Windows 7 error 0x80070422 means the Windows Update service is disabled or stopped. The title is often mistyped as “0X080070422”; Microsoft’s documented code is 0x80070422. Re-enable the service in Services, start it, restart the computer, and check for updates again. You need an administrator account to change this setting.
What Windows 7 error 0x80070422 means
Microsoft classifies 0x80070422 as ERROR_SERVICE_DISABLED. Its Windows Update support table describes the condition as: “0x80070422 | Windows Update service is disabled or stopped.” In practical terms, Windows Update cannot perform its work because the service that handles updates is not running.

The code does not, by itself, identify why the service is disabled. It can be a straightforward service-configuration problem, or it can be part of a wider Windows Update component failure. The first diagnostic question is therefore simple: is the Windows Update service running, and can you change its startup setting with administrator rights?

Check these conditions before changing anything
- Use an administrator account. Windows 7 requires administrator permission to change a service’s startup type or start the service.
- Use the corrected code. Search for and record 0x80070422, not the commonly mistyped 0X080070422, when comparing the message with Microsoft documentation.
- Save open work. The documented procedure ends with a restart, so close documents and other applications first.
- Record the current state. If you can open Services, note whether Windows Update is Disabled, Manual, Automatic, Running, or Stopped. If it changes back to Disabled later, that recurrence determines the next troubleshooting branch.
Primary fix: enable and start Windows Update
These are Microsoft’s Windows 7 steps for 0x80070422. Follow them in order; changing the startup type is not enough if the service is currently stopped.

- Sign in to Windows 7 with an account that has administrator rights.
- Open Control Panel.
- In Control Panel, search for Administrative Tools, then open it.
- Open Services. A list of Windows services appears.
- Scroll to Windows Update. Right-click it and choose Properties.
- In the Startup type menu, select Automatic.
- Look at Service status. If it says Stopped, click Start.
- Click Apply, then click OK to close the properties window.
- Close the Services and Control Panel windows.
- Restart the computer.
- After Windows starts again, check for updates. If the service stayed enabled and running, the 0x80070422 message should no longer be caused by a disabled Windows Update service.
Verify the result after restarting
A restart is part of the documented sequence because it confirms that the new service setting persists through a complete Windows startup. After signing in, open Services again if you want to verify the result:
- Startup type: Automatic.
- Service status: Running, or able to start when Windows Update checks for updates.
- Update check: Windows Update proceeds instead of immediately returning 0x80070422.
If the service remains configured this way and Windows Update still fails, the problem is no longer just an obviously disabled service. Move to the broader troubleshooting steps below rather than repeatedly changing the same setting.
If Windows Update will not start
The Start button is unavailable or an error appears
Return to the Windows Update properties window and confirm that you selected Automatic under Startup type, then clicked Apply. A service that is still set to Disabled cannot be started normally. If the setting is Automatic but the service refuses to start, treat the problem as more than a simple disabled-service case and run the Windows Update troubleshooter.

The service starts but the code returns after a restart
Open Services after the restart and check whether Windows Update has reverted to Disabled or has stopped again. Record that behavior. Microsoft’s guidance does not assign one universal cause for a service that keeps reverting, so the recurrence is a diagnostic clue rather than proof of a particular cause. Use the Windows Update troubleshooter, and for upgrade or installation scenarios follow Microsoft’s documented Windows Update component-reset fallback.
You do not have administrator rights
Standard users may be able to view Services but cannot change the startup type or start a protected service. Sign out and use an administrator account, or ask the person who manages the computer to perform the procedure. Do not assume that repeatedly clicking Start will overcome a permissions limitation.
Run the Windows Update troubleshooter
When the service is already set to Automatic, when it will not start, or when 0x80070422 returns after a restart, run the Windows Update troubleshooter supplied for Windows 7. The troubleshooter is the next built-in diagnostic step in Microsoft’s guidance because it can check for problems beyond the single service setting.

- Perfect for installs that are corrupted or full of viruses. Works on any make or model computer.Repair boot manager is missing, NTLDR is missing, Blue Screens of Death (BSOD) and more. This item does not include a key code or a license. You must have your own key code to use the install option otherwise you will get a non-genuine message.
- Open the Windows Update troubleshooter for Windows 7.
- Allow it to inspect Windows Update and apply the repairs it reports.
- When it finishes, restart the computer if prompted.
- Check Windows Update again and note whether the code is gone, unchanged, or replaced by a different message.
If the troubleshooter reports that it could not fix the problem, keep the result and the service state you recorded. Those details distinguish a one-time disabled service from a recurring or broader component failure.
Reset Windows Update components for upgrade or installation failures
For upgrade and installation scenarios, Microsoft lists resetting Windows Update components as a fallback when the basic service change and troubleshooter do not resolve the error. Component reset is a broader intervention than selecting Automatic in Services, so use Microsoft’s Windows 7 procedure for the exact reset sequence and commands appropriate to that scenario. The cited guidance does not provide one universal reset sequence for every Windows 7 installation; follow the procedure that matches the upgrade or installation task you are performing.
Before applying a component reset, record the original symptom, the Windows Update service state, and any troubleshooter result. After the reset, restart Windows and check for updates again. If 0x80070422 still appears while Windows Update is set to Automatic and the service can run, the remaining issue is not explained by a merely disabled service and may require additional Windows support.

Choose the right troubleshooting path
| Situation | First action | What it tells you |
|---|---|---|
| Windows Update is Disabled or Stopped, and you have administrator rights | Set Startup type to Automatic, click Start, apply the change, restart, and check for updates | This tests the documented simple-service fix |
| The service is Automatic but will not start | Run the Windows Update troubleshooter | The failure may involve more than the startup setting |
| The service starts but returns to Disabled or Stopped after restart | Record the recurrence, run the troubleshooter, and use Microsoft’s component-reset fallback for upgrade or installation cases | A recurring state needs broader diagnosis; Microsoft does not state one universal cause |
| You cannot change the service | Use an administrator account or ask an administrator to perform the steps | Permissions, not the code itself, are blocking the repair |
| The error occurs during an upgrade or installation after the basic steps fail | Use the Windows Update component-reset procedure documented by Microsoft for that scenario | The issue may involve damaged or inconsistent update components |
Common mistakes to avoid
- Using the wrong code in a search. The extra zero in 0X080070422 leads to irrelevant results. Use 0x80070422.
- Changing only Startup type. If Service status is Stopped, click Start before applying the setting.
- Skipping the restart. Restarting is part of Microsoft’s sequence and verifies that the setting persists.
- Trying to repair a permissions problem from a standard account. Administrator rights are required.
- Repeating the same service change after recurrence. If Windows Update becomes Disabled again, record that fact and move to the troubleshooter or the documented component-reset branch.
- Assuming the code identifies a single root cause. Microsoft defines the condition as a disabled or stopped service; the code alone does not establish why that state occurred.
What outcome to expect
Microsoft’s cited guidance does not publish a success rate, repair-time estimate, or other outcome statistic for 0x80070422. The practical test is whether Windows Update remains available after a restart and can check for updates without returning the code. If it cannot, use the service state and recurrence information to select the troubleshooter or component-reset path instead of treating the first procedure as a guaranteed repair.
As an optional shortcut after trying the manual steps, Outbyte PC Repair can address more than 100 common Windows issues where possible, including broken system elements and shared DLL problems, and can offer settings tweaks, temporary-file cleanup, privacy and vulnerability checks, a real-time boost, file shredding, and an app-crash log. It runs on Windows 11, 10, 8, and 7; a free trial is available by category for at least two days, followed by a paid subscription. It complements antivirus software rather than replacing it, results vary, and no tool repairs every crash.
When to seek further Windows support
Seek additional Windows support when all of the following are true: you used an administrator account, Windows Update is set to Automatic, the service will not remain running or the error returns after restart, and the troubleshooter or the applicable component-reset procedure did not resolve the condition. Provide the exact code 0x80070422, the service’s Startup type and status, whether it reverted after restart, and the result of the troubleshooter. Those facts are more useful than reporting only that “Windows Update is broken.”
