Outlook code 0x007007E is not confirmed as a standard Outlook error in Microsoft or Google’s published troubleshooting material. In many reports, the intended code is 0x8007007E, which Google Workspace Sync for Microsoft Outlook (GWSMO) associates with Outlook libraries (MAPI DLLs) that cannot be loaded. “Access denied” can also describe a separate Exchange or shared-mailbox permission failure. Confirm the complete message, Outlook edition, Windows version and any Google Workspace or other add-in integration before choosing a fix.
First, identify which failure you have
The same short description can point to different problems. A startup failure involving MAPI libraries needs a local Office repair; an access-denied message when sending from a shared mailbox usually needs an administrator to grant permission. Write down the entire dialog, not only the final characters of the code.

| Where the message appears | Most useful clue | Likely direction |
|---|---|---|
| While Outlook starts or a Google Workspace profile loads | The code is actually 0x8007007E, or the text says a specified module cannot be found |
Outlook/MAPI library or Office installation; repair Office first |
| When an add-in or integration loads | Outlook works after starting in Safe Mode | Disable or update the responsible add-in |
| During send/receive | Mail works in Safe Mode or after creating a new profile | Add-in, profile or data-file corruption |
| When sending as a shared mailbox | The message explicitly says access denied or produces a non-delivery report | Mailbox permissions, especially missing Send As |
| Only in new Outlook | The interface is the web-based new Outlook app rather than classic Outlook | Use the edition-specific account and app repair options; the classic Outlook Safe Mode command may not apply |
Record the details before changing anything
- Copy the complete error text, including whether it says “The specified module could not be found.”
- Note whether you use classic Outlook for Windows or new Outlook, and record the Microsoft 365 or Office build if visible under File > Office Account.
- Record your Windows edition and version from Settings > System > About.
- Write down whether Google Workspace Sync for Microsoft Outlook (GWSMO), a CRM connector, antivirus mail plug-in or another Outlook add-in is installed.
- For an access-denied send failure, note the mailbox address, the account you are signed in with and whether the message is sent from your own mailbox or a shared mailbox.
What Outlook error 0x8007007E means
Google’s Workspace Learning Center describes the documented GWSMO case this way: “GWSMO couldn’t load the required Outlook libraries (MAPI DLLs).” MAPI is the Windows mail-programming interface that lets Outlook and integrations communicate with mail profiles and data. If a required library is missing, damaged or unavailable to the installed Office components, Outlook or GWSMO can fail before it opens a mailbox.

That may be a transcription or display error, but it cannot be assumed. A permission error from Exchange can look completely different while still being described informally as “Outlook access denied.” Treat the exact on-screen wording as the deciding evidence.
Prepare safely
- Close Outlook and any application that may be using its mailbox files before repairing, moving or scanning them.
- If you have local PST files, make a copy of each file before running a repair utility. Do not delete an OST merely to test a theory; an OST is a synchronized cache and its contents depend on the server and account.
- Keep your Microsoft 365, Office or Google Workspace sign-in details available. A repair or new profile can require you to authenticate again.
- If the mailbox belongs to an employer or school, identify your administrator. Only an administrator can change Exchange shared-mailbox permissions.
Fix Outlook in the recommended order
1. Test classic Outlook in Safe Mode
Safe Mode starts classic Outlook without its normal add-ins and several customizations. Microsoft documents the command outlook.exe /safe as a way to investigate Outlook that is stuck at Processing, will not send mail or fails during startup.
- Press Windows key + R to open the Run dialog.
- Enter
outlook.exe /safeand press Enter. If Windows cannot find the command, browse to the Outlook executable or use the Start-menu shortcut’s location. - Choose the affected profile if Outlook asks, then reproduce the action that failed.
If the error disappears in Safe Mode, the Office core is less likely to be the immediate trigger. Continue with add-in isolation rather than repeatedly repairing data files.
2. Disable the add-in that changes the result
In classic Outlook, open File > Options > Add-ins. At the bottom, set Manage to COM Add-ins, select Go, clear all optional add-ins and restart Outlook normally. Re-enable them one at a time, restarting after each change, until the failure returns. The last item enabled is a strong suspect; update it, reinstall it from the publisher, or leave it disabled while you contact its support team.

GWSMO is an integration rather than a normal mailbox setting. If the message mentions MAPI libraries or appears while a Google Workspace profile loads, keep GWSMO in your notes and proceed to Office repair. Do not infer that every Outlook installation has the same Google components.
3. Install Windows and Office updates
Microsoft places servicing updates early in its classic Outlook troubleshooting sequence because fixes for compatibility, stability and performance are delivered through Windows and Microsoft 365 or Office updates.
- Open Settings > Windows Update and select Check for updates. Install the offered updates and restart when requested.
- Open a Microsoft 365 Office application such as Word. Choose File > Account (or Office Account), select Update Options, then Update Now if that control is available.
- Open Outlook again and test the same operation, recording whether the complete code or wording changed.
4. Repair the Office installation
For the documented 0x8007007E GWSMO scenario, repairing Office is the primary remedy recommended by Google. Use Windows’ installed-app controls; the labels vary slightly between Windows 10 and Windows 11.
Rank #3
- Close Outlook and the other Office programs.
- Open Settings > Apps > Installed apps in Windows 11, or Settings > Apps > Apps & features in Windows 10.
- Find your Microsoft 365 or Microsoft Office installation, select its menu, and choose Modify (or Change).
- Run Quick Repair first if it is offered. Restart Windows and test Outlook.
- If the failure remains, repeat the process and choose Online Repair. This takes longer and can replace more Office components, so keep your sign-in information available.
Use the repair option belonging to the Office installation that actually supplies Outlook. Repairing a different Office edition will not correct a missing library in the active installation.
5. Reinstall Office when repair does not restore the libraries
Google’s guidance for the GWSMO variant is to uninstall and reinstall Office if repair does not solve the problem. Before uninstalling, verify that you can reinstall the same licensed edition and that your mailbox data is synchronized or backed up as appropriate.
- Close every Office program and save any local files.
- Uninstall the Microsoft 365 or Office entry from Windows’ installed-app settings.
- Restart the computer.
- Install Office again from your organization’s Microsoft 365 portal or the licensed installer, then install current updates.
- Open Outlook and recreate or reconnect the affected profile only when prompted.
- If GWSMO is required, install the version approved for your organization after Office is working, then test the Google Workspace profile.
6. Repair a damaged PST or OST with SCANPST.EXE
Microsoft lists the Inbox Repair Tool, SCANPST.EXE, as an escalation step for Outlook failures and send/receive problems. It checks and repairs structural problems in a local Outlook data file; it does not grant mailbox permissions or replace a missing server account.
Rank #4
- Exit Outlook completely. Check Task Manager if Outlook remains in memory.
- Locate
SCANPST.EXEin the Office installation. Its folder differs by Office edition and 32-bit or 64-bit installation, so use Windows search if necessary. - Open the tool, browse to the affected PST or OST, and select Start.
- Allow the initial scan to finish. Save the scan log and select Repair only after making the backup requested by the utility.
- Repeat the scan if it reports that errors remain, then open Outlook and test the account.
A PST is a local archive or data file and is often the relevant target for Inbox Repair. An OST is a synchronized cache; if it is rebuilt, unsynchronized local changes may not be recoverable from the server. Ask an administrator before deleting or rebuilding an OST on a managed account.
7. Create a new Outlook profile
An Outlook profile stores account, server and configuration settings. A corrupted profile can cause startup, send/receive and integration failures even when Office itself is healthy.

- Open Control Panel, search for Mail, and open Mail (Microsoft Outlook).
- Select Show Profiles, then Add.
- Give the profile a distinct name and follow the prompts to add the affected account.
- Under When starting Microsoft Outlook, use this profile, choose Prompt for a profile to be used temporarily, or select the new profile as the default.
- Start Outlook with the new profile and test startup, send/receive and the operation that produced the error.
If the new profile works, leave the old profile untouched until you have confirmed that contacts, calendars, archives and any required local PST files are available. Re-add only necessary add-ins after the base profile is stable.

8. Resolve access denied when sending from a shared mailbox
Microsoft Learn distinguishes mailbox access from the ability to send as that mailbox. Full Access lets a delegate open and manage a shared mailbox, but it does not by itself grant Send As. Without Send As, Outlook can return an access-denied error or a non-delivery report when the delegate chooses the shared address in the From field.
- Confirm that the failed message was sent from a shared mailbox or another address, rather than from your personal mailbox.
- Ask the Microsoft 365 or Exchange administrator to verify both the required mailbox access and the Send As permission for your account. If the organization instead intends messages to show delegation, it may assign Send on Behalf; that is a different identity and should not be treated as Send As.
- Wait for the permission change to propagate, restart Outlook, and remove and reselect the From address if necessary.
- Send a test message to an internal recipient. If only the shared-mailbox operation fails while personal sending works, continue investigating permissions rather than reinstalling Office again.
Permission changes are controlled by the organization’s Exchange administrator. A local repair cannot manufacture a server-side permission, and an administrator may need to review the non-delivery report for the precise reason.

| Result after a step | What it indicates | Next action |
|---|---|---|
| Safe Mode works, normal mode fails | An add-in or integration is implicated | Disable all optional add-ins, then re-enable one at a time |
| Office repair restores Outlook | A damaged or missing Office component was likely involved | Update Office and test the previously failing integration before re-enabling add-ins |
| Repair and reinstall do not help, but a new profile does | The original profile configuration was damaged | Keep the new profile and migrate only verified local data |
| SCANPST reports errors and Outlook improves after repair | The local data file had structural corruption | Keep a backup and monitor the file; repeated corruption warrants checking storage and account synchronization |
| Personal sending works but shared-mailbox sending is denied | The problem is probably Send As or another Exchange permission | Have an administrator review and grant the required permission |

Common mistakes to avoid
- Do not assume the shortened code is authoritative. Verify whether the dialog actually contains
0x8007007E. - Do not treat every “access denied” message as malware or a broken DLL. Shared-mailbox identity permissions are a separate server-side cause.
- Do not run SCANPST against a file that is still open. Close Outlook first and preserve the original file.
- Do not delete an OST as a first step. Confirm that all changes are synchronized and that your administrator approves rebuilding it.
- Do not re-enable every add-in at once. That removes the isolation that Safe Mode provides.
- Do not use classic Outlook commands as proof that new Outlook is damaged. Identify the edition before applying edition-specific instructions.
When to escalate
Contact your organization’s administrator or Microsoft support when the complete message does not match the documented code, Office repair and a new profile both fail, the problem affects several users, or a shared mailbox continues to reject Send As after permission changes. Provide the exact error text, a screenshot if policy permits, Outlook edition and build, Windows version, account type, whether Safe Mode changes the result, and the steps already completed. Those details distinguish a local MAPI dependency from an add-in, profile, data-file or Exchange permission issue.
If you want an optional automated shortcut after trying the manual steps, Outbyte PC Repair can look for more than 100 common Windows issues, tune settings that affect CPU, RAM and disk load, clean temporary and cache files, check selected Windows vulnerabilities and log application crashes. It runs on Windows 11, 10, 8 and 7, offers a free trial by category for at least two days, and then requires a subscription. It complements antivirus software rather than replacing it; results vary and no utility repairs every Outlook failure.
What a successful repair should look like
The correct endpoint is not merely that Outlook opens once. Start Outlook normally, open the affected profile, send and receive a test message, test any Google Workspace integration, and—if relevant—send from the shared mailbox with the correct From identity. If all of those work after the same change, document the fix and keep the backup of any repaired data file until normal operation has been stable.
