What the DevToolsActivePort error means
ChromeDriver needs to start Chrome and connect to it through Chrome’s DevTools interface. If Chrome exits early or the expected connection is not established, ChromeDriver may report that the DevToolsActivePort file does not exist. Treat the message as a startup symptom, not proof that a particular flag, port, or package is at fault.
The exact cause depends on the operating system, runtime or container, browser and driver builds, binary and profile paths, available display resources, and any organization policy. Gather those details before changing your setup.
Record versions and inspect startup evidence
Check Chrome, ChromeDriver, and Selenium
Record the installed Chrome version, the ChromeDriver version actually used by the failing run, and the Selenium version. Selenium’s Chrome documentation says Chrome and ChromeDriver major versions should match. If they do not, align them, then retry before introducing additional launch flags. Selenium 4.6 and later can use Selenium Manager to obtain drivers. If driver resolution or session creation still fails, enable Selenium’s logging and retain the output; do not assume the driver on your PATH is the one Selenium selected. See Selenium Manager documentation.
Find where Chrome exits
Use the startup logs to answer three concrete questions: did Chrome start and then exit, which Chrome executable did ChromeDriver select, and what did Chrome print immediately before exiting? Those clues are more useful than repeatedly adding flags to a generic recipe.

Match Chrome’s launch configuration to the environment
Use headless mode on machines without a display
For a server or CI runner without a graphical display, configure Chrome for headless operation using the supported ChromeOptions argument for the installed browser version. Chrome documents --headless for Selenium-WebDriver. Headless Chrome now uses the unified Chrome implementation; since Chrome 132.0.6793.0, the previous headless implementation is distributed separately as the chrome-headless-shell binary. Check which binary and version your setup targets rather than copying an older headless recipe. See Chrome Headless mode documentation.
Verify the executable and profile paths
ChromeDriver normally creates a temporary profile. If your code sets a custom user-data-dir, verify that the directory exists, is writable by the process, and is not shared by concurrent sessions. A profile lock or conflicting concurrent use can prevent a clean startup.

If Chrome is installed outside its standard location, explicitly configure the intended binary and confirm from the logs that ChromeDriver used it. ChromeOptions supports configuring both browser arguments and capabilities such as the binary and profile. See ChromeDriver capabilities documentation.
Add flags only to test a specific constraint
Flags such as --no-sandbox, --disable-dev-shm-usage, and a fixed --remote-debugging-port are not universal fixes. Add or remove one only when you have a specific environment constraint to test, then compare the startup logs. Avoid copying a large flag bundle: it makes the result harder to diagnose and may not fit your security or runtime requirements.

Test session startup before screenshot capture
Separate the browser-startup problem from the screenshot operation. First create a WebDriver session and confirm Chrome remains open; only then ask Selenium to save a screenshot.
- Start ChromeDriver with the recorded browser, driver, Selenium versions and intended ChromeOptions.
- Confirm that session creation succeeds and that the logs show the expected Chrome executable and profile.
- Navigate to a simple page and wait for it to load.
- Call Selenium’s screenshot method. If the session works but capture fails, investigate that separate operation rather than continuing to change Chrome startup settings.
