How to Fix “The Third-Party INF Does Not Contain Digital Signature” in Windows

The message “The third-party INF does not contain digital signature information” usually means Windows cannot validate the driver package’s signed catalog. The safest fix is to replace the package with a complete, compatible driver from the hardware manufacturer, Windows Update, or the Windows Update Catalog. Only use the temporary Disable driver signature enforcement option for trusted legacy hardware when no signed replacement exists.

What the error means

Windows associates this message with 0xE000022F, also called SPAPI_E_NO_CATALOG_FOR_OEM_INF: Windows could not find acceptable digital-signature information for the third-party driver package. See Microsoft’s error-code reference at Microsoft’s Windows driver error codes.

An .inf file is an installation instruction file. It identifies the hardware and tells Windows which files and settings to use. The actual driver may include .sys, .dll, firmware, and dependency files. A signed catalog, normally a .cat file, contains hashes and signature information that let Windows check package integrity and publisher identity. The INF text itself is not the whole trust mechanism.

The error does not prove that the driver is malware or that the INF is corrupted. It means Windows cannot establish the trust relationship required by the current system configuration.

Why Windows shows this message

  • The package was made for Windows XP, Windows 7, Windows 8, or an early Windows 10 release.
  • The publisher never signed the catalog, or its signature is no longer accepted.
  • The package was incompletely extracted and its matching .cat, .sys, or dependency files are missing.
  • The driver is for a different device, hardware revision, Windows edition, processor architecture, or hardware ID.
  • Someone modified the files after signing, invalidating the catalog.
  • The device requires the manufacturer’s setup program, co-installer, firmware utility, or filter driver rather than a right-click INF installation.
  • Secure Boot, kernel-mode signing rules, memory-integrity protections, or other current Windows security policies reject an old driver.

Windows uses signatures to verify driver-package integrity and publisher identity, but signing alone does not prove that a driver is compatible or well maintained. Microsoft describes the available signing models at Windows driver-signing offerings.

First fix: obtain a complete, supported driver

  1. Identify the exact device model, revision, and connection type.
  2. Open the manufacturer’s official support page and select the precise Windows version and architecture, such as 64-bit Windows 11.
  3. Prefer the manufacturer’s installer or complete driver package over a loose INF copied from another computer.
  4. If the download is an archive, extract the entire archive to a local folder; do not move only the INF.
  5. Install with the manufacturer’s setup program or Device Manager, then restart and test the hardware.

If the manufacturer no longer supports the device, check Windows Update, Settings → Windows Update → Advanced options → Optional updates, archived manufacturer downloads, and the Microsoft Update Catalog. A newer generic class driver may work, but Windows Update is not guaranteed to provide a driver for obsolete or specialized hardware. Avoid driver-aggregator and “driver updater” sites that do not establish provenance.

Check the package before bypassing security

Verify the files

  • Confirm that the INF references files present in the same folder or its subdirectories.
  • Look for a corresponding .cat file.
  • Check architecture folders such as x64, amd64, x86, or arm64.
  • Do not assume that a CAT file is valid merely because it exists; its signature can be expired, revoked, mismatched, or issued by an untrusted publisher.

Match the hardware ID

  1. Press Win + X and open Device Manager.
  2. Right-click the affected device and select Properties.
  3. Open Details, select Hardware Ids, and copy an ID such as PCIVEN_... or USBVID_....
  4. Compare that ID with the models and IDs supported by the INF.

A valid signature proves package origin or integrity; it does not prove that the package matches your device.

Install a complete package with PnPUtil

For a properly signed package, open Windows Terminal, Command Prompt, or PowerShell as administrator. Microsoft documents PnPUtil in its test-signing and driver-installation guidance.

pnputil /add-driver "C:DriversDevicedriver.inf" /install

This stages the package and attempts installation on matching devices. To stage without explicitly requesting installation:

pnputil /add-driver "C:DriversDevicedriver.inf"

List third-party packages in the driver store with:

pnputil /enum-drivers

After identifying a published name such as oem42.inf, remove it only when appropriate and when no dependent device needs it:

Free tools Windows power users keep installed

One-click scans. No signup required.

pnputil /delete-driver oem42.inf /uninstall

PnPUtil manages the driver store; it cannot create a missing signature or turn an unsigned package into a trusted one.

Temporary workaround: Disable driver signature enforcement

Use this only for a trusted driver from the manufacturer or original installation media when no signed replacement exists. The option is temporary for the current session; it is not a permanent security setting.

  1. Open Settings → System → Recovery.
  2. Under Advanced startup, select Restart now.
  3. Choose Troubleshoot → Advanced options → Startup Settings.
  4. Select Restart.
  5. When the menu appears, press 7 or F7 for Disable driver signature enforcement.
  6. After Windows starts, run the manufacturer installer, use Device Manager, or install the INF through the intended process.
  7. Restart normally and check whether the device still loads.

Microsoft documents this recovery workflow at Manual deployment of a test driver package; Huawei shows the same general Startup Settings path at Huawei support.

F7 does not sign the driver. Installation may succeed while normal boot later refuses to load it, particularly on Windows 11 systems with Secure Boot, memory integrity, virtualization-based security, or hardware-specific policies enabled.

Advanced: test-signing mode is for development

Microsoft positions test-signing for driver development and controlled testing, not as a routine fix for an unknown consumer driver. A test workflow can use:

bcdedit /set testsigning on

Turn it off afterward and reboot:

bcdedit /set testsigning off

Test-signing can display a Test Mode watermark and may require Secure Boot to be disabled. Microsoft’s guidance covers test-signed packages at Test-signing driver packages, preproduction signing, and the WHQL test-signature program.

Do not treat these commonly copied commands as universal solutions:

bcdedit /set loadoptions DISABLE_INTEGRITY_CHECKS
bcdedit /set nointegritychecks on

They may be ineffective on current configurations, conflict with Secure Boot, and weaken protections. Do not clear Secure Boot keys merely to install an ordinary consumer driver.

Secure Boot and BitLocker precautions

Changing boot configuration or Secure Boot can trigger a BitLocker recovery prompt or prevent the intended test-signing workflow. Before changing either:

  • Confirm that you can retrieve the BitLocker recovery key.
  • Suspend BitLocker if Microsoft’s procedure requires it.
  • Record the current Secure Boot and boot-configuration state.
  • Restore Secure Boot, BitLocker protection, and normal boot settings when testing ends.

Microsoft discusses these complications in its manual test-driver deployment procedure.

If the driver installs but the device still fails

  1. Restart normally and look for a yellow warning icon in Device Manager.
  2. Open Properties → General and record the Device status code.
  3. Review Driver → Driver Details and the Events tab.
  4. Inspect %windir%infsetupapi.dev.log for installation and start failures.
  5. Recheck the hardware ID and architecture.
  6. Remove duplicate or obsolete packages when appropriate with PnPUtil.
  7. Try another USB port, cable, or powered hub if relevant.
  8. Check whether Windows Update replaced the selected driver.
  9. Install required firmware or companion software from the manufacturer.

The driver store can contain a package even when Windows did not load it successfully. If the device needs a filter driver, firmware, or vendor utility, an INF-only installation will not be sufficient. A persistent failure after F7 is evidence to find a supported signed driver or replace the hardware, not to repeat bypasses.

Driver safety checklist

  • Download from the hardware maker, Windows Update, or the Microsoft Update Catalog.
  • In the file’s Properties → Digital Signatures tab, inspect the signer where available.
  • Compare the file hash with a manufacturer-published hash when one is provided.
  • Scan the package with current security software.
  • Avoid cracked, repacked, “universal,” or heavily modified drivers.
  • Create a restore point or backup before installing a legacy kernel driver.
  • Remember that a signature helps establish publisher identity and integrity; it does not guarantee compatibility, quality, or absence of vulnerabilities.

Choosing the right approach

Approach Best use Limitation
Official signed driver Normal production computers and security-sensitive hardware May not exist for obsolete devices
Windows Update or Update Catalog Lower-risk integrated installation May offer only generic functionality
Manufacturer installer Packages requiring utilities, dependencies, or firmware May add companion software
F7 temporary bypass Trusted legacy hardware with no signed replacement Temporary and does not make the driver trusted
Test-signing mode Developer or isolated test machines Changes boot security and is unsuitable for ordinary production use
Random driver website None unless provenance can be independently established High tampering, malware, and compatibility risk

FAQ

Does this mean the INF file is broken?

No. The message normally concerns the driver package’s catalog and signature validation, although missing files, a modified package, or an incorrect INF can also cause installation failure.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Will F7 permanently disable driver protection?

No. Startup Settings’ Disable driver signature enforcement applies to that boot session. Persistent test-signing is a separate development configuration.

Why did the driver work on Windows 7 but not Windows 11?

Newer Windows versions and security configurations can apply stricter signing, Secure Boot, memory-integrity, and compatibility policies than the older system.

Can a signed driver still be incompatible?

Yes. A signature supports provenance and integrity, but the hardware ID, architecture, Windows version, firmware, and driver quality still determine whether the device works.

Should I use a driver-updater utility?

Usually not. Official manufacturer downloads, Windows Update, the Update Catalog, Device Manager, and PnPUtil provide more direct control and clearer provenance.

Frequently Asked Questions

Can I install an unsigned driver permanently with a command?

There is no safe universal command that permanently makes an unsigned consumer driver acceptable. Test-signing and integrity-check changes are development or troubleshooting configurations with security and boot implications.

What if F7 is missing from Startup Settings?

Enter recovery through Settings → System → Recovery → Advanced startup → Restart now. Managed-device policies, OEM recovery behavior, or firmware settings can also restrict the available options.

The Bottom Line

Replace the package with a complete, compatible signed driver whenever possible. Reserve F7 for a trusted legacy device, and keep test-signing and boot-configuration changes for controlled development or testing.
