GitHub Copilot has different context mechanisms depending on where you use it. Inline ghost-text completion mainly predicts from code near the cursor, Copilot Chat can use files and repository context that you explicitly expose, and agentic features can inspect and edit files with tools. Identify the surface first, then apply the matching fix: provide Chat with named files, add repository instructions for recurring conventions, verify semantic indexing and hosting eligibility, and confirm that your IDE, extension, account and organization policies support the feature.
Start by identifying which Copilot experience is failing
“Copilot is ignoring my code” describes several different behaviors. A completion that appears while you type is not using context in the same way as a Chat answer, and neither is identical to an agentic workflow. Treating them as one feature leads to unproductive fixes, such as editing instruction files when the real issue is that an inline completion has very little context beyond the current editor.

| Surface | What normally supplies context | What a failure looks like | First thing to test |
|---|---|---|---|
| Inline ghost-text completion | Code around the cursor and other context available to the IDE at completion time | A suggested line uses a generic pattern instead of your local API, naming style or nearby types | Move the cursor into a small, representative file and add nearby type definitions, comments or a function signature |
| Copilot Chat | Selected code, the open file, explicitly referenced files and, where available, the wider codebase | The answer invents a module, misses a symbol that exists, or gives a repository-wide answer unrelated to your project | Open or highlight the relevant code and reference it with #file or #solution in a narrow prompt |
| Agentic workflow | Files the agent can inspect, its available tools, and the instructions and permissions governing the session | The agent edits the wrong file, skips a convention, or cannot discover the project structure | Ask it to inspect named files first, state the intended change, and review the proposed file list before allowing edits |
Record the surface before changing settings. Also note your IDE and version, Copilot extension version, repository host, branch, and whether the behavior affects one file or the whole project. A one-file problem usually calls for better local context; a project-wide problem points more often to instructions, indexing, policy or setup.

Chat is the easiest surface to diagnose because you can control much of the input. GitHub’s guidance recommends opening the relevant file, highlighting the lines that matter, or adding references such as #file and #solution. Do not rely on a broad request such as “fix the authentication bug in this repository.” Name the files, symbols and expected behavior that should determine the answer.

Use a focused context sequence
- Open the primary file. Put the cursor in the function, class or configuration block that is actually involved. This makes the immediate code visible to the conversation.
- Select the smallest useful region. Include the failing function, its input type and the call site or test that demonstrates the problem. A giant selection can bury the relevant detail.
- Reference supporting files. Add
#filereferences for the interface, implementation, configuration or test that must be considered. Use#solutionwhen the question requires repository-wide discovery and that participant is available in your IDE. - State a checkable question. Ask Copilot to identify the exact mismatch, cite the symbol it used, or propose a patch limited to named files. A verifiable request exposes whether the context was actually used.
- Inspect the answer. Check names, paths, types and configuration values against the files you referenced. If it cites a nonexistent symbol, correct the context before asking for a larger change.
Prompt examples that reveal whether context was used
Using #file:src/orders/OrderService.ts and #file:src/orders/OrderRepository.ts, explain why OrderService.create() bypasses the repository transaction. Quote the method names you relied on and propose a change only in OrderService.ts.
With #solution, find the project convention for HTTP error responses. Compare it with the response in src/api/users.ts, then identify the smallest change needed. Do not invent a new error type.
These prompts do more than add words. They define the evidence Copilot should use and ask for an observable result. If the response still ignores the named file, remove unrelated participants, start a new chat and repeat with one file plus one concrete question. This distinguishes a context-selection problem from a broader indexing or configuration problem.
Make recurring project rules persistent in VS Code
If Copilot repeatedly misses the same architecture or terminology across many conversations, put that information in repository instructions instead of restating it every time. In VS Code, the repository-wide file is .github/copilot-instructions.md. Rules that apply only to certain paths go in instruction files under .github/instructions. The latter lets you keep, for example, frontend rules separate from database-migration rules.
What to put in an instruction file
- The boundaries between major packages or services and which layer owns a decision.
- Domain terms, canonical names and abbreviations that Copilot should preserve.
- Build, lint and test commands, including any required working directory.
- Error-handling, logging, dependency-injection, API-versioning and security conventions.
- Files that are generated, read-only, or must never be edited directly.
- How a change should be validated, such as the specific test suite for a package.
Keep instructions precise and maintainable
Write short, testable rules rather than aspirations. “Follow our style” gives Copilot little to act on; “Use the repository’s Result<T> type for expected failures and run npm test -- --runInBand from the root” is actionable. Explain exceptions and identify the scope of each rule. Remove obsolete commands when the project changes, because stale instructions can make a correct suggestion look wrong.

# Architecture
- Keep HTTP handlers in src/api and business rules in src/domain.
- Do not import database clients from src/api; call the repository interface instead.
# Validation
- Run npm run lint for changed TypeScript files.
- Run npm test -- --runInBand for the affected package.
# Naming
- Use `CustomerId` for the domain identifier; do not introduce a second identifier type.
After creating or editing the files, confirm that custom instructions are enabled in the applicable VS Code and Copilot configuration. Organization policies can disable or limit the feature. Instructions provide useful context, not a deterministic rule engine: GitHub notes that Copilot may not follow custom instructions identically in every response. Review generated code and run the project’s checks.

Check semantic indexing and repository hosting
Chat questions about repository structure and logic depend on Copilot being able to retrieve relevant code. A current semantic index helps it find related files that are not open in the editor. If Copilot can answer questions about an open file but cannot locate a sibling module, index availability is a more plausible suspect than the wording of your prompt.
Understand the hosting limits
VS Code may semantically index local or other non-GitHub repositories, but this capability is policy-controlled and its availability depends on the service and account configuration. The documented support described for this workflow is limited to GitHub.com; it is not available on GHE.com or GitHub Enterprise Server. A repository hosted elsewhere can therefore behave differently from an otherwise identical repository on GitHub.com. Do not assume that moving a file into the workspace guarantees a repository-wide answer.
What to verify
- Identify the repository host: GitHub.com, GHE.com, GitHub Enterprise Server or a local/non-GitHub origin.
- Check whether your organization or enterprise policy permits repository indexing and whether the index is still being built.
- Make sure the current branch and files are present in the workspace. Newly created or recently renamed files may not be discoverable immediately.
- Test retrieval with a narrow question about a distinctive symbol. Ask Copilot to name the file that defines it, then open that file to verify the result.
If indexing is unavailable for your host, use explicit file references and open files instead of expecting a global repository search. If indexing is permitted but results are stale, reproduce the problem after the service has had time to update and include the host, branch and affected paths when requesting support.
Use a practical troubleshooting sequence
The following order prevents you from changing several variables at once. Stop when the behavior is explained; do not infer a root cause from one surprising completion.

1. Reproduce and classify the symptom
- Write down the exact prompt or the code immediately before the completion.
- Label it inline completion, Chat or an agentic task.
- Record IDE and extension versions, repository host, branch and organization account.
- Try the same request in one small, known-relevant file and note whether the issue is local or project-wide.
2. Test inline completion locally
Inline suggestions are predictive, not a repository search command. Put the relevant type, interface or example call near the cursor, add a clear function signature and comment the intended behavior, then request another completion. If the suggestion improves only after you add local context, the feature is behaving as designed rather than proving that indexing is broken. For repository-wide reasoning, switch to Chat or an agent and provide explicit references.
3. Test Chat with one known file
Open and select the smallest relevant code, add a #file reference, and ask one question with a concrete expected check. Require the answer to identify the symbol or path it used. A successful one-file test establishes that authentication and the basic Chat surface work; it does not establish that the wider repository is indexed.
4. Add or review repository instructions
If many interactions miss the same convention, inspect .github/copilot-instructions.md and any applicable files under .github/instructions. Confirm the paths are in the repository, the rules are current and custom instructions are enabled. Test one instruction at a time so you can tell whether a change helped.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errors5. Check indexing and policy
For questions that require undiscovered files, verify semantic-index eligibility for the repository host and your organization. On unsupported enterprise hosts, rely on explicit references. On supported hosts, allow for indexing latency and retest with a distinctive symbol.

6. Confirm account, extension and IDE state
Make sure the Copilot extension is installed, enabled and authenticated with the account that has access to the repository. GitHub’s IDE suggestions guidance recommends using current VS Code and Copilot extension versions. Feature availability and configuration vary by IDE, plan and organization policy, so a setting or participant shown in one IDE may not exist in another. Sign in again only after recording the current state, then repeat the one-file test.
7. Create a minimal reproduction
If the behavior remains inconsistent, reduce it to one surface, one prompt and one or two files. Include the IDE and version, extension version, repository host, branch, relevant settings or policies and the expected versus actual result. This gives support a reproducible case without exposing unrelated source code.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Choose the right context method
| Method | Best for | Scope | Limitations |
|---|---|---|---|
| Nearby code for inline completion | Finishing a function, statement or repetitive local pattern | Per cursor position and editor context | Not a dependable repository-wide search; suggestions are probabilistic |
| Selected/open files in Chat | Explaining or changing a known piece of code | Transient, per conversation or request | You must expose the relevant files; a broad prompt can omit them |
#file and #solution references |
Directing Chat to named files or wider solution context | Transient references attached to a prompt | Availability and behavior vary by IDE and configuration |
| Repository-wide instructions | Architecture, commands and terminology that recur across the project | Persistent repository scope in VS Code | Not a guarantee that every response follows every rule |
| Path-specific instructions | Rules for only a frontend, service, generated directory or other path | Persistent, limited to matching paths | Requires accurate path scope and maintenance |
| Semantic repository indexing | Finding related files and answering structural questions | Repository-wide retrieval where eligible | Policy- and host-dependent; unavailable on GHE.com and GitHub Enterprise Server for the documented scenario |
| Agentic inspection and tools | Multi-file changes, tests and structured investigation | Files and tools the agent is allowed to use | Review proposed edits; access and tool availability differ by IDE and policy |
These methods complement one another but are not interchangeable. Instructions cannot force an inline completion to read every repository file, and indexing cannot replace a prompt that names the code you want Chat to analyze.

Common failure patterns and targeted fixes
| Symptom | Likely explanation | Targeted response |
|---|---|---|
| Inline completion uses a generic library call | The cursor context does not expose your wrapper or local type | Add the local signature or example nearby, or move the task to Chat with a file reference |
| Chat answers an open-file question correctly but misses another module | The second module was not selected, referenced or retrievable through indexing | Add #file for that module and test indexing with its distinctive symbol |
| Every conversation ignores naming and test conventions | No applicable repository instructions, disabled custom instructions or stale rules | Review the VS Code instruction files, enable the feature and update commands and terminology |
| Repository-wide questions fail only on an enterprise host | Semantic indexing eligibility differs by host and policy | Check host support; use explicit files when indexing is unavailable |
| An agent edits generated files | The agent was not told which files are generated or the task scope was broad | Add a generated-file rule, name the allowed files and require an inspection plan before edits |
| Behavior differs between teammates | IDE, extension, account, plan or organization policy differs | Compare versions, sign-in account, enabled features and policy before comparing prompts |
Design prompts and instructions that are easy to verify
Context works best when the requested operation has a boundary and a test. Name the files or symbols, state what must not change, and ask for evidence before a patch. For example:
Best Value
- Explain: “Using
#file:src/cache/Cache.tsand#file:src/cache/RedisCache.ts, identify where expiration is converted from seconds to milliseconds. Quote the two expressions; do not propose changes yet.” - Refactor: “With
#file:src/api/orders.tsand the repository’s error-handling convention, replace the duplicated validation. Keep the public response shape and list the tests to run.” - Agent plan: “Inspect the files under
src/billingfirst. Give me a three-file edit plan, identify generated files, and wait for approval before modifying anything.”
A good instruction file follows the same principle: specify the rule, its scope and the command that verifies it. Avoid contradictory guidance in a repository-wide file and a path-specific file. When rules conflict, simplify them before blaming Copilot for choosing the wrong one.
Keep expectations realistic
Copilot is a probabilistic assistant, not a compiler or a complete repository model. Context can be unavailable because the surface does not request it, because you did not reference the relevant file, because indexing is restricted or stale, or because the model selected an incorrect but plausible pattern. Custom instructions improve the signal but do not guarantee identical compliance in every response. Always inspect changes, run the project’s build and tests, and treat a confident answer without a matching symbol or path as unverified.
Documentation and feature support change with IDE releases, extension versions, plans and organization policy. The repository-instruction paths above are specifically for VS Code; users of another IDE should confirm that IDE’s current instructions and context controls instead of copying the paths blindly.

When to seek support
Escalate only after the one-file Chat test, explicit references, instruction review and host/indexing check have been completed. Provide the minimal reproduction rather than an entire private repository. Include the Copilot surface, IDE and extension versions, repository host, account or organization policy that may affect indexing or instructions, the exact file references, and the expected and actual responses. This information lets support distinguish a feature-availability issue from a context-selection or project-configuration issue.
