If Windows 10 shows 0x80070422 while you try to use System Restore, a required Windows service is disabled or stopped. The code in the question, 0x800070422, contains an extra zero; recheck the screen before changing anything. The correct code documented by Microsoft is 0x80070422.
The right fix depends on where the message appears. Windows Update uses the Windows Update service, while System Restore and backup operations commonly involve Volume Shadow Copy (VSS) and related services. Work through the matching section below, then repair Windows components if the service settings are correct.

First, verify the code and the operation that failed
Read the error directly from the Windows dialog, Event Viewer, or log. Microsoft documents 0x80070422; 0x800070422 is probably a transcription error rather than a separate Windows error. If the extra zero really appears on your screen, record the complete message and the action that produced it before proceeding.

A service error does not by itself prove that Windows is infected or that your personal files are damaged. It means Windows could not start a service required by that particular operation.

What 0x80070422 means
Microsoft defines 0x80070422 as a service that is disabled or stopped. The installation-error wording is: “The service cannot be started because it is disabled.” The service named in that explanation is not always the same service for every task. Changing unrelated services can create new problems, so identify the failed operation first.
Prepare before changing services
- Sign in with an administrator account. Opening the Services console and an elevated Command Prompt requires administrative approval.
- If Windows still starts, copy important documents to an external disk or another trusted location. System Restore is designed to leave personal files alone, but a backup gives you a separate recovery path.
- Disconnect unnecessary USB devices while diagnosing restore or boot problems. Leave the keyboard, mouse, display, and any device required to start Windows connected.
- Write down the exact code, the time it appeared, and whether it occurred during an update, restore-point creation, restoration, or backup. This information helps match Event Viewer entries to the failed attempt.
Fix 0x80070422 during Windows Update
Use this section when the message appears while checking for, downloading, or installing Windows updates. Microsoft’s documented procedure is to set Windows Update to start automatically, start it if necessary, and restart the computer.
- Press Windows+R, type
services.msc, and press Enter. Approve the User Account Control prompt. - In the list, double-click Windows Update.
- Set Startup type to Automatic.
- If Service status shows Stopped, select Start. If Windows reports an additional dependency error, note the service name instead of changing several entries at random.
- Select Apply, then OK, close the console, and restart the PC.
- After Windows restarts, open Settings > Update & Security > Windows Update and try the operation again.
This procedure addresses the Windows Update service. It does not automatically repair a System Restore failure, because restore operations can use a different set of services.

Enable System Protection and make sure a restore point exists
System Restore cannot roll Windows back if System Protection is disabled on the Windows volume or if no usable restore point exists. Microsoft describes System Protection as the recovery feature that creates restore points and lets you revert system settings to an earlier stable state without changing personal files.
- Open Start and search for Create a restore point.
- Open the result and select the Windows volume under the System Protection tab. This is usually the volume containing Windows, but confirm the drive letter shown in the dialog.
- Select Configure.
- Choose Turn on system protection and allocate disk space with the slider. Without allocated space, Windows cannot retain restore points.
- Select Apply, then OK. Close the remaining dialog with OK.
- If you need a known-good point for a later test, reopen the dialog, select Create, enter a recognizable description, and let Windows finish.
Turning protection on now does not recreate a restore point that was deleted earlier. If the list is empty, System Restore has nothing to which it can return; continue with the service and component-repair checks instead.
Check services used by System Restore and backup
When the error appears while creating a restore point, restoring the system, or making a backup, inspect the services associated with shadow copies and recovery. A Microsoft Learn community answer identifies 0x80070422 as ERROR_SERVICE_DISABLED and lists the following baseline settings. Because that answer is a community diagnostic lead rather than a current product specification, use Event Viewer to confirm which service actually failed.

| Service | Baseline startup setting | Why it matters |
|---|---|---|
| Volume Shadow Copy (VSS) | Manual | Creates and manages the shadow copy used by many restore and backup operations. |
| Microsoft Software Shadow Copy Provider | Manual | Provides software-based shadow-copy support. |
| Remote Procedure Call (RPCSS) | Automatic | Supports communication between Windows components and services. |
| COM+ Event System | Manual or Automatic | Supplies event-notification infrastructure used by Windows components. |
| System Event Notification Service | Automatic | Reports system events to dependent components. |
| Windows Backup | Manual | Starts when a Windows Backup task requires it. |
- Press Windows+R, enter
services.msc, and press Enter. - For each service named above, open its properties and compare Startup type with the baseline. Do not disable a service that is already configured correctly.
- If a required service is disabled, change it to the listed setting, select Apply, and then Start if the control is available.
- For VSS and the Microsoft Software Shadow Copy Provider, Manual is normal; they can start on demand. Do not force every service to Automatic.
- Restart Windows after correcting a setting, then retry the exact restore or backup operation.
If a service refuses to start, Windows displays a dependency or logon error. Record that message and inspect the related Event Viewer entry rather than repeatedly changing startup types.
Use Event Viewer to identify the failing service
Event Viewer can separate a VSS failure from a permissions, disk, or component problem.
- Press Windows+R, type
eventvwr.msc, and press Enter. - Expand Windows Logs and select System. Also inspect Application if the failure came from a backup program.
- Choose Filter Current Log and review entries at the time of the failed attempt. Look for sources such as VSS, Service Control Manager, or a Windows Backup component.
- Open the relevant event and record its event ID, service name, and “cannot start” or dependency text. Use that information to correct only the affected service or dependency.
Event Viewer is especially important when the same code is produced by different operations. The numeric code alone does not tell you whether Windows Update, VSS, or another service is responsible.
Repair corrupted Windows components with DISM and SFC
If the appropriate services are enabled but the operation still fails, repair the Windows component store and protected system files with Microsoft’s built-in tools. DISM should run before SFC, and each command must finish before the next one starts.
- Open Start, type Command Prompt, right-click it, and select Run as administrator. Approve the prompt.
- Run:
DISM.exe /Online /Cleanup-Image /RestoreHealth
Wait for DISM to reach completion. It may appear to pause for a while. Do not close the window or power off the computer.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errors- After DISM completes, run:
sfc /scannow
SFC checks protected Windows files and replaces missing or corrupted copies when a valid component source is available. Restart Windows after SFC reports completion, then retry System Restore or the backup task.

DISM and SFC repair Windows components and protected files; they do not promise to recover an already-corrupt restore-point database. If SFC reports that it could not repair some files, save the exact message and continue to the recovery options below rather than repeating the command indefinitely.
Run System Restore after the prerequisites are fixed
When Windows boots and a valid restore point is listed, start the restore from the desktop:
- Press Windows+R, type
rstrui.exe, and press Enter. - Select Next. If Windows shows only a recommended point, select Show more restore points when available and choose a point created before the problem.
- Select Scan for affected programs to see applications and drivers that may be removed or rolled back.
- Confirm the point, select Finish, and allow Windows to restart and complete the operation. Do not interrupt the process.
System Restore changes system settings, drivers, and installed programs as of the selected point. It is intended not to affect personal documents, photos, or other personal files, but it is not a substitute for a separate file backup.

If Windows will not boot, System Restore cannot run from the desktop, or local recovery tools fail, create Windows installation or recovery media on another working computer.
- Use a USB flash drive with enough capacity for the Windows installation media. The drive is only the container; it must be prepared with a usable Windows image and the correct boot architecture for the affected PC.
- On the working computer, use Microsoft’s Windows installation-media procedure to create the bootable drive. Any existing files on the USB drive may be erased, so copy them elsewhere first.
- Insert the completed Windows 10 installation USB drive into the affected PC and power it on. Use the manufacturer’s boot-device key or firmware boot menu to start from USB.
- At Windows Setup, choose the language and keyboard options, then select Repair your computer rather than starting a new installation.
- Open Troubleshoot > Advanced options. Try System Restore if a usable point exists. Depending on the symptoms, Startup Repair or Command Prompt may be more appropriate.
- If the USB drive is not detected, check the firmware boot order, try another USB port, and verify that the media matches the PC’s boot mode and Windows architecture.
Recovery media is a fallback, not proof that the original error was caused by the USB drive. If the recovery environment identifies a specific service or disk problem, follow that diagnosis before considering a reset or reinstall.

Common pitfalls
Changing every service to Automatic
That approach ignores the cause and can alter Windows’ normal on-demand behavior. VSS and the Microsoft Software Shadow Copy Provider are normally Manual in the diagnostic baseline. Change only the service implicated by the failed operation.

Interrupting DISM, SFC, or a restore
These operations can take time. Closing the console, forcing a restart, or removing power can leave Windows in a worse state. Wait for the command or recovery environment to report completion.
Using a USB drive without a valid Windows image
A blank flash drive is not recovery media. It must contain the Windows installation environment and be bootable in a mode supported by the affected PC.

Bottom line
Confirm whether the message is really 0x80070422, then match the service check to the failed operation. Use Windows Update’s service procedure for update failures; enable System Protection and inspect VSS-related services for restore or backup failures; run DISM followed by SFC for component corruption; and use a properly prepared Windows installation USB drive when Windows cannot perform local recovery.
