Windows error 0x80070422 means a required Windows service is disabled or not running. The usual first fix is to open the Services console, set Windows Update to an enabled startup mode such as Manual, start it, and try the operation again. If the message appears while changing a service and says Access Denied, investigate permissions or policy instead of applying an unverified registry tweak. The title’s 0X080070422 is a transposition of the standard code 0x80070422.

What 0x80070422 means

Microsoft Learn classifies 0x80070422 as ERROR_SERVICE_DISABLED. In practical terms, Windows tried to start a service but found it disabled, stopped, or unable to start because a related component was disabled. Microsoft Q&A describes the condition this way: “The error code 0x80070422 means ‘The service cannot be started, either because it is disabled or because it has no enabled devices associated with it’.”

This is a service-state error, not a diagnosis of one particular hardware failure. The same code can appear in Windows Update, Microsoft Store, Xbox, or another Windows component. The screen that displays the code and the service named in any accompanying message determine which repair path to use.

Identify where the error appears

Where you see 0x80070422 First service or component to inspect Most appropriate first action
Windows Update in Settings Windows Update Enable and start the Windows Update service
Windows Update still fails after that change Background Intelligent Transfer Service (BITS) and networking dependencies Check whether a related service is disabled or stopped
Microsoft Store or an Xbox app Gaming Services and the affected app Use the app’s built-in Repair, then Reset if necessary
Services console shows Access Denied The account, local policy, or organizational policy Confirm administrator rights and avoid undocumented registry edits

Write down the exact screen, app, and service name before making changes. That prevents you from enabling an unrelated service or treating an app-registration problem as a Windows Update problem.

Prepare before changing a service

  • Sign in with an account that can approve administrator prompts. A standard account may be able to view service status but not change startup settings.
  • Close the Settings page, Store, Xbox app, or installer that displayed the error. Reopen it only after the service check.
  • Record whether the service is Disabled, Stopped, or already running. Those states point to different next steps.
  • If this is a work- or school-managed computer, note that policy can deliberately prevent users from changing service configuration. A local fix may be blocked by design.

Fix 0x80070422 in Windows Update

1. Open the Services console

  1. Press Win+R to open the Run dialog.
  2. Type services.msc and press Enter.
  3. If User Account Control asks whether to allow the console to make changes, approve it with an administrator account.
  4. In the list, locate Windows Update. You can click the list and type the first letters of the service name to reach it faster.

The Services window shows both the current status and the startup type. Do not change a service merely because it is not running: some services are designed to start only when Windows needs them. The important distinction for this error is whether Windows Update is explicitly set to Disabled.

2. Change a Disabled Windows Update service to an enabled mode

  1. Double-click Windows Update, or right-click it and choose Properties.
  2. On the General tab, open Startup type.
  3. If it is Disabled, select an enabled mode such as Manual. Manual allows Windows or another component to start the service when an update operation requires it; it does not force the service to run continuously.
  4. Select Apply, then select Start if the service is stopped. Select OK when the status changes to running.
  5. Close the Services console and retry Windows Update from Settings > Windows Update. The wording of the Settings page varies slightly between Windows releases.

If the service was already set to Manual or another enabled mode but was stopped, use Start without changing the startup type. If the Start control fails, note the exact message; it indicates whether the problem is a dependency, permissions, or another service-state issue.

3. Confirm the result

Return to the Windows Update page and select Check for updates (or the equivalent retry control). A successful service change should remove the immediate service-disabled condition. If the same code returns, do not repeatedly toggle Windows Update. Continue with the dependency checks below, because another disabled service can prevent the update service from starting.

Check BITS and Windows Update dependencies

Windows Update relies on other Windows services for downloading, networking, and system communication. Microsoft guidance and support reports identify Background Intelligent Transfer Service (BITS) as an important service to inspect. Other related services reported in connection with this condition include Network List Service, Network Connections, DCOM Server Process Launcher, and Windows Defender Firewall.

Inspect each service

  1. In services.msc, locate Background Intelligent Transfer Service.
  2. Open its properties and check Startup type. If it is explicitly Disabled, change it to an enabled mode such as Manual, apply the change, and select Start if it is stopped.
  3. Repeat the inspection for Network List Service, Network Connections, DCOM Server Process Launcher, and Windows Defender Firewall.
  4. For each one, distinguish Disabled from merely Stopped. A disabled dependency is the significant finding in this error path. If a service is enabled but stopped, start it only when the Services console permits it and the service is clearly part of the failing operation.
  5. Retry Windows Update after the relevant service has been enabled and started.

Do not disable additional services while troubleshooting. The purpose of this check is to restore a service that is already required, not to redesign Windows’ service configuration. If starting one of these services produces its own error, record that message and use it to identify the next branch rather than changing unrelated settings.

When a dependency appears to be running

A service can show a running status while another required service remains disabled. Check the complete group listed above rather than stopping after the first service that starts. Conversely, if all of the listed services are enabled and Windows Update still returns 0x80070422, the remaining possibilities include an administrative restriction, a different service named by the error, or a Store/Xbox-specific issue. Move to the branch that matches the screen you are using.

Handle “Access Denied” when enabling a service

Access Denied is a permissions or policy symptom, not proof that a particular registry value is wrong. Community reports describe users receiving this message while trying to change a service, but those reports do not establish one registry edit that is safe for every Windows installation.

Use this permission checklist

  • Reopen services.msc from an administrator session and approve the User Account Control prompt.
  • Check whether the same denial affects one service or many. A denial across multiple services points more strongly to account or policy restrictions than to a single Windows Update setting.
  • If the computer belongs to an organization, contact the administrator who controls Windows service policy. A managed policy can restore the disabled state after you change it or prevent the change entirely.
  • Do not import a registry file or copy a registry recipe from an unverified forum post. A registry change that matches one system’s permissions or service configuration can make another system harder to recover.

If an administrator can change the service but your account cannot, the cause is authorization rather than the 0x80070422 code itself. If even an administrator receives Access Denied, policy or service security configuration needs to be diagnosed before any further edits. Keep the original error text for whoever manages the computer.

Fix the Microsoft Store or Xbox version

When the code appears in Microsoft Store or an Xbox app instead of Windows Update, the affected component may be Gaming Services or the app package. Reports from Reddit users describe mixed outcomes, but some users resolved the condition with Windows’ built-in Repair or Reset controls. These controls are lower-risk than editing the registry because they are provided by Windows for the selected app.

Repair Gaming Services first

  1. Open Settings.
  2. Go to Apps, then Installed apps. Older Windows builds may label this page Apps & features.
  3. Find Gaming Services, open its advanced options, and select Repair if that button is available.
  4. Wait for the operation to finish, then reopen the Store or Xbox app and repeat the action that produced 0x80070422.

Repair is the first choice because it attempts to correct the app installation without immediately discarding its stored state. The exact buttons and layout can differ by Windows version, so use the entry whose name is Gaming Services rather than changing a similarly named application.

Reset Gaming Services if Repair does not help

  1. Return to the Gaming Services advanced options page.
  2. Select Reset, confirm the prompt, and wait for Windows to complete it.
  3. Restart the Store or Xbox app and test again. If Windows requests a restart, do that before testing.

Reset is a stronger action than Repair and can clear the app’s local data. Use it only after Repair has failed and make sure you know which account or app settings may need to be entered again.

Repair or reset the Xbox app

  1. In Settings > Apps > Installed apps (or Apps & features), select the affected Xbox app.
  2. Open its advanced options and choose Repair.
  3. Test the app. If 0x80070422 remains, return to the same page and choose Reset, then test again after the operation completes.

Apply these actions to the app that displays the error. Resetting an unrelated Store or Xbox component will not address a disabled Windows Update service, and changing Windows Update will not necessarily repair Gaming Services.

Choose the right fix instead of repeating steps

Observed condition Interpretation Next step
Windows Update service is Disabled The primary service is explicitly blocked from starting Set it to Manual or another enabled mode, start it, and retry
Windows Update is enabled but stopped The service is allowed to start but is not currently running Start it, then retry; inspect dependencies if it stops again
BITS or a listed dependency is Disabled A supporting service can produce the same service-disabled condition Enable and start the relevant dependency, then retry
Services console returns Access Denied Permissions or policy prevent the change Use an administrator session or contact the policy owner; avoid registry recipes
Store or Xbox shows the code The failure may be app or Gaming Services specific Use Repair, then Reset, for Gaming Services and the affected app

Common mistakes that prolong the error

Confusing the code with a hardware diagnosis

The code identifies a service-start condition. It does not, by itself, identify a failed disk, network adapter, graphics card, or other hardware. Start with the service named by the screen before investigating hardware.

Leaving Windows Update set to Disabled

Stopping a service and disabling its startup type are different actions. If you set Windows Update back to Disabled after a test, the same error will return the next time Windows needs it. Leave the service in the enabled mode required by your configuration.

Changing every service you see

Broad service changes make it difficult to identify the cause and can create new failures. Check Windows Update first, then BITS and the specifically named networking or system dependencies. Change only the service that is disabled or stopped in the failing path.

Applying a registry fix because a forum post says it is universal

Access Denied reports do not prove that one registry value applies to every edition, account, or policy configuration. A documented, system-specific diagnosis is needed before registry work is considered. The Services console and app Repair/Reset controls are the safer first-line options described here.

Verify that the repair worked

  1. Open the same app or Settings page that originally showed 0x80070422.
  2. Repeat the operation once, rather than relying only on the service status shown in Services.
  3. If Windows Update was the source, select its update check control and confirm that the service-disabled message does not return.
  4. If Store or Xbox was the source, launch the affected app and repeat the download, sign-in, or Gaming Services action that failed.
  5. If the code returns immediately, record which service is disabled or which operation fails. That detail determines whether to revisit dependencies, permissions, or app Repair/Reset.

A successful start of Windows Update does not prove that every update problem is solved; it proves that this service-disabled condition is no longer blocking the operation. Likewise, repairing an Xbox app does not change the state of Windows Update.

When to stop troubleshooting locally

  • An administrator account receives Access Denied for the service change.
  • A work or school policy repeatedly restores the Disabled setting.
  • The service fails with a different error after you enable it.
  • The Store or Xbox problem continues after Repair and Reset, while Windows Update works normally.

In these cases, provide the administrator or support technician with the exact code, the surface where it appeared, the service’s startup type, and any message shown when you selected Start. That information is more useful than a generic request to “fix 0x80070422” because the code can represent several service or app paths.
