How to Fix Stuttering and Low Frame Rates in PC Shooter Games

Fix shooter-game stutter by separating inconsistent frame delivery from genuinely low frame rates, then changing one variable at a time. Start with Windows updates, background-process checks, display and GPU assignment settings, and the possibility of shader recompilation after a graphics-driver update. A high-refresh monitor cannot create extra rendered frames, and no single setting fixes every CPU, GPU, thermal, storage, network, or game-engine problem.

Stutter and low FPS are different problems

Low frame rate means the game is consistently producing fewer frames than you want. Motion looks slow or less fluid throughout a session. Stutter means frame delivery is uneven: the average FPS may look acceptable, but individual frames arrive late and produce a hitch, pause, or judder. A game can have both at once.

Symptom What it describes Useful first question
Persistently low FPS The game is rendering too few frames most of the time. Is the same scene consistently slow, even after waiting several minutes?
Intermittent hitching Frame times spike briefly while the game otherwise runs well. Did the hitch begin after a driver, game, Windows, overlay, or display-mode change?
Input feels delayed but motion is smooth Could involve frame rate, display settings, input processing, or network conditions. Does the problem occur offline or in a training area as well as online?
Rubber-banding or players teleporting Usually a network or server symptom rather than a rendering diagnosis. Does the local camera remain smooth while other players jump?

Refresh rate, FPS, and frame-time consistency are related but separate measurements. A 144 Hz display can update up to 144 times per second, but the game must render frames fast enough to use those updates. Conversely, a game rendering 120 FPS can still feel uneven if frame times vary sharply.

Record what changed before changing settings

Write down the game and mode, Windows edition and version, graphics card and driver version, processor, installed memory, resolution, monitor refresh rate, and whether the game runs fullscreen, windowed, or borderless. Note whether the issue is constant or limited to a map, replay, effect, or moment such as entering a new area.

Also record what happened immediately before the problem appeared:

  • A game patch or new graphics option.
  • A Windows update or optional driver update.
  • A graphics-driver installation or rollback.
  • A new overlay, browser, recording tool, RGB utility, antivirus scan, or startup application.
  • A switch between fullscreen, windowed, and borderless modes.
  • A hardware, monitor, cable, memory, or storage change.

These notes do not prove causation, but they prevent you from changing ten variables and losing the only useful clue.

1. Check Windows updates and background resource use

Microsoft’s performance guidance recommends installing relevant Windows updates, reviewing optional driver updates, closing applications that are not needed, and checking resource use. Several unrelated processes can consume enough CPU, memory, disk, or GPU time to make a game appear broken.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Install updates, then restart

  1. Open Settings and choose Windows Update.
  2. Install available quality and feature updates.
  3. Open Advanced options and review Optional updates for applicable drivers.
  4. Restart Windows before testing the game again.

Do not assume an optional driver is automatically better for every title. If the symptoms started exactly after a driver update, record that fact and continue to the shader-cache section below before repeatedly reinstalling drivers.

Find competing processes in Task Manager

  1. Press Ctrl+Shift+Esc to open Task Manager.
  2. On Processes, sort by CPU, Memory, Disk, and GPU one at a time.
  3. Close only applications you recognize and do not need, such as extra browser windows, launchers, synchronisation clients, or recording tools.
  4. Use Performance to watch whether CPU, memory, disk, or GPU activity rises when the hitch occurs.

Do not end unknown Windows services simply because they use resources. If a security scan, cloud sync, update, or backup is active, allow it to finish or schedule it outside gaming hours rather than disabling protection.

2. Check disk space and test power mode

Low free space is a condition to correct, not proof that you need an SSD

Microsoft states that low disk space can reduce PC performance and provides Windows steps for freeing space. Check the system drive in Settings > System > Storage, remove temporary files you understand, and uninstall games or applications you no longer use. Keep enough free capacity for Windows updates, shader caches, page-file activity, and the game’s own patching process.

That evidence does not establish that replacing a working drive with a faster SSD universally cures shooter stutter or raises FPS. Consider a storage upgrade only after confirming that the current drive is nearly full, unusually slow, reporting errors, or creating a documented loading bottleneck. Verify the interface, physical size, motherboard support, and required capacity before buying an internal NVMe drive.

Use Best performance as a reversible laptop test

  1. Open Settings > System > Power & battery.
  2. Set Power mode to Best performance while connected to AC power.
  3. Retest the same scene, then restore the previous mode if there is no benefit.

Microsoft warns that this mode uses more power and can make a laptop warmer or drain its battery faster. It is a diagnostic change, not a reason to leave a battery-powered system in the highest power state permanently.

3. Verify the monitor refresh rate and VRR

Windows defines refresh rate as how many times the display updates each second. To check it in Windows 11, open Settings > System > Display > Advanced display and select the intended monitor and refresh rate. Make sure the cable, monitor input, and selected mode support the rate you choose.

A higher refresh rate can improve motion clarity when the game supplies matching frames, but it does not raise the game’s rendered FPS by itself. If the game renders 60 FPS, a 240 Hz panel still receives only 60 new game frames per second, although the display may show repeated updates between frames.

Understand variable refresh rate

Variable refresh rate (VRR) lets a compatible display adjust its refresh timing to the game’s frame delivery. Microsoft notes that VRR may make a manual refresh-rate change unnecessary for supported games and displays. Check the monitor’s own adaptive-sync setting, the Windows display options, and the graphics driver’s VRR controls. Use the same configuration during each retest so you know which change affected the result.

4. Test Windows 11 windowed-game optimizations and GPU assignment

Optimizations for windowed games

Windows 11’s Optimizations for windowed games applies to compatible DirectX 10 and DirectX 11 titles running in windowed or borderless mode. It is not a universal setting for every game or graphics API.

  1. Open Settings > System > Display > Graphics.
  2. Enable Optimizations for windowed games if the title matches the supported DirectX and display-mode conditions.
  3. Restart the game after changing the option.
  4. Retest borderless or windowed mode using the same map and resolution.

If the title is exclusive fullscreen, this particular Windows feature may not apply. Do not claim success merely because the toggle is present.

Choose the high-performance GPU on multi-GPU systems

Laptops and some desktops expose more than one GPU. Windows can assign a game to a power-saving adapter instead of the discrete graphics processor.

  1. Go to Settings > System > Display > Graphics.
  2. Find the game in the app list, or use Browse to add its executable.
  3. Choose Options.
  4. Select High performance, save, and restart the game.

Confirm that you selected the actual game executable, not a launcher. On a desktop with one graphics card, this setting will not create a second GPU or bypass a hardware limit.

5. Allow for shader compilation after a driver update

Shader compilation converts game shader code into instructions the graphics driver can use. NVIDIA’s Manage 3D Settings reference states: “Shader compiles are normally performed each time a game runs and are a common cause of game-play stuttering.” It also explains that installing a graphics driver clears the shader cache.

As a result, a game can stutter on its first run after a driver installation while it rebuilds cached shaders. This is a plausible explanation when the timing matches a driver update, but it is not the only possible cause.

What to do

  • Launch the game and allow menus, training areas, or commonly visited maps to load fully.
  • Avoid repeatedly clearing the shader cache; doing so removes data the game needs to rebuild.
  • If the stutter continues across later sessions or appears in unrelated games, investigate Windows resource pressure, thermals, drivers, and game-specific support instead of assuming compilation is responsible.

Do not promise that waiting will fix every hitch. Some games compile shaders during play, while others compile at startup or after a patch.

6. Change game settings as controlled tests

When Windows checks do not identify an obvious conflict, use reversible in-game changes to learn whether the workload is primarily rendering-related. Change one setting, record the result, and restore it if the test does not help.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

For consistently low FPS

  1. Keep the same scene, resolution, and display mode for a baseline.
  2. Lower the rendering resolution or resolution scale temporarily.
  3. Reduce expensive effects such as shadows, reflections, volumetric effects, and view distance one at a time.
  4. Retest before changing another option.

A large response to resolution changes suggests that the graphics workload matters, but it does not prove that the GPU is the only limit. A negligible response can occur when the processor, memory, game engine, frame cap, or another constraint dominates.

7. Use symptoms as clues, not as a definitive bottleneck diagnosis

CPU limits, GPU limits, thermal throttling, memory pressure, storage activity, network lag, server conditions, and game-engine problems can produce overlapping symptoms. The available Windows and NVIDIA guidance does not establish a universal method or threshold that identifies one cause from a single FPS reading.

Observation What it may suggest Why it is not conclusive
Lowering resolution barely changes FPS A non-GPU limit may be involved. Frame caps, engine limits, background work, or CPU scheduling can produce the same result.
GPU use is high and FPS rises when resolution falls Rendering workload is significant. Thermal or power limits can still alter behavior over time.
Only online matches hitch Network or server conditions may contribute. Online maps can also load different assets and effects locally.
Hitches follow a driver update Shader-cache rebuilding is plausible. The update may also have changed game compatibility or another driver setting.

Use hardware telemetry or game-specific support when a basic check cannot explain the symptom. Avoid buying a replacement CPU, GPU, memory kit, cooler, or optimization utility solely from one graph or one bad match.

8. Retest with a repeatable routine

  1. Choose one repeatable location, replay, training drill, or benchmark built into the game.
  2. Use the same resolution, refresh rate, display mode, graphics preset, and VRR state.
  3. Change exactly one setting or system condition.
  4. Play long enough to reproduce the symptom, rather than judging the first few seconds after loading.
  5. Record whether the issue is lower average FPS, a brief hitch, input delay, or network-like movement.
  6. Keep the change only if it improves the specific symptom without creating a new problem.

This is a cautious troubleshooting method, not a laboratory benchmark. Results can vary by map, patch, driver, temperature, and background workload.

Windows 10 users need a support caveat

Microsoft’s performance guidance states that Windows 10 support ended on October 14, 2025. Do not treat Windows 10 as receiving ongoing free updates or security fixes. If you remain on Windows 10 for compatibility reasons, label any legacy setting accordingly and check the game developer’s current operating-system requirements. Moving to a supported Windows release may be a broader maintenance decision, not a guaranteed FPS fix.

When basic fixes fail

Escalate when stutter persists across several games, appears immediately after startup, occurs at desktop as well as in games, or is accompanied by crashes, graphical corruption, drive errors, overheating, or unexpected shutdowns.

  • Check the game developer’s support page for a patch-specific issue.
  • Check the graphics-card manufacturer’s release notes for your driver branch.
  • Use Windows’ own diagnostics and event information rather than installing an unverified “optimizer.”
  • Back up important data before investigating a drive that reports errors.
  • Seek qualified service if temperatures, power delivery, memory stability, or hardware faults are suspected.

If the problem is limited to one title after an update, provide the developer with the game version, Windows version, GPU and driver version, display mode, reproduction steps, and whether the issue occurs offline. That information is more useful than reporting only that the game “feels laggy.”

A practical order of operations

  1. Record what changed and whether the symptom is stutter, low FPS, or network-like behavior.
  2. Install relevant Windows updates, review optional drivers, restart, and close unnecessary applications.
  3. Use Task Manager to identify CPU, memory, disk, and GPU pressure from other processes.
  4. Free space if the system drive is low; do not assume an SSD upgrade is a universal cure.
  5. Test Best performance on AC power if you use a laptop, then restore it if it does not help.
  6. Verify Windows’ refresh rate, monitor support, and VRR configuration.
  7. On Windows 11, test windowed-game optimizations for compatible DirectX 10/11 windowed or borderless titles and restart the game.
  8. On multi-GPU systems, assign the game to High performance.
  9. If the issue began after a graphics-driver installation, allow shader caches to rebuild before taking more drastic action.
  10. Change game settings one at a time and retest the same scene.
  11. Escalate to game support or qualified hardware service when symptoms persist or include crashes and hardware warnings.
