For a .NET Framework installation failure, first copy the complete code from the dialog or log. If it is 0x80070422, a required Windows service is disabled or not running; on Windows Update operations, restore Windows Update and try the installation again. If it is 0x80070005, it is a separate E_ACCESSDENIED permissions or servicing-access error and needs a different investigation.
Start by identifying the exact error
Do not choose a repair based on the shortened string 0X8007042. Hexadecimal HRESULTs are exact identifiers, and dropping one digit can send you to the wrong fix. Copy every character, including the leading 0x, from the installer dialog, Windows Update history, Event Viewer entry, or the relevant installation log.

These codes are not interchangeable. A disabled-service repair will not, by itself, resolve an access-denied HRESULT.

Check which Windows release you are running
The installation route depends on the Windows release. Press Windows key + R, enter winver, and press Enter, or open Settings > System > About. Record the edition, version, and OS build before selecting a command.

The build check prevents you from applying a command intended for an earlier release to Windows 11 26H1 or newer.
Fix 0x80070422 by restoring Windows Update
For 0x80070422, Microsoft identifies a disabled service as the condition to correct and specifically directs Windows Update users to verify that Windows Update is running.
- Sign in with an account that can change services. If the computer is managed by an organization, service changes may be controlled by policy.
- Open the Start menu, type Services, and open the Services desktop app.
- Find Windows Update in the list. Double-click it to open its properties.
- In Startup type, choose a mode that is not Disabled. Do not leave the service disabled while attempting the .NET installation.
- Select Apply, then select Start. If it is already running, choose Restart when available.
- Select OK, close Services, and retry the operation that produced the error.
If the service immediately returns to Disabled, or the controls are unavailable, a local or organizational policy is overriding the setting. Note that behavior and continue with the policy and access investigation described for 0x80070005 rather than repeatedly changing the same setting.
Enable .NET Framework 3.5 in Windows Features
Use this method on Windows 10 and Windows 11 through 25H2 after the Windows Update service is available. .NET Framework 3.5 includes .NET 2.0 and 3.0, so older applications that depend on those components can use the feature.

- Open Start and search for Turn Windows features on or off.
- Open the matching Control Panel result.
- Select the checkbox for .NET Framework 3.5 (includes .NET 2.0 and 3.0).
- Select OK. Windows may download the required payload and configure the component.
- Restart if Windows asks you to restart, then launch the application or installer again.
If the checkbox is already selected but the application still reports that the framework is missing, clear the checkbox, select OK, restart if requested, and then repeat the procedure to enable it. This makes Windows reprocess the component instead of assuming the previous registration is complete.
Use DISM when the graphical install fails
Deployment Image Servicing and Management (DISM) can enable the feature from an elevated command prompt. Use the online form when Windows Update is allowed to supply the payload.
- Open Start, type Command Prompt, right-click it, and choose Run as administrator.
- Run:
DISM /Online /Enable-Feature /FeatureName:NetFx3 /All- Wait for DISM to finish. Do not close the window while it is applying the feature.
- Restart Windows if requested, then retry the .NET-dependent installation.
/Online targets the currently running Windows installation, /Enable-Feature turns on a Windows component, /FeatureName:NetFx3 selects .NET Framework 3.5, and /All includes required parent features.
Install from matching media when the payload cannot download
When Windows Update cannot provide the component, use installation media from the same Windows version as the installed system. The media can be a mounted ISO or a Windows installation USB. A source from another release can leave the installation unsupported or unserviceable even if DISM appears to complete.

- Confirm the media matches the installed Windows version, edition family, and build as closely as the available installation media permits.
- Mount the ISO or insert the USB and note its drive letter. In the example below, the media is drive
D:. - Open Command Prompt with Run as administrator.
- Run the command, replacing
D:with the actual media drive:
DISM /Online /Enable-Feature /FeatureName:NetFx3 /All /LimitAccess /Source:D:sourcessxs- Wait for the completion message, restart if requested, and test the application again.
/Source points DISM to the component files under sourcessxs. /LimitAccess tells DISM not to contact Windows Update, so it is appropriate when the online payload is blocked or unavailable. Do not point it at an arbitrary ISO, a different release, or a copied folder whose files do not belong to the installed Windows version.
Use the follow-on code to choose the next repair
If DISM returns a second code, use it as a diagnostic clue rather than trying unrelated registry cleaners.

The three codes indicate download, source, or policy conditions. They do not establish that the Windows registry is damaged, and deleting registry entries can create a separate servicing problem.

If the complete code is 0x80070005, Microsoft defines it as “E_ACCESSDENIED | General access denied error.” The issue is access to a file, registry location, policy-controlled operation, or servicing resource, not the disabled-service condition represented by 0x80070422.

- Sign in with an administrator account, or have an administrator perform the installation. Reopen Command Prompt with Run as administrator before using DISM.
- Record where the failure occurs: Windows Features, a standalone installer, Windows Update, or a DISM command. The location identifies which permissions or servicing path needs examination.
- Review Windows Update policy and network restrictions. On a managed computer, an administrator may need to change the policy or provide an approved installation source.
- Check whether security software or another protection policy is blocking the installer or servicing process. Follow the product’s documented administrative procedure rather than deleting protection or leaving the computer unprotected.
- Investigate permissions on the file or registry location named by the installer or servicing log. Avoid granting broad permissions indiscriminately; change only the denied resource and only when you understand why access is required.
- Inspect the relevant servicing logs for the denied path, package, or policy result. Use that exact detail when asking an administrator or support technician for help.
- After the access condition is corrected, retry Windows Features or the appropriate DISM command for your Windows release.
Do not substitute the Windows Update service procedure for this branch unless the full code also shows a disabled-service error. Access denied can coexist with a service problem, but the HRESULT itself does not prove that Windows Update is disabled.

Windows 11 version 26H1, build 28000, changes the component model. Microsoft’s current guidance says .NET Framework 3.5 is available only as a standalone installer on that release and later. The .NET Framework 3.5 (includes .NET 2.0 and 3.0) checkbox and the NetFx3 optional-feature command are therefore not the installation route for those builds.
- Confirm the build in Settings > System > About or with
winver. - Obtain the standalone .NET Framework 3.5 installer intended for that Windows 11 release from the approved Microsoft distribution channel used by your organization or installation workflow.
- Run it with administrator rights and follow its prompts.
- If it reports access denied, return to the
0x80070005branch. If it reports a service or download problem, preserve the complete code before changing settings.
Do not force the older optional-component commands onto build 28000 or later; the release exception is the reason the procedure differs.
Recovery checklist before you retry
- Write down the complete HRESULT, not the shortened title text.
- Record the Windows edition, version, and build.
- For
0x80070422, confirm Windows Update is not Disabled and can be started or restarted. - For Windows 10 or Windows 11 through 25H2, try Windows Features before DISM.
- Run DISM from an elevated Command Prompt.
- Use
/LimitAccessonly with a verified matchingsourcessxssource. - Map
0x800F0906,0x800F081F, or0x800F0907to download, source, or policy troubleshooting. - For
0x80070005, investigate administrator rights, policy, permissions, security software, and servicing logs instead of treating it as a disabled-service code. - For Windows 11 build 28000 and later, use the standalone installer rather than Windows Features.
What a successful repair looks like
On releases that use the optional component, Windows Features should retain the .NET Framework 3.5 selection after configuration, or DISM should finish without an error. The application that originally required the framework should then launch or complete its installer. If the same HRESULT returns, capture the new full message and any follow-on code; repeating an identical command without resolving the identified service, source, policy, or permission condition will not change the result.
