How to Fix the 0x80070422 Installer Error (Windows Update Service Disabled or Stopped)

If Windows shows the installer code 0X800070422, it is almost certainly the Microsoft-documented 0x80070422 error—the version with one fewer zero. The code means a service required by Windows Update is disabled or stopped. The first fix is to enable and start Windows Update in the Services console, restart the PC, and retry the update or installation. If that does not work, inspect the related update services, run the Windows Update troubleshooter, and reset the update components.

What 0x80070422 means

Microsoft maps 0x80070422 to ERROR_SERVICE_DISABLED. Its plain-language description is “Windows Update service is disabled or stopped.” In practice, Windows cannot contact the update mechanism because the main service is not running, has been set to Disabled, or cannot start correctly.

The wording “installer error” can be misleading. The code is primarily associated with Windows Update, Microsoft Store updates, feature-on-demand packages, and other Windows-managed installations. A standalone .msi package uses the separate Windows Installer service, so the correct repair depends on what you were installing.

Identify the failing installation before changing services

What failed Service path to check first What the result tells you
Windows Update, a quality or feature update, or an update started from Settings Windows Update in services.msc This is the normal context for 0x80070422.
Microsoft Store app or a Windows feature installed through Settings Windows Update and the related update services The Store or feature installer may still depend on the Windows update stack.
A downloaded standalone .msi installer Windows Installer in services.msc Do not assume the Windows Update service is the cause; check the displayed code and package context.
A traditional .exe setup program The setup program’s own error message and Windows service state An .exe installer may not use Windows Installer at all.

Write down the exact code, the product being installed, and whether the failure occurred in Settings, Microsoft Store, or a separate setup window. This prevents changing an unrelated service.

First-line fix: enable and start Windows Update

These are Microsoft’s direct steps for the documented error. You need an account that can change Windows services.

  1. Save open work and press Win + R to open the Run dialog.
  2. Type services.msc and press Enter. Approve the User Account Control prompt if it appears.
  3. In the alphabetical list, locate Windows Update. Double-click it to open Properties.
  4. Open the Startup type menu and select Automatic. If it already says Automatic, leave it selected.
  5. Look at Service status. If it says Stopped, select Start. If Start is unavailable because the service is disabled, apply the startup-type change first, then open Properties again and start it.
  6. Select Apply, then OK.
  7. Close the Services window, restart Windows, and try the same update or installer again.

A successful start should change the status to Running. If the service stops immediately, produces an error number, or is missing from the list, do not repeatedly click Start; continue with the diagnostic steps below and record the exact message.

Check the related update services

When Windows Update is running but the code remains, another part of the update stack may be disabled or unable to start. Microsoft-hosted guidance identifies these services for inspection:

  • Background Intelligent Transfer Service (BITS)
  • Update Orchestrator Service
  • Delivery Optimization
  • Windows Modules Installer

Inspect each service safely

  1. Open services.msc again.
  2. Open each service’s Properties and note its current Startup type and Service status before changing anything.
  3. If a service is set to Disabled, change it to a startable mode offered by Windows, such as Manual or Automatic, then select Apply. Windows may use trigger-start behavior for some services, so do not force every service to Automatic merely for consistency.
  4. Select Start when the button is available. If Windows reports that the service cannot start, copy the complete error text and note whether the service is missing.
  5. Restart the computer after correcting the service settings and retry the original operation.

A missing service, a service that immediately stops, or a permissions error points to a deeper Windows configuration or system-component problem. Keep the original startup values and the error text; they are useful if you need administrator or Microsoft support.

Run the Windows Update troubleshooter

The built-in troubleshooter can detect common update-service and component problems without manual registry editing.

Windows 11

  1. Open Settings.
  2. Go to System > Troubleshoot > Other troubleshooters.
  3. Find Windows Update and select Run.
  4. Follow the prompts, allow any recommended repair, restart if requested, and retry the failed update or installation.

Windows 10

  1. Open Settings.
  2. Go to Update & Security > Troubleshoot > Additional troubleshooters.
  3. Select Windows Update, then choose Run the troubleshooter.
  4. Apply the suggested repair, restart, and test the same operation again.

Settings labels can vary slightly by Windows build. If Windows does not show a Windows Update troubleshooter, use the Services checks and component-reset procedure instead.

Reset Windows Update components

Microsoft lists resetting the Windows Update components as a next step for installation errors that survive service repair. This procedure clears cached update data and rebuilds the folders Windows uses to download and verify updates. It does not remove your personal files, but it requires an administrator account and an elevated command window.

Stop the update services

  1. Open Start, type Terminal or Command Prompt, right-click the result, and choose Run as administrator.
  2. Run these commands one at a time. If a command says a service is not running, continue to the next command.
net stop bits
net stop wuauserv
net stop appidsvc
net stop cryptsvc

Rename the cached folders

Renaming preserves the old folders as a fallback while forcing Windows to create fresh ones. Run:

ren %systemroot%SoftwareDistribution SoftwareDistribution.old
ren %systemroot%System32catroot2 catroot2.old

If Windows says a file is in use, return to the service-stop commands and verify that Windows Update, BITS, App Identity, and Cryptographic Services are stopped. Do not delete the folders while a service is using them.

Start the services again

net start cryptsvc
net start appidsvc
net start wuauserv
net start bits

Close the elevated window, restart the PC, and check for updates. Windows should recreate the renamed cache directories. If the reset fixes the error, the old .old folders can remain temporarily; remove them later only after confirming that updates work and you no longer need the rollback copies.

When the problem is actually Windows Installer

If the failed action is a standalone .msi package, inspect Windows Installer separately:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Press Win + R, enter services.msc, and press Enter.
  2. Open Windows Installer.
  3. Check whether the service is disabled. Windows Installer commonly uses a manual, on-demand startup mode, so it does not need to run continuously.
  4. If the service is stopped and Start is available, start it, select Apply, and retry the .msi package.

If Windows Installer is missing, refuses to start, or displays a different error, that is a separate MSI-service problem. Do not keep changing Windows Update settings unless the same failure also occurs in Windows Update or the Microsoft Store.

What to do when a service is missing or will not start

The service is listed as Disabled

Open its Properties, change the startup type to a startable option, apply the change, and then select Start. Restart Windows before testing again. If the startup menu is locked or changes revert after a reboot, the setting may be enforced by an organization policy or management tool; an administrator must review it.

The service is not listed

A missing service is not repaired safely by guessing a registry value. Record the Windows edition and build, the missing service name, and any recent system changes. Use Windows recovery options or qualified support rather than importing an arbitrary registry file from the internet.

The service starts and then stops

Check the related services, run the Windows Update troubleshooter, and reset the update components. Capture the exact error shown in Services or Event Viewer if the stop repeats. A repeated stop can indicate damaged system components, a policy restriction, or a dependency failure rather than a simple startup-type setting.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

You receive “Access is denied”

Sign in with an administrator account and approve User Account Control. Work-managed PCs may deliberately restrict service changes; contact the administrator instead of bypassing the policy. Do not disable security software or edit service permissions as a first response.

Windows 10 support status matters

Microsoft states that Windows 10 support ended on October 14, 2025. The operating system continues to run, but Microsoft no longer provides free Windows Update software updates, technical assistance, or security fixes for Windows 10 after that date. If the affected computer is still on Windows 10, a correctly running service cannot restore support that has ended. Confirm the Windows version before spending time on repeated update attempts and consider the supported upgrade or replacement path available for that PC.

Verification checklist

  • The code is recorded as 0x80070422, not the mistyped 0X800070422.
  • You identified whether the failure came from Windows Update, Microsoft Store, a Windows feature, or a standalone .msi installer.
  • Windows Update is not set to Disabled and can reach the Running state.
  • BITS, Update Orchestrator Service, Delivery Optimization, and Windows Modules Installer were checked when the primary service was healthy but the error persisted.
  • The Windows Update troubleshooter was run where available.
  • Update components were reset from an elevated command window if the earlier steps did not help.
  • You restarted Windows and retried the same operation after each major repair.
  • You avoided blind registry edits and kept a record of any service that was missing or refused to start.

As an optional shortcut after trying the manual steps, Outbyte PC Repair can address more than 100 common Windows issues where possible, including broken system elements and shared DLL problems, and can adjust settings or clear temporary and cache files. It complements an antivirus rather than replacing one; results vary, and no tool repairs every crash. It runs on Windows 11, 10, 8, and 7, with a free trial by category for at least two days before a paid subscription.

Bottom line

For the documented 0x80070422 condition, enable and start Windows Update in services.msc, restart, and retry. If the service is already running, inspect the related update services, use the Windows Update troubleshooter, and reset the update components. If the failure is limited to a standalone .msi package, investigate Windows Installer instead. On Windows 10, remember that Microsoft support ended on October 14, 2025, so service repair cannot provide updates that are no longer offered.
