First prove which Apache process is busy, identify the request or client doing the work, and fix that source. Only then should you set a worker ceiling based on measured memory and concurrency. A higher limit can turn a CPU incident into swapping or an outage.

What high Apache CPU usually means
Apache is the process reporting the CPU time, but it may not be the root cause. A dynamic route can be running an inefficient database query, a crawler can repeatedly request an expensive page, a retry loop can multiply traffic, or a scheduled task can trigger image, file, or report processing. Apache may also spend CPU encrypting TLS, compressing large responses, or managing too many concurrent connections.
Increasing concurrency does not make an expensive request cheaper. It permits more copies of that work to run at once. On a small VPS, the result can be higher CPU, exhausted memory, swap activity, and eventually stalled services. Treat a worker limit as a safety boundary, not as a cure.

First response: capture the incident before changing settings
Record a short window around the spike. Note the time zone and timestamps so system, web, application, and database logs can be compared.
- Load average and CPU percentage.
- Whether CPU is user time, system time, or steal time from the virtualized host.
- Used memory, available memory, and swap-in or swap-out activity.
- Apache request rate and the number of active or waiting connections.
- Any deployment, cron job, backup, import, or traffic change at the same time.
Do not restart Apache immediately unless the VPS is becoming unavailable. A restart removes the processes and request context needed to find the cause. If an emergency restart is unavoidable, preserve logs and monitoring data first.

- Check memory at the same time. A CPU-only problem and a CPU-plus-swap problem require different responses.
- Write down the sample times. You will match them to status output and access-log entries.
On many distributions the process appears as apache2 or httpd. The name alone does not identify the request, so continue to request-level attribution.
Use mod_status to map a PID to a request
Apache’s status page is a starting point when the server is consuming CPU or memory. Requests are transient, so one page view can miss the request that caused the spike; refresh repeatedly during the incident or consume the machine-readable endpoint.
Enable a restricted status location
Load mod_status if it is not already loaded, then add a location that is accessible only from an authenticated administrative path or a tightly restricted management address. A typical configuration is:

Require local
</Location>
Replace Require local with an explicit trusted management network only when necessary. Never expose a detailed status page publicly: it can reveal request paths, client addresses, and operational information. Reload Apache using your distribution’s validated configuration procedure after checking syntax.
Collect detailed samples
Use a browser or command-line client from the permitted host:
curl http://127.0.0.1/server-status
curl http://127.0.0.1/server-status?auto
Enable ExtendedStatus On for the incident when you need full request and client detail. Take several samples a few seconds apart. Match the busy PID shown by top with the status entry’s request, client, worker state, and elapsed activity. A request that disappears between samples is not proof that it was harmless; transient requests are exactly why repeated sampling matters.
Correlate status output with logs and application work
Once you have a URI, client, and approximate time, follow the request through every layer.
- Access log: confirm frequency, response status, bytes sent, and whether one client or many clients are responsible.
- Error log: look for timeouts, repeated notices, upstream failures, rewrite loops, or resource errors.
- Application log: identify controller code, template rendering, image processing, exports, or retries associated with the URI.
- Database timing: check slow queries, lock waits, connection exhaustion, and sudden query-volume increases.
- Scheduled jobs: compare cron, queue, backup, import, and maintenance timestamps with the CPU samples.
Useful patterns include one expensive endpoint, a crawler requesting search or login pages, a burst from a small set of addresses, oversized responses, repeated redirects, a broken client retrying forever, or a job that performs heavy work inside the web request. Attribute the work before changing global Apache limits.

Apply the narrowest fix for the identified cause
Expensive dynamic route
Repair the query or code path first. Add the missing database index, remove an accidental unbounded loop, paginate large results, and avoid rebuilding the same response for every request. Cache or pre-render pages that do not need per-request computation. For long reports, image transformations, archives, and imports, submit a job to a queue and let the web request return a status or download link instead of doing all work in an Apache worker.
Abusive client, crawler, or attack
Confirm the pattern in access logs before blocking. Then apply the narrowest control available: a web-server rule for a clearly malicious signature, authentication for sensitive routes, a rate limit at the edge or reverse proxy, or a temporary block for an identified address range. Keep legitimate shared networks in mind; an address can represent many users. Continue watching request rate after the control is applied.
Retry or redirect loop
Inspect redirect targets, canonical-host rules, proxy headers, and application retries. A loop can consume CPU even when each individual request looks small. Fix the condition producing the loop, then verify that a normal client receives the expected finite redirect chain.
Large files and static content
Move repeatable static delivery away from dynamic application code. Verify that caching headers are appropriate, that assets are not being regenerated on every request, and that the operating system and storage path support Apache’s sendfile optimization. Test downloads and mounted or network filesystems carefully; an unsupported path can make that option ineffective or unsuitable.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsScheduled or maintenance work
Reschedule heavy jobs away from peak traffic, reduce their batch size, or run them through a queue with explicit concurrency. A cron process can coincide with Apache CPU use without Apache being the origin of the workload.

Set MaxRequestWorkers from memory, not a copied number
MaxRequestWorkers is the maximum number of simultaneous requests Apache will serve. In the prefork MPM it caps child processes. In worker and event it caps the total serving threads. Requests above the limit normally wait in the listen backlog.
There is no universal value for a 1 GB VPS. The right setting depends on the active MPM, module set, application, TLS usage, database, and the resident memory of workers under real traffic.
Recommended Free Tools
A practical sizing method
- Measure the resident memory of representative Apache workers while the real application is serving requests. Do not rely on the size of an idle process.
- Reserve memory for the kernel, the operating system, TLS libraries, the database, PHP or another application runtime, monitoring, filesystem cache, and short bursts.
- Estimate the memory available to Apache after those reservations.
- Divide that amount by the measured per-worker or per-serving-thread cost.
- Reduce the result for safety, then test under representative concurrency.
The calculation is an operational heuristic, not an Apache-published formula. For example, if only 450 MB can safely be assigned to Apache and representative prefork children consume 45 MB each, the arithmetic ceiling is 10 children; a lower configured value may be prudent to preserve burst headroom. Re-measure after enabling modules, changing application code, or switching MPM.
Why lower can be safer on a 1 GB VPS
Apache’s prefork guidance says the limit must be large enough for expected simultaneous requests but small enough to leave physical RAM for all processes. On limited-memory sites, decreasing MaxRequestWorkers can prevent thrashing and swapping. A queue of requests is preferable to allowing enough workers to exhaust RAM and make the whole VPS unresponsive.
Keep related limits consistent
For worker and event, keep MaxRequestWorkers consistent with ThreadsPerChild and the available ServerLimit. Settings beyond what the system can handle can prevent startup or make the system unstable. Change one related value at a time, validate configuration, and keep the previous working configuration available for rollback.
Best Value
Choose the MPM deliberately
First record the active MPM and loaded modules:
apachectl -M
The module list normally identifies mpm_prefork_module, mpm_worker_module, or mpm_event_module. Distribution commands and configuration paths differ, so use the package’s documented enable or disable mechanism rather than deleting files manually.
Quick wins for a faster PC:
Repair Windows errors before they cause bigger problemsFix Now →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Clear out junk files and repair common Windows errorsFree Scan →| MPM | Concurrency model | Memory and compatibility considerations | When to consider it |
|---|---|---|---|
| prefork | Separate child processes serve requests. | Usually higher memory per concurrent request; often required by older non-thread-safe modules. | Keep it when the application or loaded modules require process isolation or are not thread-safe. |
| worker | Processes contain multiple serving threads. | Apache describes a smaller memory footprint than prefork, but every module and application component must be thread-safe. | Consider it for a compatible stack that needs more concurrency within limited RAM. |
| event | Threaded serving with connection handling designed to free main threads while clients wait. | Can improve connection efficiency, but compatibility and behavior must be tested with the complete stack. | Consider it when the application and modules support it and many keep-alive connections are present. |
Switching MPM is not a blind performance upgrade. Confirm compatibility with the PHP handler, authentication modules, libraries, and any proprietary or legacy extension. Test on the same application workload, check errors, and watch both CPU and memory after the change.
Review keep-alive, static delivery, and connection costs
After request attribution, review connection settings. Apache’s performance guidance documents a default KeepAliveTimeout of five seconds and explains that connection handling changes resource use. A long timeout can retain workers or threads while clients are idle; a short timeout can increase connection and TLS handshakes. Choose based on observed client behavior rather than a universal value.
- Check whether
KeepAlivematches the traffic pattern and front-end architecture. - Adjust
KeepAliveTimeoutcautiously, then compare active connection counts, CPU, latency, and handshake volume. - Serve CSS, JavaScript, images, and downloads as static files whenever possible.
- Use caching or a front-end proxy when it removes repeated dynamic rendering.
- Enable
sendfileonly when the operating system and storage path support it, and test files served from mounted or unusual filesystems.
These are secondary optimizations. They should follow the investigation of the request, client, and application route; otherwise they can mask the source while leaving the expensive work intact.
Change one setting, reload safely, and measure
- Save the current Apache configuration and note the exact values being changed.
- Validate syntax with the distribution’s Apache configuration test command, commonly
apachectl configtest. - Reload rather than restart when the configuration and platform permit it, so existing connections have the least disruption.
- Watch the reload for errors and confirm that the service remains reachable.
- Measure CPU, load, resident memory, swap activity, request latency, status-page states, and error rates for a comparable period.
- Keep the change only if it improves the target symptom without causing unacceptable queueing, latency, or memory pressure.
Do not combine an MPM switch, worker-limit change, keep-alive change, and caching change in one deployment. If the result worsens, you need to know which change to reverse.

Remedy decision matrix
| Remedy | Root-cause removal or concurrency cap? | CPU effect | RAM and swap risk | Compatibility and reload risk | How to verify |
|---|---|---|---|---|---|
| Repair or cache an expensive route | Removes the source of repeated work. | Usually lowers CPU for that request. | May lower worker residence and queue time. | Application change; test code and cache correctness. | Status URI, application timing, database timing, access-log rate. |
| Block or rate-limit abusive traffic | Removes or constrains a specific source. | Lowers work if attribution is correct. | Usually lowers concurrency; rules themselves need testing. | Risk of blocking legitimate shared clients. | Client distribution, request rate, status and error logs. |
Lower MaxRequestWorkers |
Caps concurrency; does not make requests cheaper. | Can reduce CPU contention. | Reduces swap risk, but increases waiting when traffic exceeds the cap. | Usually reversible after syntax validation. | Memory, swap, backlog, latency, and active-worker counts. |
Raise MaxRequestWorkers |
Increases concurrency; not a root-cause fix. | Can increase total CPU work and contention. | Higher risk of exhaustion and swapping on a small VPS. | May destabilize startup or runtime if related limits are insufficient. | Only consider with measured headroom and before/after load data. |
| Switch MPM | Changes the concurrency model. | May improve efficiency for a compatible workload. | Worker footprint can differ substantially from prefork. | Highest compatibility and reload risk; test all modules and handlers. | Module list, functional tests, status samples, CPU and memory time series. |
| Adjust keep-alive or static delivery | Reduces connection or repeated-transfer overhead. | May lower handshake or dynamic-rendering CPU. | Can change idle connection resource use. | Configuration change; behavior depends on clients and storage. | Connection counts, request latency, bytes served, and CPU. |

When the diagnosis points outside Apache
If top shows high steal time, the virtual host may be CPU-starved by the underlying platform rather than by Apache work. If a database, PHP process, queue worker, or backup process is hot instead, Apache may only be waiting for that dependency. If the load average is high but Apache workers are mostly idle, investigate disk I/O, blocked storage, memory pressure, and other services. The same timestamped evidence prevents an Apache setting from being used to treat the wrong bottleneck.
Escalate when continuous operation is required
A small VPS needs ongoing observation, not just a one-time tuning change. Keep time-series data for CPU, memory, swap, request rate, latency, status-page worker states, and error rates. If you cannot maintain restricted diagnostics, log correlation, patching, and rollback procedures, a managed Linux VPS monitoring or managed Apache hosting service may be more appropriate than repeatedly raising limits without evidence.
