If a Street Fighter 6 DLC fighter is missing or still shows as locked, do not buy the pass again yet. First verify that the signed-in PlayStation or Steam account owns a pass containing that character, confirm the base game is installed, and then check whether the platform actually downloaded the add-on. On PlayStation, also check disc/account region compatibility and restore licenses. On Steam, inspect the game’s DLC panel. What “missing DLC character” can mean
A locked portrait does not identify the fault by itself. A character can be absent because the purchase belongs to another account, the pass does not include that fighter, the add-on was never downloaded, the character has not reached its announced release window, or the game has not refreshed its license. Separate the problem into two questions: does the platform recognize the entitlement, and has the game made the entitlement available? A store receipt answers only the first question, and even then only for the account that made the purchase. The add-on management screen answers whether the downloadable files are present. The game itself still controls release timing and where content is displayed.
1. Verify exactly what you bought
Use the purchasing account
Open the transaction history or library for the account that paid for or redeemed the DLC. Do not rely on a different profile seeing the base game in its library. Record the product’s full name, purchase date and platform. This is the entitlement record support will use if the character remains unavailable.

On a shared console, sign in to each likely purchaser only long enough to identify the receipt. On a PC, check that the Steam account currently running Street Fighter 6 is the account that owns the add-on. A purchase shown in a store while another account is active does not prove that the active game session can use it. If a family member redeemed a code, that redemption account—not necessarily the person who is playing—should be the first one tested.
Match the pass to the missing fighter
Read the pass description rather than assuming that every character is included in every pass. Capcom’s Character Pass format contains four additional characters, Outfit 1 Colors 3–10 and Drive Tickets. Ultimate Passes include that Character Pass content plus Outfit 2 and Outfit 3 costumes and additional Drive Tickets. Year 1 and Year 2 passes also include stages. The missing fighter must belong to the specific year or pass you purchased.
Pass names can look similar in a store, especially when a Character Pass and Ultimate Pass for the same year are listed together. Note the exact year and edition in the receipt. Cosmetic bonuses do not substitute for a character entitlement, and owning one year’s pass does not establish ownership of another year’s roster.

Capcom states that a separate copy of the Street Fighter 6 base game is required. Owning a pass without the base game does not create a playable character by itself.
Check whether the fighter has released
Character passes unlock fighters according to Capcom’s release sequence, not necessarily all at the moment of purchase. Capcom’s 2026 Year 4 listing gives these windows:

The windows are not exact launch dates and can change. Capcom’s August 3, 2026 store information says the Year 4 character unlock sequence begins with characters released sequentially. If the relevant window has not arrived, installation troubleshooting cannot unlock that fighter early. Check the current official Capcom listing for the latest schedule before treating an unreleased character as a platform failure. A pass may correctly show as owned while only the characters released so far are available.
2. Check the base game and account linkage
Confirm the base game is installed
Install and launch the platform version of Street Fighter 6 associated with the purchase. A pass is an entitlement for the game; it is not a standalone game license. If a disc and a digital copy are both present, launch the edition that matches the account and region used for the DLC.

Make sure the game has finished its own update as well as the add-on download. Do not use a paused or queued download as evidence that installation is complete. After the platform reports completion, close the game fully and start it again so it can read the refreshed entitlement.
Do not confuse CAPCOM ID with DLC ownership
CAPCOM ID linking is documented for online-related account features. The cited account guidance does not say that linking a CAPCOM ID grants paid character DLC, transfers a purchase between platform accounts or repairs a missing license. Link accounts only when the game or an online feature requires it; do not treat linking as a substitute for checking the platform receipt and add-on installation.
If the CAPCOM ID is linked to a different platform profile, changing that link is not a documented way to move a paid character pass. Establish which platform account owns the transaction first, then ask support about any account-specific issue.
3. Fix missing characters on PlayStation
Find the add-on in the game library
- Sign in to the PlayStation account that purchased or redeemed the pass.
- Open Game Library and select Your collection.
- Choose the main Street Fighter 6 game.
- Open Add-Ons and locate the pass or character add-on.
- Check whether it is downloaded. If it is listed as available but not installed, select the download option and wait for it to finish before launching the game.
A store receipt proves that an entitlement was purchased; it does not prove that the console downloaded the add-on. The Add-Ons view is the relevant installation check. If several entries are listed, compare each one with the exact name on the receipt instead of selecting a similarly named costume or currency item.

After the add-on finishes downloading, close Street Fighter 6 completely and restart the console. Reopen the game on the purchasing profile and check the location where the character or related content is expected. PlayStation’s support guidance notes that some add-ons become available only at a particular in-game location or after a checkpoint. Therefore, an absent portrait in one menu is not conclusive evidence that the purchase failed.
Test the character in the mode where you expect it, then return to the main menu and check again. This simple restart-and-recheck sequence distinguishes a stale game session from a missing platform entitlement without deleting saved data.
Restore PlayStation licenses
If the add-on is installed but the character remains missing, use the console’s Restore Licenses function from the account settings. PlayStation lists license restoration as a useful step when a game or add-on cannot be located. Restart the game after the license refresh and check the add-on entry again. License restoration does not create a purchase; it refreshes the console’s recognition of entitlements already attached to the account.

Run this step while signed in to the purchasing account. Restoring licenses on a profile that never bought the pass cannot attach someone else’s purchase to it.

Check disc and account regions
For a disc-based copy, compare the disc’s licensed region with the country or region configured for the PlayStation account that bought the DLC. PlayStation warns that a region mismatch can make add-ons incompatible with the disc version. In that situation, the store can show a valid purchase while the installed game cannot use it. Record the disc edition and account region before contacting support; do not assume that changing the console’s display language changes the licensed region.
This check matters even when the pass appears in the account’s purchase history. Compatibility is determined by the licensed game edition and account region, not simply by the language shown in menus. If the regions do not match, ask PlayStation about compatibility rather than repeatedly downloading the same add-on.
4. Fix missing characters on Steam
Inspect the game’s DLC list
- Open the Steam client and go to your library.
- Open the Street Fighter 6 page and choose Properties.
- Select the DLC section.
- Check that the purchased pass or character add-on appears as owned and is marked for installation.
- You can also use the DLC section on the library page to review owned content and its installation state.
If the pass is absent from both Steam DLC views, verify that you are using the purchasing Steam account and that the transaction completed. If it appears as owned but is not installed, allow Steam to finish the add-on download, then close and relaunch the game. Keep the client online long enough for ownership and installation status to update.
Separate a Steam entitlement problem from an in-game problem
Steam’s DLC panel answers whether the platform recognizes and has installed the add-on. It does not establish that the character has reached its scheduled release window or that the game menu is the correct location for the content. Check the pass contents and release status separately before changing files or buying anything else.

Capture the DLC panel while the correct Steam account is active. That screenshot, together with the locked-character screen, shows support both sides of the problem: Steam recognizes the entitlement, but the game is not exposing it.

Use the rows in order. Ownership comes before installation because a platform cannot install content that belongs to another account. Installation comes before in-game testing because a receipt alone does not put files on the device. Release timing and region checks then explain cases where both the receipt and download look correct.

6. Gather proof for support
What to capture
- A screenshot of the transaction history showing the pass name and purchasing account.
- A screenshot of the platform’s Add-Ons or Steam DLC panel showing the installed state.
- The game’s character-select screen or other location where the fighter remains locked.
- The platform, edition and, for a PlayStation disc, the disc region and account country/region.
- A short video showing the steps that lead to the missing character, if the issue is reproducible.
PlayStation specifically asks for purchase details and evidence when escalating a missing add-on issue. Provide the same concise evidence to Capcom support if the platform confirms the entitlement but the game does not apply it. Do not send passwords, full payment-card numbers or unrelated personal information.
Describe the issue precisely
State the platform, whether the copy is digital or disc-based, the account that purchased the DLC, the exact pass name, the character, the release window, and whether the add-on is marked installed. This lets support distinguish an entitlement mismatch from a download, license or in-game availability problem.
Include the date you checked the pass and the result of restarting or restoring licenses. A concise timeline—purchase, download, restart, license refresh, then the locked screen—helps support avoid repeating checks you have already completed.

The current procedural guidance establishes concrete checks for PlayStation and Steam. It does not establish Street Fighter 6-specific Xbox or Epic Games menu paths. Do not apply a PlayStation or Steam sequence to those platforms as though the labels were identical. On Xbox or Epic Games, use the platform’s current official purchase, add-on and account-support screens, then contact the platform or Capcom with the same ownership and installation evidence.
The diagnostic logic still applies: identify the purchaser, verify the pass contents and release status, inspect the platform’s installation state, and document the locked character. Only the button names and menu locations may differ.
9. When purchasing a pass is actually appropriate
Purchase a character pass only after the checks show that the active account does not own a pass containing the released fighter.
