If a Windows 11 app keeps reopening after you disable it, first turn it off in Settings > Apps > Startup or Task Manager > Startup apps, then restart or sign out and back in. If it returns, the program may be launching from a Startup-folder shortcut, a Run registry entry, its own sign-in preference, or a device-management rule rather than from the setting you changed.
Work through the checks below in order. Start with reversible switches and shortcuts; use registry editing only when you can identify the exact entry and have a backup. A clean boot is the diagnostic step when you cannot tell which program or service is recreating the launch.

First, identify which startup mechanism is involved
Windows exposes registered startup applications in both Settings and Task Manager. Microsoft describes it this way: “Any applications that are registered in Windows with a startup task can be configured from Settings or from Task Manager.” Task Manager adds a startup-impact label, while Settings provides a simpler on/off control.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
| What you see | Most likely location | Best next action |
|---|---|---|
| The app appears in Startup apps and can be switched off | Registered Windows startup task | Disable it, restart, and verify the status |
| The app is absent from the list but opens at sign-in | User or all-users Startup folder, or a Run registry key |
Inspect the folders, then the documented keys |
| Windows says it is disabled, but the app still starts | The application may have its own launch-at-sign-in preference, or another process may recreate the entry | Check the app’s settings and isolate conflicts with a clean boot |
| The switch is locked or repeatedly changed on a work or school PC | Possible device-management policy | Ask the organization’s IT administrator before changing system settings |
There is no single Windows-wide cause for every case. The same visible symptom can come from different registration methods, so repeating the same toggle is not useful when the app is not actually controlled by that list.

Why the same app can appear to have two startup entries
An application can use more than one launch mechanism. For example, a registered startup task may be disabled while a shortcut in the current user’s Startup folder still opens the same executable. A second Run value can produce the same result. Compare the displayed app name with the executable path before removing anything, and look for duplicate entries rather than assuming the first disabled item is the only trigger.
1. Disable the app in Settings or Task Manager
Using Settings
- Open Settings.
- Select Apps, then Startup.
- Find the app that opens when you sign in and switch it to Off.
- Restart Windows, or sign out and sign back in, to test whether the change persists.
Using Task Manager
- Right-click the Start button and choose Task Manager.
- Select Startup apps in the left pane. If the compact view is shown, choose More details first.
- Select the application, then choose Disable or right-click it and select Disable.
- Confirm that its status reads Disabled, then restart or sign out and back in.
Settings and Task Manager work from the same registered startup-app list. Task Manager’s impact column helps you decide which entries deserve attention, but it does not tell you whether an app is safe, essential, or malicious, and it does not promise a particular boot-time improvement.
How to interpret startup-impact labels
| Label | Microsoft’s documented measurement | What it means for your decision |
|---|---|---|
| Low Impact | Total CPU use is less than 300 milliseconds and total disk use is less than 292 kilobytes. | The recorded startup resource use is small; disable it only if you do not need its automatic launch. |
| Medium Impact | Total CPU use is less than 1 second but more than 300 milliseconds, or disk use is less than 3 megabytes but more than 292 kilobytes. | It uses more startup resources than a low-impact item, but the label alone is not a safety or necessity rating. |
| High Impact | Total CPU use is more than 1 second or disk use is more than 3 megabytes. | It is a reasonable candidate for review when faster sign-in is your goal, provided you understand what functionality you may lose. |
These thresholds describe the measurement used for the label; Microsoft does not present them as a guaranteed reduction in your computer’s boot time. An item marked Low can still be important for synchronization, security, accessibility, or hardware controls, so judge it by the function you need rather than by the impact label alone.

2. Restart and check what actually happened
A switch can look correct until the next sign-in. Restarting tests the condition that matters: whether the program launches in a normal session. After Windows starts, wait long enough for delayed launchers to appear, then check both the app itself and Settings > Apps > Startup or Task Manager > Startup apps.
- If the app stays closed and remains disabled, the registered startup task was the cause.
- If it opens but still shows disabled, another mechanism is launching it.
- If it does not open immediately but appears several minutes later, look for the app’s own background or scheduled-start option rather than assuming the Windows switch failed.
Test with the same Windows account in which you changed the setting. A current-user entry may not affect another account, while an all-users shortcut or machine-wide registry value can affect everyone. Record whether the launch occurs immediately at sign-in or only after an updater, notification, or network connection becomes available; that timing helps distinguish a startup item from a later application action.

3. Inspect the Startup folders when the app is not listed
Shortcuts in Startup folders can launch programs without appearing in the main Startup apps list. Windows has a folder for the current user and another that applies to all users.
- Press Windows key + R to open the Run dialog.
- Enter
shell:startupand press Enter. This opens the current user’s Startup folder. - Look for a shortcut belonging to the program. Remove only a shortcut you recognize and intentionally want to stop launching; do not delete unrelated files.
- Repeat the check with
shell:common startupto open the all-users Startup folder. Administrative permission may be required to change items there. - Restart or sign out and back in, then test again.
Removing a shortcut changes the launch trigger, not the installed application. If you later need automatic launch, you can restore the shortcut from the Recycle Bin or recreate the supported setting in the application. If the shortcut points to an unfamiliar executable or a path outside the application’s installation folder, do not guess; leave it in place and identify the publisher or ask an administrator.

4. Check the documented Run registry keys carefully
Windows also supports startup commands in registry locations. Microsoft documents these keys:
HKCUSoftwareMicrosoftWindowsCurrentVersionRunfor the current user.HKLMSoftwareMicrosoftWindowsCurrentVersionRunfor all users on 64-bit Windows.HKLMSoftwareWow6432NodeMicrosoftWindowsCurrentVersionRunfor 32-bit applications on 64-bit Windows.
Registry editing can have unintended consequences. Treat it as a later step, not a faster replacement for the Startup switch. The value name may not match the friendly app name, so inspect the command and executable path. Do not remove a value merely because its name is unfamiliar.
Back up before inspecting or changing a key
- Press Windows key + R, enter
regedit, and approve the User Account Control prompt. - In Registry Editor, select the key you intend to change.
- Choose File > Export, give the backup a recognizable name, and save it somewhere you can access later. Export the selected branch, or choose All if you need a complete registry backup.
- Expand the path shown above and identify the value whose command clearly belongs to the app. Examine the executable path before changing anything.
- Delete only the exact value for the unwanted startup program. Do not delete the entire
Runkey or entries you cannot identify. - Close Registry Editor and restart Windows to test.
If the entry returns, stop deleting it repeatedly. A program, updater, login script, or management tool may be writing it again. Restore your exported backup if a change causes an unexpected problem, and seek support when you cannot identify a value safely. Registry cleaners and generic “PC optimizer” utilities are not required for this procedure and can make identification and recovery harder.

5. Check the application’s own startup preference
Many programs include a setting named something like Start when I sign in, Launch at startup, or Open on Windows login. Open the program’s settings and turn off that preference, then use the publisher’s supported update or repair process if the option is missing or behaves inconsistently.

Therefore, treat re-created entries as an application-specific or environment-specific problem. Note the exact time the entry returns and whether it happens after an update, repair, or sign-in on another account.
6. Use a clean boot to isolate a conflicting service or startup item
A clean boot starts Windows with non-Microsoft services and optional startup items temporarily disabled. It is a diagnostic procedure, not a permanent performance mode. Microsoft recommends restoring normal startup after testing.
Prepare and disable optional services
- Save your work and close open applications.
- Press Windows key + R, enter
msconfig, and press Enter. - On the Services tab, select Hide all Microsoft services. This checkbox is important: it prevents you from disabling core Microsoft services by mistake.
- Choose Disable all to temporarily turn off the remaining services, then select Apply.
Disable optional startup items
- In System Configuration, open the Startup tab and choose Open Task Manager.
- In Task Manager’s Startup apps page, disable each item currently marked enabled. Record the original status so you can restore it.
- Close Task Manager, select OK in System Configuration, and restart the computer.
Interpret the result and narrow the cause
- If the app no longer launches, one of the disabled services or startup items is likely involved.
- Re-enable a portion of the disabled items, restart, and test. Microsoft describes testing halves to narrow the source efficiently: keep dividing the suspect group until one item or a small group reproduces the problem.
- Keep notes about each change and restart between tests. This prevents you from losing track of the combination that triggered the launch.
- If the app still launches in a clean boot, the cause is more likely its own setting, a registered mechanism you missed, or a policy that applies independently of ordinary startup items.
Clean boot changes what runs and can temporarily remove features such as synchronization, security components, or hardware utilities. Do not alter advanced boot options casually; Microsoft warns that incorrect changes can make a computer unusable. Managed network policies may also restrict which settings you can change.
Restore normal startup when finished
- Open
msconfigagain. - On the General tab, select Normal startup.
- On the Services tab, clear Hide all Microsoft services only if needed to review the full list, then re-enable the services you disabled.
- Open Task Manager from the Startup tab and restore the startup items that should run.
- Choose Apply, OK, and restart.
Do not confuse background permissions with sign-in startup
Background execution and startup at sign-in are separate controls. Background permissions govern activities such as syncing or notifications after Windows is running. Microsoft’s guidance notes that traditional desktop applications do not appear in the relevant Installed apps background-permission controls; those programs must be managed through their own settings.

Turning off a background permission is therefore not a universal way to stop a desktop program from opening when you sign in. Use the Startup list, Startup folders, registry locations, or the application’s own launch preference according to where the behavior is registered.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Do you need another utility or paid product?
No. The documented troubleshooting path uses Windows Settings, Task Manager, File Explorer, Registry Editor, and System Configuration, all included with Windows 11. A backup drive can be useful for general data protection, but it is not a specific fix for a recurring startup entry. Microsoft PC Manager includes startup-management features in its performance guidance, but that does not establish that it repairs entries that reappear. Avoid paying for a registry cleaner or generic optimizer for this symptom.
Special case: work- or school-managed computers
On an organization-managed device, a policy or management program may enforce startup settings. The available Microsoft guidance does not establish that management is the cause of every recurring entry, but it is a practical explanation when a switch is locked, changes back immediately, or returns after every policy refresh.
- Do not remove security, backup, accessibility, or compliance software merely because it starts automatically.
- Record the app name, the setting you changed, and when it reverted.
- Contact the organization’s IT administrator if the control is unavailable or repeatedly overridden.
Troubleshooting by symptom
| Symptom | What to do next |
|---|---|
| The app is visible and disabling it works until the next restart | Check the app’s own launch-at-sign-in setting, then inspect the Startup folders and Run keys for a second entry. |
| The app is not visible in Settings or Task Manager | Use shell:startup and shell:common startup; then inspect the documented registry locations. |
| The app opens only after an update | Review the app’s updated preferences and supported repair options. Note whether the update created a new shortcut or registry value. |
| The startup switch is greyed out or immediately reverts on a managed PC | Ask the organization’s administrator instead of repeatedly editing the registry. |
| The app launches during testing but not in a clean boot | Use the half-at-a-time re-enabling method in System Configuration and Task Manager to identify the conflicting item. |
| The app still launches in a clean boot | Focus on its own setting, a missed Startup-folder or registry entry, or an organizational policy; clean boot has ruled out only the disabled optional items. |
A safe order of operations
- Disable the registered entry in Settings or Task Manager.
- Restart or sign out and back in, then verify both behavior and status.
- If the app is absent from the list, inspect the current-user and all-users Startup folders.
- Check the application’s own launch preference.
- Back up the registry before inspecting and changing only a clearly identified
Runvalue. - Use a clean boot when you need to isolate a service or startup conflict.
- Restore normal startup after clean-boot testing and contact IT when management policies may be involved.
This sequence keeps the least risky, easiest-to-reverse actions first while still covering the places Windows 11 can start a program automatically.
Frequently Asked Questions
Why does a Windows 11 startup app turn back on after I disable it?
The app may have a second startup mechanism, such as a Startup-folder shortcut, a Run registry value, or its own launch-at-sign-in setting. On a work or school computer, management policy may also restore the setting.
Best Value
Are Settings and Task Manager controlling different startup lists?
No. Microsoft documents them as controls for the same registered startup-app list. Task Manager additionally shows startup-impact information.
What should I do if the app is missing from Startup apps?
Open Run with shell:startup and shell:common startup to inspect the user and all-users Startup folders. If needed, carefully inspect the documented current-user and machine-wide Run registry keys.
Is it safe to delete a Run registry entry?
Only when you can identify the exact value and executable path. Export a backup first, delete only that value, and never remove the entire Run key or an entry you cannot identify.
Will turning off background permissions stop a desktop app opening at sign-in?
Not necessarily. Background permissions and sign-in startup are separate controls, and traditional desktop apps may not appear in the relevant background-permission settings.
What does a clean boot prove?
If the app stops launching, one of the temporarily disabled non-Microsoft services or startup items is likely involved. If it continues, focus on the app’s own setting, a missed registration, or policy. Restore Normal startup afterward.
Do I need a registry cleaner or PC optimizer?
No. Windows 11’s built-in Settings, Task Manager, Startup folders, Registry Editor, and System Configuration provide the documented troubleshooting steps.
What if the startup setting is locked or keeps reverting on my company computer?
Record what changes and when, then contact your organization’s IT administrator. Do not repeatedly remove entries that management software may recreate.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsThe Bottom Line
Disable the app in Settings or Task Manager, restart to verify, then look for a Startup-folder shortcut, a Run registry value, or the app’s own sign-in preference if it returns. Use a backed-up registry edit only for a clearly identified entry, and use a clean boot to isolate conflicts. Restore normal startup afterward and involve IT when the computer is managed.
