Fix stuttering systematically rather than by lowering every setting. First measure what happens during a hitch, then rule out background load, drivers, files, memory pressure, storage delays, heat and display synchronization before buying hardware. Minimum requirements only indicate that a game may run; they do not promise a high frame rate.
Start by identifying the exact problem
“Low FPS” and “stuttering” are related but not identical. A consistently low frame rate means frames are being rendered slowly. Stuttering is an uneven frame-time pattern: the FPS counter may look acceptable while one or more frames take much longer than the others. An action RPG can also hitch while streaming a new area, compiling shaders, loading textures or briefly swapping data to disk.

Record the symptom before changing settings
- Write down the average FPS and the refresh rate you are targeting.
- Note whether the hitch happens during camera movement, combat, entering a new area, opening menus or only after playing for several minutes.
- Record whether the problem is a constant low frame rate, short repeated pauses, or occasional long freezes.
- Check whether audio crackles, the network connection drops or input feels delayed at the same moment. Those signs can point beyond the renderer.
- Test the same location twice after restarting the game. A repeatable hitch is easier to diagnose than a one-time asset load.
| What you observe | What to measure next | Likely direction |
|---|---|---|
| FPS is low all the time and GPU usage is near 100% | GPU load, resolution and graphics settings | The graphics card or selected visual settings are the limit. |
| FPS is low while one CPU thread is busy but GPU usage is modest | Per-core CPU activity, background processes and frame-time graph | A CPU or software scheduling bottleneck is more likely. |
| Brief hitches coincide with available memory falling and disk activity rising | Memory available, committed memory and disk response time | Swapping or asset streaming is delaying frames. |
| Performance degrades after the system warms up | CPU/GPU temperatures, clock speeds and fan behavior | Thermal throttling or inadequate ventilation may be involved. |
| Frame rate is adequate but motion looks uneven or torn | Refresh rate, VSync and frame pacing | A presentation-synchronization problem may be separate from render speed. |
Check the game’s requirements against your real target
Open the game’s Steam Store page and compare your processor, graphics card, system memory and operating system with both the minimum and recommended specifications. Steam Support cautions that “Simply meeting the system requirements does not mean you’ll have high FPS or strong in-game performance.” Minimum specifications generally describe a basic playable configuration, not a guarantee for a high resolution, high preset or high-refresh display.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsAlso account for updates. Steam notes that newer game updates can add graphical features or raise the workload for older hardware. A computer that ran an earlier build acceptably can therefore need lower settings after a major update.

Match the requirement to your target
- Specify the resolution you actually use, such as 1920×1080, 2560×1440 or 3840×2160.
- Set a realistic frame-rate target for the display. A 60 Hz monitor does not require 144 rendered frames per second, while a 144 Hz display makes inconsistent frame pacing more noticeable.
- Check video-memory requirements where the game lists them. High-resolution textures can exceed available VRAM even when the average GPU workload appears manageable.
- If the game lists integrated graphics as unsupported or limited, treat a laptop’s integrated adapter as a special case rather than comparing it directly with a discrete card.
Measure the bottleneck while the hitch is happening
Use Steam’s performance monitor, if it is available in your client and game, or another trusted overlay. Display at least FPS and frame time; add GPU utilization, CPU activity, memory use, VRAM use and disk activity when the tool supports them. Steam says its monitor can show FPS, frame-generation output and resource behavior. The useful evidence is the correlation at the instant of the hitch, not a reading taken later in a quiet menu.
How to read the overlay
- GPU at or near full utilization: Lower the render resolution or the most expensive visual options. If the game remains below your target at sensible settings, the graphics card may be underspecified.
- GPU utilization drops during a hitch while a CPU core spikes: Investigate CPU-limited scenes, background applications, game simulation and frame pacing. Overall CPU percentage can look moderate when only one thread is saturated.
- Frame-time spikes with available memory near the floor and disk activity surging: Close applications and investigate swapping before purchasing hardware.
- Clock speeds fall as temperatures rise: Check airflow, dust, fan operation and power settings. A lower clock can reduce FPS without any change to the game’s settings.
- Stable frame time but visible tearing or uneven cadence: Examine VSync and display refresh configuration rather than treating it as a rendering-power problem.
Change one variable at a time and repeat the same route in the game. If you alter resolution, drivers and several quality options together, you cannot tell which change helped.
Apply the reversible software fixes first
Close unnecessary programs and startup tasks
Quit browsers with many tabs, recording tools, launchers, file-indexing jobs and other applications you do not need while playing. Steam recommends stopping unneeded processes because they consume processor time and memory. On Windows, press Ctrl+Shift+Esc to open Task Manager, sort the Processes tab by CPU and Memory, and close only applications you recognize and do not need. Do not terminate system processes at random.
Quick wins for a faster PC:
Scan for outdated or missing drivers - takes under a minuteDriver Scan →Clear out junk files and repair common Windows errorsFree Scan →Disable nonessential startup items in Task Manager’s Startup apps tab, then restart Windows. A clean reboot is particularly useful when the stutter began after a driver, operating-system or game update.
Update the drivers that affect frame delivery
Install current graphics, chipset/CPU-platform and audio drivers from the hardware manufacturer or your computer maker. Audio and chipset drivers matter because a badly behaved driver can interrupt the CPU even when the graphics settings are unchanged. Restart after installation and retest the same scene.

If the problem started immediately after an update, compare behavior after a clean reboot and use the game publisher’s support instructions to verify whether a known compatibility issue or rollback is appropriate. Avoid installing several unrelated driver packages at once; that makes the cause harder to isolate.
Verify the game installation
When the publisher supports file verification through Steam, run that check from the game’s Library properties and follow the publisher’s instructions. Corrupted or incomplete assets can cause repeated loading pauses. Verification does not fix a hardware bottleneck, so continue measuring after it completes.

Reduce resolution first when the GPU is saturated, then test the settings that perform the most work. Exact labels differ by game, but the categories below are broadly comparable. Keep a written note of each change and test one at a time.
| Setting or change | When to test it | Trade-off |
|---|---|---|
| Render resolution or resolution scale | GPU usage is high or the game is below target everywhere | Largest visual change; usually the clearest GPU-load test. |
| Ray tracing | Available and enabled on a card that is struggling | Large lighting and reflection cost; disabling can substantially reduce GPU work. |
| Shadows | GPU load is high in outdoor or crowded scenes | Lower shadow distance and quality can improve frame time with moderate visual impact. |
| Volumetrics, fog and clouds | Hitches or low FPS occur in weather, smoke or mist | Lower settings reduce atmospheric effects and fill-rate demand. |
| Reflections and screen-space effects | GPU spikes occur near water, polished floors or combat effects | Reflections become less detailed or disappear. |
| Texture quality | VRAM is nearly full, textures pop in or stutter follows area loading | Lower detail and less VRAM pressure; it may not help if the GPU is compute-limited. |
| Shader detail or shader quality | Using integrated graphics or seeing shader-related hitches | Lower material and effect detail; Steam identifies this as relevant for integrated adapters. |
| Windowed mode | Integrated graphics or a display-mode compatibility problem is suspected | May improve compatibility but can change latency and presentation behavior. |
Restart the game when a setting change requires it. A frame-rate limit just below the display’s refresh rate can make pacing steadier, but it cannot create performance that the hardware does not have.
Investigate memory pressure and disk swapping
A game can average an acceptable FPS and still hitch when Windows runs short of readily available memory. Steam Support explains: “If your system runs low on memory then your game or Steam might start being swapped to disk which can cause repeated frame rate hitches.”

Use available memory as a diagnostic signal
With the game running, open Task Manager with Ctrl+Shift+Esc and watch the Memory section while reproducing the hitch. Steam’s current troubleshooting guidance treats at least 1,000 MB available memory as a useful floor, 2,000 MB or more as safer, and notes that Windows may begin writing data to disk below about 800 MB. These are rules of thumb, not FPS guarantees.

Close browsers, virtual machines, editors and other large applications before buying RAM. If the game still drives available memory down and disk activity rises during each hitch, a compatible RAM upgrade becomes a reasonable next step. Steam also notes that systems with 16 GB or more can cache many files, making level loads and relaunches faster and more fluid; that observation does not mean every game requires 16 GB or that adding memory fixes a GPU limit.
Check storage response
Observe the disk active time and response behavior while entering a new area. Long response times, a nearly full drive, background downloads or a drive beginning to fail can delay asset streaming. Leave free space for the operating system and game, pause other downloads, and test again. Moving a game to faster storage can help loading-related pauses, but it will not raise FPS when the GPU is continuously saturated.
Rule out heat and ventilation problems
Monitor CPU and GPU temperature and clock speed from the same overlay or a trusted hardware monitor. If temperature rises and clock speed falls at the moment FPS drops, inspect the computer rather than only changing graphics quality.
- Ensure the case or laptop vents are not blocked by a wall, fabric or dust.
- Confirm that fans spin and that filters and heatsinks are clean according to the manufacturer’s maintenance guidance.
- On a laptop, test on AC power with the intended performance mode enabled; battery-saving modes can reduce clocks.
- Do not assume a temperature is unsafe without checking the processor or graphics-card manufacturer’s specification. The diagnostic sign is a sustained clock reduction linked to heat.
Inadequate ventilation can produce slow frames even when the initial minutes of a session look normal. Retest after the system has reached its usual operating temperature.

Separate frame-rate problems from VSync and refresh-rate problems
VSync controls when completed frames are presented relative to the display refresh. Disabling it can expose tearing; enabling it can change latency and may produce uneven steps when the renderer cannot maintain the display’s cadence. Neither setting increases the underlying rendering capability.
Check Windows and in-game refresh settings
- In Windows, open Settings > System > Display > Advanced display and confirm that the intended monitor and refresh rate are selected.
- In the game’s display or graphics menu, select the intended resolution and refresh rate where those controls are offered.
- Test VSync on and off while watching the frame-time graph. Keep the option that produces the steadier presentation for your target; do not judge only by the FPS headline.
- If the display is set to a lower refresh rate than expected, correct that first. A mismatched setup can make camera motion look uneven even when the render rate is adequate.
Once synchronization is configured, return to the bottleneck measurements. A monitor cannot fix a GPU, CPU, memory or storage limit.
Decide whether an upgrade is justified
Upgrade only after the overlay identifies the limiting resource and reversible fixes have been tested. Steam Support describes poor or reduced FPS as difficult to diagnose without examining the individual machine; a part recommendation without your current hardware, power supply and the game’s requirements would be guesswork.
| Evidence | Potential upgrade | Compatibility checks |
|---|---|---|
| GPU stays saturated at the chosen resolution; lowering resolution produces a clear improvement | Graphics card | Power-supply capacity and connectors, case clearance, motherboard slot, cooling, display outputs and the game’s required feature level. |
| Available memory repeatedly falls near the floor; disk activity rises during hitches | RAM | Motherboard-supported memory type, capacity, speed, number of slots and operating-system limits. Match modules rather than mixing incompatible kits. |
| Area-entry hitches coincide with long storage response times | Storage drive | Interface, physical format, available slot, free capacity and a safe migration or reinstall plan. |
| Clocks drop as temperatures rise | Cooling or ventilation improvement | Cooler fit, fan headers, case airflow, laptop serviceability and manufacturer limits. |
| CPU thread is limiting while GPU usage is low | CPU/platform change, if supported | Motherboard socket and firmware support, cooling, power delivery and whether the game is actually CPU-bound at the target settings. |
A graphics-card upgrade can immediately affect gameplay when the current card is below the game’s requirements or newer graphical demands exceed it. A RAM upgrade is conditional: it addresses memory pressure and swapping, not a permanently saturated GPU. Desktop upgrades also require checking the motherboard, power supply, case clearance and available storage before purchase.

A practical decision sequence
- Reproduce and record: capture the location, trigger, FPS, frame-time spike and any audio or network symptom.
- Confirm the baseline: compare the Steam Store requirements with your hardware, resolution, preset and refresh-rate target.
- Observe resources: use Steam’s monitor or a trusted overlay to correlate the hitch with GPU, CPU, memory, disk and temperature behavior.
- Remove software interference: close unnecessary applications, disable unneeded startup items, reboot and update graphics, chipset/CPU-platform and audio drivers.
- Check installation health: verify game files when the publisher provides that option.
- Test graphics changes: lower resolution, then ray tracing, shadows, volumetrics, reflections and textures as the measurements indicate. Integrated-graphics systems should also test shader detail and windowed mode.
- Test memory and storage: watch available memory and disk response during the hitch; close applications, pause downloads and ensure the drive is not overloaded.
- Check thermals: look for rising temperature paired with falling clocks and correct airflow or power-mode issues.
- Configure presentation: verify Windows refresh rate, in-game display mode and VSync after render performance is stable.
- Upgrade only on evidence: choose a compatible GPU, RAM, storage or cooling solution that addresses the measured limit.
Common mistakes that waste time
- Assuming minimum requirements promise 60 FPS: they do not specify every resolution, preset or post-update workload.
- Changing ten settings at once: make one controlled change so its effect is measurable.
- Watching average FPS only: a frame-time graph reveals spikes that an average hides.
- Buying RAM for a GPU bottleneck: memory capacity cannot compensate for a graphics card that is already fully occupied.
- Blaming VSync for low render speed: synchronization changes presentation and tearing; it does not supply missing GPU or CPU performance.
- Ignoring heat because the first minutes are smooth: throttling often appears only after the system warms up.
- Installing unofficial “performance” utilities: they can add overlays, background load or unstable settings. Prefer the game, operating system and hardware manufacturer’s controls.
The reliable fix is the one that matches the measured bottleneck: reduce GPU work when the GPU is full, remove memory and disk pressure when swapping is visible, correct thermal limits when clocks fall, and configure synchronization when rendering is already fast enough but presentation is uneven.
