pfctoc.dll is a legacy Padus library that IsoBuster uses to read table-of-contents data from Padus DiscJuggler .cdi images. It is not a normal Windows system DLL. If IsoBuster reports that the file is missing, corrupt, or incompatible, the safest first repair is to preserve your image files, remove the damaged IsoBuster installation, and install the matching 32-bit or 64-bit build from the official IsoBuster site.
Do not download an isolated copy of pfctoc.dll and place it in a Windows system folder. A clean, architecture-matched application reinstall restores the file from the software that is supposed to use it and is easier to verify and undo.

pfctoc.dll is associated with Padus Foundation Class, a legacy component used by IsoBuster. IsoBuster’s documentation describes it as the Padus library that reads and interprets CD/DVD table-of-contents information stored in proprietary Padus DiscJuggler .cdi images. The component is installed with IsoBuster rather than with Windows itself.

This explains why the error may appear only when you open a .cdi image or start a recovery operation that needs its table-of-contents data. An ordinary Windows program does not need this file, and Windows Update is not the normal distribution channel for it.

What the file is not
- It is not a core Windows library such as a file supplied by the operating system.
- It is not a component that should normally be copied into
C:WindowsSystem32orC:WindowsSysWOW64. - It is not evidence, by itself, that your computer has malware. The important question is whether the copy belongs to a genuine IsoBuster installation and matches the executable that loads it.
File identification details
A third-party file catalogue identifies common metadata as Padus Foundation Class, version 1.0.0.12, with x86 variants, and associates it with IsoBuster. That information can help identify a file, but it is not a Padus or Microsoft safety certification and cannot establish that a downloaded copy is authentic.
Why Windows reports a pfctoc.dll error
A DLL error is a dependency failure. Microsoft explains that an application can stop running when a required DLL has been removed, overwritten, upgraded, or is incompatible with the program requesting it. For this particular file, the most plausible triggers are an incomplete or damaged IsoBuster installation, manual deletion, security software quarantine, or a mismatch between the DLL and the IsoBuster executable. These are troubleshooting possibilities, not published frequency statistics.
Common message types
- “pfctoc.dll was not found” or “missing.” The expected file is absent from the application installation or cannot be found at the path the program is using.
- “The file is corrupt,” “not designed to run on Windows,” or “Bad Image.” The file may be damaged, the wrong architecture, or incompatible with the installed IsoBuster build.
- “The procedure entry point could not be located.” The executable and DLL are likely from different releases, so the program is asking for a function that the loaded copy does not provide.
- An error only when opening a
.cdiimage. That pattern is consistent with IsoBuster reaching the Padus DiscJuggler support path rather than a general Windows failure.
The wording alone cannot prove the cause. Record it exactly before changing anything; the distinction helps the vendor diagnose a failed reinstall.

The component is expected when it is installed as part of IsoBuster obtained from the vendor. That does not make every file with the same name safe. A DLL from an unknown download site may be modified, incomplete, or built for a different application. File names are not an authenticity check.

Use the installation source and the relationship between the file and its parent program as your safety test. An official IsoBuster installer should place the library in the application’s own directory and register the matching program files together. If you find a copy in a random download folder, an email attachment, or a Windows system directory, do not replace the application copy with it. Scan the file with your normal security software and remove the untrusted copy if it is not needed.
Prepare before repairing IsoBuster
1. Capture the complete diagnostic information
Write down the full message, the name of the executable shown in the dialog, and the operation that triggered it. Note whether the message says “missing,” “not designed to run,” “entry point not found,” or something else. Also record:
- Your Windows edition and whether it is 32-bit or 64-bit.
- The IsoBuster version, if the program opens far enough to show it.
- The executable path shown by the error or shortcut properties.
- Whether the problem affects startup, only
.cdifiles, or every operation.
These details prevent a support technician from treating a Padus dependency problem as a generic Windows error.

Copy your original .cdi images, extracted files, project folders, and any recovery output to a separate location before uninstalling. Keep the backup on another drive if the source media is irreplaceable. The repair targets the application; it should not require deleting your user-created images.

3. Close related processes
Exit IsoBuster and any file browser or recovery utility that may be using its files. If Windows says a file is in use during removal, restart the computer and try the uninstall before attempting more invasive steps.
Recommended repair: clean reinstall from the official source
Because the vendor states that pfctoc.dll is installed with IsoBuster, reinstalling the parent application is the primary repair for a missing or damaged copy.
- Uninstall the existing installation. In Windows 11 or Windows 10, open Settings > Apps > Installed apps (called Apps & features in some Windows 10 builds), select IsoBuster, choose the menu button, and select Uninstall. In Windows 8 or Windows 7, open Control Panel > Programs and Features, select IsoBuster, and choose Uninstall.
- Keep your personal data. Do not select an option that deletes your image files or recovery output. If the uninstaller offers to remove only program files and settings, retain your separately backed-up data.
- Restart Windows. A restart clears file locks and ensures that a previously loaded DLL is no longer held in memory.
- Use the official IsoBuster download page. The vendor’s current page lists IsoBuster 5.8 and provides separate 64-bit and 32-bit Windows builds. Obtain the installer from that vendor page rather than from a standalone DLL catalogue.
- Choose the build that matches the application. A 64-bit Windows installation can run a 32-bit IsoBuster application, so the operating-system bitness alone is not enough. If you are reinstalling a 32-bit application, use the 32-bit package; use the 64-bit package when you are installing the 64-bit application. Do not mix a DLL from one build with the executable from the other.
- Install normally. Run the downloaded installer, accept the destination that you intentionally chose, and allow the installer to replace the old program files. If Windows displays a security prompt, verify that the installer came from the official vendor page before approving it.
- Restart or relaunch IsoBuster. Open the same
.cdiimage or repeat the recovery action that originally produced the error. A successful test should proceed without thepfctoc.dllmessage. - Record the result. If the error changes, capture the new wording rather than repeatedly copying files. A changed message often indicates that the missing-file problem is resolved and that a separate compatibility or access issue remains.
Choosing between the 32-bit and 64-bit builds
The library must match the program that loads it. The following matrix is a practical selection guide:

If you are unsure which application was installed, check the shortcut target and the executable path before uninstalling. Do not assume that a 64-bit operating system requires every application to be 64-bit.

What to do when the clean reinstall does not work
Check that the error belongs to IsoBuster
Some disc-image or data-recovery programs may display a dependency error while trying to open a file created by another application. Confirm the executable named in the dialog and the directory from which it is running. If the message names a different program, reinstalling IsoBuster may not affect the failing dependency.
Look for an incomplete or duplicate installation
Search for the IsoBuster executable and check whether more than one installation exists, such as an old portable folder and a newer installed copy. A shortcut can launch the old copy after you reinstall the new one. Update the shortcut target or remove the obsolete installation only after confirming that your backups are complete.
Check security-software quarantine without weakening protection
Open your security product’s quarantine or protection history and look for an event involving the IsoBuster installation. Do not restore an unknown DLL merely because its filename matches. If the official installer was quarantined, download a fresh installer from the vendor, scan it, and submit the detection to your security provider or IsoBuster support for review. Disabling protection globally is not a repair step.

Microsoft’s DLL troubleshooting guidance lists Dependency Walker as a diagnostic tool that can scan for missing DLLs, invalid files, import/export mismatches, and circular dependencies. Use such a tool to inspect which module fails and where it is being loaded from; it does not make an untrusted DLL safe and it does not replace the official reinstall. Save the report for support instead of changing unrelated system files.

Separate an application problem from broader Windows corruption
If several unrelated programs begin reporting missing or invalid DLLs at the same time, investigate Windows component corruption, disk errors, or a recent system change as a separate problem. Generic system-repair commands may repair Windows components, but they cannot manufacture a vendor-specific Padus library that belongs to IsoBuster. Keep the pfctoc.dll investigation focused on the parent application unless other evidence points to a wider failure.
What not to install
- Do not use a random DLL-download site. You cannot establish the file’s provenance, integrity, or compatibility from its filename and advertised version alone.
- Do not copy the file into
System32orSysWOW64. Those directories are for Windows and shared components; placing an application-specific Padus library there can create path conflicts and makes later troubleshooting harder. - Do not mix releases. A file copied from another IsoBuster version may produce an entry-point error even when its name is correct.
- Do not install unrelated runtimes as a guess. No authoritative source identifies Visual C++ Redistributables, DirectX, or .NET as the distributor of
pfctoc.dll. - Do not delete your source images to test a DLL fix. The file is part of the reader application; deleting the
.cdiimage removes the material you are trying to recover.

When to contact IsoBuster support
Escalate through the vendor’s support page when a clean reinstall of the matching build still produces the error, when the installer itself fails, or when the message identifies a different executable. Include the full error text, Windows edition and architecture, IsoBuster version, executable path, installation location, the operation that triggers the failure, and whether security software reported a quarantine event. Mention whether the same error occurs with more than one .cdi image.
IsoBuster’s release notes describe “Full Padus DiscJuggler *.cdi image file support, including CD-Text, via the Padus pfctoc.dll that is installed together with this version of IsoBuster.” That wording reinforces the key diagnostic point: the library is delivered as part of the matching IsoBuster release, not as a general Windows download.
Bottom line
Treat pfctoc.dll as an IsoBuster/Padus application component. Back up your images, uninstall the damaged copy, install the current official IsoBuster build that matches the application’s architecture, and test the same .cdi operation. Avoid standalone DLL sites and Windows system-folder copying. If the correct reinstall fails, use the exact error and dependency details to contact IsoBuster support rather than forcing an unverified file into the system.
