Error 0xC1900101 is a generic Windows upgrade rollback code, most often caused by an incompatible, outdated, unsigned or non-migratable device driver. Windows may blue-screen, hang, restart unexpectedly or undo the upgrade. The suffix after the base code—such as 0x20017, 0x30018 or 0x40017—shows which setup phase failed and narrows the likely cause. Work through the backup, update, driver, firmware, log and clean-boot checks below instead of guessing at a device.
What error 0xC1900101 means
Microsoft describes 0xC1900101 as a generic rollback code that usually indicates an incompatible driver. It can appear during almost any upgrade stage except the downlevel phase. Setup rolls back because a driver or related component caused a crash, hang, failed migration, unexpected restart or another condition from which the installer could not safely continue.

A driver is the software that lets Windows communicate with hardware such as storage controllers, graphics adapters, network cards, audio devices, USB equipment and docking stations. The problem may be an old or corrupted driver, an unsigned driver, a driver that cannot migrate to the new Windows version, or a filter driver installed by security or encryption software. Firmware, unusual hardware configurations, disconnected or failing hardware and third-party security products can produce the same rollback code.

Decode the suffix before troubleshooting
Read the complete value in Windows Setup or the rollback notification. Microsoft maps common variants to a setup phase and operation:
| Variant | Phase and operation | Likely area to investigate | Useful first mitigation |
|---|---|---|---|
0xC1900101-0x2000C |
SafeOS phase; an unspecified WIM-apply failure | Usually an outdated or incompatible driver, often storage or another boot-critical component | Install current drivers and firmware; inspect Panther and device-install logs |
0xC1900101-0x20017 |
SafeOS boot failure; Windows could not migrate a driver | Boot, storage or filter drivers; non-Microsoft disk-encryption drivers are a documented possibility | Update or temporarily remove the implicated driver or encryption component, then retry |
0xC1900101-0x30018 |
FIRST_BOOT phase; a driver stopped responding | A driver that becomes active during the first reboot, including storage, network or peripheral drivers | Disconnect nonessential devices, update drivers and use a clean boot |
0xC1900101-0x3000D |
FIRST_BOOT phase; display-driver migration | Graphics adapter or display-driver package | Install the current graphics driver from the computer or adapter manufacturer; remove extra display hardware for the retry |
0xC1900101-0x40017 |
Second-boot rollback | A driver or service loaded after the initial reboot; background software is also possible | Perform a clean boot, remove nonessential security or hardware software and review rollback logs |
These mappings identify where setup failed, not a guaranteed component. A storage driver can be involved in more than one phase, and the same suffix can have different practical causes on different hardware.
Prepare a safe retry
1. Make a backup and recovery plan
Copy personal files to a separate drive or approved cloud location and confirm that you can restore them. Create the recovery media or recovery method appropriate for your Windows edition and hardware. On a production computer, schedule downtime and record the current drivers, encryption status and firmware version. An upgrade rollback normally preserves data, but a failed update, disk problem or manual driver removal can create additional risk.

Microsoft’s current support guidance calls for at least 16 GB of free space for a 32-bit operating system or 20 GB for a 64-bit operating system. These are minimum upgrade requirements, not a promise that every upgrade will succeed with only that amount available. Open Settings > System > Storage and verify space on the Windows system drive. Keep a laptop connected to AC power and avoid interrupting a reboot.
3. Record the exact error
Take a photo or write down the complete code, including both parts after the hyphen. Note whether setup failed before the first reboot, during the first boot or after the second boot. That timing helps correlate the message with the appropriate log files later.
Step-by-step fixes for 0xC1900101
1. Run Windows Update until no updates remain
- Open Settings > Windows Update (on older Windows versions, open Settings > Update & Security > Windows Update).
- Select Check for updates and install all available Windows updates.
- Open Advanced options > Optional updates > Driver updates when that category is available, install relevant hardware updates, restart and check again.
- Repeat the check after each restart until Windows reports that it is up to date.
Windows Update can miss a newer package supplied directly by the hardware maker. Visit the support page for the computer model or individual adapter and obtain Windows 10 or Windows 11 drivers that match the exact model and architecture. Prioritize chipset, storage-controller, graphics, network and docking drivers. Do not install a package meant for a different model.
2. Check Device Manager and Event Viewer
- Right-click Start and open Device Manager.
- Expand hardware categories and look for a yellow warning icon, an unknown device or a device that has recently been added.
- Open the device’s Properties, read the status on the General tab and inspect the Driver tab for the provider, date and version.
- Use Update driver with a package from the manufacturer, or choose Uninstall device only when you know Windows can reinstall it or the hardware is not required for startup. Restart after changes.
Open Event Viewer from the Start menu and review Windows Logs > System around the exact rollback time. Driver, disk, boot and unexpected-shutdown events can connect the setup failure to a device. An event is a clue, not proof; confirm it against the setup and rollback logs before removing a critical driver.
3. Update BIOS and device firmware
Use the computer manufacturer’s support site, or the motherboard, storage, graphics or docking-device manufacturer’s site for a current BIOS or firmware release. Read its model and revision requirements carefully. Connect reliable power, suspend work and follow the vendor’s flashing instructions exactly. Do not power off during a firmware update. Firmware updates can correct upgrade incompatibilities, but an incorrect image can make a system unbootable, so never substitute a similar-looking model.
4. Find unsigned or non-migrating drivers in the logs
Windows stores setup evidence in the Panther directory. Examine:

.evtxfiles andsetupapi.dev.logwhen present, because the latter records device installation and migration activity.
Search the logs for the full error, driver, migration, failed, unsigned, rollback and file names ending in .sys. Record the driver name, provider and device instance before changing anything. A named driver that appears immediately before the rollback is a stronger lead than a generic warning earlier in the file.
If Windows identifies an unsigned or obsolete driver, obtain a signed replacement from the hardware manufacturer. If no supported replacement exists, disconnect or uninstall the associated nonessential hardware and retry. Do not delete arbitrary files from C:WindowsSystem32drivers; remove a driver through its vendor uninstaller or Device Manager and keep a recovery path.

5. Temporarily remove software that inserts drivers
Third-party antivirus, antispyware, disk-encryption products, backup filters, virtualization tools and hardware-monitoring utilities can load drivers during setup. Follow each vendor’s documented uninstall procedure, restart, and keep the installer or activation details so the product can be restored after Windows is upgraded. Windows Security can provide baseline protection while a third-party security product is temporarily absent, but the rollback code itself does not prove malware is present.
For a clean boot on Windows:
- Press Windows key + R, type
msconfig, and press Enter. - On Services, select Hide all Microsoft services, then select Disable all.
- Open the Startup tab and select Open Task Manager. Disable enabled non-Microsoft startup items, close Task Manager and select OK in System Configuration.
- Restart and run the upgrade. After testing, return to
msconfigand choose Normal startup to restore normal services.
Clean booting is a diagnostic state. If the upgrade works, re-enable services and startup items in small groups to identify the conflicting component instead of leaving required services disabled.
6. Disconnect nonessential hardware
Shut down and unplug external drives, USB hubs, printers, scanners, card readers, webcams, adapters, docks and secondary monitors. Leave only the keyboard, mouse and display required to operate the computer. Remove memory cards and disconnect external storage that is not needed for the installer. Internal components should remain connected unless the manufacturer’s service instructions say otherwise. Reconnect devices one at a time after a successful upgrade so a recurrence can be tied to a specific peripheral or driver.
7. Retry setup with the appropriate update option
Start the upgrade again after restarting from the clean, updated state. When Windows Setup offers Download and install updates, Microsoft generally recommends accepting it because setup can obtain newer compatibility fixes. A phase-specific instruction may instead require updates to be disabled temporarily for a device that has already been removed or disabled; follow that narrower instruction when it applies. Do not repeatedly retry without changing the suspected driver, firmware, software or hardware condition.
What to do when the rollback continues
Collect the complete error code, setup date and time, computer model, Windows edition and build, BIOS version, recent hardware changes and the relevant Panther, rollback, event and device-install logs. Preserve the original files before cleanup tools remove them. Give this package to Microsoft Support or the hardware vendor and identify the exact suffix and phase. Their analysis can match a dump or driver name to a known compatibility issue.
Microsoft lists replacing the computer as a final option when the documented procedure does not resolve the failure. That is not a first-line fix: replacement becomes reasonable only after backups, supported drivers, firmware, software removal, peripheral isolation and log-based escalation have been exhausted, or when hardware diagnostics indicate a failing component.
Quick Recap
Common mistakes to avoid
- Assuming the base code names the culprit: it is a rollback signal, not a device ID.
- Updating only through a generic driver catalog: use the exact computer or component manufacturer’s package where available.
- Deleting driver files manually: this can prevent Windows from booting and destroys useful evidence.
- Leaving security software half-uninstalled: use the vendor’s removal method and restart so filter drivers are unloaded.
- Ignoring external devices: a dock, USB adapter or storage device can load a driver during FIRST_BOOT even when it worked before the upgrade.
- Repeating the same attempt: each retry should follow a documented change and preserve the new logs.
