Change one thing at a time and retest the same save and scene: there is no universal setting that fixes every 4X game or PC.
Record when the slowdown happens
Before changing settings, note whether FPS is low all the time, drops only in a crowded scene or late campaign, stutters during camera movement, began after a game update, or worsens after the PC has been running for a while. Those patterns help narrow the cause, but they do not diagnose it by themselves.

Write down the game and patch, Windows version, CPU, graphics card and VRAM, system memory, display resolution, graphics settings, display mode (fullscreen, windowed, or borderless), and the moment the problem occurs. This is also useful information to give the developer; Capcom’s support checklist asks for system, driver, monitor, settings, and issue details.
For each test, use the same save, camera position, and comparable in-game moment. Change one setting or condition, then compare with your baseline so you can tell whether it helped.

Check the game’s requirements and likely bottleneck
Compare your PC with the exact game’s requirements
Find the publisher’s minimum and recommended PC requirements for the game you play. Minimum requirements are not a promise of smooth performance at every resolution or visual setting. Capcom notes that a PC below minimum specifications may have poor frame rate or fail to run, and advises lowering settings when a system meets minimum but not recommended requirements (Capcom support). If the system is below minimum, settings changes may not be enough to reach acceptable performance.
Distinguish rendering load from simulation load
A demanding strategy game can be limited by the processor as well as the graphics card. Microsoft’s broad Windows game analysis found CPU limits common among the games it examined on systems with high-performance GPUs, and identifies work such as AI and physics as common CPU consumers. That is general analysis, not a measurement of any particular 4X title.
Compare an early campaign state with a later one, and observe CPU and GPU use with built-in or trusted system monitoring. Treat the readings as clues: a single overall CPU-use percentage can hide a heavily loaded game thread, and game engines differ in what their telemetry reveals.

- If lowering resolution or visual quality substantially improves FPS, that is consistent with a graphics-rendering limit.
- If performance worsens as the simulation grows more complex while lowering resolution has little effect, a CPU or game-simulation limit is plausible.
Neither clue proves the bottleneck. Microsoft’s CPU and GPU performance overview discusses how graphics work, including resolution and pixel-shader demand, can also constrain performance.
Tune graphics settings in small steps
Reduce a few settings, test, and restore them one at a time until you find a balance between smoothness and image quality. Riot’s general PC guidance prioritizes these options as likely candidates for adjustment; the names and impact vary by game and computer (Riot Games Support):
- Shadows
- Effects, particles, and post-processing
- Environment, detail, and material quality
- Anti-aliasing and other image-enhancement effects
- Textures
If those changes are not enough, try a lower resolution. It can reduce rendering work, but the image will look less sharp. Riot puts it simply: “There’s no single perfect setup for every PC.”

Test VSync and frame caps for pacing
If the issue is tearing or uneven frame delivery rather than consistently low FPS, test VSync both on and off. Disabling it may improve performance or reduce input delay in some cases, but can cause visible tearing; neither setting is best for every system (Riot Games Support).
If the game supports an FPS cap, a stable cap may help with steadier delivery or lower heat and noise. There is no universal cap value for an unnamed game, so compare settings rather than assuming a particular number will help.
Address stutter and software conflicts
- Update the graphics driver. Get it from the graphics-card manufacturer, and install relevant operating-system updates. Retest before making another change. Capcom includes driver and OS updates among its general PC troubleshooting steps (Capcom support).
- Close background apps and overlays. Temporarily exit unnecessary resource-heavy programs, especially recording software and performance overlays, then see whether the same scene stutters. Re-enable them individually if performance improves.
- Verify game files if you use Steam. This is worth trying when the problem followed a damaged or incomplete installation or update. Capcom describes Steam verification as checking downloaded files against the content manifest and reacquiring missing or corrupted files (Capcom support).
- Consider the shader cache only when the game’s instructions support it. Shader compilation can cause stutter in some games, and cache handling depends on the game and rendering API. Capcom notes that damaged driver or game shader-cache files can cause graphical issues. Follow the specific game’s official instructions rather than guessing at a folder or deleting files indiscriminately; a cleared cache may need to be rebuilt.
Check heat and Windows display settings when relevant
Look for heat-related slowdowns
If play is smooth at first but performance degrades after an extended session, check temperatures and airflow. Epic’s general PC guidance suggests checking fans and vents for dust or blockage and cleaning them with compressed air when overheating is suspected (Epic Games support). This is a conditional check, not evidence that every late-session slowdown is caused by heat.

Use Windows 11 options only if your setup qualifies
On Windows 11, “Optimizations for windowed games” applies to compatible DirectX 10 and DirectX 11 games running windowed or borderless. Microsoft says the feature moves compatible games to the newer flip model, reducing frame latency and enabling features such as Auto HDR and variable refresh rate on supported displays. It is not a general performance switch for every game. See Microsoft’s Windows 11 instructions.
If your PC has both integrated and discrete graphics, check that the game is assigned to the intended GPU. In Windows Graphics settings, Microsoft documents a per-app graphics preference that includes “High performance” on systems with more than one GPU (Microsoft support).

Escalate with a reproducible report
If the issue remains, send the game developer the game and version, save or turn conditions, steps that reproduce the slowdown, CPU and GPU models, graphics-driver version, memory, operating-system version, resolution, settings, display mode, and any temperature or performance observations. Include when the problem began, such as after a patch, and whether it affects every session or only particular campaign states. A named game’s support page may list a known issue or game-specific fix; without the title, there is no responsible way to give a precise menu path or claim a particular bug is the cause.
