What’s actually slowing this PC down?

Most Chromebook Phone Hub failures are fixed without buying hardware: remove any old Bluetooth pairing, reconnect through Phone Hub, confirm both devices use the same Google Account, update Android and Google Play Services, and restart the Chromebook. If only app streaming fails, check its separate Android 13-and-later and same-Wi-Fi requirements.
Work through the checks below in order. The correct fix depends on whether setup is missing, the connection drops, or one Phone Hub feature is unavailable.

Identify what is actually failing
Phone Hub is a group of Chromebook-to-phone features rather than one single connection test. It can show phone status, provide quick commands, open recent Chrome tabs, mirror notifications, display recent photos, support messaging, and stream selected Android apps. A Chromebook may therefore be connected while one feature is disabled, unsupported, waiting for permission, or blocked by an administrator.

|---|---|---|
| No phone appears during setup | Check software versions, Google Account, Bluetooth, and old pairings | The Chromebook has not completed Phone Hub enrollment |
| Phone Hub shows disconnected | Refresh Bluetooth, remove stale pairing, then restart the Chromebook | A previous Bluetooth relationship or a temporary radio error is interfering |
| Connection works but notifications, photos, or messages do not | Open Phone Hub settings and check that individual features are enabled; review phone permissions | Phone Hub features have separate switches and access requirements |
| Only app streaming fails | Check Android version, device support, Wi-Fi, and requested permissions | Streaming has stricter requirements than ordinary Phone Hub features |
| Settings are missing on a school or work Chromebook | Ask the administrator whether phone connection features are allowed | Device-management policy may have disabled the feature |
Do not begin by pairing the phone from the Chromebook’s ordinary Bluetooth device list. Google’s Bluetooth guidance specifically says a phone cannot be paired to a Chromebook through that interface; Phone Hub setup must establish the relationship.

Confirm compatibility before changing settings
Google lists two minimum operating-system requirements for Phone Hub: ChromeOS M89 or later on the Chromebook and Android 5.1 or later on the phone. These are compatibility floors, not guarantees that every feature will work on every model. Streaming, in particular, has additional restrictions.
Check the Chromebook version
- Open the Chromebook launcher and search for Settings.
- Choose About ChromeOS.
- Read the version shown under ChromeOS details. A version earlier than M89 cannot meet Google’s stated Phone Hub requirement.
If an update is offered, install it and restart when prompted before trying setup again. A Chromebook that is several releases behind can also have Bluetooth or Google-services problems that look like Phone Hub failures.
Check the Android version
- On the phone, open Settings.
- Open About phone or the equivalent software-information page.
- Find the Android version. Phone Hub requires Android 5.1 or later; app streaming requires a supported device running Android 13 or later.
Menu names differ by phone manufacturer. If the phone is below Android 5.1, Phone Hub cannot be enabled through the supported setup path. If it is below Android 13, basic Phone Hub functions may still be possible, but app streaming is not eligible under Google’s stated requirement.
Consider management restrictions
On a personal Chromebook, you control the relevant settings. On a Chromebook managed by an employer or school, an administrator can block phone connection features through device-management policy. If the Phone Hub option is absent, greyed out, or disappears after enrollment, ask the administrator whether the policy permits phone connections. Local troubleshooting cannot override a policy restriction.
Set up the phone through Phone Hub
Use the dedicated Phone Hub flow even if the phone and Chromebook have previously communicated over Bluetooth. This creates the account-linked connection that Phone Hub expects.

- Turn on Bluetooth on both the Chromebook and the phone.
- On the Chromebook, select the Phone Hub icon near the status area, then choose the setup option. If the icon is not visible, open Settings > Connected devices > Android phone > Set up.
- Follow the on-screen prompts. When more than one phone is listed, select the phone you intend to use.
- Approve the requested steps on the phone, including any permissions needed for the features you want.
- Wait for verification to finish, then open Phone Hub again and check the connected status.
If setup sends you to a normal Bluetooth pairing screen, back out and return to the Phone Hub or Connected devices path. The ordinary Bluetooth device-pairing interface is not a supported way to pair a phone to a Chromebook.
Remove an old Bluetooth pairing and refresh the radios
A conventional Bluetooth pairing can interfere with Phone Hub enrollment. Google’s first troubleshooting sequence is to remove that relationship from both devices, refresh Bluetooth, and restart the Chromebook.
- On the Chromebook, open Settings > Connected devices and inspect the Bluetooth device list. Remove or forget the phone if it is listed as an ordinary paired device.
- On the phone, open Bluetooth settings and forget the Chromebook if it appears in the saved-device list.
- Confirm that Bluetooth is enabled on both devices.
- On the phone, switch Bluetooth off, wait a few seconds, and switch it on again.
- Restart the Chromebook.
- After the restart, repeat the Phone Hub setup path rather than pairing from the Bluetooth device list.
Removing a pairing does not erase the phone’s personal data. It only clears the saved Bluetooth relationship so Phone Hub can create the appropriate connection. If the phone is listed more than once, remove every old Chromebook entry before retrying.
Verify the Google Account, updates, and internet access
Use one Google Account on both devices
The Chromebook and phone should be signed in to the same Google Account for Phone Hub setup. On the Chromebook, open the account menu from the status area and note the signed-in address. On the phone, check the accounts section of Android settings or a Google app. If multiple accounts are present, make sure the account selected during Phone Hub setup is the one also active on the Chromebook.
A mismatch can make the phone option unavailable or cause setup to fail even when Bluetooth is working. Correct the account selection first, then retry setup from Connected devices.

Update Android and Google Play Services
If the phone option is missing or enrollment stops partway through, install pending Android system updates and update Google Play Services. Phone Hub relies on the phone’s Google services for account verification and feature communication, so an outdated service package can prevent setup.
After updates finish, restart the phone if Android requests it. Then restart the Chromebook and run Phone Hub setup again. Updating only one device may leave the connection in the same failed state; check both sides.
Keep the devices online for verification
During setup, the devices may need internet access to verify the account and enable features. Google notes that Phone Hub features are not available until the device is online for verification. Connect the Chromebook and phone to a working network, avoid captive-portal sign-in pages while enrolling, and wait for verification to complete before testing notifications or tabs.
Some Phone Hub features can remain usable while the Chromebook is offline after setup. That does not remove the need for an online verification step when establishing or re-establishing the relationship.
When the connection works but a feature does not
Open the Phone Hub panel and its settings rather than repeating the entire pairing process. Each capability can have its own toggle, permission, or availability rule.

| Feature | Checks to make | Important limitation |
|---|---|---|
| Phone status and quick commands | Confirm the phone remains connected in Phone Hub and Bluetooth is enabled | These are basic connection functions; a disconnected status points back to the pairing and account steps |
| Notifications | Enable notification sharing in Phone Hub and allow the relevant phone permission when requested | Blocking notification access on the phone prevents forwarding |
| Recent photos | Enable the recent-photos option and approve photo or media access on the phone | A connected phone can still withhold photos when permission is denied |
| Messages | Turn on the messaging feature and complete any phone authorization prompt | Messaging access is separate from the basic Phone Hub connection |
| Recent Chrome tabs | Check that Chrome is signed in appropriately on both devices and that the feature is enabled | Tabs are an individual Phone Hub capability, not a Bluetooth transfer |
| App streaming | Use the requirements in the next section | Only some Android 13-or-later devices support it |
If a feature switch is present but keeps turning off, first finish account verification and software updates. Then check the phone’s permissions again; Android can revoke or reset access after an update or a change in the phone’s privacy settings.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Fix app streaming separately
App streaming is not a universal Phone Hub function. Google limits it to some supported phones running Android 13 or later, and the Chromebook and phone must be connected to the same Wi-Fi network. A phone can therefore connect successfully for status, notifications, or tabs while app streaming remains unavailable.
Check device and network eligibility
- Confirm the phone runs Android 13 or later.
- Verify that the specific phone model is one of the devices supported for app streaming. Android version alone does not guarantee support.
- Connect both the Chromebook and phone to the same Wi-Fi network. A phone using mobile data while the Chromebook uses Wi-Fi does not satisfy this requirement.
- Temporarily avoid guest networks or network-isolation modes that prevent devices from reaching one another.
- Start app streaming from the Phone Hub interface and grant every permission requested on the phone.
If streaming fails but other features work, do not repeatedly remove and re-add the phone unless the basic connection itself has failed. Verify eligibility, same-network status, and permissions first. The Wi-Fi requirement applies to streaming; it should not be treated as a requirement for every Phone Hub feature.
Use Chromebook Diagnostics when basic fixes fail
ChromeOS includes a built-in Diagnostics tool that can test connectivity and reachability of Google services. On ChromeOS version 90 or later, open it through either of these paths:
Recommended Free Tools
- Settings > About ChromeOS > Diagnostics
- Search for Diagnostics from the launcher
In Diagnostics, open the Connectivity section. Run the default-connection test and the Google Services connectivity scan. These checks can distinguish a local connection problem from a failure reaching the services used during verification.
Best Value
Save the test details or report before closing the tool. Include that report if you contact your administrator or Google support; it gives them the test results instead of a description such as “Phone Hub does not work.” Run the scan after reproducing the failure so its results correspond to the actual problem.
Handle broader Bluetooth problems carefully
If other Bluetooth accessories also fail to connect, the problem may be broader than Phone Hub. Google’s general Bluetooth troubleshooting sequence is to install available system updates, toggle Bluetooth, restart the Chromebook, and only then consider a hardware reset.
A hard reset is a later recovery step for persistent Chromebook Bluetooth trouble, not the first Phone Hub fix. It can interrupt hardware state and should be performed using the procedure documented for the specific Chromebook model. Do not begin with a hard reset when removing a stale pairing and restarting normally have not yet been tried.

Management policy can change what appears in Settings and which connected-device features are allowed. Signs include a missing Android-phone section, controls that cannot be changed, or a connection that works on a personal Chromebook but not on the managed device.
- Confirm whether the Chromebook is enrolled by opening its device-management or account information supplied by the organization.
- Ask the administrator whether Phone Hub, notification sharing, messaging, or app streaming is permitted.
- Provide the ChromeOS version, Android version, exact symptom, and any Diagnostics report.
- Do not attempt to bypass policy with unofficial extensions, cables, or Bluetooth adapters; those do not replace an administrator’s permission.
An administrator may allow basic phone connection while disabling individual capabilities. Treat each unavailable feature as a policy question if the same account and phone work normally elsewhere.
Quick Recap
Common wrong turns to avoid
- Pairing from the regular Bluetooth page: Google says phones cannot be paired to Chromebooks through that interface. Use Phone Hub setup.
- Buying a Bluetooth adapter or cable: The supported troubleshooting path uses settings, account checks, software updates, Bluetooth refresh, and built-in Diagnostics. Extra hardware is not an established Phone Hub repair.
- Assuming app streaming failure means all of Phone Hub is broken: Streaming has separate Android-version, device-support, Wi-Fi, and permission requirements.
- Repeating setup without checking accounts: Different Google Accounts can prevent enrollment even when Bluetooth discovery succeeds.
- Resetting the Chromebook first: A hard reset is reserved for persistent, broader Bluetooth trouble after less disruptive steps.
Recommended order when you need the shortest path
- Identify whether setup, the connection, one feature, or app streaming is failing.
- Confirm ChromeOS M89 or later, Android 5.1 or later, and any management-policy restrictions.
- Use Phone Hub or Settings > Connected devices > Android phone > Set up, not ordinary Bluetooth pairing.
- Forget old Chromebook and phone pairings on both devices.
- Toggle the phone’s Bluetooth, verify Bluetooth on both devices, and restart the Chromebook.
- Confirm the same Google Account, install Android and Google Play Services updates, and keep both devices online for verification.
- For a single feature, check its Phone Hub switch and phone permissions.
- For app streaming, verify supported Android 13-or-later hardware, same Wi-Fi, and requested permissions.
- Run Connectivity and Google Services checks in Chromebook Diagnostics and save the results.
- If the Chromebook is managed or Bluetooth fails across multiple accessories, escalate with the administrator or support using the collected details.
