Steam can appear much slower than your internet plan simply because the two rates use different units: plans are usually advertised in megabits per second (Mbps), while Steam may show megabytes per second (MB/s). Convert Steam’s rate to bits before comparing, then check Steam’s download limit and region, your connection, and whether the computer is busy installing or patching. These checks can identify a likely bottleneck, but no single setting guarantees your plan’s advertised speed.
First, compare Steam’s rate with your plan correctly
Internet plans are commonly stated in bits per second; Steam may display bytes per second. One byte equals eight bits, so multiply a byte-per-second figure by eight before comparing it with a bit-per-second figure. For example, Steam Support gives the conversion 768 KB/s = 6144 Kb/s, or 6 megabits per second. That is a unit-conversion example, not a real-world benchmark or a promised download speed. See Steam Support’s slow-download guidance.

Check the unit label shown in Steam’s Downloads view and the unit selected for the client’s download limit. Do not compare MB/s directly with Mbps: a rate of 10 MB/s is equivalent to 80 Mbps before accounting for overhead or other real-world conditions.

Check Steam’s download limit and region
Remove an unintended speed limit
- In the Steam client, open Steam > Settings > Downloads.
- Inspect Limit Download Speed. Remove an accidental restrictive limit or set the limit you actually intend to use.
- Check whether the client is expressing the limit in bytes or bits so you interpret the configured value correctly. Steam documents the setting in Setting Client Rates (Limit Download Speed) in Steam and its download and update management guidance.
Test your local or a nearby region
Steam automatically selects a content region, but a regional server can be slow, overloaded, or experiencing hardware trouble. In Steam > Settings > Downloads, check Download Region and choose your location or the nearest region. If downloads remain slow, test a few nearby regions one at a time and compare results under similar conditions. A distant region is not inherently faster, and there is no universally best region. Steam describes regional server issues in its slow-download guidance and download and update management guidance.

Compare Steam with your connection
Run a reputable internet speed test on the same device and network connection, preferably when other household traffic is quiet. A speed test is a comparison, not proof that Steam’s servers will deliver at the same rate. Also, a speed shown in your system tray or network-connection properties may describe the link to your local network (LAN), not your internet connection; Steam Support calls out this distinction in its connection guidance.
- If you use Wi-Fi, test near the router.
- If practical, compare with a direct Ethernet connection. This can help establish whether Wi-Fi or powerline interference is involved; it does not guarantee faster internet service. Steam Deck may require a USB-C-to-Ethernet adapter for a wired test.
- Keep the game or update, device, time window, and other network use as similar as possible when comparing a speed test, wired versus wireless, or different download regions.
Steam’s network and Wi-Fi troubleshooting guidance and network connectivity guidance recommend investigating the local connection when troubleshooting.

Check whether installation work is slowing the displayed rate
A Steam download can involve more than transferring data. Steam says installations tend to be CPU- and disk-intensive, and the download rate may be throttled to match the pace of installation work. During a download or update, watch Steam’s rate alongside disk and CPU activity. A pause or dip in network rate while disk activity continues can point to unpacking, patching, or storage writes rather than an internet bottleneck. Slow writes to an SD card can also lengthen installation.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errors- If the drive is busy while Steam’s network rate dips, allow the installation work to finish before judging the connection.
- If available, compare with a different Steam library drive to see whether storage is involved.
- Do not assume extra internet bandwidth will speed up an installation limited by CPU or storage.
These are troubleshooting indicators, not proof of one specific cause. Steam discusses installation load in its Steam Deck network and Wi-Fi troubleshooting guidance and download and update management guidance.

Refresh Steam, then investigate outside the client
Restart and clear the download cache
- Restart Steam and your computer, then check the same download again.
- To clear Steam’s download cache, open Steam > Settings > Downloads > Clear Cache. Steam says this flushes locally cached configuration data so the client can acquire it again. You may need to sign in again.
See Steam’s update and installation troubleshooting for its client troubleshooting steps.
Look for interference or time-dependent problems
If unit conversion, the limit, region, local connection, and installation activity do not explain the result, check whether security or packet-filtering software, background applications, router congestion, or DNS changes coincide with the slowdown. Do not leave a firewall or antivirus disabled; if you perform a controlled test, follow the software maker’s instructions and restore protection afterward.

If the connection performs differently at different times, compare results at another hour with other network use kept similar. Steam advises testing suspected ISP shaping at other times and discussing it with the ISP. A time-of-day pattern is evidence to investigate, not by itself proof of throttling.
