Return to Services, open Windows Update, and select Start.
- Restart Windows, then select Check for updates.
The first scan after a cache reset can take longer because Windows must rebuild temporary update data. If the folder cannot be emptied even after the service is stopped, restart and repeat the stop-and-delete sequence before moving to component repair.
When .NET Framework 3.5 will not install
On relevant Windows 10 and Windows Server 2012 R2 installations, .NET Framework 3.5 is a Feature on Demand. The complete binaries are not necessarily stored locally, so enabling the feature can require Windows Update to retrieve them. That dependency means a 0x80070422 service failure can appear during a .NET Framework installation even when ordinary update checks have not yet been attempted.
Check the download path
- Confirm that Windows Update is set to Automatic and is running, using the service procedure above.
- Verify that the PC can reach the internet and that automatic date and time are enabled.
- On a managed PC, ask whether a proxy, firewall rule, or WSUS policy restricts Feature on Demand downloads. Microsoft notes that any of these can block retrieval of the .NET Framework 3.5 files.
- After correcting the connection or policy, restart Windows and try enabling .NET Framework 3.5 again.
If the organization intentionally blocks direct Microsoft downloads, the administrator must provide an approved source or policy path. Repeating the feature-install command without restoring access to the required files will not solve the underlying problem.

Repair Windows components with DISM and SFC
Use component repair when the service is running, the cache has been rebuilt, and the failure suggests corruption or missing source files. These commands require an elevated Command Prompt and can take time.
- Open Start, type Command Prompt, right-click it, and choose Run as administrator. Approve the User Account Control prompt.
- Run the Microsoft-documented command:
Dism.exe /Online /Cleanup-Image /Restorehealth
Wait for DISM to finish. Do not close the window merely because progress appears to pause.
- In the same elevated window, run:
Sfc.exe /Scannow
- When SFC reaches 100 percent, restart Windows.
- Try Windows Update or the .NET Framework 3.5 installation again.
DISM repairs the Windows component image; SFC checks protected system files against that repaired image. If DISM cannot obtain the files it needs, the command may fail even though the syntax is correct. That is the point to use matching offline installation media rather than repeating the same online command.
Use matching offline installation media when online repair cannot obtain files
Microsoft documents a working Windows installation or files on a network share, USB drive, or DVD as an alternate source for component repair. This path is useful when Windows Update is unavailable, a proxy or WSUS policy blocks retrieval, or the local component store lacks the required files.
- Obtain installation media that matches the installed Windows version and edition. Do not assume that arbitrary media, a different edition, or a different release is interchangeable.
- Connect the media or network source. A USB flash drive for Windows repair media can be useful when local storage is low or when a physical source is easier to access.
- Run DISM from an elevated Command Prompt while pointing the repair operation to the approved matching source, following the source administrator’s or Microsoft installation-media instructions.
- After DISM completes, run
Sfc.exe /Scannow, restart, and retry the failed update or feature installation.
Offline media does not bypass edition or version compatibility. If the source does not match, DISM may report that it cannot find the required files or may refuse the repair. Use media from the same Windows family and edition, and obtain confirmation from an administrator when the PC is managed.
Choose the next remedy by the likely cause
| Likely cause | Best next action | Internet required? | Administrator rights? | Matching media needed? |
|---|---|---|---|---|
| Windows Update service disabled or stopped | Run the troubleshooter, then set Windows Update to Automatic and start it | Yes, to download updates | Usually yes | No |
| Damaged update cache | Stop the service, clear C:WindowsSoftwareDistribution, start the service, and retry |
Yes, for the new scan | Yes | No |
| Proxy, firewall, or WSUS policy blocks downloads | Check the managed network or ask the administrator to allow the required Feature on Demand or update retrieval | Depends on the approved policy | Often an administrator is required | Possibly |
| Component-store or protected-file corruption | Run DISM, then SFC, and restart | Usually, unless a local source is supplied | Yes | Only if online repair cannot obtain files |
| Missing repair source files | Use matching Windows installation files from a network, USB, or DVD source | No, if the source is local | Yes | Yes |
The online service correction is the lowest-complexity path. Cache removal is the next escalation. DISM and SFC address system-file or component problems, while offline media is reserved for cases in which the required repair files cannot be downloaded or are not present locally.

What to do when a step fails
The troubleshooter finds nothing
That result does not rule out a disabled service. Open services.msc and inspect Windows Update directly, then verify the clock, connection, administrator access, and available storage.
The service starts but stops again
Restart once, check whether the Startup type remains Automatic, and look for an organizational policy or security control that is reverting it. If the setting is managed, only the administrator can make a lasting change.
Cache deletion is denied
Confirm that Windows Update is stopped, close any File Explorer window opened inside the folder, restart Windows, and retry. Do not delete unrelated folders elsewhere in C:Windows.
DISM reports that source files cannot be found
The online repair path could not obtain the required files. Check the internet or policy path first; if that cannot be changed, use matching installation media from a network, USB, or DVD source.
.NET Framework 3.5 still will not install
Return to the Feature on Demand dependency: Windows may still be unable to reach the source because of a proxy, firewall, network restriction, or WSUS configuration. Resolve that access issue or have an administrator provide an approved matching source before trying again.
Verify the result
- Windows Update opens without immediately returning 0x80070422.
- Check for updates completes or reports a normal update state.
- The previously failing .NET Framework 3.5 installation completes, if that was the trigger.
- The Windows Update service remains set to Automatic and stays running after a restart.
- If DISM or SFC was used, both commands reached completion and Windows was restarted afterward.
If the code returns after all applicable steps, record the exact error text, Windows edition and version, whether the PC is managed by WSUS or another policy, and which step failed. Those details let an administrator distinguish a service configuration problem from a blocked download or a source mismatch.
