Low average frame rate, brief stutters, and textures that appear late are different problems. A game can hold a low frame rate because the CPU or GPU is overloaded, hitch when shaders compile, or stream blurry textures because graphics memory is under pressure. The right fix depends on which symptom you can reproduce.
Use the sequence below: describe the symptom, compare your system with the specific game’s current requirements, identify the limiting resource, make one reversible change, and repeat the same scene. Update or replace hardware only when the evidence points to a genuine capacity limit.

Start by identifying the symptom
Record what happens rather than treating every loss of smoothness as “low FPS.” Note the game version, platform, resolution, graphics preset, CPU, GPU and available VRAM, system RAM, storage device and free space, driver version, and the exact area where the problem occurs. Also note whether it began after a patch, driver change, first launch, or graphics-setting change.

Sustained low FPS
The frame rate remains low through most of a scene or session. This usually indicates a persistent CPU or GPU workload rather than a one-time loading event. Microsoft’s Windows performance guidance notes that games are often CPU-limited even when a capable GPU is installed; high resolution and demanding pixel-shader work can instead make the GPU the limit.
Intermittent stutter or a sudden dip
The game feels smooth, then pauses or drops briefly when you enter an area, see a new effect, or perform a particular action. Shader compilation, asset streaming, background activity, or a momentary CPU/GPU spike can produce this pattern. A high average FPS does not rule out severe frame-time spikes. A frame-time graph is more useful than an average alone because one long frame is what you perceive as a hitch.
Texture pop-in or delayed loading
World objects are present but remain blurry, low detail, or invisible until you approach them. This points toward texture streaming, graphics-memory pressure, storage throughput, or a game-specific asset bug. It is not automatically a GPU failure. Note whether the issue affects every texture or only certain buildings, terrain materials, or character models.
Compare your PC with the named game’s requirements
Open the publisher’s current requirements for the exact game edition and update. Check the minimum and recommended CPU, GPU, VRAM, system RAM, storage type and capacity, operating-system version, and any resolution or frame-rate targets that are stated. Requirements differ by title; a specification that works for one open-world game is not a universal threshold.
If the game lists a graphics-memory requirement, compare it with the VRAM on your GPU. If it requires an SSD, verify that the game is installed on a compatible SSD with adequate free space. One PlayStation-published PC title, for example, specifies a 190 GB SSD. That figure is evidence for that title only, not a general storage recommendation and not proof that an SSD will cure every hitch or texture delay.
Do not infer that meeting a recommended specification guarantees a fixed frame rate. Publishers choose different test scenes, presets, resolutions, and frame-time targets. Conversely, falling below a listed requirement does not identify which component is responsible for your particular symptom. Treat the requirement as a compatibility boundary, then use measurements in the affected scene.
Observe the limiting component
Use an in-game performance overlay or a trusted hardware monitor while reproducing the same problem. Look at CPU utilization by core, total GPU utilization, GPU memory allocation, system RAM use, temperatures, and frame-time graphs. A high total CPU percentage can hide one saturated game thread, so inspect per-core activity when possible.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
- If one or more CPU cores remain busy while GPU utilization is well below its normal ceiling, lower CPU-heavy options such as crowd density, world simulation, view distance, or traffic before reducing image quality.
- If GPU utilization is consistently high and lowering resolution or pixel-shader-heavy options raises FPS, the GPU is probably the active limit.
- If VRAM allocation approaches the card’s available memory and textures become blurry or pop in, test a lower texture setting before buying anything.
- If neither component is saturated, investigate shader compilation, storage activity, background processes, thermal throttling, or a game-specific bug instead of assuming the hardware is too slow.
Change one setting at a time and repeat the same route or save point. This is a practical troubleshooting method, not a validated diagnostic test, so treat the result as evidence rather than proof.

Raise a persistently low frame rate
When the CPU is limiting performance
- Keep the game resolution and texture quality unchanged for the first test.
- Reduce CPU-heavy settings one step: world or view distance, crowd and vehicle density, simulation detail, foliage distance, or physics-related options when the game exposes them.
- Retest an area with the same number of characters, vehicles, and streamed objects.
- If frame rate improves while GPU utilization remains moderate, keep the smallest reduction that provides the needed headroom.
Closing unnecessary background applications can remove contention, but do not use blanket “optimizer” utilities or registry edits as a universal remedy. The useful result is a repeatable improvement in the affected scene, not a higher number in an unrelated benchmark.
Watch for thermal behavior during this test. If clock speeds or frame rate fall only after several minutes, record temperatures and fan behavior and consult the system or component manufacturer’s support guidance. Do not assume that a short benchmark represents a long traversal through the game world.
When the GPU is limiting performance
- Reduce resolution or render scale temporarily to confirm that pixel workload is the constraint.
- Lower demanding effects such as shadows, volumetric lighting, reflections, ambient occlusion, and other pixel-shader-heavy options.
- Retest at the target resolution. If the frame rate recovers, restore visual settings one at a time until you find an acceptable balance.
Texture quality is a separate test because it primarily changes memory use and texture detail. Lowering it may help VRAM pressure without substantially changing shader workload; do not assume that every setting affects the same bottleneck.

Keep a note of each change and its result. If lowering resolution helps but lowering textures does not, that is evidence of a shader or pixel-throughput limit. If lowering textures helps while resolution has little effect, memory pressure is more plausible. These are targeted comparisons, not guarantees.
Use a frame-rate target deliberately
A stable cap that your system can sustain often feels smoother than an uncapped rate that repeatedly falls below its typical value. Choose a cap only after measuring the affected scene, and verify that the game’s frame-time graph becomes steadier rather than merely hiding a deeper problem. A cap cannot repair shader compilation, missing assets, or a CPU thread that remains overloaded; it only limits the workload when the hardware has spare headroom.
Reduce stutter caused by shader compilation
Modern games may compile shaders on the player’s device at launch or just before a new effect is rendered. Microsoft’s Advanced Shader Delivery documentation explains that just-in-time compilation can cause longer load times, in-game shader-compilation stutter, and higher power consumption.
First launch, first traversal, or post-update hitches
If pauses are concentrated on the first run, after a game update, or when new lighting and effects appear, look for the game’s own shader-preparation message or support article. Allow the preparation process to finish without repeatedly cancelling it. Some titles rebuild their cache after a driver change or patch, so the first session can behave differently from later sessions.

Test again after preparation completes, preferably in the same route that produced the hitch. If later runs are smoother, compilation was likely involved. If every run stutters in the same location, preserve your measurements and check the publisher’s known-issues information rather than repeatedly rebuilding caches.
Windows 11 Advanced Shader Delivery
Advanced Shader Delivery can move compilation ahead of gameplay, but it is not a switch that every player can enable. Microsoft states that it depends on a supported Windows 11 version, compatible GPU and driver, and storefront integration. If any of those conditions is missing, the feature may not be available. Check the game, hardware, driver, and store documentation before expecting it to change stutter.
Vendor background compilation
AMD describes background shader compilation and warns that affected titles can perform worse until compilation completes. Follow the current vendor and game guidance, and judge the result only after the game has had time to complete its supported preparation. Avoid deleting caches or forcing driver removal unless the game publisher specifically instructs you to do so; the available official guidance does not establish those actions as universal fixes.
Fix texture pop-in and delayed texture loading
Test graphics-memory pressure first
- Lower texture quality by one level while keeping resolution and other settings constant.
- Return to the same location where textures previously appeared late.
- Watch VRAM allocation and check whether the delay or pop-in is reduced.
BeamNG support states that low-memory graphics cards may have trouble loading textures properly, producing blurry textures, delayed loading, or visual pop-in. That is a documented cause in at least some games, not a universal diagnosis. A game bug, asset-streaming behavior, storage limitation, or another resource can produce the same appearance.
Check competing graphics-memory use
Close overlays, browsers with hardware-accelerated video, recording tools, and other GPU-intensive applications for a controlled test. If the game improves, re-enable applications one by one to find the conflict. Keep enough free system memory as well; swapping can create traversal hitches even when VRAM is not full.
Do not treat a displayed VRAM number as an absolute diagnosis. Allocation can fluctuate, and some games reserve memory without immediately using it. The strongest clue is a repeatable change in the same area after lowering textures, together with allocation close to the card’s capacity.
Separate storage issues from VRAM issues
Observe whether the problem occurs only while moving quickly through a new area, whether drive activity spikes, and whether the title’s requirements specify an SSD. Installing on an SSD can be relevant when the game explicitly requires one or when storage throughput is the measured limitation. It does not automatically fix shader compilation, a defective asset, or every form of pop-in. Confirm interface, form factor, capacity, free space, and platform compatibility before purchasing a drive.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsIf the game is already on a compliant SSD and pop-in remains unchanged after a texture-memory test, buying a faster drive is not supported by that result alone. Record the route, drive activity, and game version and report the behavior to the publisher.

Complete the low-risk software checks
- Install current operating-system updates and graphics drivers from official sources.
- Update the game to the latest version offered for your platform.
- Use the launcher’s file-verification or repair function when the publisher recommends it.
- Restart the system and reproduce the same scene before changing another variable.
PlayStation’s PC support guidance lists Windows and driver updates among its checks, and Santa Monica Studio documents game updating and file verification for its title. These steps can correct damaged or outdated files, but they are troubleshooting actions, not guaranteed cures for every performance problem.
Do not begin with registry edits, indiscriminate driver-cleanup procedures, cache deletion, or third-party “boosters.” Without title- and system-specific evidence, those actions add risk while making the original cause harder to isolate. If a driver update is followed by a new problem, check the game and GPU vendor’s current support notes before attempting a rollback or removal.
Console players: use platform-specific guidance
Most of the technical evidence for shader delivery, driver state, VRAM monitoring, and file verification applies to Windows PCs. On a console, install the game and system updates, use the title’s own graphics and performance modes, and follow the current support instructions for that console. Do not apply PC driver or cache procedures to a console unless the platform or publisher explicitly provides them.
When an upgrade is justified
Hardware shopping belongs after the tests above. Consider a GPU with more VRAM only when the game’s published requirement and your measurements indicate a graphics-memory or GPU limit, and a CPU upgrade only when repeatable per-core saturation remains after sensible setting changes. BeamNG’s documentation supports the connection between low-memory graphics cards and pop-in for its game; it does not establish a universal VRAM number for all open-world titles.
For storage, buy an SSD only when the specific game or device requires it, or when storage activity and the game’s documented requirements support that diagnosis. Check compatibility and installation constraints before ordering. A purchase cannot correct a shader-cache issue, a game patch regression, or an engine bug that is unrelated to capacity.
Compare an upgrade by symptom, implicated resource, compatibility, capacity, expected benefit, trade-offs, and total cost. A graphics card may improve sustained GPU-limited FPS but leave CPU-limited crowd simulation unchanged. More VRAM may reduce texture streaming pressure but will not necessarily raise shader throughput. An SSD may satisfy a stated requirement yet leave a compilation hitch untouched. Confirm the interface, power, physical fit, operating-system support, and installation constraints for the exact system before spending money.

- Low almost everywhere: measure CPU and GPU load, then lower settings that tax the measured limit.
- Brief hitches on first play or after an update: complete the game’s shader preparation and check whether supported shader-delivery features apply.
- Hitches while entering new areas: compare VRAM use, storage activity, and streaming-related settings in the same route.
- Blurry textures or pop-in: lower texture quality, close competing GPU applications, and compare VRAM with the title’s requirement.
- Problem begins after a patch or driver change: verify files, install current supported updates, and consult the publisher’s known-issues page.
- No clear bottleneck: capture the game version, hardware, settings, driver, location, and timing of the hitch for the game’s support team rather than buying hardware on speculation.
What a useful support report contains
If the issue persists, provide the exact game and version, platform, CPU, GPU and VRAM, system RAM, storage device and free space, operating-system and driver versions, resolution, graphics settings, whether a frame-rate cap is active, and a description of the repeatable scene. State whether the symptom is sustained low FPS, a brief hitch, or late texture loading, and identify whether it began after a patch, driver update, or first launch. This information lets support distinguish a capacity limit from a title-specific defect.
Include a short comparison when possible: the original setting, the one changed, the route repeated, and the observed result. Mention whether shader preparation completed, whether file verification reported an error, and whether closing overlays changed the behavior. Avoid claiming a definitive cause unless the game’s support team confirms it.

Frequently Asked Questions
How do I tell low FPS from stuttering?
Low FPS stays depressed through most of a scene, while stuttering consists of brief frame-time spikes or pauses during otherwise smooth play. Record a frame-time graph and repeat the same route so you can separate a sustained limit from a momentary event.
Why does an open-world game stutter after an update?
The game may be compiling or rebuilding shaders, or the update may have changed asset streaming. Let the title’s own shader-preparation process finish, then retest. Use only the menu path and timing documented for that game.
Can more VRAM fix texture pop-in?
It can help when the game is exceeding available graphics memory. Lower texture quality and compare VRAM use in the same area first. BeamNG support documents low-memory cards as one cause, but pop-in can also result from streaming, storage, or a game defect.
The Tool Desk
Outbyte PC Repair FREEClear out junk files and repair common Windows errorsFree Scan →Outbyte Driver Updater FREEScan for outdated or missing drivers - takes under a minuteDriver Scan →Will installing the game on an SSD eliminate stutter?
Only if storage throughput or a stated SSD requirement is part of the problem. An SSD does not automatically fix shader compilation, a patch regression, or an asset bug. Check the exact game requirement and your drive activity before buying one.
Should I use a driver cleaner or registry optimizer?
Not as a blanket fix. Official guidance supports current drivers, game updates, and publisher-recommended file verification, but does not establish indiscriminate cleanup utilities or registry edits as universal remedies.
What should I lower first for CPU-limited performance?
Test CPU-heavy options such as crowd or vehicle density, world and view distance, simulation detail, foliage distance, and physics-related settings. Change one option at a time and verify the result in a comparable scene.
What should I lower first for a GPU-limited game?
Temporarily reduce resolution or render scale to confirm the pixel workload, then test shadows, volumetric lighting, reflections, ambient occlusion, and similar effects. Restore settings individually to find an acceptable balance.
What information should I send game support?
Provide the game and version, platform, CPU, GPU and VRAM, RAM, storage and free space, operating-system and driver versions, resolution, settings, frame-rate cap, exact location, symptom type, and when the problem began.
The Bottom Line
Diagnose the symptom before changing hardware. Sustained low FPS usually calls for a CPU- or GPU-focused setting test; first-run hitches call for game-specific shader preparation; and texture pop-in warrants a VRAM and streaming check. Update software and verify files through official guidance, repeat the same scene after one reversible change, and buy a component only when the named game’s requirements and your measurements point to a real capacity limit.
