If Windows 11 says Virus & threat protection is not working, first identify which part has failed: the Windows Security page may be broken, Microsoft Defender may be disabled by another antivirus, a scan may stop, security intelligence may be out of date, or the warning may be misleading. Open Windows Security > Virus & threat protection, note the exact symptom, and then apply the least disruptive fix for that symptom.

Work through updates and settings before using command-line repairs, an offline scan, or recovery. Back up important files before any reset, restore, reinstall, or other invasive step.

What “Virus & threat protection not working” can mean

Virus & threat protection is a dashboard inside Windows Security, not a single switch. On Windows 11 it brings together four different areas:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Current threats: recent scan results and scan choices.
  • Virus & threat protection settings: Microsoft Defender and, where applicable, controls associated with another antivirus provider.
  • Virus & threat protection updates: security-intelligence (definition) update status.
  • Ransomware protection: including Controlled folder access.

That means a red warning can describe a stale definition, a stopped service, an unavailable control because another antivirus is active, a failed scan, or a damaged interface. Treating every warning as the same problem can lead to unnecessary policy changes or removal of the wrong security product.

Classify the failure before changing anything

Open Windows Security > Virus & threat protection and record what you see. Use this classification to choose the next section.

What you observe Most likely area Start with Disruption and risk
The page is missing, will not open, or controls are visibly corrupted Windows Security interface Repair the Windows Security app No data loss; restart may be needed
Defender switches are unavailable or another provider is named Active antivirus provider Identify the provider before changing policies Avoid uninstalling or disabling security software blindly
A scan stops, fails, or cannot complete Scan engine, service, or active malware Update, verify settings, then consider Offline scan Offline scan restarts the PC
Threat definitions will not update Windows Update or Defender security intelligence Update Windows, then check for Defender updates Normal restart may be required
A warning remains although scans and controls work Stale status or provider registration Refresh updates and restart, then reassess Do not assume protection is disabled until controls are checked

Take a screenshot or write down the warning text before you begin. The wording helps distinguish a missing provider from a failed update, and it gives you a reference after restarting.

Install Windows and Defender updates first

Pending Windows updates can affect the Windows Security interface, Defender platform components, and security intelligence. Complete both update paths before attempting deeper repair.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

1. Finish Windows Update

  1. Open Settings > Windows Update.
  2. Select Check for updates, install all available updates, and restart when Windows requests it.
  3. Return to Windows Update and check again until no additional pending update is offered.

If Windows Update itself fails on Windows 11, Microsoft directs users to begin with the automated Windows Update troubleshooter in the Get Help app. Resolve that update problem before concluding that Defender cannot update.

2. Refresh Defender security intelligence

  1. Open Windows Security > Virus & threat protection.
  2. Under Virus & threat protection updates, select Check for updates.
  3. After the check completes, review Threat definitions and note whether the date and status change.
  4. Restart Windows if the update completes but the dashboard still shows the old warning, then check the page again.

Microsoft says Defender definitions update automatically at least once every day, while the manual check provides an immediate way to request the latest security intelligence. A successful manual check does not prove that every scan problem is fixed; it only establishes that the update path is working at that moment.

Verify the protections that Defender needs

When Microsoft Defender is the active provider, open Virus & threat protection settings > Manage settings. Where the switches are available, verify the following:

  • Real-time protection is on.
  • Cloud-delivered protection is on.
  • Automatic sample submission is on.

Cloud-delivered protection and automatic sample submission help Defender recognize previously unseen malware. If a switch turns itself off again, record the exact message instead of repeatedly forcing it on. A policy, another security product, or a service problem may be controlling the setting.

Do not disable Tamper Protection to make a switch change. Microsoft’s service-startup guidance specifically tells administrators to verify Tamper Protection when repairing Defender. Tamper Protection is a safeguard against unauthorized changes; changing it without knowing which provider is active can leave the PC less protected.

Check whether another antivirus provider is in control

Windows Security can display and manage Microsoft Defender as well as third-party antivirus products. If another provider is registered as active, Defender controls may be unavailable by design rather than broken.

  1. In Windows Security, inspect the provider or antivirus information shown on the Virus & threat protection page.
  2. Open the installed antivirus application and confirm that its protection and update status are healthy.
  3. Use only one product as the active real-time antivirus provider unless the vendor documentation explicitly supports a different arrangement.
  4. Do not uninstall, disable, or alter policy settings until you know which product is providing real-time protection and how it should be removed or repaired.

If the other provider reports that it is active and current, the unavailable Defender switches are not, by themselves, evidence that Windows 11 has no antivirus protection. If neither provider reports active protection, treat that as a security problem and continue with the update and service checks below.

Repair a Windows Security page that will not open

Use this branch when the Windows Security app itself is missing, refuses to open, closes immediately, or displays visibly corrupted controls while the rest of Windows works.

  1. Open Settings > Apps > Installed apps.
  2. Find Windows Security, open its additional options, and choose Repair if that option is available.
  3. Restart Windows and repeat the symptom classification and update checks.
  4. If the page is still damaged, return to the same controls and use Reset, then restart and check again.

Repair attempts to correct the app without a full reset; Reset is more disruptive to the app’s local state. This is a practical Windows 11 interface remedy, not a guaranteed fix for a disabled Defender service or malware infection. If the page opens after repair but a provider or update warning remains, follow the corresponding branch rather than repeating the app reset.

Repair a stopped Defender service from an administrator terminal

Use command-line repair only when the symptom points to Defender being disabled or its service not starting, and only after identifying the active antivirus provider. These commands change Defender state and require an elevated Command Prompt.

Prepare safely

  • Sign in with an administrator account or obtain administrator approval.
  • Save open work and close applications.
  • Confirm that a different antivirus provider is not intentionally managing real-time protection.
  • Check Tamper Protection rather than disabling it to bypass an error.

Run Microsoft’s Defender commands

  1. Open Command Prompt with Run as administrator.
  2. Enter the Defender enable command exactly as shown: MpCmdRun.exe -WdEnable
  3. After it completes, request a Security Intelligence update: MpCmdRun.exe -SignatureUpdate -MMPC
  4. Close the terminal, restart Windows, and check Windows Security > Virus & threat protection again.

Copy the commands exactly, including the hyphens and capitalization. If the command reports that it cannot run, stop and record the complete error rather than trying random policy edits. The command-line procedure is intended for an elevated environment; it is not a reason to delete registry keys or turn off protections.

Use Microsoft Defender Offline for scans that keep failing

A normal scan runs while Windows is operating, so a persistent or hidden infection may interfere with it. Microsoft describes Defender Offline as “a scanning tool that works outside of Windows, allowing it to catch and clean infections that hide themselves when Windows is running.”

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Start an Offline scan

  1. Save documents and close every application. The computer will restart.
  2. Open Windows Security > Virus & threat protection.
  3. Select Scan options.
  4. Choose Windows Defender Offline scan, then select Scan now.
  5. Allow Windows to restart and complete the scan without powering off the PC.
  6. After Windows starts again, open Windows Security and review the scan result in Current threats.

Offline scanning is appropriate when a regular scan repeatedly stops, malware appears to hide during normal operation, or a recurring warning suggests an infection that ordinary scans have not resolved. It is more disruptive than a normal scan because of the restart, but it does not by itself reset personal files or reinstall Windows.

Back up before reset, restore, or reinstall

If Windows components remain damaged, malware has made irreversible changes, or the machine cannot maintain protection after the supported checks, recovery may be necessary. Microsoft’s Windows troubleshooting guidance says to back up personal files before repair steps; copying important files to a USB drive is one example.

Make a usable backup

  • Copy irreplaceable documents, photos, project files, browser exports, and other personal data to a USB drive or another trusted destination.
  • Keep the backup disconnected when it is not being used, especially if you suspect active malware.
  • Verify that important files open from the backup before starting recovery.
  • Record license information and recovery keys that you legitimately need for applications or encrypted drives.

Do not treat a backup made after an infection as automatically clean. Scan the backup from a trusted, updated system before restoring files.

Choose the least destructive recovery option

Use the Windows recovery option that matches the damage. A restore point may help when a recent system change caused the problem; a reset or reinstall may be required when malware or component corruption cannot be reversed. Recovery can remove applications, settings, or files depending on the option selected, so read each confirmation screen and keep the verified backup available.

A symptom-based escalation plan

Stage Use when Action What changes
1. Observe Any warning or uncertainty Classify the symptom and identify the active provider No system change
2. Update Definitions are stale or Windows has pending updates Run Windows Update, then Defender’s Check for updates Normal update and possible restart
3. Verify settings Defender is the active provider Check real-time, cloud-delivered, and automatic sample submission settings Protection settings may change
4. Repair interface Windows Security will not open or is corrupted Use the Installed apps Repair, then Reset if necessary App state changes; restart recommended
5. Repair service Defender is disabled or will not start Run Microsoft’s elevated MpCmdRun.exe commands Administrator change to Defender; verify provider first
6. Scan offline Scans fail repeatedly or malware may hide in Windows Run Windows Defender Offline scan Forced restart; results reviewed after boot
7. Recover Protection remains broken or damage is irreversible Back up, then use restore, reset, or reinstall as appropriate Highest disruption and possible data or app loss

Stop escalating when the original symptom is resolved and the active provider, update status, and scan controls are all behaving normally. More invasive steps are not automatically better.

Common mistakes that make the problem worse

  • Assuming every red banner means Defender is off: check the named provider and the actual control state.
  • Updating only Windows or only Defender: complete both update paths.
  • Running service commands in a normal terminal: the Defender repair procedure requires an elevated Command Prompt.
  • Disabling Tamper Protection to force a change: verify it instead and identify the controlling provider.
  • Starting an Offline scan without saving work: the PC restarts immediately as part of the scan.
  • Resetting or reinstalling before backing up: preserve personal files first.
  • Removing another antivirus without checking ownership: you can accidentally leave the PC without active real-time protection.

When to seek specialist help

Escalate to your organization’s administrator or a qualified malware-removal professional when commands fail with unexplained errors, a security product is controlled by workplace policy, the provider repeatedly changes without your action, or threats return after Offline scanning. Keep the warning text, update history, scan result, and command error available. Do not publish or share sensitive files, passwords, or recovery keys while asking for help.

Frequently Asked Questions

Why is Virus & threat protection missing from Windows Security?

A damaged Windows Security interface or an active third-party antivirus provider can make Defender controls unavailable. Check the provider information first; if the page itself will not open or is corrupted, use the Windows Security app’s Repair and, if needed, Reset controls in Settings.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

How often should Windows 11 Defender definitions update?

Microsoft says Defender definitions update automatically at least once every day. You can request an immediate check under Windows Security > Virus & threat protection > Virus & threat protection updates > Check for updates.

Will Microsoft Defender Offline delete my personal files?

Offline scan is a malware scan that runs after restarting outside normal Windows. It does not reset Windows or intentionally erase personal files, but save your work first because the restart is mandatory and review any detected-threat action before continuing.

Should I turn off Tamper Protection if Defender will not start?

No. Verify Tamper Protection and identify which antivirus provider is active. Disabling safeguards without understanding the provider or policy can reduce protection and is not a general repair step.

When is a Windows reset or reinstall justified?

Consider recovery only after updates, provider checks, settings verification, interface repair, service repair, and appropriate scanning fail, or when malware has caused irreversible system changes. Back up and verify personal files before starting because recovery can remove applications, settings, or data depending on the option.
