If a Steam game update will not start, first check whether Steam is downloading files or applying them to disk. Active disk use with little or no network activity can mean the patch is still being unpacked or written; it is not necessarily frozen. Close the game, check the Downloads queue and available space, then work through the least disruptive fixes before considering a reinstall.
First, tell whether the update is stuck
“Won’t download” can describe several different problems, and the right fix depends on what Steam is doing:
- Network activity: Steam is receiving data from its content servers.
- Disk activity: Steam may be unpacking, validating, or rewriting local game files. Steamworks notes that patching can require substantial local disk input/output, so a small download may still take time to apply: Steamworks: SteamPipe and uploading.
- Queued or waiting: Another download or disk operation may be ahead of the update, or the game may be waiting for its scheduled update window.
- Server-side delay: The publisher may be rolling out an update gradually or it may not yet be available for your region or platform.
Open Steam > Downloads and check the queue and activity indicators. If network speed is at zero but disk use continues, give Steam time to process the patch rather than immediately canceling it. Also check that the game is fully closed and that its drive has free space: patching can need local working room beyond the update’s displayed download size.
Try the quick, low-risk fixes
Pause and resume the update
In Steam > Downloads, pause the affected update, wait a moment, then resume it. If another download is occupying the queue, pause it temporarily so you can see whether the game update starts.

Exit Steam completely and reopen it
- Pause the update.
- Select Steam > Exit.
- On Windows, check the notification area/system tray and close Steam there too if it is still running.
- Open Steam again, return to Downloads, and resume the update.
If a full client restart does not help, restart the computer. This can release file locks and reset temporary network or client problems. Steam troubleshooting guidance also recommends restarting the computer and network equipment when appropriate: Steam troubleshooting guidance.
Clear Steam’s download cache
Use Steam > Settings > Downloads > Clear Download Cache. Menu names can vary slightly by operating system or client revision. Steam will require you to sign in again; this clears cached download configuration data, not your installed games. After signing back in, open Downloads and resume the update. Repair the library or game files
Repair the Steam library folder
If Steam cannot write to the library, repair that folder before changing permissions manually. Depending on the client layout, use either Steam > Settings > Downloads > Steam Library Folders, right-click the relevant library, and choose Repair Library Folder; or open Steam > Settings > Storage, select the library’s three-dot menu, and choose Repair Folder. The menu location differs across client layouts; Steam’s support page documents library troubleshooting, including the newer Storage wording: Steam Support library instructions.
Verify the affected game’s files
- Open Library and right-click the game.
- Select Properties > Installed Files.
- Select Verify integrity of game files.
Older Steam clients may label the section Local Files. Verification compares installed files with Steam’s expected files and reacquires files it identifies as missing or mismatched. It does not fix a failing drive, blocked network access, or a publisher-side patch problem. A report that one or more files failed to validate does not always mean the whole installation is broken: some games have local configuration files that are expected to differ from Steam’s manifest. When the update is stuck at 0% or says “Starting download”
These symptoms can come from a stalled queue, cached download data, a content-server issue, network or security software, or a damaged local manifest. Try the actions in this order:
- Pause other downloads and resume the affected update.
- Exit and reopen Steam.
- Clear the download cache and sign back in.
- Change the download region as described below.
- If other internet activity is failing too, restart the computer and router or modem.
- Temporarily disconnect a VPN or proxy, then retry.
- Check whether firewall or antivirus software is blocking Steam or locking game files.
- Try another Steam download to see whether the issue affects the client generally.
- Verify the affected game’s files.
If Steam reports Content servers unreachable, changing region and checking VPN, proxy, and firewall settings are more relevant than repeatedly reinstalling the game. Do not assume Steam is experiencing a service-wide outage based on one failed download.

Try a nearby download region
Go to Steam > Settings > Downloads > Download Region, choose one nearby alternative, and retry. A content-server group can be slow or temporarily unavailable; trying one or two nearby regions may bypass it. Restart Steam if prompted or if the setting does not appear to take effect. Once the update works, return to your usual region. These errors point more strongly to local storage or file access than to internet speed. A running game, mod manager, file browser, backup tool, overlay, or security program may have a game file open. Antivirus software can also quarantine or lock a changed file in some cases; that possibility is not proof that antivirus is the cause. - Close the game completely, including any background process, and exit mod tools or other programs that may use its files.
- Check free space on the drive containing the Steam library. If the update repeatedly stops at the same percentage, insufficient working space is one possible cause even when the download itself looks small.
- Repair the library folder, then verify the game files.
- Check the antivirus or endpoint-security quarantine for game files Steam needs. If you temporarily test with a security feature disabled, keep the test brief, do not browse or download other files during it, and turn protection back on immediately. Prefer a narrowly scoped exclusion only when you trust the game and know how to remove the exception.
- If available, test another Steam library or drive. Repeated failures across games on one drive warrant checking that drive’s file system and hardware health.
For external USB drives, also check that the connection is stable and that the drive is not disconnecting or sleeping during a long patch. Steam’s built-in library repair is safer than manually changing folder permissions; running Steam as administrator is not the default fix because it can mask rather than resolve an underlying library or drive problem.
Diagnose whether it is one game or all Steam downloads

If only one game will not update
Close the game and its mod manager, verify the files, repair the library, and confirm that the game’s drive has space. Temporarily remove or disable mods if they alter game files. Then check the publisher’s support page or official announcements for a delayed, withdrawn, or game-specific patch. Reinstall only if these checks fail; reinstalling cannot fix a publisher-side update problem.
If every Steam download is affected
Try a different Steam download, a different library drive, or—if practical—a different network such as a phone hotspot. If the download works on another network, investigate router, DNS, VPN, proxy, or firewall interference. If it fails only on one drive, focus on that drive’s space, permissions, and health. Steamworks troubleshooting includes checking firewall settings and restarting the computer, modem, or router when network symptoms justify it: Steamworks download troubleshooting.
Reinstall only after the less disruptive checks
Reinstalling can help when a game installation is badly damaged, but it uses time, bandwidth, and storage and may complicate local saves, mods, screenshots, or configuration files. Back up anything important first and check whether saves are stored in the game directory or synced separately. If reinstalling Steam itself, distinguish the client from your game library: do not casually delete the steamapps folder, game folders, manifests, or cache directories. Steam’s built-in cache clearing, library repair, and file verification should come first. Manual deletion of Steam cache or manifest files is an advanced recovery step, not a routine consumer fix.
