Windows 7 error 0x80070422 means the Windows Update service is disabled, stopped, or otherwise not running. The quickest manual repair is to open Services with an administrator account, set Windows Update to Automatic, start it, restart the computer, and check for updates again. The title’s “0X800704022” contains an extra trailing zero; Microsoft’s documented code is 0x80070422.

What error 0x80070422 means

Microsoft identifies 0x80070422 as ERROR_SERVICE_DISABLED. Its Windows Update guidance describes the condition as occurring when the Windows Update service stops working or is not running. In Microsoft’s upgrade-error wording, the related message is: “The service cannot be started because it is disabled.”

This is a service-state error, not an update-specific error code. It tells you that Windows cannot use the service responsible for checking for and installing updates. The code alone does not identify why the service is disabled or stopped, so the first repair should be to inspect that service directly rather than deleting update files or reinstalling Windows.

Before you change anything

  • Use an administrator account. Microsoft’s Windows 7 instructions require administrator rights to change the service configuration. If the account is a standard account, sign in with an administrator account before continuing.
  • Record the exact message. Write down 0x80070422, the update name if one is shown, and any accompanying text. This information is useful if the built-in troubleshooter or a later component reset is needed.
  • Close work and save files. The repair ends with a restart, and Windows Update may request another restart after it succeeds.
  • Expect a reversible change. You are changing the startup setting and running state of one Windows service. The same Services window can be used to change the setting again.

Fix 0x80070422 in Windows 7 through Services

Follow these steps in order. Do not skip the administrator requirement: a non-administrator may be able to view the service but not apply the required change.

  1. Open the Run dialog. Press Win + R on the keyboard.
  2. Open the Services console. Type services.msc and press Enter. If Windows displays a permission prompt, approve it with administrator credentials.
  3. Locate Windows Update. In the Services list, find the entry named Windows Update. The list is alphabetical, so scrolling to the entries beginning with “Windows” is usually the fastest way to find it.
  4. Open its properties. Double-click Windows Update, or right-click it and choose Properties.
  5. Change the startup setting. In the Properties window, open the Startup type drop-down list and choose Automatic. This tells Windows to make the service available when the operating system starts.
  6. Start the service if it is stopped. Look at the Service status area. If it says Stopped, click Start. If the Start button is unavailable because the service is already running, leave the running state as it is.
  7. Apply the change. Click Apply, then click OK to close the Properties window. If Windows reports that it cannot start the service, keep the exact wording for the next troubleshooting stage instead of repeatedly clicking Start.
  8. Restart Windows 7. Restart the computer after closing Services. This makes the startup configuration take effect in a clean session and clears the old service state.
  9. Check for updates again. Open Windows Update and run the update check that previously failed. Use the update name and error text you recorded if the same failure appears.

Using the alternate Control Panel route

If you do not want to open the Run dialog, Windows 7 also exposes the same console through Control Panel > Administrative Tools > Services. Once Services opens, the repair is identical: select Windows Update, open Properties, choose Automatic for Startup type, start the service when it is stopped, apply the change, and restart.

The two routes do not perform different repairs. services.msc is simply the direct shortcut; Administrative Tools is the menu path to the same Windows service manager.

How to tell whether the manual repair worked

  • The service starts without an error. In Windows Update Properties, Service status should show that the service is running after you click Start.
  • Startup type remains Automatic. Reopen Properties after the restart if you want to verify that the setting was saved.
  • Windows Update completes its check. A successful check, download, or installation confirms that the service can now be used. The first successful check may still find several pending updates; that is separate from the 0x80070422 service error.
  • The same code returns immediately. If Windows Update again reports 0x80070422 after the restart, the service change alone did not resolve the condition. Continue with the built-in troubleshooting options rather than repeating the same Start action.

If Windows Update still fails

Run the Windows Update troubleshooter

Microsoft lists the Windows Update troubleshooter as the next step when enabling the service does not solve the failure. Run the troubleshooter from Windows 7’s built-in troubleshooting controls and allow it to inspect the update configuration. Keep the result or any reported error text. The troubleshooter may identify a remaining service or update-configuration problem that is not visible from the basic Services view.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

After the troubleshooter finishes, restart if it requests one and try Windows Update again. Do not assume that a troubleshooter result means every update problem has been repaired; verify by running the update check that originally produced 0x80070422.

Consider a Windows Update component reset

For upgrade or installation failures that persist, Microsoft also lists resetting Windows Update components as a subsequent step. A component reset is broader than changing one service: it addresses the update components themselves. Because it changes more of the update configuration, use it after you have confirmed the service setting, run the troubleshooter, and recorded the exact update name and message.

Windows 7 component-reset procedures can involve several administrative actions. Follow Microsoft’s current procedure for the exact edition and failure you have, and read each command or instruction before applying it. The reset should be treated as a separate repair stage, not as a replacement for setting Windows Update to Automatic.

Choosing the next repair step

Approach What it changes Administrator access Reversible? Windows 7 relevance
Services repair Windows Update startup type and running state Required Yes; the setting can be changed again in Services Directly documented for Windows 7
Windows Update troubleshooter Inspects and may correct update-related configuration Use an administrator account when prompted Depends on the correction it applies Use the Windows 7 troubleshooting controls
Component reset Broader Windows Update components used for upgrade or installation Administrative procedures are normally required Not as narrow as a service change; follow the applicable Microsoft procedure Relevant when upgrade or installation failures remain

Start with the first row because it directly addresses what 0x80070422 reports. Move to the troubleshooter when the service is enabled and running but the update check still fails. Reserve a component reset for a persistent upgrade or installation problem after the simpler checks have been completed.

Common situations and the correct response

The Startup type is Disabled

Choose Automatic, click Apply, and then click Start. A disabled service cannot be started until its startup type is changed, which is why clicking Start before changing the setting may not work.

The Startup type is already Automatic, but the service is stopped

Click Start, apply the settings, close Services, restart Windows 7, and retry Windows Update. In this case the startup configuration is already suitable; the missing action is starting the service and confirming that it remains available after a restart.

The service starts, but Windows Update still shows 0x80070422

Do not infer that the service is the only problem. Confirm the restart and run the Windows Update troubleshooter. If the failure concerns an upgrade or installation and remains after troubleshooting, use the documented component-reset stage and preserve the exact update name and message for diagnosis.

Windows reports that the service cannot be started

Capture the full wording, including any additional error number. Verify that you used an administrator account and that the Startup type was changed to Automatic before trying Start again. If the service still will not start, proceed to the troubleshooter rather than making unrelated changes to other services.

You cannot change the setting

This usually means the current account does not have the required administrative rights or that the permission prompt was declined. Sign in with an administrator account, reopen services.msc, and repeat the change. If an organization manages the computer, an administrator may need to perform the repair.

What this code does—and does not—tell you

0x80070422 identifies a Windows Update service availability problem. It does not, by itself, prove that a particular update package is corrupt, that Windows must be reinstalled, or that another service is defective. It also does not provide a reason for the service state. The practical implication is to begin with the narrowly targeted service check, then widen the repair only if the result does not change.

The extra zero in the commonly typed title, 0X800704022, should not be copied into searches or support requests as though it were a separate Microsoft code. Use 0x80070422 when looking up the error, documenting the failure, or communicating with support.

Windows 7 scope and newer Windows versions

The procedure above is written for Windows 7, which is the edition named in the question and in Microsoft’s Windows 7 service guidance. Newer Windows releases may expose Windows Update and troubleshooting through different Settings pages even though they retain service-management tools. If you are repairing another Windows edition, confirm the labels and Microsoft procedure for that edition instead of assuming every Windows 7 screen is identical.

Likewise, a successful service start does not guarantee that every update will install. It only removes the specific condition represented by 0x80070422. Any later update code should be treated as a new diagnostic result and recorded separately.

A concise recovery checklist

  1. Confirm that the code is 0x80070422, not the extra-zero spelling.
  2. Sign in with an administrator account.
  3. Open services.msc or go to Control Panel > Administrative Tools > Services.
  4. Open Windows Update Properties.
  5. Set Startup type to Automatic.
  6. Click Start if Service status is stopped.
  7. Click Apply and OK.
  8. Restart Windows 7.
  9. Run Windows Update again.
  10. If the code remains, run the Windows Update troubleshooter; for persistent upgrade or installation failures, consider the documented Windows Update component reset after recording the exact message.

As an optional shortcut after the manual steps, Outbyte PC Repair can address more than 100 common Windows issues where possible, including broken system elements and shared DLL problems, and it includes settings adjustments, cleanup, privacy and vulnerability checks, a real-time boost, file shredder, and crash log. It runs on Windows 11, 10, 8, and 7; a free trial by category lasts at least two days before a paid subscription. It complements antivirus software rather than replacing it, results vary, and no tool repairs every crash.

Bottom line

Windows 7 error 0x80070422 means Windows Update is disabled, stopped, or not running. With administrator rights, set the Windows Update service to Automatic in Services, start it, restart the computer, and retry the update. If that does not clear the code, use the Windows Update troubleshooter and then the appropriate component-reset procedure for a persistent upgrade or installation failure.
