Confirm the code and identify where it appears
Windows and Microsoft documentation identify this condition as 0x80070422, not 0x800070422. Microsoft describes 0x80070422 as “The service cannot be started because it is disabled,” and Microsoft Learn maps it to ERROR_SERVICE_DISABLED. A copied or retyped code can easily gain an extra zero, so read the message again in Windows Security, Windows Update, or the event that produced it.

The code is a service-state error, not by itself proof that a computer is infected. Do not disable security protections or edit the registry as a first response.

Fix the Windows Update service manually
This is the primary Microsoft-supported repair sequence for 0x80070422. You need an account allowed to change service settings.
- Open the Services console. Press Win + R, type
services.msc, and press Enter. Approve the User Account Control prompt if Windows displays one. - Locate Windows Update. In the list, find Windows Update. You can select the list and type the service name to jump to it.
- Open its properties. Double-click Windows Update, or right-click it and choose Properties.
- Change the startup mode. Set Startup type to Automatic.
- Start the service. If Service status says Stopped, select Start. If Start is unavailable, note the exact message; an access-denied or missing-service condition needs escalation rather than repeated attempts.
- Save the change. Select Apply, then OK.
- Restart Windows. Use Start > Power > Restart. A restart ensures that components waiting for the service are reloaded with the new state.
- Retry the operation. Open Settings > Windows Update and try the update again. If the original message appeared in Windows Security, retry the Defender update from that screen.
If Windows Update starts and the error disappears, no additional repair is required. Leave the service running so future Windows and security-intelligence updates can use it.
If the code returns in a Defender intelligence update
Microsoft lists 0x80070422 among “Protection definition update failed” errors. Defender intelligence updates have two separate requirements: a functioning local update path and network access to Microsoft’s update endpoints.

Check firewall and proxy access
A firewall or proxy can block the URLs required for security-intelligence updates even after Windows Update has been repaired. If your organization manages the firewall or proxy, ask its administrator to verify that Microsoft’s required security-intelligence update URLs are permitted. On a home connection, check whether a recently installed firewall, filtering product, or proxy setting is intercepting Windows Security traffic. Do not turn off protection broadly as a workaround; correct the rule or proxy configuration instead.
Check which antivirus is primary
Confirm that Microsoft Defender Antivirus is the primary antivirus product in Windows Security. A third-party antivirus can become the primary provider and change or interfere with the Defender update path. If another product is intentionally managing antivirus protection, follow that product’s update and support procedure rather than forcing Defender to update as though it were the active provider.
Retry only after both layers are checked
After confirming the Windows Update service, network path, and primary-antivirus setting, restart the computer once more and retry the protection-intelligence update. Record the exact wording if it fails again; “service disabled,” “connection blocked,” and “another antivirus is managing protection” point to different next steps.

Use Microsoft’s automatic Windows Security troubleshooter
If the manual service repair does not restore security features, Microsoft provides an automatic Windows Security troubleshooter. It checks and can enable security features including SmartScreen, User Account Control, Data Execution Prevention, Windows Firewall, and antivirus protection and updates.
Run the troubleshooter from Microsoft’s Windows Security support page and allow it to complete its checks. Treat it as a diagnostic and configuration aid, not as a replacement for identifying the disabled service. If it reports that a feature cannot be enabled, keep the result and any error text for the next support step.
When Windows Defender Firewall will not turn on
Some users encounter 0x80070422 specifically when attempting to enable Windows Defender Firewall rather than while downloading a Defender update. A Microsoft Tech Community discussion associates this symptom with disabled dependent services and mentions checking Windows Defender Firewall, Windows Management Instrumentation (WMI), and Base Filtering Engine (BFE).

This is community diagnostic advice, not a Microsoft Support guarantee that any one of those services is the cause. You can inspect the services in services.msc and note whether one is stopped, disabled, missing, or returns an access-denied error. Do not change several dependencies at random: record the original startup type, change only a clearly disabled required service, and restart before testing again.
If a required service is missing, cannot be started, or is blocked by permissions, stop making changes and contact official Microsoft support or use an approved Windows repair path. A missing service is materially different from a service that was merely stopped, and repeated manual edits can make later repair harder.

Reset Windows Update components when the basic repair fails
Microsoft lists resetting Windows Update components as the next step when restoring the Windows Update service does not resolve the error. Component reset procedures rebuild the update cache and related state; they are more invasive than changing a service startup type.

Use Microsoft’s current Windows Update component-reset instructions for your Windows edition and follow every step in order. Read the warning text before renaming or removing any update folders, and restart when the procedure says to do so. Because the exact commands and component names vary by Windows version, do not substitute a command copied from an unrelated version or forum post.
After the reset, return to Settings > Windows Update, install any pending updates, restart, and then retry the Defender intelligence update if that was the original symptom.
Common causes and what each clue means
- Windows Update is disabled: The service’s startup type is Disabled, so Windows cannot start the update path.
- Windows Update is stopped: The service is configured but not currently running; starting it and restarting Windows may be sufficient.
- Firewall or proxy blocks the update: The local service works, but Defender cannot reach the required Microsoft endpoints.
- A third-party antivirus is primary: Windows may correctly defer protection management and updates to that product.
- Firewall dependencies are unavailable: The firewall symptom can involve Windows Defender Firewall, WMI, or BFE; this association is a secondary clue, not a guaranteed diagnosis.
- Permissions or damaged configuration: Access-denied messages or missing services indicate a repair or support problem rather than a simple start/stop issue.
What not to do
- Do not treat the extra zero as a separate Windows code. Verify whether the screen actually says 0x80070422.
- Do not disable antivirus or firewall protection to make an update pass. Check the correct service, proxy rule, or primary-antivirus setting instead.
- Do not begin with registry edits. Microsoft’s documented first repair is restoring the Windows Update service, followed by update-component troubleshooting.
- Do not assume a failed definition update means malware is present. This error describes a disabled service or blocked update path.
- Do not repeatedly force-start a service that is missing or access-denied. Preserve the message and escalate through official support.
Escalate when the service repair does not hold
Escalation is appropriate when any of these conditions applies:
- Windows Update returns to Disabled after a restart.
- The Windows Update, Windows Defender Firewall, WMI, or BFE service is missing.
- Services.msc reports access denied or another permissions error.
- Windows Update works, but Defender intelligence updates still fail after firewall/proxy and primary-antivirus checks.
- The Microsoft automatic troubleshooter cannot enable a required security feature.
- The problem began after a policy, security-product, or system-configuration change that you cannot reverse safely.
For support, provide the exact hexadecimal code, the screen where it appeared, the service status and startup type, whether a proxy or third-party antivirus is in use, and the result of the restart and retry. Those details distinguish a local service problem from a connectivity or product-ownership problem.
