How to Fix Stuttering and Low Frame Rates in a New PC Game

First work out whether the game is consistently running at a low frame rate, pausing briefly in bursts, or doing both. Those symptoms can have different causes, so there is no single setting that fixes every new game. Compare the same scene before and after changing one thing at a time; use when the problem happens, which games are affected, and how the PC behaves to narrow the cause.

Identify the symptom before changing settings

A low frame rate means the game is persistently delivering fewer frames than you want. Stuttering is a disruption in smoothness, often perceived as brief hitches or pauses. A game can have either problem or both: a low average frame rate does not, by itself, explain every hitch, and a short burst of stuttering does not necessarily mean the PC is too slow overall.

What you notice What it may point toward What to compare
Short hitches around effects, loading, or a repeatable location Shader processing or work associated with that scene Whether it happens in the same place, whether the game or graphics driver was recently updated, and whether it settles after processing
Stuttering that began after a graphics-driver update Shader processing after the update is one possibility; Intel specifically reports this behavior for some Arc driver updates Whether the hitches are brief and improve as processing completes, rather than remaining persistent
Low frame rate throughout the game A CPU or GPU performance limit, demanding game settings, or a mismatch with the game’s requirements The game’s official requirements, the scene, resolution, graphics settings, and component behavior
The problem appears in one game only A game-specific setting, scene, update, or compatibility issue may be involved That game’s requirements and publisher support notices, plus a comparable scene in another game
Several games are affected A shared system or graphics configuration is more plausible than a single game’s scene Recent Windows or driver changes and whether the same display conditions are used
The issue appears only in windowed or borderless play Display mode may be relevant; Windows 11 has a narrowly applicable windowed-game optimization Whether the title uses DirectX 10 or 11 and whether changing the mode changes the same scene

Before acting, note whether the problem is constant or intermittent, whether it is tied to a location or effect, and whether it began after a game or driver update. Those details make the later comparisons much more useful.

Questions that narrow the diagnosis

Ask yourself whether the first bad session occurred immediately after installing the game, after a patch, or after a graphics-driver update. Is the hitch visible only while entering a new area, during a particular visual effect, or whenever the camera turns? Does the frame rate remain low in a quiet location, or recover when the scene becomes less demanding? Does another game using the same display mode behave normally? These answers do not prove a cause, but they tell you which comparison is worth making next.

Set up a fair comparison

A change is only informative if the comparison is controlled. Pick a repeatable part of the game—such as the same route, room, or encounter—and compare it under the same conditions. If a scene varies substantially each time, avoid treating one unusually smooth or rough pass as a result.

  1. Record the current conditions. Note the game and version if available, Windows version, graphics driver version, display mode, resolution, and the settings you plan to test.
  2. Describe the symptom. Write down whether the frame rate stays low, hitches occur in bursts, or both happen; include the location, action, or effect that seems to trigger them.
  3. Check for recent changes. Look for a game update, graphics-driver update, or system update close to when the problem began. Timing is a clue, not a diagnosis.
  4. Repeat the same scene. Keep the resolution, display mode, and other settings unchanged for the baseline. If the game has a frame-rate display or performance overlay, you can use it to observe changes, but do not rely on an average alone to explain a hitch.
  5. Change one setting or condition. Re-run the same scene, then note what changed. If you change several settings at once, you will not know which one mattered.

Do not assume a setting change has fixed the issue based on a different scene or a single pass. The goal is to find a repeatable relationship: for example, a hitch that follows a particular scene, or a persistent low frame rate that changes when a demanding graphics setting is reduced.

Keep a simple before-and-after note. Record the original resolution, mode, and tested option, then write whether the same trigger appeared, disappeared, or merely moved. Returning to the baseline between tests prevents a chain of changes from hiding the real effect. If the game has an in-game benchmark, use it consistently; otherwise, a repeatable route is more useful than an arbitrary average from a long session.

Check whether shader processing explains the hitches

Games use shaders to produce visual effects. Microsoft Learn explains that compiling shaders on a player’s device at launch or just in time during gameplay can lengthen loading and cause shader-compilation stutter. This is a real possible cause of brief hitches, especially when the timing fits, but it is not a universal explanation for stuttering.

Shader work can be associated with a first launch, a newly installed game, a new area, or a graphics-driver change. A repeatable hitch when a particular effect or location first appears is therefore worth observing. It is still only a hypothesis until the timing and later behavior support it.

If the hitches started after an update

Intel says brief stuttering can occur after an Intel Arc graphics-driver update while shaders are processed in the background. If your symptoms began immediately after such an update and are intermittent, let the game or driver finish processing, then compare the same scene again. Intel’s guidance is specific to Arc; it should not be treated as proof that every game or graphics card is doing the same thing.

Intel’s support wording is that, “Once shader processing is complete, performance should stabilize and return to normal without further action.” Treat that as a conditional expectation, not a promise. If processing finishes and the same hitches remain, or if frame rates are low everywhere, continue with the other checks.

If the hitches remain persistent, affect many unrelated situations, or come with consistently low frame rates, keep investigating rather than assuming that waiting will solve them. A recent update makes shader processing plausible; it does not rule out another cause.

Check for title-specific shader support

Microsoft’s Advanced Shader Delivery is intended to reduce shader compilation on the player’s device. It is not a setting that can be assumed to work in every game: Microsoft documents requirements involving supported Windows versions, graphics hardware and drivers, and storefront integration. Whether it is available depends on the title and setup. If a game’s publisher or platform identifies support, follow that game’s instructions; do not assume that installing a feature or changing a cache will help an unsupported setup.

Clearing shader caches is not a default troubleshooting step here. The available guidance does not establish a universal recommendation to do that, and it would not confirm whether shader compilation is the cause. If you do follow a publisher’s specific cache instruction, record it as a separate change and retest the same scene.

Check requirements and DirectX compatibility

Compare your PC with the game publisher’s official system requirements and support notices. Requirements are a starting point for compatibility, not a guarantee that every scene will run smoothly. Check the details that apply to your system and the game rather than inferring that a new game automatically needs a new component.

Pay attention to the game’s required operating-system version, graphics hardware, and any stated DirectX level. A machine can meet a minimum requirement and still need lower settings for a demanding scene. Conversely, a DirectX message may indicate a compatibility problem rather than a general performance limit, so separate the two symptoms.

If the game reports a DirectX compatibility issue, check the installed DirectX version with the Windows diagnostic tool:

  1. Open Start and type dxdiag.
  2. Run the DirectX Diagnostic Tool. If Windows asks whether to check for digitally signed drivers, follow the prompt to open the tool.
  3. On the System tab, look for the DirectX version.
  4. Compare the result with the game’s requirements and support instructions.

Microsoft says Windows 10 and Windows 11 receive the latest DirectX version through Windows Update. Use Windows Update for supported system updates and follow the game publisher’s compatibility guidance. A manual DirectX reinstall is not a general fix for low frame rates or stuttering.

Work out whether the game is limited by the CPU or GPU

A game can be limited by CPU behavior or GPU behavior. Microsoft’s performance guidance describes both cases: high resolution or shader demand can contribute to a GPU limit, while work handled by the CPU can constrain performance in a CPU-limited case. Average FPS alone cannot identify which component is responsible, and there is no universal utilization percentage that diagnoses every game.

When graphics load may be the issue

If low frame rates are most apparent at a high resolution or with demanding visual effects, test one graphics setting at a time. Choose a setting that changes visual workload, make a single adjustment, and replay the same scene. If frame rate improves consistently, that is evidence that the tested graphics workload matters; it does not establish that a new graphics card is the only or best remedy.

Resolution itself is a useful controlled test, but change it only when you intend to test resolution. Keep other options unchanged and note whether the improvement occurs throughout the scene or only during effects. A setting that improves one location but not another may be interacting with scene-specific work rather than fixing the whole game.

Keep the display mode and resolution fixed while testing a graphics option, unless one of those is the specific condition you are testing. Otherwise, several changes can obscure what made the difference.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

When CPU-side game work may be the issue

Some games or scenes place more demand on CPU-handled work. A scene-specific slowdown or a low frame rate that does not respond to a graphics-setting change can justify looking beyond GPU settings, but neither observation proves a CPU bottleneck. Interpret component readings cautiously and compare them in the same scene; Microsoft’s developer-facing analysis does not give consumers a one-size-fits-all utilization threshold.

Do not buy a CPU or GPU on the basis of the game’s average FPS alone. Identify a repeatable limit first, then check component compatibility and the game’s requirements before considering an upgrade. If no repeatable limit emerges, a replacement may simply move the problem or leave the hitches unchanged.

Test display mode only when it fits the problem

Display mode is worth testing when the problem changes between fullscreen and windowed play, or when the game uses a mode covered by a Windows setting. Change only the mode, replay the same scene, and record whether the hitching or frame rate changes.

Windows 11 includes an option called windowed-game optimization, but Microsoft describes its scope narrowly: it applies to DirectX 10 and DirectX 11 games running in windowed or borderless windowed mode. It is not a universal fix for all games or for fullscreen play. Consider it only if your Windows version, game’s DirectX version, and display mode all fit those conditions; then compare the same scene with the option changed.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

If the game uses another DirectX version, or if the symptom occurs in exclusive fullscreen, this particular Windows option does not match the documented conditions. Do not enable it and assume that an unrelated change proves it worked. Restore the original mode if the comparison is inconclusive.

Use the scope of the problem to choose the next check

If only one game is affected

Check the game’s official requirements, update notes, and support instructions. Try to reproduce the issue in a consistent location, and note whether it is linked to a particular setting, display mode, or effect. A problem that remains confined to one title is not enough evidence to recommend a PC component replacement.

If several games are affected

Compare the affected games under similar display conditions and consider what changed across the system shortly before the problem began. If all of them became less smooth after the same driver update, that shared timing is useful evidence, but it still does not identify a cause on its own. Avoid changing multiple system and game settings together.

If the problem is tied to one scene or event

Repeat that section and note what is happening when the hitch occurs: entering an area, seeing an effect, or loading content are useful descriptions. A repeatable trigger helps distinguish an intermittent event from a frame rate that is low everywhere. It can also give the publisher a more actionable report than saying only that the game feels slow.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

If the symptom changes with display mode

Use the same resolution and scene while switching only between the modes you are comparing. Record whether the problem disappears, becomes less frequent, or simply changes its timing. Then check whether the Windows 11 optimization setting actually applies to that game’s DirectX version and windowed or borderless state.

When to contact the game publisher

Contact the publisher’s support channel if the problem persists after controlled checks, if the game crashes, or if its own instructions identify a compatibility issue. Include enough information for support to understand the conditions rather than just the impression of poor performance:

  • Game name and version, if shown.
  • Windows version.
  • CPU and GPU models.
  • Graphics-driver version.
  • Resolution and display mode.
  • Whether performance is consistently low, intermittently hitching, or both.
  • The scene or action that reproduces the issue, and whether it began after a game or driver update.
  • The single setting or condition you changed and what happened in the same comparison scene.

These details are practical reporting advice; publishers may use different support processes. Keep a record of the original conditions so you can return to them if a change makes the game worse. Mention whether the issue affects one title or several and whether shader processing appeared to complete, since that helps support distinguish a title-specific event from a broader system change.

Common troubleshooting mistakes

  • Changing everything at once: Lowering resolution, switching modes, updating drivers, and editing several quality options together removes the evidence needed to identify the useful change.
  • Using average FPS as the only measurement: A reasonable average can hide short but disruptive hitches, while a low average does not show whether the CPU or GPU is responsible.
  • Assuming a recent update proves the cause: Timing makes shader processing or another update-related issue plausible, but persistent symptoms still require comparison.
  • Applying a narrow Windows option universally: Windowed-game optimization has documented DirectX 10/11 and windowed or borderless conditions.
  • Buying hardware too early: Without the PC specifications and a measured, repeatable limit, a CPU or GPU purchase is speculation.

Decide what the evidence says—and what it does not

A useful troubleshooting result is a repeatable observation, not merely a list of tweaks. If a specific setting or display mode changes performance in the same scene, keep testing that relationship. If hitches occur briefly after shader-related processing and then settle, that timing supports shader compilation as a possibility. If the symptom remains unexplained, the remaining uncertainty is real: without the game, PC configuration, and measured behavior, no one can identify the cause or justify a hardware replacement from the symptom alone.

Frequently Asked Questions

How can I tell stuttering from a low frame rate?

A low frame rate stays reduced across much of the game. Stuttering appears as brief hitches or pauses, often around a repeatable location, effect, or loading event. A game can show both, so compare a repeatable scene rather than relying only on the average FPS.

Should I wait after a graphics-driver update?

If brief hitches began after an Intel Arc driver update, Intel says shaders may be processed in the background. Allow that processing to complete and retest the same scene. If performance remains persistently poor, waiting is not a complete diagnosis.

Should I clear the shader cache?

Not as a default step. A publisher may give title-specific instructions, but there is no universal recommendation established here, and clearing a cache would not prove that shader compilation caused the stutter.

Can reinstalling DirectX fix low FPS?

Usually do not treat it as a general FPS fix. On Windows 10 and 11, Microsoft says Windows Update provides the latest DirectX. Use dxdiag when the game reports a compatibility issue, then follow the game’s requirements and support guidance.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Does Windows 11 windowed-game optimization fix every game?

No. Microsoft documents it for DirectX 10 and 11 games running in windowed or borderless windowed mode. It does not universally apply to fullscreen play or games using other DirectX versions.

How do I know whether the CPU or GPU is the bottleneck?

Test one graphics workload at a time in the same scene and interpret component readings cautiously. High resolution or shader demand can indicate GPU-side work, while CPU-handled game work can limit other scenes. Average FPS or one utilization percentage is not a universal diagnosis.

When should I contact the publisher?

Contact support when controlled checks do not resolve the issue, the game crashes, or the title reports a compatibility problem. Provide the game and Windows versions, CPU and GPU, driver, resolution, display mode, exact trigger, recent updates, and the result of each single-setting comparison.

The Bottom Line

Separate persistent low FPS from intermittent hitches, then compare the same scene while changing one condition at a time. Check shader-processing timing, official requirements, DirectX compatibility, CPU-versus-GPU behavior, and the limited Windows 11 windowed-game setting only when its conditions fit. If no repeatable cause emerges, document the setup and contact the publisher instead of buying hardware on symptoms alone.
