Safe Mode with Networking does not guarantee internet access. Windows loads a restricted set of drivers and services, including core networking components, but Wi‑Fi utilities, VPNs, enterprise authentication, and some adapter drivers may not load. Test Ethernet first, then check the adapter, WLAN AutoConfig, IP address, proxy settings, and driver before considering a network reset.
First, confirm what is failing
In Safe Mode, select the network icon on the taskbar. Note whether Wi‑Fi networks appear, whether the PC says “No Internet,” or whether the adapter is missing. Turn off Airplane mode and, if possible, connect directly to the router with Ethernet. Ethernet is the clearest test because it avoids wireless scanning, Wi‑Fi authentication, and vendor-specific wireless software.
Also test the same connection in normal Windows. If internet works normally but not in Safe Mode, the restricted Safe Mode environment is likely the explanation rather than a damaged TCP/IP stack.
Enter Safe Mode with Networking correctly
- Open Settings > System > Recovery.
- Next to Advanced startup, select Restart now.
- Choose Troubleshoot > Advanced options > Startup Settings > Restart.
- Press 5 or F5 for Safe Mode with Networking.
These options are documented by Microsoft in its Windows Recovery Environment guidance.

Restart WLAN AutoConfig for Wi‑Fi failures
WLAN AutoConfig scans for wireless networks and manages wireless connections. Restart it only when the wireless adapter is visible but networks are unavailable or the connection will not establish.
- Press Windows key + R, type
services.msc, and press Enter. - Find WLAN AutoConfig.
- Right-click it and select Restart.
- If it is stopped, open Properties, set Startup type to Automatic, and select Start if available.
Safe Mode may prevent related vendor services from starting. If WLAN AutoConfig cannot start, use Ethernet or continue the repair in normal Windows. See Microsoft’s wireless connectivity troubleshooting.
Check whether Windows detects the network adapter
- Press Windows key + X and select Device Manager.
- Expand Network adapters.
- Look for the Ethernet and wireless devices.
A warning icon indicates a driver or device problem; a disabled adapter can be enabled from its context menu. An unknown device may need a manufacturer driver. If an adapter disappears only in Safe Mode, that can be a Safe Mode driver limitation. If it is absent in normal Windows too, download the correct driver from the PC or adapter manufacturer on another computer and copy it to USB. Keep that driver before uninstalling an adapter, as Microsoft advises in its Wi‑Fi troubleshooting guide.

Read the IP configuration before changing DNS
Open Windows Terminal (Admin) or Command Prompt (Admin) and run:
ipconfig /all
For the active adapter, check for an IPv4 address, subnet mask, default gateway, DNS servers, and DHCP status. An address beginning with 169.254 is normally self-assigned because Windows did not receive a DHCP address from the router. That points to association, cable, adapter, router, DHCP, or driver trouble—not primarily a browser or DNS problem. Microsoft documents ipconfig at learn.microsoft.com.
Reset Winsock, TCP/IP, DHCP, and DNS
In an elevated Command Prompt, run these commands in this order:

netsh winsock reset
netsh int ip reset
ipconfig /release
ipconfig /renew
ipconfig /flushdns
netsh winsock resetrebuilds the Winsock catalog used by applications.netsh int ip resetresets TCP/IP configuration.ipconfig /releasegives up the current DHCP lease.ipconfig /renewrequests a new lease.ipconfig /flushdnsclears the DNS resolver cache.
Restart Windows afterward. These commands cannot repair a disconnected cable, missing or unsupported driver, failed router, or ISP outage. Microsoft lists this sequence in its Ethernet connection guidance.
Check proxy, VPN, and filtering software
Open Settings > Network & internet > Proxy. Review Automatically detect settings, Use setup script, and Use a proxy server. Disable a manual proxy only when it is not required by your organization; managed-device users should ask IT first. Microsoft documents this path in Use a proxy server in Windows.

Disconnect VPN software for a controlled test. Third-party firewalls, antivirus filters, parental controls, virtualization adapters, and VPN drivers may not load in Safe Mode, leaving Windows connected but unable to pass traffic. This is an inference from the restricted environment, not a universal diagnosis. Do not permanently disable security software on a managed computer.

Use Wi‑Fi-specific diagnostics
When the wireless adapter is visible, run:
netsh wlan show drivers
netsh wlan show interfaces
netsh wlan reportissues
The first command displays driver capabilities, the second shows interface and connection status, and the third creates a WLAN troubleshooting report. Details are available in Microsoft’s netsh wlan reference.
Captive portals at hotels, airports, schools, and cafés may also fail in Safe Mode because the normal browser, helper service, certificate component, or network filter is unavailable. WPA‑Enterprise and certificate-based networks can similarly require services that Safe Mode does not start.

Roll back after a recent update
- Open Device Manager > Network adapters.
- Right-click the affected adapter and choose Properties > Driver.
- Select Roll Back Driver if the option is available.
Reinstall a damaged driver
- Download the correct driver from the computer or adapter manufacturer using another device.
- Copy it to a USB drive.
- In Device Manager, right-click the adapter and select Uninstall device.
- Restart Windows.
- Install the manufacturer’s driver if Windows does not reinstall one automatically.
Do not use random driver-download sites. Microsoft explains driver recovery and automatic reinstall behavior in its driver guidance.

Use Network reset only as a last resort
- Open Settings > Network & internet > Advanced network settings.
- Select Network reset.
- Choose Reset now, then restart.
Network reset removes installed network adapters and their settings, reinstalls the adapters after restart, and restores default networking configuration. It may require VPN clients, Hyper‑V virtual switches, and other network tools to be reinstalled or configured again. Saved networks may receive a Public profile afterward. It cannot fix hardware failure, an unsupported driver, a bad router, or an ISP outage.
When a clean boot is better than Safe Mode
If normal Windows has working internet and you are investigating a startup conflict, use a clean boot so networking remains available while third-party startup components are isolated.
- Search for and open
msconfig. - On Services, select Hide all Microsoft services, then Disable all.
- Open the Startup tab and select Open Task Manager.
- Disable startup items and restart.
Microsoft’s clean-boot procedure warns that configuration changes can temporarily remove functionality, especially on managed systems.
Leave Safe Mode
A normal restart usually returns Windows to normal mode. If it keeps starting in Safe Mode:
- Press Windows key + R and enter
msconfig. - Open the Boot tab.
- Clear Safe boot.
- Select Apply > OK, then restart.

When to stop troubleshooting in Safe Mode
- The adapter is absent in every boot mode or shows hardware errors.
- Your router or Ethernet cable fails with multiple devices.
- The ISP connection is down.
- The network requires enterprise certificates, domain policy, or a vendor supplicant.
- Safe Mode is the only mode without internet and normal Windows works correctly.
In the last case, use Safe Mode to remove or diagnose the suspected driver or service, then continue with a clean boot rather than trying to force the full normal networking stack into Safe Mode.
