How to Fix Microsoft Store “Denied” Error 0x80070422 (Often Mistyped as 0X800700422)

If Microsoft Store shows 0X800700422, first copy the code again: Microsoft documents 0x80070422, not the eight-digit string in the title. Code 0x80070422 means the Windows Update service is disabled or stopped. Enable that service, reset the Store cache, install pending updates, and then work through the account, policy, registration, and network checks below. If the message literally says “access denied,” treat permissions and organization policy separately rather than changing registry permissions at random.

Confirm the exact code before changing Windows

Store error dialogs are easy to misread, especially when a screenshot is copied by hand. The string 0x800700422 is not the Store code documented by Microsoft in the material for this problem. Microsoft’s documented code is 0x80070422, described as “Windows Update service is disabled or stopped.” The difference is significant: the extra digit in the searched string can send you toward unrelated fixes.

Open the Store message again, or zoom in on the screenshot, and check every character. Record whether the dialog contains an error code, the words “access denied,” or both. A Store window that will not launch can have several causes, while an explicit access-denied message may result from an administrator policy or a damaged permission.

  • Exact code is 0x80070422: begin with the Windows Update service in the first repair step.
  • Code is different: do not assume the procedure below applies; search Microsoft Support for that exact code.
  • No code, but “access denied” appears: continue to the policy and permission sections after trying the low-risk cache and app repairs.

What 0x80070422 means and whether it is dangerous

0x80070422 is a service-state error, not a diagnosis of malware. For Microsoft Store, Windows is unable to use a required update component because Windows Update has been disabled or is not running. A service may have been stopped manually, changed by system-management software, disabled by an organization, or left in a bad state after an update or cleanup operation.

Turning Windows Update back on is normally reversible and is Microsoft’s documented first action for this code. Avoid registry cleaners, permission “take ownership” scripts, and Store-removal scripts at this stage. They change a wider part of Windows than the error requires and can create new problems.

Use this repair order

Fix Access needed Risk Scope Network required
Start Windows Update Usually local administrator Low; changes one service Whole device No
wsreset.exe Standard user Low; clears Store cache Store cache for the user No
Windows and Store updates; clock and region Standard user for checks; administrator may be needed for Windows updates Low User and device settings Yes for downloads

Repair or reset Store Standard user or administrator, depending on edition Low to moderate; Reset removes app data Store app, usually one user No for the repair itself
Organization policy review Domain or device administrator Low when performed by the administrator Managed device or users Often
Re-register Store package Standard user for the documented non-elevated command Moderate; affects the signed-in user’s AppX registration One user No for registration

Step 1: Enable the Windows Update service

This is the direct fix for the documented 0x80070422 condition. You need permission to change services; on a company-managed computer, a local setting may be overwritten by domain policy.

  1. Press Win+R to open Run.
  2. Enter services.msc and press Enter.
  3. In the Services list, find Windows Update.
  4. Double-click it to open Properties.
  5. Set Startup type to Automatic.
  6. If Service status is Stopped, select Start.
  7. Select Apply, then OK.
  8. Restart the computer and open Microsoft Store again.

If the Startup type menu is unavailable, the service is controlled by policy or your account lacks the required rights. Do not force a change with a random registry file. Ask the device administrator to make the change and check why the service was disabled.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Step 2: Reset the Microsoft Store cache

A damaged local cache can prevent Store startup even after the service is running. The built-in reset does not uninstall the app or remove your Windows account.

  1. Press Win+R.
  2. Type wsreset.exe and select OK.
  3. Wait while a blank Command Prompt window appears. Microsoft says it normally closes after roughly ten seconds.
  4. Microsoft Store should open automatically. If it does, retry the download or launch that previously failed.

Do not close the blank window immediately; it is the cache-reset process. If it remains open for several minutes, close it once, restart Windows, and run the command again. A successful reset does not prove that a service, policy, or network problem is fixed, so continue if the same code returns.

Step 3: Install updates and verify time, time zone, and region

Store authentication and licensing depend on current Windows components and a valid system clock. Microsoft’s Store troubleshooting also calls out pending updates, incorrect time, and an incorrect region.

Install Windows updates

  1. Open Settings.
  2. Choose Windows Update (on some releases this is under Update & Security).
  3. Select Check for updates, install available updates, and restart when Windows requests it.
  4. Check again after the restart until Windows reports that no further updates are ready, or until your organization’s update policy gives a different instruction.

If Windows Update itself reports that its service is disabled, return to Step 1. If downloading works on another network but not yours, skip ahead to the firewall and proxy section rather than repeatedly resetting the Store.

Update Microsoft Store

When Store opens, select Library and then Get updates (the exact button label can vary by Windows release). Let Store update itself and its installed applications before testing again.

Check the clock and location

  1. Open Settings > Time & language > Date & time.
  2. Turn on automatic time and automatic time-zone selection where appropriate, or set both values accurately.
  3. Open Settings > Time & language > Language & region and confirm that the country or region matches your actual location and the Store account’s intended marketplace.
  4. Restart Store and retry.

Step 4: Check TLS settings when Store cannot connect

Use this step only when the service is running and the Store still cannot establish a connection. Transport Layer Security settings control which secure protocols Windows may use. Microsoft’s guidance says TLS 1.0 and TLS 1.1 should be unchecked, while TLS 1.2 and TLS 1.3 should be enabled where available.

  2. Open the Advanced tab.
  3. Scroll to the security protocol options.
  4. Clear Use TLS 1.0 and Use TLS 1.1.
  5. Ensure Use TLS 1.2 and, where your Windows release offers it, Use TLS 1.3 are selected.
  6. Select Apply, then OK, restart Store, and test.

On a managed computer, these options may be set by policy. Do not weaken secure protocols merely to make one connection work; ask the administrator to confirm the organization’s approved settings.

Step 5: Repair, then reset Microsoft Store

Windows provides separate Repair and Reset actions. Repair attempts to correct the app without removing its stored data. Reset clears the app’s data, which can require you to sign in again.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Open Settings.
  2. Choose Apps > Installed apps. Older Windows releases may show Apps & features.
  3. Find Microsoft Store, open its menu, and select Advanced options.
  4. Select Repair, wait for it to finish, and test Store.
  5. If Repair changes nothing, return to the same page and select Reset.
  6. Sign in again if Store requests your Microsoft account, then retry the original action.

Resetting the app is different from resetting Windows. It does not reinstall the operating system, but it can remove Store-specific preferences and cached sign-in information.

Step 6: Check whether a work or school policy blocks Store

On an employer- or school-managed PC, the Store may be intentionally disabled. Microsoft documents a RemoveWindowsStore policy and configuration-service-provider settings that prevent users from opening Microsoft Store. A policy-controlled block can look like a local permission failure, and a manual change may be reversed at the next policy refresh.

Ask your administrator to check the device’s applied policy and confirm whether Store is allowed for your user, edition, and region. Provide the exact error code, the wording of the dialog, and the time it occurred. Do not attempt to bypass a company restriction by editing policy keys or removing management software; that can violate the organization’s rules and leave the device in an inconsistent state.

Step 7: Re-register Store for the signed-in user

If the package is present but its registration is damaged, Microsoft documents a user-level PowerShell registration command. Use a non-elevated PowerShell window; opening PowerShell as administrator registers it in a different security context and is not the intended method for the signed-in user.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Open Start and search for PowerShell.
  2. Launch it normally, without choosing Run as administrator.
  3. Run Get-AppxPackage *Microsoft.WindowsStore*.
  4. Check whether a Microsoft Store package is returned.
  5. If the package exists, run Add-AppxPackage -RegisterByFamilyName -MainPackage Microsoft.WindowsStore_8wekyb3d8bbwe.
  6. Close PowerShell, restart Windows, and test Store.

If the first command returns no package, do not paste an arbitrary reinstall script from a forum. The package may have been removed, the account may be restricted, or the Windows image may be damaged. Move to administrator-supported recovery rather than guessing at package names.

Step 8: Check firewall and proxy endpoints

Store and Windows Update use Microsoft internet endpoints. A firewall, proxy, DNS filter, or security gateway can block those endpoints even when ordinary websites load. This is common on managed networks and can also happen after a proxy was configured for travel or remote work.

  • Test Store on a permitted network, such as a trusted home connection, if your organization allows that test.
  • Check Settings > Network & internet > Proxy for an obsolete manual proxy setting.
  • Ask the network administrator to compare the blocked request with Microsoft’s documented Store and Windows Update endpoint list.
  • Allow only the required endpoints and ports; do not broadly disable the firewall or endpoint protection.

If Store works on another network, report that result to the administrator. It narrows the fault to routing, proxy, DNS, or filtering rather than the local Store cache.

When the message literally says “access denied”

“Access denied” is a symptom, not a permission-editing instruction. Microsoft warns that broad registry or file-permission changes can seriously damage Windows and may be irreversible without reinstalling it. They can also conflict with domain Group Policy.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

First complete the low-risk checks: confirm the code, start Windows Update if appropriate, run wsreset.exe, install updates, and use Store’s Repair option. If the same dialog names a particular file, folder, or policy, record that exact object and ask an administrator to review its effective permissions. Change only a specifically identified offending permission, preserve the existing owner and inheritance settings, and document the original state so it can be restored.

Do not uninstall Microsoft Store with scripts

Microsoft states that completely uninstalling Microsoft Store is unsupported. Scripts that remove the Store package can break dependencies and make later recovery harder. If Store has actually been removed, supported recovery is to reset or reinstall Windows through the appropriate administrator or recovery process, not to run a “reinstall Store” script copied from an unverified website.

What to do when a step fails

Windows Update will not start

Check whether the Startup type is forced back to Disabled after a restart. That behavior indicates policy or management software. Capture the service status and contact the administrator instead of repeatedly changing it.

wsreset.exe opens but Store remains blank

Install pending Windows updates, verify the clock and region, and use Settings’ Repair action. If the blank window never closes, restart and run the reset once more; a persistent failure points beyond the cache.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Repair and Reset change nothing

Check the policy section and then use the non-elevated AppX registration command. A missing package or a policy block requires administrator-supported recovery.

Store works briefly, then fails on a work network

Give the network administrator the successful off-network test and ask for endpoint and proxy review. Do not solve a filtering problem by disabling security controls for the entire device.

The code is not 0x80070422

Stop this procedure and look up the exact code. Similar-looking hexadecimal strings can identify entirely different Windows components.
