It is a stop condition, not a diagnosis of one specific part. A damaged cable, inadequate power, a bad port or hub, a failing USB-to-SATA/NVMe bridge, firmware, or the storage device itself can all produce it.
Work through the tests below in order. Start by changing the fewest variables, protect any data on the device, and use a second computer before making software changes. If the failure follows the device through known-good cables, powered connections, and computers, hardware is more likely than a Windows-only driver fault.

What “Set Address Failed” and Code 43 mean
USB enumeration is the startup conversation between a host controller and a newly connected device. The host reads a device descriptor, then sends the standard SET_ADDRESS request. The address lets normal USB communication continue. If the device stops responding, returns invalid data, or the signal is corrupted at that stage, Windows cannot identify the device class, such as a disk, keyboard, or camera.
Device Manager then reports Code 43, commonly displaying Unknown USB Device (Set Address Failed). Code 43 says that Windows stopped the device because it failed to start; it does not identify whether the cable, connector, power source, enclosure electronics, firmware, or device electronics caused the failure. The device may appear briefly under Disk drives or another class and then disappear.

A brief appearance is useful evidence rather than a contradiction. It means at least part of the startup exchange completed, but a later control transfer or response failed. Treat an intermittent appearance as a reason to copy data promptly, not as proof that the device is healthy.
Do not format, initialize, or repeatedly unplug a drive that contains important files merely because it is not enumerating. Those actions cannot repair a failed USB handshake and repeated power cycling can complicate later recovery.
Before changing anything: record the symptom
- Press Win+X and choose Device Manager.
- Expand Universal Serial Bus controllers. Open the unknown device, choose Properties, and note the exact text on the General tab and the Device status box.
- Check whether the device briefly appears under Disk drives, Portable Devices, or another category. If it does, note the model name before it vanishes.
- Write down whether the failure starts after boot, shutdown, hibernation, or sleep; whether a full restart helps; and whether the device has a separate power adapter.
- Record the cable type, every adapter or hub in the path, the port used, and whether any status light or drive sound changes. These details make later comparisons meaningful.
These observations tell you which test changed the result. If the drive becomes visible even once and the data matters, copy the data before continuing with experiments. Do not start a repair, partition, or format operation while the device is only intermittently detected.

Fixes to try, in the safest order
1. Disconnect and reconnect without adapters
Use the operating system’s eject command when the device is visible, then unplug it. Remove passive hubs, front-panel extensions, monitor docks, and USB-to-USB adapters. Wait a few seconds and connect directly to a different port on the computer. On a desktop, a rear motherboard port is a useful comparison with a front-panel port.
For a laptop, test once with the charger disconnected if doing so is practical, then reconnect the charger and repeat. This changes the power path and can reveal a marginal port or power-management interaction. A Microsoft-maintained report involving an Azure Kinect device documented a failure after shutdown that cleared when the cables were unplugged and reconnected; that pattern can be device- and firmware-specific rather than a universal Windows setting.
Change one thing at a time where possible. Moving the device, replacing the cable, and adding a hub simultaneously may restore operation but leaves you unable to tell which component was responsible.
2. Replace the cable
Use a short, known-good, data-capable cable with the correct connector and rating. Charging-only cables can provide power while lacking the conductors required for data. Inspect both plugs for looseness, bent contacts, contamination, or strain at the molded ends. Do not assume that a cable that charges a phone can carry reliable data for a high-speed enclosure.
Change only the cable first and repeat the same port test. Linux USB documentation notes that protocol, CRC, overflow, and no-response errors normally point to hardware such as a bad device or cable, so this inexpensive substitution is more informative than immediately reinstalling drivers. Keep the original cable available for a later comparison rather than discarding it before you know whether it is the cause.
3. Isolate the host computer
Connect the device to a second, known-good computer. Use a different operating system if available, but keep the cable and device unchanged for this comparison. A result that follows the device to another computer makes one Windows installation less likely to be the sole cause. If it works elsewhere, save the data there and then investigate the original computer’s ports, chipset software, firmware, or power behavior.

Try a different port class as well: for example, a rear USB-A port instead of a front port, or a USB-C port with a proper data adapter instead of an unpowered dock. Record whether the second host sees the device even briefly. A second computer changes both the host controller and the operating system, so it is a stronger isolation test than simply moving between two ports on the same machine.
4. Test power separately
Bus-powered SSD enclosures, hard drives, cameras, and other high-draw devices can fail during enumeration when the port or cable cannot supply stable current. Disconnect other high-draw USB devices and retry. If the device has its own approved power adapter, connect that adapter directly and verify that its indicator, connector, and switch behave normally.
Quick wins for a faster PC:
Scan for outdated or missing drivers - takes under a minuteDriver Scan →Repair Windows errors before they cause bigger problemsFix Now →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Then test through a powered USB hub. A powered hub changes the power-delivery path and is a useful diagnostic, but it is not proof that the hub will repair a failing drive or enclosure. If the device works only through the powered path, inspect the original port, cable, passive hub, and enclosure power circuitry. If it still fails through a powered hub, inadequate bus power becomes less likely, although the hub, cable, bridge, or device can still be faulty. Do not use an unverified adapter with a storage device.
5. Perform a complete power reset
Shut down Windows rather than merely closing the lid or selecting sleep. Disconnect the USB device and, where practical, remove the computer’s external power for a short period. Start the computer, wait for Windows to finish loading, and connect the device directly. This clears some controller and device states that survive a warm restart.
Compare the result after a normal restart, a full shutdown, and a cable reconnect. If the error occurs only after sleep, hibernation, or shutdown, document the exact sequence. That evidence is valuable because some peripherals have device-specific firmware behavior; there is no single Fast Startup or power-plan change established as a universal fix for every model. A workaround that helps one model should therefore be recorded as a model-specific observation, not applied as a blanket rule.
6. Reinstall the failed device entry
Do this after the physical tests, not before them:
- In Device Manager, open Universal Serial Bus controllers.
- Right-click Unknown USB Device (Set Address Failed) and select Uninstall device.
- Confirm the removal. Do not select an option that removes unrelated controller software if Windows presents one.
- Restart the computer. Windows should redetect the controller and create a fresh device entry when you reconnect the USB device.
This step clears a stale device instance; it cannot repair a broken cable, bridge chip, or storage controller. If the same Code 43 returns immediately on several ports, continue with hardware isolation instead of repeating the uninstall cycle. Reinstalling an entry is a controlled test of Windows’ device record, not a substitute for testing the physical signal and power path.

7. Install manufacturer updates, selectively
Only after the device and host have been tested physically should you check for updates. Use the computer manufacturer’s support page for chipset, USB-controller, BIOS/UEFI, and firmware packages. For an enclosure, dock, camera, or other peripheral, use its manufacturer’s instructions and firmware intended for the exact model.
Record the existing BIOS and driver versions before updating, connect stable power, and do not interrupt a firmware flash. A generic driver replacement is not established as a universal solution to Set Address Failed; treat each update as a controlled diagnostic change. If the device is intermittently visible, prioritize copying data over firmware experimentation. Avoid downloading a firmware image for a similar-looking enclosure, because an incorrect image can create a second failure.
Use a test matrix instead of guessing
Each test should change one principal variable and preserve the others. The comparison below shows what a changed result tells you.

| Test | What it changes | If the device starts working | What it suggests |
|---|---|---|---|
| Known-good data cable | Signal path and connector | Only with the replacement cable | Original cable, plug, or shielding is suspect |
| Different direct port | Port and local power path | Only on one port | Original port, front-panel wiring, or controller path may be faulty |
| Powered USB hub | Power delivery and hub electronics | Only with external power | Bus-power margin, cable, port, or enclosure power deserves inspection |
| Second computer | Host controller and operating system | Works on the second host | Original computer’s controller, firmware, or Windows configuration is more likely |
| Replacement enclosure | USB-to-SATA/NVMe bridge and enclosure power | Storage media becomes readable | Original enclosure or bridge is likely; the media may still be healthy |
A test that changes several variables at once can restore operation but hide the cause. Keep a short log of the cable, port, power source, host, and result for every attempt. Mark a test as a failure only after allowing the device enough time to enumerate; some devices take longer to initialize, but repeated disappearance with the same Code 43 remains significant.
When the enclosure or device is the likely failure
Suspect the enclosure, bridge electronics, firmware, or the storage device when the same symptom persists with multiple known-good cables, direct ports, a powered path, and more than one computer. A replacement enclosure is a useful diagnostic for a removable SATA or NVMe drive because it changes the USB bridge while leaving the storage media untouched. Verify connector, protocol, keying, thermal requirements, and power compatibility before moving the drive.
Do not assume that a replacement enclosure proves the original disk is healthy. If the media is damaged, it may remain unreadable in the new bridge; if the bridge was defective, the same media may immediately enumerate. Preserve the original enclosure and label each component so a recovery technician can reproduce the successful and failed combinations.
If the drive becomes intermittently visible, makes unusual sounds, disconnects under load, or contains irreplaceable files, stop repeated plug/unplug cycles. Do not initialize or format it. A professional data-recovery service can evaluate the media and the bridge without turning a recoverable intermittent fault into additional damage.
Understanding Linux error -71
Linux may log messages such as device descriptor read/64, error -71 or device descriptor read/8, error -71. The kernel defines -EPROTO as including a bit-stuffing error, no response within the prescribed bus turn-around time, or another unknown USB error. Kernel documentation says -EPROTO, -EILSEQ, and -EOVERFLOW normally indicate hardware problems such as bad devices, device firmware, or cables.
Windows Errors? Fix Them Before They Spread
Repair common Windows errors and clear accumulated junk for a smoother, more stable PC - no reinstall needed.Free scan · no reinstallCrashes, No Sound, or Screen Glitches?
Random freezes, missing sound and display glitches usually trace back to one bad driver. Find and replace yours safely.Free scan · under a minuteThose messages do not identify a single failed component. Host controllers may be unable to distinguish a protocol fault from a device that disconnected or otherwise stopped responding. Therefore, use the same isolation sequence: cable, direct port, powered path, second host, then enclosure or device. Linux evidence can strengthen a hardware hypothesis, but it does not by itself prove that the storage media is dead. A descriptor-read failure occurs before normal filesystem access, so changing partitions or filesystem drivers will not address that stage.
Capture USB traffic with usbmon (advanced)
For a Linux system that can reproduce the failure, usbmon records USB I/O traces, including the control transfers around descriptor reads and address assignment. You need administrator access and enough familiarity to avoid exposing sensitive traffic in shared logs.
- Mount the kernel debug filesystem if it is not already mounted:
sudo mount -t debugfs none /sys/kernel/debug. - Load the monitor module:
sudo modprobe usbmon. - Identify the USB bus with
lsusb. The bus number lets you choose a bus-specific monitor rather than the aggregate stream. - Start a capture before reconnecting the device. For all buses, read
/sys/kernel/debug/usb/usbmon/0u; for a particular bus, read its corresponding monitor file, such as/sys/kernel/debug/usb/usbmon/1u. - Reproduce the failure once, stop the capture, and inspect the control transfers around the descriptor request and
SET_ADDRESS.
Repeated retries followed by no device response support a physical, power, firmware, or device-electronics hypothesis. A trace is diagnostic evidence, not a repair; preserve the cable, port, and power conditions used during capture so another person can reproduce the result. Capture only the short interval needed for the failure and protect logs if the system carries sensitive USB traffic.
When a Windows-only explanation is more plausible
A Windows configuration becomes more plausible when the device works reliably on another computer with the same cable and power path, and when the failing computer shows other USB symptoms. In that case, install the computer maker’s chipset and USB-controller packages, check BIOS/UEFI updates, remove the failed Device Manager entry, and test after a full shutdown. Avoid changing several unrelated power settings at once. If the device still fails only on that host, use the manufacturer’s support process with your test log and the exact Code 43 text.

Conversely, a device that fails identically on multiple computers, operating systems, cables, and power paths is unlikely to be repaired by a Windows-only change. That pattern points the next investigation toward the enclosure bridge, its power circuitry, firmware, or the storage hardware. Keeping the test matrix prevents a temporary success after a reboot from being mistaken for a confirmed software repair.

Frequently asked questions
Is Code 43 always a bad driver?
No. Code 43 is Windows’ stop condition for a device that failed to start. Cable, port, power, enclosure electronics, firmware, and the device itself can all fail before a usable USB address is assigned. Test those physical variables before assuming a driver problem.
Will a powered USB hub fix Set Address Failed?
It can reveal a power-delivery problem by supplying power independently of the computer’s USB port. It is a diagnostic comparison, not proof of a repair. If the device works only through the powered hub, inspect the original port, cable, hub path, and enclosure power design.
Free tools Windows power users keep installed

Why does Linux show error -71?
-71 is -EPROTO, which includes a protocol or bit-stuffing error, a missing response within the required bus timing, or another unknown USB error. It commonly indicates a bad device, firmware, or cable, but the host may not be able to distinguish that from a disconnect.
Should I format or initialize the drive?
No, not while the drive is failing enumeration or contains needed files. Formatting cannot repair the USB control exchange and can destroy recoverable data. First determine whether the enclosure or bridge is at fault and copy data if the device becomes visible.
How can I tell whether the enclosure failed?
Test the same removable SATA or NVMe media in a compatible replacement enclosure. That changes the USB-to-SATA/NVMe bridge and enclosure power while leaving the media untouched. If the media then enumerates, the original enclosure or bridge is the leading suspect; verify protocol, keying, thermal, and power compatibility.
Does uninstalling the unknown device entry repair it?
It can clear a stale Windows device instance and force redetection after a restart. It cannot repair a damaged cable, inadequate power, failed bridge, firmware fault, or defective storage controller. If Code 43 returns on multiple ports, continue hardware isolation.
What should a usbmon capture show?
It should include descriptor requests and the control traffic around SET_ADDRESS. Repeated retries followed by no response support a physical, power, firmware, or device-electronics problem. The capture supplies evidence for diagnosis; it does not itself repair the device.
Bottom line
Code 43 “Set Address Failed” is an enumeration failure, not a verdict that one particular part is defective. Change the cable and direct port, isolate power with a powered hub, test a second computer, and protect the data before software changes. If the fault follows the device through those tests, investigate the enclosure or device hardware and choose repair or professional recovery rather than repeating driver reinstalls.
