Microsoft Store error 0x80070422 means the Windows Update service is disabled or stopped. Open services.msc, set Windows Update to Automatic, start it, restart Windows, and try the Store again. If downloads still fail, check BITS and Microsoft Store Install Service, run the available troubleshooter, and reset Windows Update components as a last resort.

What error 0x80070422 means

Microsoft’s troubleshooting table identifies 0x80070422 as “Windows Update service is disabled or stopped.” Microsoft Learn maps the same value to ERROR_SERVICE_DISABLED: a required Windows service has been stopped or is not running. Microsoft-hosted support discussions show Store users receiving the code while downloading or updating apps when Windows Update is disabled.

The message does not, by itself, identify a broken Store app, a bad download, or malware. It points first to service state. The Store relies on Windows servicing components even when you are installing an ordinary app, so a disabled update service can block a Store transaction.

Check the scope before making deeper changes

Start with two quick observations. They determine whether you need a narrow service repair or a broader Windows Update repair.

  • One app or every app? Try to update or install a different Store app. If only one app fails, record that result before changing system-wide components. If every app fails with the same code, a service problem is more likely.
  • Which Windows version? The procedure below applies to Windows 10 and Windows 11, although names and troubleshooting entry points can vary slightly by build.
  • Can you use an administrator account? Changing a service’s startup type normally requires administrative permission. Save work and close installers before restarting.

Do not disable additional services just because their names sound related. Change only the services identified in the steps below, and note the original state if you need to undo a change.

Primary fix: enable Windows Update in Services

Microsoft documents this as the first repair for error 0x80070422. The Services console gives you the exact startup and running state that the Store needs.

  1. Press Win + R to open the Run dialog.
  2. Type services.msc and press Enter. Approve the User Account Control prompt if Windows displays one.
  3. In the list, find Windows Update. The list is alphabetical, so scrolling to the W section is usually fastest.
  4. Double-click Windows Update to open its Properties window.
  5. Open the Startup type menu and select Automatic.
  6. Look at Service status. If it says Stopped, click Start. If it is already running, leave it running.
  7. Click Apply, then OK to close the Properties window.
  8. Restart the PC. After signing in, open Microsoft Store and retry the download or update.

A successful start is useful evidence: it shows Windows accepted the service change. A service that immediately stops, refuses to start, or reverts to Disabled needs the secondary checks below rather than repeated clicking.

What to check when the first repair does not work

Background Intelligent Transfer Service (BITS)

BITS handles background transfers used by Windows components. Microsoft-hosted support guidance identifies it as relevant when Store downloads or installations continue to fail after Windows Update is enabled.

  1. Return to the Services console with services.msc.
  2. Find Background Intelligent Transfer Service and open its Properties.
  3. Read its current status and startup type. If it is stopped and Windows allows you to start it, click Start. Do not change unrelated services.
  4. Click Apply and OK, then restart Windows before testing the Store again.

Exact startup behavior can vary by Windows build. If the console will not let you change BITS, or it starts and stops again, continue to the troubleshooter instead of forcing a different configuration.

Microsoft Store Install Service

The Microsoft Store Install Service is another relevant service for app installation failures. Check it from the same Services console:

  1. Locate Microsoft Store Install Service.
  2. Open its Properties and inspect the status. If it is stopped and the Start button is available, start it.
  3. Keep the startup setting appropriate for your Windows build; Microsoft notes that exact service behavior can vary. Do not change services that are not implicated in the failure.
  4. Apply the change, close the console, restart the PC, and test both an installation and an update if possible.

Run the Windows Update troubleshooter

Windows can offer a guided diagnostic for update services and related components. The entry point differs between Windows 10 and Windows 11 and may be presented through Settings or the Get Help app.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Open Settings.
  2. Open the troubleshooting area. On builds that provide it, this is under System and Troubleshoot; Windows may also direct you to Get Help.
  3. Choose the Windows Update troubleshooter when it is listed.
  4. Allow the checks to run and accept a repair only when Windows describes what it will change.
  5. Restart if prompted, then retry the Store operation.

The troubleshooter is a diagnostic and repair step, not a guarantee that every Store problem will be corrected. If it reports that no change was made, continue by checking whether the failure affects one app or all apps and then consider a component reset.

Reset Windows Update components when service repair is insufficient

Microsoft’s installation guidance recommends resetting Windows Update components when enabling the service does not resolve the problem. A reset is broader than changing a startup type: it repairs the update system’s working components and should be performed for the specific Windows version in use.

  • Sign in with an administrator account.
  • Use Microsoft’s reset procedure for your exact Windows version rather than combining commands from a different release.
  • Read each command or action before running it, because the procedure can stop and restart services and rebuild update data.
  • Restart Windows after the reset completes.
  • Test Windows Update itself first, then retry Microsoft Store. This separates an update-system repair from an individual Store-app issue.

If the reset procedure reports an access error, stop and correct the administrator or permissions issue instead of repeating partial steps. A partially completed reset can leave services stopped until Windows is restarted and the documented sequence is completed.

Use the failure pattern to choose the next step

What you observe Most useful next action Why
Every Store app fails with 0x80070422; Windows Update is Disabled or Stopped Set Windows Update to Automatic, start it, restart Windows The code’s primary Microsoft diagnosis is a disabled or stopped Windows Update service.
Windows Update starts, but downloads still fail Check BITS and Microsoft Store Install Service, then restart Both services are identified in Microsoft-hosted guidance as relevant to transfer and installation failures.
The troubleshooter is available Run the Windows Update troubleshooter from Settings or Get Help It can detect a related configuration issue without requiring a manual component reset.
Services and troubleshooter do not resolve the issue Perform Microsoft’s Windows Update component-reset procedure for the installed version This is the broader repair recommended when the service fix is insufficient.
Only one Store app fails while others work Record the app-specific result before changing system-wide components A single-app failure does not establish that Windows Update is the cause of every Store transaction.

Windows 10 support status matters in 2026

Microsoft ended Windows 10 support on October 14, 2025. After that date, Microsoft no longer provides free Windows Update software updates, technical assistance, or security fixes for Windows 10 and recommends moving to Windows 11.

Repairing a disabled service can restore the ability to contact available update and Store services, but it cannot create updates that are no longer offered for an out-of-support operating system. If the PC is running Windows 10, check its support status when an update appears unavailable even after 0x80070422 is cleared. The same service repair remains applicable to Windows 11, whose update availability follows its own servicing policy.

Common pitfalls and safe recovery

Changing the wrong startup type

The Services console contains many similarly named entries. Confirm that you opened Windows Update, not a similarly named updater from another program. For the secondary checks, confirm the complete names Background Intelligent Transfer Service and Microsoft Store Install Service.

Skipping the restart

The documented primary fix ends with a restart. Without it, the Store may still be using the previous service state, and a pending service change may not be reflected in the next download attempt.

Testing only the original app

After restarting, test a second Store app or update when practical. If the second app works, the remaining problem is narrower than a system-wide Store outage. Keep that distinction in mind before resetting Windows Update components.

Repeating a failed start

If Windows Update, BITS, or the Store Install Service refuses to start or stops immediately, repeated attempts do not supply a new diagnosis. Note the exact service and status, run the available troubleshooter, and use the version-specific component-reset guidance if required.

Assuming the code proves infection

Microsoft’s definition of 0x80070422 concerns service state. The code alone is not evidence of malware, and changing services should not be treated as an antivirus procedure.

When the repair is complete

You have addressed the error when Windows Update is no longer disabled or stopped, the PC has been restarted, and the Store can download or update apps. If the Store still fails, classify the result carefully: whether the code remains 0x80070422, whether BITS or the Install Service can run, whether the troubleshooter made a change, and whether the failure affects one app or every app. Those observations tell you whether to stay with service troubleshooting or proceed to Microsoft’s component-reset procedure.
